9. INDIAN COMMUNITY CENTRE

c. DISCUSSIONS, SUGGESTIONS AND QUESTIONS BY MEMBERS

(i) The strategic plan for 2018 – 2023 was presented during president’s report was much

admired by all the members.

(ii) There was a question regarding the DGR status of the ISWA and whether the alternate arrangement with organization is allowed? To receive donations for the Indian Community Centre, arrangements will be made with until ISWA gets DGR status.

(iii) There was a query about framework of the Indian Community Centre project, funding and getting grants. ISWA management committee has already looking at the opportunities with funding bodies such as Lottery West, City Councils, Office of Multicultural Interest etc. and also received a few verbal commitments from the Indian Business community.

(iv) There was a query about having a separate ISWA charity fund. Members were

detailed that in difficulties to have separate funds for legitimate reasons. (v) The members applauded the excellent work by Treasurer.

(vi) The members congratulated the management committee. They acknowledged the

requirement of an Indian Community Centre and appreciated the initiatives and hard work by the team.

11. ISWA COUNCIL

Dr. Anjali Gadre, Returning Officer read out the nominations received for the ISWA Council for ISWA council members positions. There were 17 eligible nominations for 17 positions of ISWA Council. The following ISWA life members are declared elected to ISWA Council:

c. DISCUSSIONS, SUGGESTIONS AND QUESTIONS BY MEMBERS

(i) There was a question of Consultation fees for LiveLighter Diwali Mela 2017 appearing as expense. The Treasurer clarified that since RASWA (owners of Claremont Showground) as the venue holder, do not offer their services of venue tickets sale, an external professional security agency was hired to handle tickets sales at the multiple venue gates and deposit the amount to ISWA’s account.

(ii) There was a query about amount shown as accounts receivable, is this for one

year or two years? The Treasurer replied that the amount in question was for last three years. Most of the amount was received as written in the Treasurer’s and Annual report presented by the time of AGM. One of the debts was overdue and ISWA has been organising the debt collection for the defaulted payment plan. Any irrecoverable debt was provisioned as write off.

(iii) There was concern about Sangam event being in deficit and asking for the

amount spent for the catering. President said that this particular event was for showcasing the local talent to the wider community and provide bigger platform. If it was to be break even event, the ticket prices would have to be made high

making it unattractive and uneconomical for the visitors. The full year accounts show healthy surplus. The Vice-President and the Treasurer explained that the catering was mainly for special invitees which included the supporting government agencies, Heads of the Associations working with ISWA, Sponsors and Lakhwara awardees. There was a suggestion to the incoming Managing Committee to review free two tickets being given to Association heads.

(iv) A member had apprehension about Sangam and Holi events running at loss. It

was elucidated that not all ISWA events will generate profit. Reduction in cost means compromise in quality or higher cost for the attendees.

(v) Couple of members asked about the monitoring the ISWA spend and possible

appointment of trustees. There was suggestion about Constitutional change for better governance and two-tier system. The Management Committee replied the new incoming MC will review and make necessary recommendations.

(vi) A member was interested to know about advertising spend increase in

comparison to previous year. Advertisement on Transperth buses and billboard were tried this year to publicise the LiveLighter Diwali Mela to attract people who would normally not know about the event. This was successful trial and managed to entice over 15,000 people from all walks of life over two days. There was suggestion to consider multiple venues for advertisements and explore cost effective ways to advertise. The members present commended the committee for a great event and excellent involvement by other organisations.

(vii) There was question about comparison of 2016 Diwali event with 2017

where the new format of two-day event generated less revenue. The committee said that this is more of an investment. Food stall holders were reluctant to come in 2017 as too much of competition in 2016 resulted in negative cash flow for most of the restaurants. But in 2017 they did good business generating healthy profits and will definitely come in future events. More sponsorships are expected considering the successful event. This was two days event with 1.5 times expenses for a single day event. Venue is booked for another five years.

(viii) There was suggestion about reviewing free LiveLighter Diwali Mela

tickets given to Sangam Participants in 2017. New MC to review free tickets.

(ix) The members applauded the excellent work by Treasurer, introducing digital accounting and breaking down cost by events.

(x) There was a recommendation to consider Life membership for dependent

children once they are independent.

(xi) Members asked about the update on ISWA House. Present ISWA Centre was established in 2015 through government funding. Current ISWA committee had explored obtaining unused premises by other community organizations, however they were not available as they were constructed privately. Total ISWA building fund is about $92,000. Various options are to be explored by new MC. There was a suggestion to establish special sub-committee to raise fund from the community and explore other possibilities.

