PUBLIC HEARING DETAILS

1. INTRODUCTION

The Mawphu Hydro Electric Project, Stage - II is proposed as a run-of-river scheme on the river Umiew

in East Khasi Hills District of Meghalaya. The proposed dam site is located at about 3.17 km

downstream of Umduna HEP (90 MW) The Power House site is located at about 2km downstream of

Thieddieng village on the right bank of the river. The project is being implemented by North Eastern

Electric Power Corporation Ltd, a Government of India enterprise.

The proposed project was taken up for Environmental Clearance in 7th EAC meeting for River

Valley and Hydroelectric Projects on 24-25th August 2017. It was recommended by the Expert

Appraisal Committee (EAC) for River Valley and Hydroelectric Projects, that the Public

Hearing conducted on 16th May 2017 was not valid as it was presided over by Sub divisional

officer. As directed my MOEF & CC the Public Hearing was conducted again on 7th November

2017. The advertisement of notice of public hearing was published in various newspapers on

10.10.2017.

Meghalaya State Pollution Control Board had organized the Public hearings for the proposed

85 MW Mawphu Hydroelectric Project of North Eastern Ltd. A Public hearing was held at

Dainthlen Village in East Khasi Hills District, Meghalaya at 11.00 AM on the 9 th November

2017. The advertisement for Public Hearing was published in the following newspapers:

2. DETAILS OF PUBLIC HEARING HELD ON 9TH NOVEMBER, 2017

Meghalaya State Pollution Control Board on 9th November, 2017 at 11 AM organized the 'Environmental

Public Hearing' as per Govt, of India Notification No.-S.O.3067 (E) Dated 1st December, 2009 issued by

the Ministry of Environment Forests & Climate Change (MoEF&CC), Govt. of India.

The hearing which commenced from 11:00 A.M. was presided over by Shri. P.S. Dkhar, IAS, Deputy

Commissioner, East Khasi Hills District.

Shri W. R. Kharkrang, Environmental Engineer, Meghalaya State Pollution Control Board welcomed the

Chairman, officials of the Forest Department & NEEPCO the members of the Press, the project

proponent and public who have turned up in large numbers to attend the Hearing. He explained that

the Environmental Public Hearing has been conducted as per provisions of the EIA Notification, 2006

(14th September 2006) and subsequent amendment E.I.A. Notification No. S.O. 3067(E) Dtd 1st

December 2009 issued by the Ministry of Environment Forests & Climate Change (MoEF&CC), Govt. of

India.

Subsequently, Shri. Kamalendu Deb, Senior Manager (Environment),), NEEPCO gave technical

presentation on behalf of North Eastern Electric Power Corporation Ltd and same was interpreted in

the local language by Shri. R. Fancon. The minutes of meeting are enclosed as Annexure-II.

Project’ becausethe project which is supposed to bestarted is located in the riverKongkhen which has its own story/tale

Addressing a gatheringafter inaugurating theMudra Promotion Campaignhere on Monday, Bhamresaid programmes of theUnion government such asJan Dhan Yojana and Stand Up India would bringabout a massive transforma-tion in the lives of theyouths.

Enumerating theachievements of thescheme, the minister saidsince the launch of thePradhan Mantri MudraYojana, more than nine croreloans amounting to aroundRs 4 lakh crore have beensanctioned for creating self-

employment. “Out of thesanctioned amount, around6.89 crore loans have beensanctioned for women entre-preneurs, which come to 76per cent. The loans to SCsand STs constitute almost 55per cent. Some of these en-

trepreneurs have also beenable to create job opportu-nities for others”.

Terming ‘Stand Up India’as a significant scheme, theminister said the schemeaimed to encourage entre-preneurship by providing

bank loans between 10 lakhto 1 crore. “It is mandatory foreach bank branch to have atleast one Scheduled Caste(SC) or Scheduled Tribe (ST)borrower and one womenborrower,” he said.

SBI mobile ATM beneficialin rural areas

SHILLONG: The first ever mobile ATM from State Bank

of India in the state is proving to be quite beneficial forpublic residing in areas where there are less or no ATMbooths.Talking to media persons on the sideline of theMudra Promotion Campaign here in Shillong, Convenerof the State Level Banker’s Committee, Meghalaya statedthat the first ever mobile ATM of the seven North EastStates was started two months back.It caters to the needsof the rural people and people living in the outskirts wherethere is less connectivity for transactions.Through thisATM, Rupay card can also be activated. There are plansto set up such mobile ATMs in other parts of the NorthEastern States, said the Convener.

Walk to raise awarenesson eye donation

SHILLONG: Project Vision, North East, an organisa-tion that works for the visually challenged, is organis-ing the “Walk for the Blind, Shillong” on the occasionof World Sight Day on October 12 to raise awarenesson eye donation.“Over 500 people are expected to takepart in the walk. Fifty visually impaired people will alsoparticipate”, Bhanwar Nain Singh Didan, the presidentof Blind Walk Shillong 2017 said during a media inter-action on Monday.The event, which will be flagged offfrom Shillong Club en route to Police Bazar and back,will seek to allay the myths related to eye donation.“The Christian community, Rotary Club, Lions Club,Ramakrishna Mission among others are extending sup-port,” Didan said.Deepa L Khonglah, faculty of Ban-sara Institute of Ophthalmic Sciences said the incidenceof corneal blindness was high and that it was the thirdleading kind of blindness in the world.

