The North Haven boy is on call for a heart transplant, necessary because he was born with Tetralogy of Fal- lot and Pulmonary Atresia, a congenital defect involving multiple anatomical irregu- larities of the heart. Since his birth, Matthew, his parents Melissa and Al, and his 11-year-old brother Tyler have contended with health and financial ramifi- cations of the boy’s condi- tion. In February, the family received a big boost to the cause when a fundraiser at his local elementary school sparked national attention and a flurry of donations. “It went from local to na- tional to global in a matter of two weeks,” said Montowese Elementary School kinder- garten teacher Lara Silve- stro, who is Matthew’s teacher, tutor, as well as a pri- mary organizer behind The Matthew Jacques Mission. Silvestro and others at Montowese – including sec- retary Donna Malley – put to- gether a “penny wars” fundraiser, in which stu- dents and staff donate change for certain outcomes. “I emailed Channel 8 for the heck of it,” Silvestro said. “Then they actually came.” The response was im- mense and immediate. “Everyone started calling and donating,” Silvestro said. “So many businesses wanted to donate. Emails and calls are still coming. More money is still coming. Last Monday, on a coldnight in Shelton, NorthHaven High School’s base-ball team defeated the 2012class LL Champion Gaels 1-0 to win their eighthstraight game and improveto 8-2 overall.

“That game was in 17-de-gree weather — it was freez-ing,” said 55-year NHHSbaseball head coach BobDeMayo. “Sometimes youplay on a cold night and justhave to deal with it.”

Senior Chandler An-drewson pitched a completegame shutout, allowingonly five hits. “It was a

At six years old, MatthewJacques already has hadthree open-heart surgeries.The North Haven boy is oncall for a heart transplant,necessary because he wasborn with Tetralogy of Fal-lot and Pulmonary Atresia, acongenital defect involvingmultiple anatomical irregu-larities of the heart.

Since his birth, Matthew,his parents Melissa and Al,and his 11-year-old brotherTyler have contended withhealth and financial ramifi-cations of the boy’s condi-tion. In February, the familyreceived a big boost to thecause when a fundraiser athis local elementary schoolsparked national attentionand a flurry of donations.

“It went from local to na-tional to global in a matter oftwo weeks,” said MontoweseElementary School kinder-garten teacher Lara Silve-stro, who is Matthew’steacher, tutor, as well as a pri-mary organizer behind TheMatthew Jacques Mission.

Several of your friendsand you haveridden yourbikes to thetop of asteep hill,where youstop to rest.You look out-wardly intoa vast bluehorizonwhere clouds, tufts of cottonballs, lounge like lazy alliga-tors sunning on a riverbankon a hot summer’s day. Youlook down into an immensevalley of lush green treesand hearty ground shrubssprinkled with patches ofwildflowers, a picturesquelandscape with a sharp con-trast to the tiny flowers dec-orating the ground beneathyour feet. You are filled withan appreciation for the won-der and beauty of nature,one that leaves you with afeeling of awe and serenity.

As though Mother Naturenotices your appreciation —perhaps by your tranquilsmile or from the lengthybreath of fresh mountainair you’ve drawn into yourlungs — she, having already

flaunted her beauty, decidesto please you even more.Beautiful colored butterfliesflutter to and fro and fromflower to flower, each exqui-site bloom generously offer-ing up its sweet fragrance.Bees buzz by, busily sam-pling the sweet nectar, thencarrying it off to distantplaces. butterfly, willfully followinga sweet scent or a bird freeto surf the warm winds atwill. You feel a kinship withall the other little creaturesmaking their way throughthe day, most especially thatlittle rodent playing hide-and-seek with the shadowoverhead in hopes he does-n’t become a hungry hawk’stimely, tasty lunch.