(xii) Mr. Chittaranjan Pathak proposed to establish a Cultural award by ISWA in

memory of late Mr. Pranjal Bora, a musical genius who was actively involved with Indian community in Perth. The proposal was unanimously accepted and the President said Awards committee can decide on guidelines. Proposer: Dr. Jagadish Jamboti Seconder: Mr. Rakesh Bhan

(xiii) There was discussion about ISWA Centre’s Hall hire by other associations. There was suggestion about to ponder on arrangement cost for hall hire and recovering damages to the property. Next MC to review and decide about fundamental promises made to the other associations regarding the hall

hire. Consider maintenance value rather than commercial charges.

(xiv) There was a suggestion about making mandatory to have at least two women in the MC. It was assured that this will be taken onboard.

(xv) Members suggested that if any MC member misses three consecutive MC meetings, President should ask him/her to leave to make room for other willing member. It was clarified that there is an existing provision in the constitution, but it has never been exercised.

(xvi) President informed that the restructuring of ISWA is being considered in the best interest of the community.

(xvii) A one-minute silence was observed for Late Mr. Satyendra Mishra, Ex-President of ISWA.

9. ELECTION OF NEW COMMITTEE.

Dr. Anjali Gadre, Returning Officer read out the nominations received for the Management Committee and office bearers’ positions. There was no conflict of interest for any positions and elections were not required.

The new Management committee for 2018-20 was declared as under. Handover: Returning Officer handed over the podium to the newly formed Management Committee.

10. A Steering Committee was appointed on 19th November 2017 by the Management Committee to review the umbrella structure of ISWA Constitution and other changes required. The Steering Committee met several times and prepared a proposed concept of the new structure of ISWA. On 18 February 2018, a visual representation of the proposed structure was presented and sent by email on 23 February 2018 to all ISWA members and heads of Indian associations. At the AGM, the chairman of the Steering Committee for ISWA Constitution Review presented a detailed PowerPoint presentation on the proposed new structure of ISWA and changes required to ISWA Constitution. There was a wide agreement amongst the members those present at the AGM about the new structure and a committee was recommended to be formed to do necessary changes to ISWA Constitution which can be presented to a Special General Meeting later during the year.

Quorum: The scheduled start of the SGM was delayed by 15 minutes as the quorum was not met, the meeting was adjourned for 15 minutes after the scheduled start time and commenced at 10:15 am. The members present met the quorum in accordance with the ISWA constitution.

ISWA AGM 2019 PRESIDENT’S REPORT 1 of 17

President’s Report to the Annual General Meeting 2019 Ladies and Gentlemen, Welcome to the Indian Society of Western Australia (ISWA) Annual General Meeting (AGM) 2019.

I on behalf of ISWA would like to begin by acknowledging the traditional owners of the land on which we meet, the Noongar people of Whadjuk country and pay my respects to their elders’ past, present and emerging.

The current committee has achieved so much during the last 10 months that I feel honoured to be part of this team with full of enthusiasm, new ideas and with the objective to do the best for the community.

The management committee focused on working together with various associations to set goals to improve the quality of activities organised in collaboration. Trust between ISWA and Indian organisations has grown significantly during this year.

ISWA Council As you are aware, the new constitution of ISWA has provisioned for ISWA Council as an advisory and consultative body to provide vision and direction to ISWA and to elect the Management Committee. The composition of ISWA Council will include presidents and other additional members from ISWA member associations and representatives of life members.

As detailed in the new Constitution, we need to include ISWA life member representatives apart from present Management Committee to start functioning of the ISWA Council. Balance of the representatives to the ISWA Council is scheduled to be finalised today at this AGM, from ISWA life members.

Indian Community Centre It’s time to have our own property. ISWA has identified the property and received an accepted offer to buy and convert it into the Indian Community Centre. All details will be provided later today and seek your approval.

Naari 2018 and Holi 2018 This report includes all activities by the present Management Committee. Naari 2018 and Holi 2018 is covered by previous President’s Report and hence not included here.

ISWA AGM 2019 PRESIDENT’S REPORT 2 of 17

Activities organised by ISWA in collaboration with Indian Associations Sangam, The Spirit of India 2018

ISWA organised ISWA’s Golden Jubilee event, Sangam, The Spirit of India 2018, the cultural showcase on 11th August 2018 at Perth Convention and Exhibition Centre. This event was supported by most Indian communities and 25 performances (including a live band orchestra) from different organisations, dance schools and groups. It was a true exhibition of cultural excellence and the immense talent by the Indian diaspora and other ethnic communities.

The programme was a grand success, as demonstrated by the number of emails and positive feedbacks received commending the high quality of cultural performances. Our appreciation goes to all the performers, their parents and their support teams for collaborating with ISWA in putting together such a great show. Our sincere thanks to all those volunteers who relentlessly worked behind the screen for the success of this event. Mr. Virendra Parikh (Event Coordinator), Mr. Satyajith Suvarna, (Cultural coordinator) and the team displayed a great conviction by pulling together this memorable event, Sangam, The Spirit of India 2018.

