1 INTRODUCTION
Khadia OCP is an existing operating mine in Singrauli Coalfields, NCL in an area of 1640 Ha. The mine is working since 1984 and has produced 72.86 MT of coal and removed 281.97 million m3 of OB till 31.03.2014.
This mine has the capacity to increase coal production by 4.0 MTPA without additional land requirement.
Purpose of the report
This application has been made as per the OM No.J-15012/30/2004.IA.II (M) dated 30.05.2014 for grant of prior Environmental Clearance (EC) for increased capacity by 4.0MTY of Khadia OCP to 14.00 MTPA considering the following points.
A Khadia OCP has got the capability of producing coal by 4.0 MTPA higher than 10.00 MTPA, with higher utilization of plant & machinery.
B The total leasehold area as per earlier approved EMP is 1640.00 Ha (extra land is not required and the forestry and other clearances have already been obtained).
C No change in technology is proposed. D No change in backfilling & land reclamation programme will take place. Khadia OCP
has one of the best land reclamation plans and the same shall continue after including the increased capacity of the mine to 14.00 MTPA also.
E The total approved manpower is 1452 (3 shift working), no increase in which is proposed.
F The grade of coal is grade G-8 (Calorific value in the range of 4900-5200 Kcal / Kg) and the linkage of coal is to M/s Anapara “B & C” STPS of UPRVUNL.
G The mine-able coal reserves was estimated to be 296.85 MT and the average stripping ratio is 4.23 m3/T. Approximately 224.29 Million Tonne of mineable coal reserve is left to be mined as on 31.03.2014.
H Due to the increasing demand of coal for the nation, it is requested to consider the proposal for grant of environmental clearance from MOEF for increased capacity of 14.0 MTPA (from 10.00 MTPA normative capacity to increased capacity of 14.0 MTPA).
Therefore this project qualifies for EC as per the MoEF OM No.J-15012/30/2004.IA.II (M) dated 30.05.2014 for increase in production capacity from 10.00 MTPA to 14.0 MTPA. The filled up application in Form-I & this summarized EIA/EMP of the Project are put up for due diligence of EAC for inclusion of 14.0 MTPA increase in capacity by 4.0MTPA of existing & approved Khadia OCP.

Balance Mineable Reserve & Life of the Mine The balance mineable coal left in Khadia OCP as on 31.03.2014 is 224.29 MT. Corresponding to this, the balance life of Khadia opencast is 23 years (up to 2036-37),and the life will decrease by 5 year if 4.0MTPA increase in capacity is proposed.

Identification of project & project proponent
The project under consideration, i.e. Khadia OCP is administratively under the NCL headed by Chief General Manager, Khadia project. Geologically, it is one of the eleven blocks of Moher Sub-basins and falls partly in Uttar Pradesh and partly in Madhya Pradesh. The mailing address of the Project Officer is given below: General Manager, Khadia OCP,NCL PO: Khadia, Distt. Sonebhadra UP-231222 Location & Communication
The Project is one of the eleven blocks of Moher Sub-basins of Singrauli Coalfields which is located mainly in the Singrauli District of Madhya Pradesh excepting an area of 80 sq. km in the Sonebhadra district of Uttar Pradesh. The Khadia block falls partly in Uttar Pradesh (Sonebhadra District) and partly in Madhya Pradesh (Singrauli district). Project is covered under Topo sheet no. 63-L /12 between latitude 240 07' 26" to 240 08' 47" North and longitudes 820 41' 40" to 820 44' 47" East. The project is located at a distance of 60 km by road from Renukut in UP and about 20 km from Waidhan in MP. It is approachable by an all weathered road. There is a metalled PWD road from Aundi to Shaktinagar STPS and the project area is located within 1 km of this road. The project is also approachable from the headquarters at Singrauli by a fair weather road. The nearest railway station “Shaktinagar” is just adjacent to the project at a distance of about 1 KM and another is Singrauli railway station on Chopan-Katni branch line is at a distance of about 12 KM from the project. A railway line with train service has been extended from Karela road on Chopan-Katni branch line of Eastern Railway to Shaktinagar near Khadia O/C Project. Refer location plan at Plate No -1 and plan showing leasehold area of project in KML format in Plate No.-1(A), attached with accompanying Form-I.
Description of importance to the country and region
Northern Coalfields Limited is facing increasing demand of coal because of increased demand from industry and power sector. Continuing and augmentation of coal production from the mines of NCL will help to bridge the gap of demand and supply of coal in India. To meet the growing demand of coal, especially in power and steel sectors, the Ministry of Coal has given target to NCL for the year 2014-15 as 77.50 Mt which will increase to 103.82 Mt by the terminal year of XIIth Plan period i.e. in year 2016-17. Khadia Opencast Project will make available additional coal @ 4.0 MTPA apart from 10.00 MTPA, to meet the growing demand of non-coking coal.
2 PROJECT DESCRIPTION
Nature and size of the project Design, development and operation of Khadia OCP were done by Northern Coalfields Limited. This project originally had an operating capacity of 10.00 Mtpa ROM coal production. The project is proposed to increase production capacity by 4.0 MTPA i.e.., 14.0 mtpa. Refer Plate No-2 for surface plan of Khadia OCP.