In that moment, you real-ize that we live in a universebuzzing and humming withlife. We live in a world ofcreation, one where a uni-versal energy permeates allliving matter. Whether weare marveling at an intri-cate flower in full bloom, orwatching a bird soaringfreely in the sky, or feelingat peace within because weare in a good space, all arereminders that we live in auniverse that breathes itswonders into daily life. Weneed to appreciate all na-ture’s creations. Most of all,we must be mindful of thefact that everything in theuniverse works in harmony.

North Haven First Select-man Michael Freda recentlygave his annual update onthe state of the town to theNorth Haven Rotary Club.The honorary Rotarian com-pared the spirit of Rotary tohis own goal for local govern-ment; that is, to work acrossparty lines while advancingthe community agenda in or-der to enhance the life of itsresidents. He went on to de-scribe what he sees as nu-merous successes, as well asa few setbacks over the pastfew years, adding that“There’s still some work todo.”

Although 2013 promises tobe a particularly difficultyear for the town, Freda saidthat he is aware that this istrue across the state, but heremains focused on NorthHaven. He emphasized thatthis year will be a transitionperiod for the community

due to a projected loss of ap-proximately $440,000 in staterevenue. Fortunately, thetown be entering the fiscalyear with a surplus of$750,000 and expects that itwill have to use some of thatto compensate for the loss ofthe state funding. Freda indi-cated that despite the lowerfund balance, “We will con-tinue to adhere to the 8-per-cent fund balance, which isrecommended by the town’sauditors” adding, “However,we will need to make it upsomewhere to maintain serv-ices.”

Freda explained that thetransfer of real estate to non-profits seriously impacts thebudget, giving the example ofAnthem/Blue Cross, once amajor taxpayer, selling itsproperty to Quinnipiac Uni-versity which is tax exempt,

In order to providenecessary funding for educa-tion, which increases annu-ally due to contractualagreements, he said that itmay require a 1.56 mill in-crease.

The administration con-tinues to meet with theunions attempting to in-crease cost sharing andhigher co-pays for medicalinsurance although con-tracts have already beensigned with the Police andFire Departments in whichnew hires will not be pen-sion eligible as the townchanges to 401K or 457 plans.The good news, however, isthat existing pensions arefully funded, unlike mosttowns in the state.

As for the future, Fredaquoted “Through darkclouds, there is some sun-shine,” stating that there isa “lot in the pipeline.” Hesummed this up explainingthat Quinnipiac Universityis now moving its LawSchool to the North HavenCampus to join the MedicalSchool which should be verybeneficial to northernWashington Avenue. YaleNew Haven Hospital and theassociated medical facilitiesare continuing to build on

Devine Street. There is aproposal to build taxablepost-graduate student hous-ing on Washington Avenueand there is a possibility ofsome senior housing onState Street, as well as alarge number of housingunits on the east side oftown and condominiums inthe Half Mile Road area.

HARTFORD - As the nation reeledfrom the Newtown massacre, propos-als to place armed guards in schoolsquickly gained steam and, initially,public support. But more than fourmonths after the shooting, just twoConnecticut school districts arepushing forward with the idea whileothers are calling it unaffordable orimprudent.

Scott Schoonmaker, superinten-dent of North Branford schools,hired private guards less than threeweeks after the December rampage,which killed 20 first-graders and sixeducators at Sandy Hook Elemen-tary School. “I felt, and others felt,that the ability to have a person therespecifically to monitor buildings andgrounds and be a point person in

charge of school safety was the av-enue to pursue,” he said.

Enfield’s town council followedsuit in March when it voted to placearmed guards in its schools.

But the proposals elsewhere inConnecticut and in many otherstates have succumbed to politicalopposition or economic reality. OnlyArizona and South Dakota haveadopted legislation to ease restric-tions on guards carrying guns inschools, while Michigan, Missouri,Oklahoma, North Dakota and NewHampshire have rejected such bills.