ISWA Cricket League 2018

ISWA Cricket League (ICL) 2018 was a highly successful event held between 22nd - 30th September 2018 and the probably the best time of the year for the event at Tompkins Park which is centrally located. Eight teams participated.

First time, winners and runners-up were given prize money of $1,000 and $500 respectively, apart from reducing the registration fee for the teams. Umpiring of all matches were done by WACA registered umpires.

Diwali Mela 2018 Diwali Mela was held in Claremont Showground on 3rd and 4th November 2018. This event was organised in collaboration with all associated member associations of ISWA. Diwali Mela 2018 was special in many aspects.

Event was attended by Hon. Mark McGowan, the Premier of WA who took personal interest in all stalls and interacted with the participants and performers.

All ISWA life member families were invited with personalised letters and 4 entry tickets each mailed to them. All associated member associations were cordially invited with complementary entry tickets which were highly appreciated. Free tickets were also provided to all performers of cultural programs in Diwali Mela 2018 and Sangam 2018, all stall holders and all sponsors. Altogether, over 8,000 complementary tickets were distributed.

The cultural performances on the stage was of very high quality this year. We introduced Talent Hunt to recognise and appreciate the local talents in music and dance. Grammy Award winner legendary percussionist Vikku Vinayakram graced the event with his mesmerising three-generation performance together with his son and grandson. Over 500 local performers participated in over 12 hours of stage programs over the two days. DJ from Bollywood entertained the crowd after the fireworks on both days. For the first time, ISWA used large LED screens on Diwali Mela stage to enhance the quality of the performances. A new technique in sound system was used with remotely operated speakers around the arena to make the viewing and listening to stage performance more pleasant and enjoyable from all areas. A big thank you to Mrs Rakhi Bose and her team comprising of Mrs Sindhu Nair, Mrs Sobana Gobu Iyar, Ms Hiral Patel, Mr Sarvesh Patel, Mrs Sonu Rastogi and Mr Subrata Bhattacharjee for delivering very high-quality cultural performances.

ISWA marketing team headed by Mr Supriya Guha employed very innovative marketing techniques which saved ISWA thousands of dollars in marketing costs, yet very effective marketing. Despite many complementary tickets issued, we had over $50,000 revenue generated from ticket sales.

Many volunteers helped in managing the gates and assisting differently abled and elderly people in transporting them from the car park to the event venue. A special thanks to Mr Supriya Guha and his team for managing the gates so efficiently and Mr Amit Mehta for managing all volunteers.

Event of this scale would not be possible without extensive planning and a very dedicated team. A big thank you to Mr Binod Agarwalla for taking the overall coordinator responsibility and managing multiple teams very efficiently. With his dedication, the Diwali Mela was delivered under budget cost yet maintaining a very high quality in all aspects of the event. Special thanks to Mr Virendra Parikh and Rohan Amlani for assisting Binod Agarwalla throughout the planning and execution of the event.

None of the events are possible without the funds. A very big thanks to Dr Jugal Agarwalla, Mrs Nivedita Kelkar and Mr Jasjit Singh Mann for their efforts and hard work to secure funds from Lottery West, OMI, Local Govt and sponsorships from various businesses.

Other Events/Initiatives/Promotions in Chronological Order 3 May 2018 Cooking and Recipes for One: ISWA has associated with Women’s Health and Family Services and organised an interactive session to promote engagement and increase of social interaction for Women between 19-35 years, living and/or working in the city of Perth.

6 to 27 May 2018 Free Footy Training for Kids: ISWA & WA Football Commission have organised ISWA Kids Program (Free AFL Football Training Program for Kids) for children Pre-Primary to Year 6 at North: Hillcrest Reserve, Bayswater and South: Burrendah Reserve, Willetton. About 60 young boys and girls participated at each location. All participants were given free T-shirts and footie balls on completion of the course. The Willetton centre attracted much more kids than the Bayswater.

8 May to 26 June 2018 Women Only Swimming Lessons: ISWA and Royal Life Saving Society of WA in partnership with Leisurepark Balga have organised 8-week Swim & Survive classes for women to develop water confidence & swimming technique, improve health & wellbeing and have the opportunity to engage with other women.

9 May 2018 onwards Free Vedic Chanting Classes: Vedic Training and Cultural Services (VTCS) and Indian Society of WA (ISWA) present free Vedic Chanting Classes on every Wednesday from 7 to 8 pm at Rostrata Family Centre, Willetton. The classes are taken by Pandit Sri Subrahmanya Bhat. People of all ages, caste, creed, race, religion, etc. are welcome to join these free weekly classes. These chanting classes will be oral and anyone can join.

10 May to 28 June 2018 Men Only Swimming Lessons: ISWA and Royal Life Saving Society of WA in partnership with Cannington Leisureplex have organised 8-week Swim & Survive classes for men to develop water confidence & swimming technique, improve health & wellbeing and have the opportunity to engage with other men.