Khadia is mined by opencast method. It is characterised by the presence of up to five seams of which Tura, Purewa Bottom, Purewa top are fairly thick with dip angles of 2°-3° and have potential for exploitation. Other seams viz. Kota and Khadia have not been explored in detail because of its thin, impersistent and interbanded nature. Seam thickness ranges from 19 m to 22 m (Turra seam), 8.00 to 13.00m (Purewa bottom Seam), and 8.00 to 10.00m (Purewa top Seam). The total mineable reserve is 296.85 Mt at average strip ratio of 4.23cum/te. Quarry Parameters

3 DESCRIPTION OF THE ENVIRONMENT
Ambient Air Quality
The project is regularly monitored for environmental parameters like Ambient Air, water /effluent and noise levels. Location of the sampling points is indicated in Plate No.-2. Ambient Air quality at present level of production with control measures is found to be within specified limit (as per Gazette notification no GSR 742(E) dt. 25-9-2000, Standard for Coal mines). The present ambient air quality data are given in Table no. -1. The SPM & RPM levels for 2012-13 & 2013-14 are given below. The results reveal that the RPM values found to be within specified limit due to increase in mining activities.
All values are expressed in microgram per cubic meter.

C. Ambient Air Quality Impact Prediction through Modeling:
Except RPM (PM10) level no other parameter will be increased which is a major emission from various opencast mining activities. An ambient air quality impact prediction (AAQIP) for enhanced production of 14.0 Mtpa has been predicted by using FDM model. This AAQIP reveals that, the increase in RPM (PM10) level will be marginal and within permissible limit. The AAQIP details are enclosed as Annexure No.-II. The predicted and Monitored 24 hourly average PM10 Concentration Levels at Various Receptors (5.14-14.0 mtpa) are given below:

Noise Level status
Noise Level Sites and their rationale: i) Mine Site (KHN1)
To assess the noise level in mine site due to mining activities. The noise levels were recorded in the mine area where all mining activities are in progress.
ii) OB Workshop (KHN2)
To assess the noise generated in the OB workshop due to maintenance and mining activities also, noise levels were recorded in the workshop.

iii) Coal Workshop (KHN3)
To assess the noise generated in the workshop due to maintenance of HEMM and it is nearer to the mine and so the noise levels from mining activities were recorded in the coal workshop.
Iv) Colony (KHN4)
To assess the noise level in the residential area, noise levels were recorded during day as well as night time in the colony
Summary of the observations and noise level measurements are given in Table No-3. Water quality status Location of Sampling Stations and their rationale:
i) Inlet of ETP (KHW1) CHP generate waste water is tested before treatment at ETP to assess the effluent
quality. This location has been selected to monitor the quality of CHP effluent
ii) Outlet point of ETP (KHW2) This location has been selected to monitor the discharge quality of treated effluent
through ETP.
iii) Outlet point of STP (KHW3) This site was selected to assess the quality of effluent discharged from sewage
treatment plant into natural stream.
iv) Drinking water (IWSS) (KHW4) This site was selected to assess the quality of water being supplied from IWSS to the
Project Colony.
Water quality data are given in Table No-2. Also, the ground water levels and quality monitoring locations in the project area are given in Plate No.4. and results are in Table No.4.

Ambient Air Quality Control Measures
Air pollution control measures
A movable water sprinkling system has been provided to check dust emissions from various parts of mine. (a) 20 KL water tanker : 5 nos. (departmental) b) 6 KL water tanker : 7 nos. (outsourcing) At all transfer points of conveyor system water sprinkling system are available.
Vehicles are regularly being maintained to control the emissions. Coal transportation is being done in covered trucks. The haul road is being graded regularly in order to make it smooth. Coal before being loaded into tippers is watered properly to avoid generation of dust in course of transportation.
Major coal transport is made through MGR railway system.
Dust extractors have been provided and made operative in drills. Arrangement of wet drilling has also been made at Project level.
Dust is controlled regularly by spraying water at Haul road, transfer point etc.
Persons working in industrial area have been provided with protective respiratory device. Regular training is being imparted to inculcate safety and health aspect. Each person working in or about the mine is being examined periodically by Doctor trained in occupational health services.
Water Pollution Control
Sources of water pollution Likely sources of water pollution from this project along with the type of pollutants are as follows:
(i) Sanitary (domestic) waste water : Suspended solids and BOD.
(ii) Industrial wastewater from workshop : Suspended solids, oil & grease;
(iii) Waste water from mine : Suspended solids of coal, clay and oil;
(iv) Surface run-off passing through coal stockpiles
: Suspended solids;
(v) Storm water from leasehold area and built-up area
: Suspended solids.
Effective water pollution control measures shall be taken as necessary keeping the following point. Sufficient safeguards have been taken to make the project eco-friendly from water
pollution control point of view.