And in Newtown, residents lastweek rejected town and school budg-ets that would have funded addition-al school security personnel. The dis-trict had a “very good” school securi-ty plan when the shooting occurred,according to Patrice McCarthy,deputy director of the Connecticut

Association of Boards of Education.Police officers were assigned to

the upper schools in Newtown butnot the elementary schools.

The guards in North Branford areprivate citizens without arrest pow-ers but are in contact with town po-lice and train with them. Schoon-maker expects them to receive per-mission to carry firearms soon.

Schoonmaker allocated $140,000 inthe budget to pay the guards $20 anhour, which he calls “cost efficient.”

Placing armed guards in schoolsis hardly a new idea. School resourceofficers — sworn police officers withfull arrest powers who wear a uni-form and carry a gun — have existedin Connecticut for more than adecade. They are charged with coun-seling and teaching as well as law en-forcement.

About 100 SROs work in the state,

says Caleb Lopez, president of theConnecticut SRO Association. Lopezworries that private guards will lacktraining and disregard the responsi-bility to bond with students.

Enfield has three SROs, but Super-intendent Jeffrey Schumann said ex-panding that program would cost toomuch time and money. He plans toreduce costs and speed implementa-tion by hiring retiring police officerswho are already trained and can ac-cept part-time wages. They wouldoperate under the public safety de-partment but lack policing authori-ty.

The initiative is expected to cost$630,000 next year and $500,000 eachsubsequent year and is in the budgetproposal before the Enfield towncouncil.

Anewspaper in Switzerlandpublished a story in Frenchabout Matthew. ABC camera-men have followed aroundthe family as part of a “NYMed” special the channel isproducing on the boy.

“They’ve been filming ussince February,” said Melis-sa, Matthew’s mother.“They’re going to film 30,000hours. That will take 18months to edit down to eighthours.”

“The cameramen turn thecameras on and keeprolling,” added Matthew’s fa-ther Al. “They film every-thing. It takes some gettingused to. They tell you to actlike they’re not even there.It’s getting easier for me. Atfirst I had some stage fright.”

As for Matthew, energetic,precocious and talkative, thetelevision cameras come nat-ural to him. “He’s a charac-ter,” Al said. “Just give himthe mic and he’s good to go.”

“He’s very intelligent,”Melissa said of her youngest

boy. “He’s very aware of hiscondition. It’s hard for some-body of his age to grasp thefullness of this subject. Butwe share a lot with him.”

“He really is a little adultin a kid’s body,” she added.“He’s very comfortablearound people, especiallyadults. He’ll introduce him-self to people he meets. He’llmake speeches at events.”

Matthew’s behavior de-spite his defect has surpriseddoctors. A child with his con-dition is expected to have lowenergy and stamina. Yet,Mathew bounds about roomsand speaks enthusiastically.

“I’m excited for my partythis weekend because it’s go-

ing to be fun,” the six-year-old said of the May 4 event.On his life-altering opera-tion, and the unknown-but-hopefully imminent surgerydate, Matthew said, “I’m go-ing to have a heart trans-plant. If they call us up andtell us that we got to go, thenwe got to go.”

After the surgery, medicalcosts will continue to be pri-cy. Melissa anticipatedmonthly bills between $1,200and $1,800.

“There are travel costs togo back and forth betweenhere and Morgan StanleyChildren’s Hospital, which ispart of Columbia Universityin New York,” Melissa said.“After the surgery, he’ll prob-ably be in the hospital for atleast a month. After that,he’ll have three-to-fourcheckups per week for a fewmonths. Then just two-to-three checkups. Then justonce per week. They’ll keepspacing him out dependingon how he’s doing.”

“We were told that the firstyear after the surgery is go-ing to be the most challeng-ing year,” she added.

For assistance duringthose 12 months and beyond,the Jacques family will havetheir ever-expanding supportgroup, including Silvestro,whose efforts from the origi-

nal penny wars onward havehelped fuel the internationalcause.

