This monthly report is a review and summary of our activities. The summary of activities is reflective of not only the calls for service and other actions we complete, but is indicative of the effort and professionalism the members of the police department continue to put forth in our daily mission to deliver exemplary police service to our community.

ARRESTS MADE IN DECEMBER 2013

There were a total of 70 arrests made within the City of North

College Hill in DECEMBER 2013.

30 of the arrests were recite arrests (the person arrested was not

physically taken into custody but issued a citation and told to

appear in court).

40 of the arrests were physical arrests (the person was physically

taken into custody).

Of the total arrests made within the month of DECEMBER 2013,

27 were residents of North College Hill and 43 were non-

residents.

VEHICLE CRASHES REPORTED IN DECEMBER 2013

There were a total of 15 auto accidents within the

City of North College Hill in DECEMBER 2013.

0 of these crashes involved injuries.

8 of the auto accidents were on the public roadways.

7 of the auto accidents were on private property.

TRAFFIC CITATIONS ISSUED IN DECEMBER 2013

The North College Hill Mayor’s Court had year-to-

date receipts totaling $160,420.04 as of

DECEMBER 2013.

There were a total of

52 traffic citations

issued within the City

of North College Hill

in DECEMBER 2013.

23 of the citations were for moving offenses

(Speeding, Fail to stop at a Stop Sign, etc.)

9 of the citations were for non-moving offenses

(Expired license plates, not wearing a seatbelt, etc.)

There were a total of 6 vehicles either towed or

impounded within the City of North College Hill in

DECEMBER 2013.

FALSE ALARMS RECEIVED IN DECEMBER 2013

There were a total of 22 false alarms received that

required a response by the North College Hill Police

Department in DECEMBER 2013.

11 of these false alarms were to

businesses.

11 of these false alarms were to residences.

The following narratives are a small sampling of the various calls for service the North College Hill Police Department routinely receives.

CALLS FOR SERVICE

Robbery (2911.02)

Officers were dispatched to the area of Hamilton Avenue @ Goodman Avenue for a robbery that had just occurred. Victim stated she was sitting on the bench waiting on the bus when she saw three m/b walking toward her from the area of Clover. The suspects then ran up to the victim and grabbed her purse away from her. The victim states she was attempting to wrestle the purse away from the suspects when, the strap broke. Purse in hand, all suspects fled on foot, south on Hamilton. Three suspects were involved, two m/b wearing black top and light colored pants.

One of these suspects was said to be wearing a mask. Officer Six observed movement, which appeared to be a set of legs in light colored pants proceed west then immediately east out of sight, near DeArmand and Parrish. The intersection of DeArmand and Parrish is one block south/west from the crime scene. Located were two male blacks who matched the description. Officers ordered the subjects to stop,

but one on foot, north on Parrish. He was apprehended with the aid of a civilian. A firearm was recovered in the area where the subject was apprehended. At first sight the firearm appeared to be real, however, once

officers took possession, it was found to be fake. Responding officers did not locate the third subject. The subjects in custody where taken to scene for identification purposes, then transported to NCHPD for processing. Both suspects were charged with robbery.

Theft (2913.02)

On 12/04/2013, PO Maus responded to W. Galbraith Rd. for a theft report. He arrived on scene and spoke to the victim. The victim states, on 11/29/2013, he was forced to vacate his residence as a result of a fire in his apartment building. The victim states he was temporarily staying with relatives when unknown person(s) removed property from his apartment without his permission. The victim states he was advised the building was going to be secured and only residents and workers would be in the building. The victim states on 12/03/2013, he was contacted by the apartment manager and advised a television was missing from his apartment. The victim states when he arrived at his residence on 12/04/2013, he found several items listed had been removed without his permission.

Auto Theft (2913.02)

The victim pulled into the Shell to get gas. Victim stated he went inside to purchase a beer and gasoline, leaving his vehicle running. When he looked out to see what pump he was on, he noticed his vehicle was no longer there. Vehicle was taken without victim permission and the suspect/s fled the scene in an unknown direction. Victim also mentioned he purchased the vehicle from Joseph Chevrolet in Colerain. There is a dealer installed GPS system in the vehicle. Dealer was contacted to activate GPS with no response from the dealer. On 12-9-13, at approximately, 1255 p.m, PO Mohr received a call from PO Emody, CPD, Dist.3 who advised that a stolen vehicle from our department was observed in the FAY Apartments, at approximately 1227 and a pursuit of that vehicle began. The pursuit was terminated when the vehicle in question crashed on Casie Ln., Cincinnati, Ohio, Dist. 5. Two passengers exited the vehicle and were later apprehended with the help of CPD K9 unit.

