1 Introduction
1.1 Purpose
The scope of work delivered by Huawei RNO Team on the Network Performance Improvement and
Roll-out Project was a successful achievement. The activities that were implemented during the course of
this program are listed below
Frequency Planning for New Sites
Frequency Retune on Worse Cell List
Neighbors Optimization
Radio Parameter Settings
Correction of Inconsistency Data in the network
Worse Cell Optimization
Alarm monitoring and troubleshooting
Swapped feeder Rectification on New Sites
All activities are properly implemented during the Target Area’s roll out and optimization period.
The Target of the Key Performance Indicator (KPI) is to achieve the threshold listed in chapter 4.
Huawei is intended to provide Ethio Telecom a comprehensive view of the subject Target Area
performance and status within the network to which it has been integrated. This document forms the
formal Final Target Area Acceptance deliverable with-respect-to the subject Target Area.

Radio network optimization aims to improve network performance and maximize the benefit of the
existing network resources through parameter collection, data analysis, parameter adjustment, and
necessary technical means after site integrated and expansion.
Single site verification
To verify the functionality of sites, for example site installation, basic functions of the cell. SSV were
done from the first Target Area site on air
Target Area RF optimization
To control interference & pilot pollution, and optimize coverage & 3G neighbor lists.
Services test & Para. Optimization, Trouble shooting
The parameter optimization and troubleshooting were done along all the project phase. During the
project some key issues which effect 2G network quality were solved. For example, SDCCH call drop
issue, SDCCH congestion issue, 2G Call drop issue and so on.
The detail test method, optimization action and result are showed in the following report content.

1.4 Test protocol
i. The test tools should use: Nemo outdoor, Actix.
ii. Total drive test distance depend on each Target Area.
iii. Average speed should not more than 40 km/h for town, 60km/h for high way.
iv. All drive test measurement should be done in car with mobile terminals (Phone and data card).
v. Rx-Level should be tested by idle mode locked on G900. RX_Qual should be based on long call.
vi. Coverage Test:
Nemo and mobile terminals for main cities, main roads and Wereda Towns;
Considering finishing the project as per the PIP, Probe and mobile terminals will be used for
isolated sites. One sample isolated site can be selected by ET per circle to make the
comparison test between Probe and Nemo.

Note:
1. According to purchased service BoQ, all sites should be Optimized (initial tuning SSV and
optimization).
2. The final optimized value to be evaluated against the above target threshold value.
3. If the optimized value doesn’t reach the threshold value, it should be justified and agreed as per the
justification (e.g. coverage, traffic model, etc.) stated in the “comment column” and accepted by ET.
4. For isolated site if there is a drive test route, optimization will be done in such a way and both SSV and
coverage optimization will be done together. The coverage will be optimized to the maximum possible
coverage/interference for the target area.
5. For isolated site if there is no drive test route, some target area around the site will be selected and
both SSV and coverage optimization will be done together. The coverage will be optimized to the
maximum possible coverage/interference for the target area.
6. The optimization report for isolated sites will be only tested and generated for the coverage test (RX_
Level and RX_Qual). For isolated sites, there is no pass criteria.
7. 2G HO Success Rate for CS Calls is only applicable for Wereda towns.
8. Considering finishing the project as per the PIP, optimization will be done for the above most important
KPIs marked with stars for Wereda Towns. In addition, one Wereda town sample will be selected per
circle to be optimized and tested for all items according to the purchased license.
9. The Wereda Town is the administration center of the Wereda and the list will be provided by ET
regional office and agreed by 2 parties.
10. Considering finishing the project as per the PIP, main cities with site number less than 5, the stationary
test is not applicable.
11. Main Road DT is focused on mobility and connectivity, hot spot stationary test is not applicable.
12. If the main road sites cross the POs, the main road DT will be performed at last PO with all the sites
and only SSV acceptance in the previous PO.

1. The OSS KPIs are applicable when the counters are more than 500 in busy hour.
2. If the optimized value doesn’t reach the threshold value, it should be justified and agreed as per the
justification (e.g. coverage, traffic model, etc.) stated in the “comment column” and accepted by ET.
3. Both day busy hour and night busy hour OSS KPI will be put in the above table. The day busy hour is
used for acceptance. The night busy hour is used for optimization reference.
4. If the main road sites cross the POs, the main road OSS KPI will be performed at last PO with all the
sites and only SSV acceptance in the previous PO.