19 May 2018 onwards Free Yoga Classes on Saturdays at Willetton: ISWA started free yoga classes from May 2018 until December 2018 continuously. More than 50 people got benefit out of these free classes every week, and maximum number reached to 80 people at one point of time. Thanks to the qualified Yoga instructors Deepak Gupta, Ajay Potturi, Samira and Brinda Gimblett who have rendered their voluntary service to the community.

19 May 2018 Indian Community Consultation: City of Cockburn in partnership with ISWA has organised a community consultation workshop to identify community needs, strength, interests, and gaps.

27 May 2018 Family Relationship Workshop for Community Leaders: A serious thought and immediate actions are required in terms of family relations of Indian origin community in Western Australia. In this regard, ISWA is working closely with White Ribbon Australia, Ishar Multicultural Women's Health Centre and Women's Health & Family Services. A Family Relationship Workshop was organised at ISWA Centre for Arts and Culture mainly for community leaders to understand and make a contribution towards the family welfare of our community. The presenters include Sunila Kotwal (from White Ribbon Australia, Sydney), Madhuri Mathisen (WA Advocate), Zainon Mohamed Kassim (WA Police), Champo Ngweshe (Ishar) and Amit Kumar Mishra (Consul General of India).

3 June 2018 Free Seminar on Aged-Care: Information Session on Aged-Care facilities available for people of Indian origin and health care for aged was organised by ISWA. The presenters include Pius Joshep, Operations Manager, Multicultural Senior Centre WA, Theresa Kwok, CEO, Chung Wah, Dr Bhaskar Mandal, Geriatrician (Aged Care Specialist) and Rajyashree Malaviya, Samskuthi Seniors. ISWA with Indian Associations of Western Australia has tied up with existing facilities for “Day Care for Seniors of Indian Origin”, a non-residential facility that supports the health, nutritional, social, and daily living needs of adults in a professionally staffed, group setting. The centres provide meals, meaningful activities, and general supervision. The care provided is a social model (focusing on socialisation and prevention services) provided to improve participants’ health and guide their progress in the right direction.

10 June 2018 Indian Students Workshop: A Networking Event. ISWA & StudyPerth jointly presented the Indian Students Workshop to support Indian origin students in Perth at City of Perth Library Auditorium, and also to understand their needs and networking with them. International and local Indian origin students benefitted from this workshop. It was an interactive session and students have shared their experiences and expectations.

19 August 2018 Interview Skills Workshop – Experiential Learning: A first-ever Interview Skills Development Workshop to enable the students and job seekers to get the roles they want was organised with real-time interview simulations addressing the common pitfall questions. Mock Interviews were also organised teaching not only by undergoing simulated interview scenarios but also by watching peers. Thanks to Rajni Walia for her voluntary service of 5 hours of structured workshop.

19 August 2018 Walk for Kerala Flood Victims: A 3km charity walk was organised at Kings park to quickly raise funds for Kerala Flood Victims. Thanks to Dr Arun Abraham, Dr Rajeev Singh, Dr Bhaskar Mandal for the initiative and drive. An amount of $7,374 was collected in just one-hour and handed over to Dr Arun who went personally to Kerala to help immediate relief works including supply of medicines and medical equipment. Thanks to Kash Bajaria for volunteering. ISWA was instrumental in raising a further $26,030 in collaboration with Multicultural Services Centre and remitted to the Kerala Chief Ministers Relief Fund.

25 August 2018 Do You Need a Vacation from Your Mind?: ISWA organised a discourse/family welfare session on “Do You Need A vacation from Your mind? - Bhagvad-Gita Insights for Inside-Out Change” by HG Chaitanya Charan Das, Author, Mentor and Speaker at ISWA Centre for Arts and Culture, Willetton. 9 September 2018 Catering & Restaurants Meeting with ISWA: ISWA has hosted a first of its kind meeting with Indian restaurant owners to brainstorm and discuss how ISWA, with their help can provide best taste-bud experience to the patrons in Diwali Mela. It was a successful meeting and those present frankly deliberated their views.

13 September 2018 Free Kings Park Hindi Tour: ISWA supported and promoted the Free Kings Park Wildflower Guided Tour by one of the talented plant developers of Kings Park. The guided walk was through the WA Botanic Garden detailing the amazing wildflowers in Hindi.

16 September 2018 Business Time – Networking Evening & Dinner: ISWA organised its first ever "ISWA Business Networking Event" to reach out to all Indian origin business community on Sunday,16th September from 4 to 9 pm at Manning Community Centre, Manning. ISWA invited all business owners of Indian origin with an objective of ‘set up win-win situation to all to “connect, engage and build” relationships within our business communities. It was very encouraging to see more than 130 business owners and entrepreneurs attended the event.