Recycling of wastewater at some sources after appropriate treatment to the extent possible.
Conforming to the limits of the General Standards for discharge of environmental
pollutants for the quality of the treated effluents. The mitigation measures to be adopted in this project are given below:
Water Quality Management:
Water pollution control measures
Catch drains and siltation ponds of sufficient size have been constructed to arrest the silt and sediment. The clean water so collected is being utilized for watering mine area, roads, green belt developments etc. The drains are being regularly de-silted and maintained properly. Sufficient sump capacity has been provided to have adequate retention period to allow proper settling of silt.
Sufficient check dam shall be maintained in the toe area of dump to arrest silting of sump.
The effluent from workshop, CHP and Mine discharge is being treated in existing Effluent Treatment Plant of 1600m3/hr (38.4 MLD) capacity.
The Project has already constructed a Sewerage Treatment Plant (STP) of 1.5 MLD capacity for treatment of domestic effluent from colony. The STP is in operation and treated effluent is used for horticulture purposes. Also, the Industrial buildings are having facilities of septic tank and soak pit.
Rain Water Harvesting
In order to augment ground water resource, artificial ground water recharge measures have been taken. Further, numerous numbers of hand pumps , wells and ponds have been provided in nearby villages to meet the water requirements of villagers , animals and plants.
Additional Water requirement for the proposed 14.00 MTPA (4.0 MTPA Increased Capacity) of Khadia OCP
Due to increase in capacity there will be slight increase in water requirement for industrial (haul road dust suppression).This increase of water requirement will be met by mine water and treated water from ETP.
Noise Level Management:
The mining operation may cause noise nuisance if adequate precautions are not taken to keep the noise level within limits. Environment standards for coal mines stipulates that noise level in operational/ working zone shall not exceed 85 dB(A) Leq. The following measures therefore, have been envisaged to reduce the noise Level to protect the workers from noise hazard and to adhere to the Environmental standards in respect of noise.
Use of equipment with arrangements for absorbing the operational noise.

Foundations of vibrating equipment to be designed with isolators to prevent vibrations so
that the noise level does not exceed 85 dB(A) Leq.
Controlled blasting is undertaken under supervision of the blasting officer. Proper
blast design is prepared to control ground vibration and to arrest fly rocks, air trashes
and boulders. Blasting is done with the use of soft tubes.
Use of insulated cabins for operators
Use of rubber/ polymer liners in chutes and hoppers
Use of ear muffs by workers in the zone of high noise source (if any)
Plantation of trees around the plant area.
Routine maintenance of HEMM.
Regular maintenance with prompt replacement of worn-out parts.
Land Requirement & Management
• The earlier approved Khadia OCP involved land requirement of 1640 Ha, no increase in land requirement is proposed for increase in coal production.
• There will be no change in total OB quantity, dump area, final dump plan and dumping strategy due to increase inak production from 10.00 Mtpa to14.00 Mtpa.
• Modalities for Technical & Biological reclamation will be remain same as mentioned in approved EMP (10.00 Mtpa) of Khadia OCP.

Bio-Environment Conservation at Khadia OCP:
Plantation is being done as per the norms and guidelines of forest department. This helps in enriching the flora and fauna of project area. The density of plantations undertaken is 2500 plants per Ha in plain area and 3500 plants per Ha on OB dumps.
Total no. of saplings planted: 18.95 lakhs (up to Sept.-2014). At present total 45.00 ha area of external dump and 35.00 ha of internal dump technically and biologically reclaimed. Thus, total 80.00 ha of dump area reclaimed technically and biologically.
Species of plantation : Sagaon , Chipal , Sheeesam , Pletafarm , Kachnar , Akesia , Prosopis , JangalJalebi , Ber , Babool , Amala , Karani ,Babul etc. The plantation done on Plain area and OB dump in the Khadia OCP upto Sept.,2014 is given below:

