WELCOME from your Scout ExecutiveDear Scouters,

It is with mixed emotion that I regret to inform you that I have been selected to serve in a new role within the Boy Scouts of America. This position requires me to resign as your Scout Executive. My family and I will be relocating to the Chicago Area to help lead a new Boy Scout Council. I have enjoyed the last four years serving as your Scout Executive, and I cannot thank you enough for all of your leadership while serving the youth of our Council. The Northeast Iowa Council will always have a special place in my heart, and I feel truly blessed to have been selected to lead the Council over the last four years.

It is hard to believe that my time here is coming to an end. It seems like yesterday I was attending the Eagle Brunch at the Grand River Center on my first day in February of 2011. I knew the moment that I walked into the banquet that I was walking into a very strong Council, and I was lucky to be selected as your Scout Executive. I will miss my visits to Camp C.S. Klaus & the breathtaking views of the waterfall. I will miss Lake John Deere especially, as I spent a good portion of my career here working to ensure that we completed the lake dredge. I know that our hard work paid off as I saw nothing but smiling faces this past summer at camp. I will make it a point to always stop by our beautiful camp on my way home to visit my mom in Waterloo.

Leaving the Northeast Iowa Council was one of the most challenging decisions that I have ever faced. I will be in good company in Chicago though, as I will be working with another former NEIC Scout Executive, Fred Wallace. I know that Fred and I will continue to share the great memories of the NEIC for many years to come.

My e-mail will continue to be [email protected] & I hope to stay in touch with everyone. I also look forward to watching from a distance as the Northeast Iowa Council continues to grow & provide a top notch quality program to the thousands of Scouts in the Council. You are all blessed to be part of one of the top BSA Councils in the country, and I feel blessed from serving as your Scout Executive over the last 3.5 years. My last day in the Council Office will be November 14, 2014, and it will be very hard for me to say good bye to everyone over the next few weeks. Sincerely,

Unit Rechartering is Right Around the Corner!The charter is the formal document that certifies the agreement between a Chartered Partner, an organization that agrees to utilize Scouting as a part of its service to youth & community outreach, and the BSA, setting expectations for the quality of the program for that Charter Partner’s youth population.

By rechartering annually, units are assured up-to-date member registration, which improves participation in Scouting activities and accurate rank advancement. It also fosters a formal & timely plan for regular dialogue between the chartered organization, the unit, and the council. Rechartering makes the unit eligible for the annual Journey to Excellence recognition, goal setting and review process.

On-Time RecharteringIn the past, units who did not submit their charter paperwork by the due date were given a “grace period” before the charter was officially “dropped” by the BSA. On-time rechartering is even more critical this year because this is no longer the case. Starting this year units who do not turn in their charter on time will be “dropped” from membership, as will all its members. An expired unit ceases to exist & cannot legally operate in any capacity. It has no status with the BSA or insurance from the BSA to cover any of its members or the Charter Organization. And finally, all youth advancement would come to a standstill & could not be updated.

Internet Rechartering – It’s Easy, Convenient & Accurate!Internet Rechartering allows units to conveniently renew their charters online, from the office, home, or the public library! One unitrepresentative can now complete the entire paperwork for renewing a charter online. Internet rechartering allows you to indicate returning members, add new members, & update information for an individual or the chartered organization. Your unit’s information is stored online from one year to the next making the yearly’s rechartering process easy and fast! The NEIC strongly encourages every unit to use internet rechartering this year! Please be sure to attend your District’s November Roundtable, as the rechartering packets will be handed out then.

The Northeast Iowa Council is proud to share the work of volunteer Chris Tucker this month. Chris, a native of Mentone, Indiana, has tirelessly worked to bring engineering and technology to students in the Dubuque area through his work with the John Deere Exploring Engineering Post. Growing up on a farm, Chris enjoyed mechanics from an early age. His success with a powered bicycle and a 50hp go-cart led him to pursue engineering as a career. Chris studied Mechanical Engineering Technology at Purdue and has worked for Honda of America, Ingersoll-Rand Waterjet R&D, & Chore-Time Brock before moving to Hydraulics Verification at John Deere Dubuque Works.