ISWA strongly believe “Networking is not about just connecting people but It's about connecting people with people, people with ideas, and people with opportunities to benefit businesses”. All business owners were given an opportunity to present their businesses & shared business cards and networked with fellow business people. ISWA’s main mission, objectives and events were explained to those present. Event concluded with delicious dinner.

21 September 2018 East marries West: ISWA proudly supported World-renowned collaboration between two musical giants and pioneers: Pandit Shubhendra Rao, Sitar, a disciple of Pandit Ravi Shankar in Guru-Shiya Parampara and Saskia Rao-de-Hass, Indian Cello (her creation), a disciple of Hariprasad Chaurasia and creators of sangeet4All, the first music curriculum for young learners.

29 September 2018 Nurturing Relationships: ISWA in collaboration with Chinmaya Mission Australia presented “Nurturing Relationships – Secrets to Living in Harmony”. This was an interactive relationship building and family welfare session with Swami Aparokshanada on “How to Nurture and Grow Positive Relationships for A Happy Life”.

2 December 2018 Safe Talk – Suicide Prevention Awareness Program: ISWA & Government of WA, Mental Health Commission and the City of Stirling has organised a free half-day workshop to prepare to recognise and support a person with thoughts of suicide. This workshop was well received by all ages of our community.

5 December 2018 – We Love Our Volunteers – Thank a Volunteer Day: ISWA took an opportunity to thank all volunteers who helped in running various programmes throughout the year. Without their untiring support, ISWA would not be what it is today. ISWA considers volunteers as an asset and organised special programme for all volunteers to thank them. A musical programme by a team consisting of Vinod Mahasuri, Kiran Bhatt, Pyasi Shah, Dipen Mehta, Anurag Saxena, Soniya Saligram, Durba Devi, Sam, Sangeeta and Nazrul Islam presented. Sanskriti Seniors group comprising of Rajashre and Anoop Malavia, Rekha and Anil Arti, Manu Singh, Chhya Shrivastava, Lalita Gupta, Vinod Mehta, Sharad Sharma presented old Bollywood songs. Harmeet presented nice Punjabi and Bollywood songs. Kajol Sharma mesmerised the audience with a dance performance. Skit named “MANAVTA” by Amit Mehta, Vijay Joshi and Puja Mehta was impressive. Each volunteer was called upon stage and facilitated with certificates. Veeranna Sataraddi and Amit Mehta put their efforts to encourage volunteers.

ISWA Health Team ISWA rolled out a concept of Health team comprising of Dr Venkata Kasina, Dr Anjali Gadre and Dr Kumar Goteti. The team sources several volunteers at the events as per the requirement.

ISWA Health team also derived support from both the Indian Doctor associations (AIMA-Australian Indian Medical Association and WA Indian Docs) for their proposed quarterly Public awareness medical seminars. From the latest medical seminar onwards, ISWA Health team also included an Australian Non-Profit Organisation (support and/or speaker) and will endeavour to continue so in all of the future medical seminars.

ISWA Health Team liaised with After Hours GP and Heart Foundation and managed the First Aid stall at the highly successful Diwali Mela 2018 weekend event. ISWA Health Team is instrumental in organizing ‘Breast Cancer Screening’ booth at the upcoming Naari 2019 event on 3rd March (celebrating the International Women’s Day) at Curtin Indoor Stadium.

Our next medical seminar on ‘MEMORY LOSS’ is scheduled for Sunday 7th April 2019 at ISWA Centre for Arts and Culture, Willetton. The seminar will be led by Dr Sanjay Khanna, an eminent Consultant Psychiatrist at Abbotsford and his team from various other Perth Hospitals.

ISWA Vyapar – Business Platform for Our Business People During & after the Business Networking event on 16 September 2018, ISWA has received great feedback, positive comments, suggestions and ideas from business owners how we can further improve and build and grow this business network to benefit businesses. On that basis our very dedicated and talented internal team tested and reviewed pilot demo successfully. We are very delighted and proud to announce this business platform name as “Vyapar”

Here is an overview of what this platform will do. This is an online social marketplace (a lot more than yellow page type listing of business) where you can:

1. Register and create the business profile; 2. Enable preferred payment gateway (paypal, stripe etc) to sell

product/services; 3. Post unlimited products and services offerings with pictures, descriptions,

price (if selling online); 4. Also, simply promote the business (without selling anything online) and

customers can contact directly; and 5. Customers can browse through keywords categories or location; then buy

or contact the business for further information.

Unlike other market places (like gumtree) there is no commission the businesses have to pay, as it is driven by ISWA for the community. After careful consideration on the subscription model, ISWA has decided to make the platform "FREE" for all ISWA platinum and corporate sponsors, as well as for all corporate members of ISWA. A yearly membership fee of $200 plus GST will be collected. ISWA has purchased a website www.vyapar.com.au and developing. Our very dedicated, talented and hardworking ISWA Business Platform “Vyapar” Team is as follows:

ISWA Digital Applications ISWA has designed and currently maintains a set of web and mobile applications to promote and provide information about the ISWA events, communicate to the members, sponsors, patrons, volunteers & partners.