Socio-Economic Issues:
The project has given a boost to the economy of the area by providing primary and secondary employment to local people. The infra-structural facilities provided by the project are benefitting local villagers also. The mine closure activity is likely to significantly reduce the impact of industrial activity on the land apart from increasing the green cover and surface water availability. The standard of living of the local inhabitants has improved significantly due to indirect employment and service opportunities.
Resettlement & Rehabilitation of PAPs As per earlier proposals of 10.00 MTPA of Khadia OCP, 569 PAFs were proposed to be rehabilitated. The rehabilitation & resettlement has been completed. There is no issue of R&R in the present proposal.
Corporate Social Responsibility Corporate Social Responsibility (CSR) is taken up at Khadia Project level. Different villages falling in core zone and adjoining areas are benefited through CSR activities run at project level. The nature of benefits include maintenance of ponds and community buildings, well digging and renovation, road repair, renovation of schools and construction of boundary wall, medical camps, water supply, skill development for employment generation etc. The expenditure on CSR activities in Khadia Area in last few years is given below:

As per the CIL CSR policy of June-2014 , the fund for the CSR should be allocated based on 2% of the average net profit of the company for the three immediate preceding financial years or Rs.2/- per tonne of coal production of previous year whichever is higher. Out of above, 80% would be allocated for CSR activities to be carried out within the radius of 25 Kms of the project site and balance 20% would be allocated for carrying out CSR activities by company in the State to which it belongs. The last public hearings for approval of 10.00 MTPA project was held on 06.04.2005 Samudaik Bhawan, Waidhan, Singrauli (MP) by MPSPCB and on 18.04.2006 at Collectrate Sabhagar, District Headquarters,Lodhi, Sonebhadra (UP) by UPSPCB. Detail of Public Hearing is enclosed as Annexure No.-V.
5 Analysis of Alternatives
Not applicable, as this is an increase in production capacity by 4.0 MTPA of existing opencast mine.
6 Environmental Monitoring Program
For effective implementation, a time bound action plan for environmental management including all aspects is being followed by the project. Samples for study of ambient air quality, water quality, ground water level and noise level are collected and tested quarterly at strategic places representing all the categories of location. 8 Environmental Management Plan
Northern Coalfields Limited, the owner of this project has already set-up an Environmental Department headed by a General Manager at its HQs. The cell provides necessary support that is required for Environmental Management of various projects and mines under the jurisdiction of the company.
9 Mine Closure Planning:
Mine closure planning has to be carried out at the starting of the mine and needs periodic reviewing and revision during its life cycle to cope with the geo-technical constraints, safety and economic risks, social & environmental challenges. Various other objectives are as follows:
a) To allow a productive and sustainable after-use of the site that is acceptable to the mine owner and the regulatory authority.
b) To protect public health and safety. c) To alleviate or eliminate environmental damage and thereby encourage environmental
sustainability. d) To minimize adverse socio-economic impacts.
The Mine Closure Plan has been prepared as per the Guidelines approved by the Ministry of Coal, Govt. of India and notified vide communication No. 55011-01-2009-CPAM on dated 27th August, 2009, 8th September,2009, 11th January, 2012, 25th April, 2012 and & 7th January, 2013 and approved by NCL Board on 10-12-2011.. . The mine closure cost has been estimated as Rs 23492.67 lakhs. The depth of the void after filling OB will be about 30 to 40 m. There is provision of Rs. 20828.60 Lakhs in mine closure cost for this purpose. Final reclaimed dump plan and cross section is given in Plate No.-7, 8.
10 Disclosure of Consultants
Environmental baseline data generation at 10.0 Mtpa stage, was done from March, 2004 to Nov, 2005. The detail of consultants employed for different studies is given below:

12. Justification for grant of Environmental Clearance
1. The project has already obtained Environmental Clearance for 10.00 Mtpa vide MoEF letter no. J-11015/255/2006-IA-II (M) dated 10th April 2007. The Environmental Clearance letter is given. (Ref.Annx.No-III).
There is no change in mining lease area, mining technology, project economics and other project parameters.

3. There is no Notice given to the project under section 5 of the Environment (Protection) Act. 1986 and section 18 of the Air (Prevention and Control of Pollution) Act, 1981.
4. The 4.0 MTPA increase in production capacity is well within the ceiling of 4.0 Mtpa as specified in MoEF OM No.J-15012/30/2004.IA.II (M) dated 30.05.2014. The total transportation of coal is by conveyor and rail only.
5. This summarised EIA-EMP has been prepared on existing environmental scenario, impact assessment & control measures, disaster management due to increased production. By increasing the capacity of mine from 10.00Mtpa to 14.0 Mtpa, there will be no increase in the pollution load except marginal increase of SPM level which will also be within the permissible limit.
The Project authority is monitoring the Environmental Quality to determine the pollution level and ensuring that Ambient Air, Water & Noise quality is kept within permissible limit.
It is assessed that there will be no increase in the pollution load and the air quality level due to increase in production will be within the prescribed limit.