“I’m from North Havenand I grew up with theJacques family,” she said. “Iwanted to do something per-sonally. My dad also has aheart condition, so it’s a bit

InseparableTo the editor:In his letter-to-the-editor

in the April 19 Citizen, NickCoppola twice claims thatthe recently adopted Con-necticut gun law infringeshis Second Amendmentrights. But he conspicuouslyfails to explain just how thelaw infringes that right. Ifhe had read the Bill ofRights and thought aboutthe implications of therights it secures, he wouldrealize that, of obvious ne-cessity, legislatures have,over three centuries, enact-ed numerous laws to imple-ment and otherwise enablethe exercise of these rights.Indeed, several of thesetreasured amendments ex-plicitly recognize that theywill go hand-in-glove withother legislation.

Then, in my opinion, hestretches the reasonablyplain purpose of the Second

Amendment to include hisability to protect his family.How the right to own andbear arms for the purpose ofa “well-regulated Militia”can now be construed in Mr.Coppola’s sense of self-pro-tection, I think, defies ra-tional thought.

Mr. Coppola certainly isentitled to his own views onthis matter, but I believe thathe is badly out of step withthe majority of U.S. citizenswho think the “well regulat-ed” clause of the SecondAmendment allows for evenmore stringent controls onthe sale, possession and ca-pacity of guns for civilianuse than the laws we cur-rently have. You simply can-not take one half of theamendment and ignore theother half. The right to beararms and the regulation ofthese arms are inseparable,and wisely so.

Mother’s dayTo the editor:I realize that some of you

have read this before, butevery Mother’s Day I havebeen asked to resubmit it. Sothis one is primarily forsome of the youngsters outthere who feel there is al-ways tomorrow:

It’s sad, but true. Some-times we have to lose some-thing or someone before wecan appreciate how muchthey meant to us.

She was four feet andeight inches tall, 90-percentblind, spoke broken English,with long lovely black hairtied in a bun. She raised fiveof us from depression to re-cession. She asked for noth-ing, and gave us all she hadwith no complaints. We tookit all, and gave little back,because that’s the way it wassupposed to be — wasn’t it?

Flax has become a popu-lar herbal supplement. Nu-trition magazines and pro-ducers of flax supplementproducts (who make moneyselling the supplement)claim that flax consumed ona regular basis may lowerthe risk of developing awhole host of diseases, in-cluding heart disease, can-cer, diabetes, dementia, de-pression, high cholesterol,anxiety and strokes.(www.flaxusa.com)

The theory behind theclaims made by flaxseed pro-ducers it that flaxseed ishigh in alpha-linolenic acid(ALA), an omega-3 fat,which the body breaks downinto DHA and EPA fats with-in our body. Sound familiar?Think fish. They are thesame fats that provide theheart-health benefits attrib-uted to fish oils, except thatwhen it comes to the flaxsupplements, it is not clear ifthe fatty acids in flax pro-vide the same heart-healthbenefits. In order to achievemeaningful amounts ofDHA and EPA from flax, youneed to take very largeamounts of it. (ConsumerReports on Health, April2009)

ALA is also found incanola and soybean oils.

The National Institutes ofHealth has a website devot-ed to complementary and al-ternative medicine. (If youare a user of herbal supple-ments to treat health issues,you will find this site veryuseful.) The following infor-mation is taken from thiswebsite:

— Flaxseed contains solu-ble fiber, like that found inoat bran, and may have alaxative effect.

— Studies of flaxseedpreparations to lower cho-lesterol levels report mixedresults. A 2009 review of theclinical research found thatcholesterol-lowering effectswere more apparent in post-menopausal women and inpeople with high initial cho-lesterol concentrations.

— Some studies suggestthat alpha-linolenic acid (asubstance found in flaxseedand flaxseed oil) may benefitpeople with heart disease.But not enough reliable data

One can’t blame Connecti-cut businesses which makeand sell guns for consideringrelocation outside this state.