PO Mohr requested that the names of the individuals who were arrested be given to us at Cincinnati Police earliest convenience. They said they would supply us with the suspect’s information as soon as possible. At 1308 p.m., PO Mohr contacted Engles Towing and had them respond to the location of the incident in Cincinnati to pick up and hold said vehicle for processing. The vehicle was towed, transported to Engles and will be stored indoors waiting for processing.

Sexual Imposition (2907.06)

The juvenile victim was walking to school, in front of the Greater Cincinnati Credit Union (6899 Hamilton Ave.,) when an unknown M/B subject came up behind her and touched her on the back of her leg. This subject then slid his hand to her buttock and asked her "How old are you?" She told him her age and he asked if she wanted to go out to dinner. She replied that she did not and she continued to walk to school. When she arrived at school, she told the Principal a Guidance

Counselor about the incident. There have been 2 other incidents reported about a subject approaching other students with similar details. One student stated the subject asked him what grades are in the school. The Guidance Counselor stated she was going to call the victim's grandmother, who is the legal guardian to inform her of the incident. PO Lasonczyk advised the Counselor to inform her that a report would be on file at the North College Hill PD and to contact me should they have or need any other information.

Disorderly Conduct (2917.11)

NCHPD officers were dispatched to respond to the lot of Walgreen's for an assault that had just occurred. Upon arrival, officers were met by the victim. The victim stated that while walking into Walgreens, she was struck by a snow/ice ball in the face. Victim stated she believed only one snow/ice ball hit her although several were thrown in her

direction. The victim had an obvious impact to her left cheek, which was very red in color. The victim described the suspects were two male, blacks. One was wearing a grey hoodie and tan pants and the other was wearing a red hoodie and tan pants. Once being struck the victim asked the suspects "What the heck?!" one suspect, wearing the grey hoodie and tan pants, yelled back "Fuck you!" Victim then notified the suspects she would be calling police. Suspects then ran east on West Galbraith and into the yard of North Creek Apartments according to the victim. Police in the area located two suspects matching the description near the entrance of North Creek Apartments. One wearing a grey hoodie and tan pants and the other wearing a red hoodie and tan pants were stopped by police. Once detained, officers took both suspects back to the scene for identification purposes. Both suspects were identified by the victim. The victim stated both suspects were throwing the snow/ice balls, however she believed only the one in the grey hoodie hit her. She also stated she watched both of these suspects as they ran to North Creek and she was on the phone with police. Suspects were arrested and transported to

NCHPD. Both were charged with Disorderly Conduct and released to parents.

Auto Theft (2913.02)

Officers were dispatched to UDF for the report of a vehicle theft had just occurred. Upon arrival, PO Shumate spoke to the victim, who states she had pulled into the establishment to make a purchase, and had left the vehicle running and unattended. She states that three (3) M/B juveniles came from around the corner of the building, jumped into the vehicle and fled south bound on Hamilton Ave. No further information was obtained. A county wide broadcast was put out, and vehicle entered as stolen.

On 12/15/2013 @ 0155 hours, officers were dispatched to the 1900 block of Dallas Ave to investigate a parking complaint. Upon arrival, PO Kodish located the vehicle in question, parked in front of 1915 Dallas Ave. The vehicle appeared to be abandoned and it was parked perpendicular, across Dallas Ave.

PO Kodish ran a query on the license plate, which came back as a stolen vehicle out of NCH. Sgt. Petrocelli made contact with the owner of the vehicle, who responded to the scene. She stated that she did not possess an extra set of keys to the vehicle and she was also advised that officers wanted to process the vehicle for any latent prints.