Beti Bachao Beti Padhao weekinaugurated

SHILLONG: A week long observance of Beti BachaoBeti Padhao (BBBP) organised by the office of the Dep-uty Commissioner, Ri Bhoi district, Nongpoh in collabo-ration with the District Task Force Committee was inau-gurated by PHE Minister, C Lyngdoh at the District Li-brary Hall, Nongpoh on Monday.Addressing the gath-ering as chief guest, Lyngdoh said “as far as sex discrim-ination is concerned, our society has nothing to worryas women are put in a very good position and are re-spected” while appealing to everyone to be part of themovement. The scheme is implemented in 161 districtsof the country which includes Ri Bhoi district in ourstate, where the sex ratio of a girl child is low comparedto the opposite sex.

MBoSE to seek clarificationfrom govt over Kalpataru

SHILLONG: The ExecutiveChairman of the MeghalayaBoard of School Education(MBoSE), Pravin Bakshi,has said he will seek a clari-fication from the EducationDepartment on the status ofthe students who passedtheir classes X and XIIboard examinations fromKalpataru Academy.

When contacted, he said,“We will seek a clarificationfrom the Education Depart-ment to find out the statusof classes XII and X stu-dents.”

Earlier in the day, the stu-dents of Kalpataru Acade-my located at Polo were en-gaged in a heated argumentwith the principal of theschool, DebashishChakraborty.

Class XII students of theAcademy told reporters thatthey are in a spot as theywill have to re-appear forClass X examination. Theyhave demanded justice asthey are in a dilemma wheth-er to prepare for selectionsfor Class XII or Class Xboard examination.

The students blamed theprincipal as according tothem, he should knowwhether the Board of High-er Secondary Education

(BHSE) Delhi is fake.Meanwhile, Chakraborty

told reporters, “My acade-my is not fake, I have noth-ing to say about the Board(BHSE).”

“I have engaged threelawyers in this case, onewho is fighting for the acad-emy, one for the studentsand another for the Board,”he said.

He added that he willmeet the advocate who isfighting for the academy tofind out a way for the stu-dents and he is “not at allfeeling safe that studentswill fill the form of Class X”.

During the argument withChakraborty, the studentswere angry with him for call-ing the police.

“I was apprehensive and

so I had called the police forwhich I sought apologyfrom them today as therewere bad remarks from thestudents. Police did notcome to misbehave withthem,” he said.

It may be mentioned thatfollowing the High Courtorder of September 19,MBoSE will conduct a spe-cial Class X (ten) Examina-tion for those students whohad completed their educa-tion from Kalpataru Acade-my.

The students will have toapply to MBoSE on or be-fore October 15.They willappear for the examinationin the existing syllabuswhich can be downloadedfrom the MBoSE websitewww.mbose.in.

Garo youth goesmissing in Odisha

SHILLONG: Mystery sur-rounds the missing of ayouth from West Garo Hillsin Odisha. Relatives suspectthat the victim may havebeen abducted.

Sengbat Marak (26) hail-ing from Bollongitok villagein Tikrikilla, and his two rel-atives, Butmal Sangma andRollingdro Marak, were ontheir way to meet Sengbat’ssister, who was hospitalisedfor delivery at Goa medicalcollege hospital, Bambolim.Sengbat went missing fromthe train.

Sengbat and the relativeshad to rush to Goa to lookafter the sister since hisbrother-in-law was injuredafter some miscreants as-saulted him there.

According to the FIRlodged by another sister ofSengbat in Tikrikilla, the trioleft home on September 25and reached New Bon-gaigaon railway station inthe evening. The nextevening, they reached Kolk-ata by train and from there,they proceeded to Vasco daGama, Goa.

However, Sengbat wentmissing on September 27around 4.30 am.

The relatives, who werewith Sengbat said he wentto toilet and never returnedfollowing which the railway

police was informed.Curiously, some uniden-

tified persons called up therelatives around 6 am stat-ing that Sengbat was hos-pitalised at Jatpuru underJanatpura, Odisha, with mi-nor injuries.

The next day, Sengbatcalled up his sister from dif-ferent mobile phones bysaying that he would cometo Guwahati.

The sister and her hus-band again received phonecalls from Sengbat who alsoasked for money.

According to the rela-tives, Sengbat was dictatedby some miscreants andthey did not allow him to talkto them for long.

The sister had sent Rs2,000 to his account, and heconfirmed receiving it, butlater, there was no call fromhim.The relatives of themissing youth sought thehelp of local MLA LimisonSangma.

NONGPOH: A giant lizard,believed to have been ex-tinct, was rescued recentlyby a villager of Umiarong inRi Bhoi.

Rarely found in the dis-trict, the lizard was rescuedby Jobinda Khardewsawfrom a forest near his home.He said he spotted the rep-tile when he heard the dogsbarking and trying to kill thereptile.

“On seeing the lizard, Ichased away the hunting

dogs and rescued the liz-ard,” he said, adding that hebrought it home to preserveit. He took care of it for sev-eral days. Members of RiBhoi Wildlife &Environment PreservationSociety (WEPS) came to hisresidence on Monday totake away the giant lizardand later handed it to theWildlife Department of RiBhoi district.

WEPS lauded Khardew-saw for the rescue. The gi-ant lizard is now with theWildlife Department.