Sweeping laws recentlypassed by General Assemblyalter considerably howfirearms and ammo can beowned. Among new legisla-tion, state leaders expandedConnecticut’s assault-weapons ban. This includesover 100 guns capable of ac-cepting add-on features:semiautomatic handguns,center-fire rifles and shot-guns, as long as they cantake on attachment up-grades. Ammunition clipsabove 10 rounds also arenow prohibited from pur-chase.

Such measures — amongstricter firearm laws inAmerica — were warrantedin Connecticut. Unthinkableviolence caused by Newtowngunman Adam Lanza inSandy Hook ElementarySchool necessitated forcefullegislative reaction. Thisstate, home to one of themost heinous mass shoot-ings in recent memory, ap-propriately is testinggrounds for whether gun re-form accomplishes public-safety gains. Politicians canrepeal at a later date any-thing proven ineffective.

In the meantime, statemanufacturers and retailersof firearms and ammo arestuck in a difficult position.While under new laws, busi-ness can still produce barred

guns and rounds, they can-not sell them within Con-necticut. There’s somethingillogical to that. Moreover,companies have understand-ably stated that loss of localsales will greatly decreaserevenue and negatively af-fect bottom lines.

Newly banned guns andammunition already ownedin Connecticut will begrandfathered in. However,possessors need to registereach item with the state.Failure to do so earns a mis-demeanor, followed by felonycharges for subsequent vio-lations. This is tricky formanufacturers. A companymaking ammo can have100,000 extended clips at anygiven time. Must all thoseclips be registered individu-ally? Add to that time-con-suming task efforts neededto attain permits from thegovernment for thousands ofin-stock assault weapons.This would be a significanthindrance to conductingbusiness. Industry leadersand politicians should worktogether on an alternativeprocess which can cataloguethese products en masse.

It’s not surprising thatsome companies already arecontemplating moving toparts of the country withlaxer laws. With nationalcompetition for economicdevelopment opportunitiesas fierce as ever, other states,like Texas, have begun con-

Pending legislation may remove your right to readpublic notices in newspapers, moving them from thepublic domain to government controlled web sites.We’re concerned. And you should be, too.

Public notices are an important tool in assuring aninformed citizenry. They have helped developAmerica into a participatory democracy for hundredsof years and where it counts the most: how your taxdollars are spent, how policy is made and how ourfutures are charted.

They are located in easy-to-find sections of yournewspaper. And they are fully accessible to everyone- unlike the internet, which is not accessible toeveryone.

Less than 10% of the U.S. population views a local,state or federal government website daily, accordingto the May 2009 release of U.S. Census Bureau,Annual Estimates of Resident Population.

This means more than nine out of ten people maynever see a given notice.

This compares dramatically to the fact that 83% ofadults read a community newspaper every week,according to the National Newspaper Association.

Furthermore, a public notice printed in thenewspaper produces a permanent record. The internetdoes not, nor does it assure timeliness. And anewspaper is archived for years; not subject tocomputer crashes and hackers.

Newspapers are easily verifiable, fully transparentand represent a secure third party who has nothing togain from any notice.

Connecticut’s recent ethical lapses shed a glaringlight on the full meaning of this problem. It’s likeputting the fox in charge of the hen house.

Every public notice, which runs in a Connecticutdaily newspaper, is automatically uploaded to thatnewspaper’s web site and CTPublicNotices.org.

Newspapers are your watchdogs. Don’t let thatrole be changed now. Voice your opinion.

Haven native Eric Yavarone helpedthe UConn baseball team overcomea six-run, second-inning deficit topick up a 11-6 non-conference winat Bryant on April 24. The Huskiesimproved to 25-16 on the season,while the Bulldogs dropped to 25-13-1.

UConn strung together four con-secutive one-out singles, includingRBI hits by freshmen Wood-bridge’s Vinny Siena and BobbyMelley in the top of the first topush across three runs. Bryant an-swered back immediately withfour two-out hits, including a two-

run single by sophomore rightfielder Dan St. George, to go on top,4-3.