Chris’s passion for engineering & hands-on projects made him a natural choice to develop and lead the John Deere Exploring Engineering Post in 2007 (along with another great engineer, Trisha Oyen). Over the years, Chris has volunteered hundreds of hours to develop & present material, train volunteers, & work with students. Chris has a large passion for the program, as he is known to drive hours to bring final projects to students, assist with their extra-curricular projects, & write recommendation letters. Over a hundred students have gone through the John Deere Exploring Program, and many share how the Exploring Program (and Chris, specifically) encouraged & supported them in their decision to pursue engineering. Chris & his family live in Sherrill, IA. If you know Chris, please help us thank him for his continued service to area youth and the Northeast Iowa Council!

Catching up With the OA...Lodge Chief, Britt Oswald, shared that the Order of the Arrow (OA) concluded a fun summer with a great fall fellowship weekend! Our Arrowmen & women gave over 800 service hours to camp and inducted 46 new Ordeal members and converted 12 Brotherhood members! We also had 16 members attend and receive training at the OA Section Conclave in the neighboring Illowa Council.

Upcoming events include Lodge Leadership Development Training (LLD) at Camp C.S. Klaus beginning on Friday, October 17th, with check-in at 6 p.m. Check-out will be at 6 p.m. on Saturday. There will also be a Vigil Support Ceremony for our Chief on Saturday evening. Dinner will be served at 5 p.m. but all Vigil Members are welcome any time Saturday afternoon. And finally, a reminder again that the OA is selling some amazing limited-time only fundraising patches, flaps, and Council strips to help raise money for NOAC 2015!! Membership Reminder!We are off to a great start with new recruitment this fall! By now most packs have completed their fall recruitment event for new boys to join. New applications are still coming into the office, however I know some packs are still looking for ways to raise their membership numbers. October and November are typically big months for follow-up recruiting. Packs are encouraged to hold stand-alone recruitment events and are welcome to invite new boys & their parents to pack meetings, Halloween parties, and other district events, such as Family Fun Night at the Boys & Girls Club and also the Cub Scout LEGO Event at Creative Matter.

Cubmasters, if you have any applications, please turn them in! We would like to have all boys registered before the re-chartering paperwork is handed out at Roundtable on November 6th. Thank you to everyone who has helped during the fall recruitment period. We could not do it without you!

Dubuque District 2014 Fall Camporee!!The Dubuque District Fall Camporee will be held at YMCA/Union Park. It is hosted by Troop 11 on October 24-26th. Cost is $7.00 per person (Scout and Volunteer). Please RSVP and pay online through our new NEIC Council Calendar by October 13th. Some of the events include a dutch oven cook off, archery, a history hike, fire starting, black hole sledding, tomahawk throwing, slingshots and more service projects! Troops are welcome to invite WEBELOS to join & enjoy the fun of Saturday’s events. All WEBELOS must have a parent staying with them in order to attend. The cost for WEBELOS and their parent is just $3.00 each.

Great Cub Scout Activities Coming Up!Cub Scout LEGO Day at Creative Matter is Sunday, October 12th from 4-6:00 p.m.This is a FREE event for all registered Cub Scouts. Cub Scouts will have the opportunity to have a hands-on art experience & participate in the LEGO Lab.

The Cub Scout Fun Night and Boy Scout Lock-In is Saturday, November 15th!Enjoy games, movies, archery, food & more at the Boys & Girls Club.

Swiss Valley Nature Center is hosting an outdoor Cub Scout activity night once a month from November-March! Each night they will work on a specific Cub Scout Outdoor Achievement. Space is limited, so please make a reservation. More information on this event, and all others can be found on the new council calendar system on our website: www.scoutsiowa.org.