Animal Complaint

On 12/17/2013, PO Maus was dispatched to Parrish Ave. for loose dogs that attacked the complainant's dog, killing it. The complainant reports his daughter witnessed the neighbor's three pit bull dogs enter the rear of their yard an attack his dog, killing it. The complainant reports the dog owners daughter came over and retrieved the pit bulls and placed them back in their residence. The SPCA was notified and responded to the scene and issued citations to the dog owner and confiscated the dogs. The defendant states her daughter let the dogs out in their fenced in yard and watched the dogs while they were out. The defendant states her dogs never left the yard, according to her daughter. The defendant states the complainant threatened to shoot her dogs and her daughter.

Officers were dispatched to NCH Middle School for a male

juvenile wearing a purple shirt, which pulled up

his shirt and brandished a gun. Another called advised that the subject took off running South on Mearl Ave., towards Long John Silvers with a gun. A third caller said that a male black wearing a purple shirt may have tried to pass a gun off to a female inside of Long John Silvers. Sgt. Schrand arrived at Long John Silvers and entered from the door on the far West side. He observed the suspect wearing a purple shirt run towards the other door. A North College Hill School Security Guard (PLS Security) observed the incident and held the door shut so the suspect couldn't run away. As Sgt. Schrand approached, he heard the suspect threaten to shoot the security guard if

he did not open the door. Sgt. Schrand ran to them and observed the suspect stuck half way in between the door and the wall, with the security guard holding the door shut on the suspect. Sgt. Schrand grabbed the suspect by his left wrist and ordered him to put his hands behind his back. He refused these commands and jerked away from him. Sgt. Schrand then gave another verbal command for the suspect to get on the ground because he tried reaching for his pocket with his right arm. The suspect refused this command as well and continued to reach for his pants with his right hand. Fearing that the suspect had a gun and had already threatened violence against officers and security, Sgt. Schrand used a balance displacement technique to trip him to the ground. This worked and the suspect went the ground and then complied with orders to put his hands behind his back. The suspect’s brother was inside Long John Silvers and approached Sgt. Schrand yelling and starting a confrontation while Sgt. Schrand was trying to take the suspect into custody. The brother was ordered to

back away or he would be arrested also. PO Kodish arrived and assisted in patting down the subjects for weapons that were in the immediate area of suspect. No weapons were found at the conclusion of this incident. Sgt. Schrand asked the suspect if he was hurt or if he needed a life squad and he refused. He was transported to the station and released to his mother. While explaining the incident to his mother, the defendant said "I told the security guard I was going to bust him, not shoot him. Meaning hit him. I don't know why I put my hands in my pockets when the officer told me not too." The defendant was charged with obstructing official business, criminal trespassing and aggravated menacing. He was released from the station to his mother.

Auto Theft (2913.02)

The victim parked her vehicle at the gas pumps at Shell gas station. She left the vehicle running with the keys in the ignition and went inside the store to pay for gasoline. While exiting the store, she stated that she heard her vehicle driving away, due to

her vehicle having an issue with the exhaust system. The victim also stated that all her personal belongings were inside the vehicle including her purse and book bag, which contained a laptop that was issued to her through her school. On 12/20/2013 @ 1615 hours, officers located a vehicle parked in front of 1293 Norman Ave. The vehicle had been reported stolen out of NCHL on 12/19/2013 around 2245 hours from the parking lot of McShell. The vehicle owner was notified about the recovery of her vehicle and its location. A short while later, the owner arrived on scene to take possession of her vehicle. The owner advised that all of her property was accounted for except her wallet and a Samsung Galaxy Tablet, which was last seen in her purse before the vehicle was stolen.

Criminal Damaging (2909.06)

On 12/20/2013 @ 2158 hours, officers were dispatched to Parrish Ave for a vehicle tampering in progress. While responding, officers were updated that an unknown person had shattered a window on a parked vehicle.

Upon arrival, officers were met by the reportee who stated that her son's vehicle had been damaged by an unknown person(s). She also stated that a neighbor told her that they had seen a male black in the area around the time of the criminal damaging and that the subject was seen leaving the area in

a silver colored vehicle, possibly

a Lexus.

The reportee

advised officers that the vehicle belonged to her son and that he was currently at work. PO Kodish provided his business card to her and asked her to have her son call me in the hopes that he may have an idea as to who caused the damage to his vehicle.