The Bulldogs increased theirlead to three with a pair of runs inthe bottom of the second on a two-run double to left-center by seniorthird baseman Kevin Brown.Brown led the way for the offense a3-for-5 performance.

The Huskies cut the deficit toone in the fourth on a double downthe left field line by North Havensophomore left fielder Yavaronethat scored a pair.

In the sixth, Connecticut loadedthe bases with one out, bringing

red-shirt-senior center fielder Bil-ly Ferriter to the plate. Ferriterpicked up his third hit of the after-noon and drove in two runs, givingUConn a 7-6 lead, on a double toright-center that fell in betweenthe two Bryant outfielders.

Ferriter added an insurance runfor the Huskies in the eighth on adeep fly ball to left field that wasdropped; allowing Ferriter toreach third and score on a throw-ing error to the infield. Ferriterfinished the day 3-for-6 with tworuns and two RBI.

In the ninth, Yavarone, whowent 3-for-5 and posted a career-

high four RBI on the day, added twomore insurance runs as Connecti-cut loaded that bases with two outsand he lined a base hit to shallowcenter to score two.

Redshirt-senior pitcher WillJolin hurled one inning in the startfor Connecticut and was tagged forfour runs, three earned, on fourhits and two walks. Senior DanFeehan was credited with the winin 2.2 innings of relief. He im-proved his record to 2-3 on the sea-son, allowing just one hit and strik-ing out one.

Two days later after victo-ry number eight, the Indians’win streak came to a haltwhen they traveled to Wood-bridge and fell to the state’stop-ranked team Amity, 8-1.

“Amity is a very goodteam,” DeMayo said. “Theyhave two outstanding pitch-ers. We had opportunities onoffense and just couldn’t cashin.”

The Spartans’ roughed upthe Indians ace Zack Brown,en route to their sixthstraight win.

On Monday of this week,North Haven had to playtheir third straight Class LLopponent, West Haven, ateam they lost to on openingday.

Andrewson was on themound in front of the homefans. Things started omi-nously. The Blue Devils’ sen-ior co-captain Tyler Gam-bardella led off the gamewith a double down the leftfield line. A sacrifice buntmoved Gambardella to thirdbase, but Andrewson struckout the next two batters toend the threat.

The two teams playedscoreless ball over the firstthree innings until WestHaven broke through in thefourth for a pair of runs and

then added three more toopen up a 5-0 lead.

“We made three or four er-rors in one inning,” DeMayosaid. “We had a lot of oppor-tunities to score and left a lotof guys on base. The gameswe’re losing, we’re losing in alot of the same respects. De-fensively, we break down.And then our pitching is notgetting stronger when webreak down defensively.”

“Not that it’s our pitchers’faults,” he continued. “ButI’m always telling our pitch-ers: you’re not always goingto be getting strong defensebacking you up.”

The Indians finally got toBlue Devils starting pitcherNick Price in the sixth whenOestreicher clubbed a one-out double, and Brown platedhim with a triple to the cen-ter field fence. SeniorMichael Acampora then

ripped a one-hop smash pastthe back-handed stab of theWest Haven third baseman

into left for an RBI single tomake the score 5-2.

Blue Devil’s ace and seniorco-captain Cameron Stonewas then brought in to putout the fire, and he retiredthe Indians’ last five battersto earn the save. In the end,the lack of timely hitting andthe Indians’ inability to over-come five errors they made inthe field led to their defeat.

“In our last 24 innings, wescored four runs,” DeMayosaid. “You’re not going to wintoo many games that way. Infact, we won only one out ofthree.”

“So much for the eight-game win streak,” he added.“I’ve coached enough base-

At a time when this stateis facing current and futurebudgetary deficits, Gov. Dan-nel Malloy and General As-sembly passed worthwhilelegislation with regrettable

economic consequences. Re-gardless of potential dam-age for a certain industry,though, Connecticut politi-cians acted correctly withstringent reforms. The com-mendable goal was regula-tions which could help pre-vent another attack like Lan-za’s, which took the lives ofsix adults and 20 first-graders on Dec. 14.

