17 Nov 15. This is change 9 of the NMIOTC Directive 60-1 and defines training fees for the F.Y. 2017-18. Change 9 entirely supersedes change 8 in effect from 1st January 2017. 1. Applicability. This directive is applicable to all organizations, agencies, commands and units participating in NMIOTC’s training . It should be used as a guide for the calculation of the cost of NATO Maritime Interdiction Operational Training Centre (NMIOTC) training . 2. Interim changes. Interim changes are authorized when approved by the NMIOTC Commandant. 3. Purpose. To define fees for training provided by NATO Maritime Interdiction Operational Training Centre (NMIOTC), respective methods of payment, and procedures for F.Y. 2017-18. 4. Overview. a. NMIOTC is funded and logistically supported by the Hellenic Republic IAW ref. C. b. Based on the above concept, NMIOTC will prepare and provide access to costs of training via its official webpage annually, and no later than the end of October.

These updated tuition fees will apply for the following 12 months. The tuition fees for the F.Y. 2017-18 are presented in Annex A. c. Tuition Fees include local transportation during the training days from specific pick-up points to NMIOTC’s premises and vice versa. Trainees or their sending authorities are responsible to cover travel and lodging expenses. d. NMIOTC’s Budget & Finance Department is responsible for following appropriate procedures and providing relevant clarifications to trainees or their sending authorities. 5. Payment procedure. a. During the in-processing stage of a NMIOTC training program and prior to the related final allocation, a “Financial Agreement” (Annex B) must be signed either by the trainee himself or, in case the training is provided collectively to a ship/group, by the official authority of the group/ship/organization. The signed document has to be submitted to the OPR of the specific activity prior to the final allocation of the scheduled training. b. Upon the completion of each training, an invoice will be signed (Annex C). This form will include the final total cost that has been charged according to the specific training provided by NMIOTC. c. Copies of the aforementioned documents will be provided to the financial representative of each group/ship/organization who will be responsible to forward the documents to the appropriate authority (MoD, General Staff, agent etc.). The respective payment must be executed within 60 days from the receipt of the above documents. Afterwards, the related department responsible for the execution of the deposit must return to NMIOTC the appropriate bank deposit receipt or remittance to NMIOTC via NMIOTC’s Financial Officer’s e-mail. 6. Cancellation of participation - Obligations. a. In the event that a future training activity is cancelled, the entity which scheduled the training remains financially obligated to NMIOTC for any irrecoverable costs related to the cancelled training (e.g Augmenter’s SMEs expenses, advance lease transport etc.). b. If the NMIOTC Student Admin Affairs Section (SAA) receives a cancellation of training allocation, will inform the requesting Authority by fax or e-mail about any related financial obligations, adducing relevant documents of irrecoverable expenses concerning the preparation of the cancelled training. 7. Mobile Education & Training Team (METT). NMIOTC can provide training via Mobile Education & Training Teams (METT) upon request. In this case, tuition fees will be modified accordingly (e.g. costs associated with NMIOTC personnel accommodation, travel, and/or meals) and the training requestor or their representative will be informed of these changes well-in advance of the training, by NMIOTC SAA Section on the exact costs. 8. A Team / Unit / Ship can create a tailored training package in accordance with its specific operational requirements, in close cooperation with NMIOTC staff. In this case,

modules from different courses may be selected and the final cost of the “package” will be calculated by adding the respective costs of each selected module, the cost of consumable (e.g. simunition rounds, fuel consumption, employment of training assets means of transportation,etc.), and any other associated costs. TAILORED TRAINING AND ASSOCIATED CHARGES/FEES MODULES: -Price is as indicated in the appendix for each course and is calculated on a cost per module per trainee basis.
SIMUNITION: -1.20€ per round (Rounds expended by Sea Trainers will be added to cost). Units may bring/use their own rounds (9MM Simunition).
RHIBS: -200.00€ per hour for one (1) Rigid-Hulled Inflatable Boat (RHIB). Units may bring/use their own RHIBs.
ROLE PLAYERS: -20.00€ per Role Player / per day. Units may bring/use their own Role Players.
SKIFFS/WHALER: -250.00€ per day per unit.
UNDERWAY VESSEL: -600.00€ per hour. Units may bring/use their own vessel.
HELICOPTER: - AEGEAN HAWK 7,116.00€ per hour - AB-212 6,615.00€ per hour -Units may bring/use their own air asset.
OVERTIME TRAINING: -Normal working hours are from 07:45 to 15:00 no extra charges/fees -Extended (late) working hours are from 15:00 to 19:30 50% extra charges/fees for module -Night working hours are from 19:30 to 23:30 100% extra charges/fees for module
SOUDA ISLAND: -350.00€ per day. Must be requested at least two weeks prior to training execution date.
*Note: All other costs not referenced will be discussed and agreed upon by the officer financially responsible for the unit and the course OPR. Final approval of unreferenced, extra, or other non-standardized costs (e.g. complex scenarios requiring additional assets/personnel, damaged/lost equipment) incurred must be approved by the Director of Education and Training.