ISWA Perth Events – ISWA’s dedicated mobile app for iOS (Apple devices) and Android can be downloaded from the Apple Appstore or Google Play Store.

In addition to ISWA’s two websites www.iswa-perth.org and www.diwalimela.com.au the present committee bought and developed www.holi.org.au and www.sangam.org.au. Considering the convenience of our members & patrons, ISWA has made provision for ticket booking, stall booking and volunteer registration to the ISWA events like Sangam, Diwali Mela, Holi & others through the ISWA Mobile App or the respective websites.

On top of that ISWA reaches out to a wide range of people using the social media – ISWA Facebook page is followed by more than 30,000 people where as ISWA’s twitter @IndianSocietyWA is gaining followers rapidly as well. ISWA is planning to create the ISWA Business Platform Vyapar very soon – the platform can be accessed via web and mobile devices.

ISWA Centre for Arts & Culture, Willetton ISWA has two halls and one meeting room on peppercorn lease from the City of Canning. ISWA has created a dedicated hall booking email [email protected] and encourage all Indian origin associations and community groups to book the halls in advance. Presently ISWA is not charging any not-for-profit organisation associated with ISWA and charges others nominally. ISWA Centre for Arts and Culture is widely used by community organisations for their meetings, language classes, dance classes, cultural, educational and other community development activities.

Sangam Radio 6EBA 95.3FM

Sangam Radio plays an extremely important role in uniting our community. Mr. Ramkrishna Bansal and Mrs Sangita Bansal are convenors for the Sangam radio. A broad range of topics are discussed, touching on areas such as community life, social welfare, culture, economics, literature, education and health. ISWA also shares its allocated time with various Indian communities. I highly recommend members to tuning in to 6EBA 95.3 FM every Saturday from 3pm – 4pm. Thanks to Ms Shruti Gupta for effectively managing the team of console operators.

ISWA Awards

We believe that our community members who are doing community work or achieving excellence in their field or school must be recognised for their achievements. For WACE Excellence Award, all the students who achieve more than 99 TER and nominate were awarded. Award for Personal Excellence, Youth Excellence and Scholastic performance in Junior School were also given at Sangam 2018.

I acknowledge the gratitude to the selection team of Awards committee: Dr Venkata Kasina, Dr Anjali Gadre, Naga Narayan, Dr Renu Sharma and Supriya Guha.

ISWA Memberships 112 new life members have joined in 2018 in comparison to 74 in 2017. This increase shows that Indian Community recognises the efforts of ISWA management team. ISWA has gone completely digital and membership applications as well as payments can be made directly on ISWA website.

Principal Activities

The Indian Society of Western Australia (ISWA) is a non-profit association established in 1968 and incorporated in 1972. 

ISWA's Vision, Mission, Values and Objects are as below:

 Vision: To be the unified and inclusive peak body which integrates, promotes and leads the people of Indian origin in WesternAustralia with a common objective and values to contribute and share their cultural heritage with the wider Australiancommunity.

 Mission: Inspires, leads and facilitates the people of Indian origin and enable them to excel in education, sports, culture andstrengthen community wellbeing with full commitment to the rule of law and respect for all people regardless of their diversebackground, status, race, religion, origin, age, gender, language or faith.

 Values: The values of ISWA are to:

• commit to the rule of law;• encourage and support to the people of Indian origin in their pursuit of excellence;• support the aged population;• sustain as well as nurture the younger generation linking them to their cultural roots and values;• share and strengthen the rich Indian heritage and culture through interaction with the wider Australian community;• spread the message of peace and non-violence, equity, diversity, adaptation and inclusiveness;• contribute to the advancement of the Australian way of life and values; and• foster the culture of honesty, integrity, high ethical standards and excellence.

 Objects: The objects of ISWA are to:

• assist, encourage, participate and initiate activities, which promote the welfare and social, cultural and educationalaspirations of Australian residents of Indian origin;

• be the peak body and work closely with other Associations of Indian origin and all tiers of government on issues of sharedinterests and to further ISWA’s vision, mission, values and objects;

• affiliate with any other national or interstate peak organisations sharing similar vision, mission, values and objects to thatof ISWA.

• support and help its member Associations in their activities and objectives;• allow its members and Associations to use ISWA premises for their activities at cost to be determined by the Management

Committee.• acquire, build or maintain facilities that can be the central hub of activity for the Indian community and other

Associations;• assist the Indian community with important social aspects like aged care, domestic violence, health awareness,

bereavement support, suicide or other similar community concerns as may be relevant; and• any other activities that may be incidental to or necessary for achieving ISWA’s Vision, Mission and Values.