Many measures sincepassed by General Assemblycould have made a differ-ence on that bloody, heart-

wrenching day. As persua-sively opined by Malloyspokesman Andrew Doba inan April 11 AP news story:“On this particular issue[Malloy’s] been clear: Weneed to prioritize publicsafety and this bill will im-prove public safety.” Andthat positive gain is worththe law’s economic draw-backs.

The North Haven MiddleSchool currently has aFriends of Rachel Clubfirmly in place. The maingoal of the FOR Club is tohelp foster a permanentcultural change – one thatengenders kindness andcompassion — not only inNorth Haven MiddleSchool but in the entireNorth Haven school com-munity. The name of theclub and its ideals stemfrom the widely knownRachel’s Challenge Pro-gram, based on the com-pelling writings and life ofseventeen-year-old RachelScott, who was the first stu-dent whose life was tragi-cally taken at ColumbineHigh School in 1999. Todate, more than 18 millionpeople have been touchedby this powerful programand the North Haven com-munity has been no excep-tion, as NHMS has been

visited twice by Rachel’sChallenge. The students in-volved in the FOR Club arebeginning to leave theirmark on the NHMS schoolcommunity. The hallwaysare now filled with mes-sages of kindness and com-passion ranging from bul-letin boards to the maroonand white NHMS letters inthe cafeteria (filled withpositive and empoweringwords for students to viewdaily) to the links outsidethe library, in acknowledg-ment of someone who hasmade a difference in thelife of a student. Recently,a food drive was held tocommemorate the 100thday of school. Nonperish-able items were collectedand donated to the localfood pantry. Letters ofthanks have been writtento the many groups withinthe NHMS school commu-nity. The students have

sought to forward theirpositive messages to theNorth Haven communityas they created framedWordles (word collages) asgifts for the high school,the four elementaryschools and the adminis-trative building as a re-minder that “we’re all in

this together to promote akinder, more compassion-ate school community”.The students from theNHMS FOR Club are con-tinually striving to ignite abeautiful chain reaction ofkindness and compassion.

“I think the town councilhas a real challenge,” saidSchumann, “because we’re intough economic times, andthis is a relatively expensiveprogram. It’s an impossibleargument to have about howvaluable the lives of childrenare and putting a price onthat.”

Other Connecticut munici-palities are making expendi-tures on physical infrastruc-ture improvements that bal-ance safety and cost.

The Glastonbury towncouncil contracted a schoolsecurity audit and allocated$485,000 for building harden-ing initiatives including rein-forced doors, locks and buzzersystems.

Danbury has taken similarsteps and included unarmedschool safety advocates in itsproposed budget. Mayor MarkBoughton said adding SROsto elementary schools andother educational buildings isfinancially unfeasible. “Itwould be incredibly difficultto pull off,” he said, “andsome people have policy con-cerns about having police offi-cers in the building.”

While municipalities con-sider how to finance and im-plement long-term initiatives,a council for school safety in-frastructure that was createdby the new state gun controllaw is expected to meet nextweek.

The council will set schoolsafety standards by Jan. 1.Every school must submit asecurity plan that meets thosestandards by July 1, 2014.

The council will also ad-minister a $15 million grantprogram for school safety in-frastructure. But as districtsmove ahead with security as-sessments, personnel hires,building hardening and capi-tal improvements, many arenot relying on Hartford for fi-nancial support.

“It’s disappointing and in-credibly misguided to only ap-propriate $15 million for theentire state,” Boughton said.“That is not nearly enoughmoney and won’t even re-motely help the hundreds ofschools in the state hardenthemselves and become saferand protect themselves froma potential attack like whathappened in Newtown.”