Cub Fall Round UpIt’s been a fun, jammed packed fall season full of Cub Scout Recruitment! Many new Cub Scouts all around the Dellaykee District are “Getting in the Game with Scouting!” But there are a few packs still looking for new recruits. Please consider hosting a second fall roundup for anyone who may have missed the first night. There are many things you can do, such as holding another recruitment night, inviting them to a pack meeting, or inviting new boys to attend a Halloween party or pack activity with you! We want to give every young boy the chance to join Scouting! If you need help or supplies with your follow-up recruitment event, such as flyers for the schools again, contact your District Executive, Stephen Mayne.

Roundtable Changes & Commissioner Sign-upAs you know the Dellaykee District has been having a “Rotating Roundtable” lately. Starting Tuesday, October 7th this will end, and Roundtable will be permanently hosted in Elkader. During this October meeting, we will be discussing how to redevelop the Commissioner structure within the District and how those new Commissioners can better serve our units. If you are interested in becoming a new Unit Commissioner, please contact your District Executive, Stephen Mayne. Are you curious about becoming a new Unit Commissioner but don’t know what training that requires? Well we will be offering a new Unit Commissioner Training section. This is a great opportunity for you to become a well-trained leader within the Boy Scouts of America.

Fall CamporeeThe Dellaykee District will be having its annual Fall Camporee on October 10th-12th at the Dyersville Sportsman’s Club located in Earlville, Iowa. This year’s theme will be focused on Games & Sportsmanship! At this event the Scouts will have the opportunity to shoot rifles, participate in archery, human battleship, and much more! While the Fall Camporee is going on, we will also be hosting BALOO (Basic Adult Leader Outdoor Orientation). This is a great opportunity to learn on how to become a better leader within your unit! Record Numbers for Exploring Units So Far!Exploring is off to a great start for Fall 2014! The Nursing Post hosted by NICC & Mercy had 38 local high school students show up to their opening night!! Law Enforcement with the Dubuque Police Department has 34 students participating this year, Conservation with the Dubuque County Conservation Board returned this year with 13 students, and Engineering & Technology had 43 applicants this year! Here are more upcoming program kick-off nights to share with students: - Architecture & Civil Engineering with FEH Associates, Inc Tuesday, October 14th, 2014 from 4:30-6:00 p.m. 1030 Main Street, Dubuque, IA 52001 - Cosmetology with Capri College Thursday, October 16th, 2014 from 4:30-5:30 p.m. 395 Main Street, Dubuque, IA 52001 - Health Careers with UnityPoint Health & Finley Hospital Monday, October 20th, 2014 from 4:30-5:30 p.m. The first session will be at Babka Wellness Center located at 1550 University Ave, Dubuque, IA 52001Due to our great turnouts this year, please make sure your interested students RSVP to the Exploring Program Coordinator, Laura Cornelis and make a reservation! There are more exciting Exploring programs that are currently setting their schedules for the school year, such as the Military Careers with the US Coast Guard, Veterinarian Sciences with Pet-Med & other area clinics, and more!

Our series of three career fair showcases for all 8th graders from the Dubuque, East Dubuque, & Western Dubuque School Districts have also begun. All students from these various schools will feed into one of the career days on October 3rd, October 21, or November 21st.

Special Events & Marketing UpdateIt has been a busy time on the marketing & technology end as well! If you haven’t heard, our new calendar & event registration software is now live on our Council website, www.scoutsiowa.org. This new system provides a wealth of information on events all in one place, plus allows you to register online for Scouting events from the comfort of you home, office, or anywhere really! We know Scouting does not always happen between the hours of 9-5, Monday-Friday. This is a great tool for our Scouting volunteers & families!

Finally, a reminder that we have many other projects we are working on to improve & streamline Council communication. If you would like to help in anyway, contact Laura Cornelis. It could be as simple as helping to find spotlight articles on standout volunteers & Scouts for the website front page & newsletter. Every bit helps to showcase the wonderful impact of Scouting!