Significant Changes

As the peak body for all organisations of Indian Origin in Western Australia, ISWA will continue to present a unified front for allIndians and strive to build upon and strengthen the bond which exists between India and Australia. Our Constitution wasrecently amended to reflect this. Due to this change, the AGM being held on 3rd February 2019 will witness a new structure beingcreated for ISWA in the form of an ISWA Council,, which will be the governing body made up of representatives of all memberAssociations of ISWA as well as Life Members.

ISWA is now rapidly expanding to other horizons and having embarked on many social outreach activities. Women’sempowerment, prevention of domestic violence, aged care and career development workshops for students and job-seekers arenew initiatives started by ISWA in 2018. 

During 2018, ISWA has supported various fundraisers such as Kerala Floods Fund raising ($26,030), Tamilnadu’s Cyclone (GAJA)relief ($19,765), Fund raise to support parents of Ankit who passed away in Albany ($34,409), Sikh Association to supportdeceased’s family ($4000) and Telegu Association to support deceased’s family ($35,260).

Also during 2018, there were a total number 112 new life membership registrations compared to 74 new life membershipsregistration in 2017.

Another important and exciting project that ISWA has started is to create an Indian Community Centre. Work towards this hasstarted and we hope to progress further in this endeavour in 2019.

Operating Result

The surplus for the financial year prior to allocation to building fund and prior year adjustments amounted to $57,532 ($51,870 +$5,662) compared to $28,124 ($16,356+ $11,768) in the previous year.

Going Concern

This financial report has been prepared on a going concern basis which contemplates continuity of normal business activitiesand the realisation of assets and settlement of liabilities in the ordinary course of business. The ability of the association tocontinue to operate as a going concern is dependent upon the ability of the association to generate sufficient cashflows fromoperations to meet its liabilities. The Management Committee of the association believe that the going concern assumption isappropriate.

1. Summary of Significant Accounting Policies

The financial statements are special purpose financial statements prepared in order to satisfy the financial reportingrequirements of the Association's constitution and the Associations Incorporation Act 2015 (WA). The committee has determinedthat the association is not a reporting entity.

The financial statements have been prepared on an accruals basis and are based on historic costs and do not take into accountchanging money values or, except where stated specifically, current valuations of non-current assets.

The following significant accounting policies, which are consistent with the previous period unless stated otherwise, have beenadopted in the preparation of these financial statements. 

Cash on Hand

Cash on hand includes cash on hand, deposits held at call with banks, and other short-term highly liquid investments withoriginal maturities of three months or less. 

Accounts Receivable and Other Debtors

Accounts receivable and other debtors include amounts due from members as well as amounts receivable from donors.Receivables expected to be collected within 12 months of the end of the reporting period are classified as current assets. Allother receivables are classified as non-current assets. 

Any debts which are recognised as non-collectable are recognised as bad debts and provision is made accordingly or debtwritten off.

Accounts Payable and Other Payables

Accounts payable and other payables represent the liability outstanding at the end of the reporting period for goods andservices received by the association during the reporting period that remain unpaid. The balance is recognised as a currentliability with the amounts normally paid within 30 days of recognition of the liability. 

Provisions

Provisions are recognised when the association has a legal or constructive obligation, as a result of past events, for which it isprobable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions are measured atthe best estimate of the amounts required to settle the obligation at the end of the reporting period.

Revenue and Other Income

Revenue is measured at the fair value of the consideration received or receivable after taking into account any trade discountsand volume rebates allowed. For this purpose, deferred consideration is not discounted to present values when recognisingrevenue.

Interest revenue is recognised using the effective interest method, which for floating rate financial assets is the rate inherent inthe instrument. 

Grant and donation income is recognised when the entity obtains control over the funds, which is generally at the time of receiptor at the receipt of firm letter of advice of the grant letter being received.

If conditions are attached to the grant that must be satisfied before the association is eligible to receive the contribution,recognition of the grant as revenue will be deferred until those conditions are satisfied.

Membership fees pertaining to Ordinary, Life, Associate or Corporate members are recognised as revenues when received. 

All revenue is stated net of the amount of goods and services tax. 

Goods and Services Tax (GST)

Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is notrecoverable from the Australian Taxation Office (ATO). Receivables and payables are stated inclusive of the amount of GSTreceivable or payable. The net amount of GST recoverable from, or payable to, the ATO is included with other receivables orpayables in the assets and liabilities statement. 

Building Fund

A portion of the net surplus for the year is transferred to the building fund as determined by the management committee on anannual basis.

4. Prior period expenses

Prior period expenses comprise expenses relates to Diwali Mela event of 2017 not accrued or accounted for.  These comprise$3,000 write off for sponsorship fees, $1,500 reimbursement for marquee damages, $687 reimbursement of food coupons and$475 printing expenses.

In FY 17, prior year expenses were $ 11,768 comprising of $1,250 of write off of sponsorship fees, $8,350 provision for doubtfuldebts and $2,168 of catering expenses.

5. Deferred grant and fees

This includes grant of $24,000 towards family welfare to prevent domestic violence and $15,000 towards 2019 Diwali Mela, bothreceived from the Department of Local Government, Sports and Cultural Industries - Office of Multicultural Interests (DLGSCI).The remaining amount relates to fees and sponsorship income for 2019 received in advance.

Qualified Opinion

I have audited the special purpose financial report of the Indian Society of Western Australia (the ‘Association’), which comprisesthe statement of financial position as at 31 December 2018, the statement of comprehensive income, statement of changes inequity and statement of cash flows for the year then ended, notes to the financial statements and the management committee’sdeclaration.In my opinion, except as noted in the ‘Basis for Qualified Audit Opinion’ paragraph below, the accompanying special purposefinancial report of the Association gives a true and fair view of the Association's financial position as at 31 December 2018 and ofits financial performance for the year ended on that date in accordance with the policies in Note 1 and the AssociationsIncorporation Act 2015 [WA].

Basis for Qualified Opinion

There is inherent limitation in an organisation like the Association where ensuring completeness of money received throughevents and fundraising activities is not practicable until their deposit in the bank statements and entry in the accountingrecords. Accordingly, my audit is limited to those activities recorded in the books.

I conducted my audit in accordance with Australian Auditing Standards. My responsibility under those standards are furtherdescribed in the Auditor’s Responsibilities for the Audit of the Financial Report section of our report. 

I am a general life member of the Association in my capacity as a person of Indian origin but have no managementresponsibility.  Except for this, I am independent of the Association in accordance with the ethical requirements of theAccounting Professional and Ethical Standards Board's APES 110 Code of Ethics for Professional Accountants (the Code) that isrelevant to my audit of the financial report in Australia. I have also fulfilled any other ethical responsibilities in accordance withthe Code.

I believe that the audit evidence I have obtained is sufficient and appropriate to provide a basis for my opinion.

Emphasis of matter - basis of accounting

Without modifying my opinion, I draw attention to Note 1 to the financial report which describes the basis of accounting. Thefinancial report has been prepared for distribution to the members for the purpose of fulfilling the management committee’sfinancial reporting requirements under the Association’s constitution and the Associations Incorporation Act 2015 [WA]. Responsibilities of the Management Committee for the Financial Report

The management committee of the Association is responsible for the preparation of the financial report that gives a true and fairview in accordance with the policies in Note 1. the Associations Incorporation Act 2015 [WA] and for such internal control as themanagement committee determine is necessary to enable the preparation of the financial report that gives a true and fair viewand is free from material misstatement,whether due to fraud or error.In preparing the financial report, the management committee is responsible for assessing the Association’s ability to continue asa going concern, disclosing, as applicable, matters relating to going concern and using the going concern basis of accountingunless the management committee either intend to liquidate the Association or to cease operations, or have no realisticalternative but to do so.

Auditor's Responsibilities for the Audit of the Financial Report

My objective is to obtain reasonable assurance about whether the financial report as a whole is free from materialmisstatement, whether due to fraud or error, and to issue an auditor’s report that includes my opinion. Reasonable assurance isa high level of assurance, but is not a guarantee that an audit conducted in accordance with the Australian Auditing Standardswill always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are consideredmaterial if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of userstaken on the basis of this financial report.

As part of an audit in accordance with the Australian Auditing Standards, I exercise professional judgment and maintainprofessional scepticism throughout the audit. I also:

• Identify and assess the risks of material misstatement of the financial report, whether due to fraud or error, design andperform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate toprovide a basis for my opinion. The risk of not detecting a material misstatement resulting from fraud is higher than forone resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or theoverride of internal control.

• Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriatein the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Association’s internalcontrol.

• Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and relateddisclosures made by the management committee.

• Conclude on the appropriateness of the management committee’s use of the going concern basis of accounting and,based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may castsignificant doubt on the Association’s ability to continue as a going concern. If I conclude that a material uncertaintyexists, I am required to draw attention in my auditor’s report to the related disclosures in the financial report or, if suchdisclosures are inadequate, to modify my opinion. My conclusion is based on the audit evidence obtained up to the dateof my auditor’s report. However, future events or conditions may cause the Association to cease to continue as a goingconcern.

• Evaluate the overall presentation, structure and content of the financial report, including the disclosures, and whether thefinancial report represents the underlying transactions and events in a manner that achieves fair presentation.

I communicate with the management committee regarding, among other matters, the planned scope and timing of the auditand significant audit findings, including any significant deficiencies in internal control that I identify during my audit.
