Fire Chief’s Report Submitted by Chief Torpin

April 3, 2018 Administration/Financial: • Chief Torpin met with City of Kenmore Interim Chief of Police, Peter Horvath. • Chief Torpin met with Chief Cowan from Shoreline Fire Department. • The order has been placed for the new Scott Safety Self Contained Breathing

Apparatus (SCBA) Air Compressor. Delivery is expected within 60-90 days. • The order has been placed for the SCBA equipment. Approximately 2/3s of the

cost of this equipment will be paid with grant funding. Deliver is expected sometime in June.

Human Resources: • DC Magnuson, HR Moore, and Lt. Hochstein attended third Lieutenant

Promotional Test Assessment Center Committee meeting with consultant Ron Hiraki. Additional work continues in partnership with DC Magnuson to prepare details for the process.

• HR Administrator Moore attended Disability Management Employer Coalition’s (DMEC) meeting: FITNESS-FOR-DUTY COMPLIANCE: PREPARING FOR THE “WHAT IFS”

• HR Administrator Moore and BC Sauer are working to update Uniform guidelines for Dress Code policy.

• Firefighter recruitment flyers were delivered to the City of Lake Forest Park. Training: • Chief Torpin attended and facilitated an East Metro Training Group (EMTG) Policy

Board Meeting. The City of Bellevue announced their intention to withdraw from EMTG activities for the remaining of 2018.

• Chief Torpin met with Deputy Chief Tryon (EMTG) to prepare the Policy Board Meeting agenda.

• Captain Harvey delivered a PIA for a structure fire that occurred in Lake Forest Park on February 22.

• Captain Harvey began preparations for a PIA for a structure fire that occurred on March 19.

• Captain Harvey and AS Hansen attended an E-logic implementation workgroup. Operations: • Chief Torpin and DC Magnuson attended North King County Chiefs and Medic 1

Advisory Board quarterly meetings held at Station 51. • DC Magnuson attended East Metro Training Group Academy 7, week 8,

• DC Magnuson and Dawn Killion met with representatives of Verizon Cellular to explore competition to provide better cellular and data service to the fire district. Verizon has plans to compete with AT&T’s FirstNet product.

• DC Magnuson worked with Dave Monahan to correct minor problem with FireTrex Staffing.

• DC Magnuson shared preliminary information on FirstNet evaluation with Chiefs of Shoreline, Bothell, and Woodinville.

• DC Magnuson communicated with North City Water District for clarification of hydrants on Brookside Blvd. painted orange indicating flows of 500-1000 gallons per minute, but not listed on North City’s “B” hydrant list.

• DC Magnuson re-engaged with NORCOM on GIS mapping project that was put on hold when NORCOM lost their GIS specialist.

Fire Prevention: • FI Booth assisted with the final practical evaluation for the CERT class. There were

23 students that graduated from the class. • FM LaFlam attended a meeting at Kenmore City Hall to discuss a proposed tent

encampment to be located at the Northlake Lutheran Church property. • FI Booth assisted operations crews with the delivery of fire safety lessons at three

6th grade classes at Brookside Elementary and two 5th grade classes at Moorlands Elementary.

• FM LaFlam met with the Bothell Fire Marshal to discuss the desire to propose a residential fire sprinkler ordinance for the City of Bothell. LaFlam provided direction and a wide variety of materials to enhance and support their efforts.

• FI Booth taught a Healthcare Provider 1st Aid/CPR class to the staff at a local dental office.

Northshore Emergency Management Coalition (NEMCo): • EM Lunak, Chief Torpin, DC Magnuson met with NEMCo Principals for the 2018

1st Quarter Meeting. • Saturday March 24th FI Booth and EM Lunak led the final simulation drill for 22

CERT graduates. 6 other citizens need to make up for missing a session to graduate. 24 volunteers assisted with the final drill along with 5 instructors hosted in the training tower and bay.

• EM Lunak set up for the press conference held at LFP City Hall after an Amber Alert was issued by LFP Police. 4 local television stations were present for the press conference.

• Special Olympics USA has finalized the dates bowling will be held at Kenmore Lanes. July 2, 3, 4, & 5 from 8:30 -12:30. NEMCo is planning to send a representative to the Joint Emergency Operations Center during those days to work as a Liaison and as a training opportunity.

• NEMCo amateur radio group completed a communications exercise practicing the process of requesting equipment from neighboring jurisdictions and passing along damage reports.

• Additional report items included in separate NEMCo report provided with meeting materials.

2018 1st Quarter NEMCo Governance Update

Emergency Operation Center:

Following up from our November 2017 exercise, we have added additional maps, fixed the laptop licensing issue, created a separate Wi-Fi network specifically for EOC use, purchased a printer/copier exclusively for the EOC, reprogramed the phones that were not working and attached the talk group template to each 800 MHz radio.

Alert Northshore Notification System:

Met with Kenmore communications staff to review system. Melodi developed an online form for citizens to sign up for the system. We used the Alert Northshore system for a Jan. 25th RACES drill.

Volunteers:

We are in the final week of our first CERT academy of 2018. On Feb. 6th we held a 2 hour Citizen Workshop for seniors. NEMCo is in week 3 of a HAM radio Technician level class. We continue to have around 40 volunteers show up for our monthly meetings and trainings. Our RACES group continues to test the equipment located at each jurisdiction monthly. RACES has assembled NUD’s new equipment and tested it. We completed an activation resource net drill for RACES members. RACEs has taken possession of the 442 repeater, tested it, and updated FCC license.

Northshore Utility District Provisions:

Completed the required monthly staff safety meetings. Created NUD staff identification cards in King County system.

Completed a draft of a communications protocol and submitted a draft of the comprehensive emergency management plan.

Staff Training:

Continued meeting with LFP staff during staff meetings for brief lessons on personal preparedness. Set up WebEOC training for all NEMCo EOC staff. April 19th

NEMCo Council (Key Partners):

Met with Shoreline School District and private schools Feb. 27th. Met with Northshore Schools PTA Preparedness Chair. Presented a basic first aid class to Kenmore Elementary students. Planning participation in April 28th Emergency Volunteer Air Corps drill at Kenmore Air.

RE: Benefit Charge Reauthorization

The purpose of this memo is to provide information for the Board’s upcoming discussion regarding the benefit charge reauthorization election. The benefit charge was last reauthorized on April 23, 2013. That measure continued the benefit charge for the six year period beginning in 2014 through 2019. It was approved by an impressive 88% of the voters.

After the last reauthorization, RCW 52.18.050 was amended to read: A ballot measure calling for the continued imposition of a benefit charge for six consecutive years must be approved by a majority of the voters of the district voting at a general election or at a special election called by the district for that purpose. This amendment to RCW 52.18.050 has reduced the approval margin to a simple majority from the 3/5s super majority that was required in all prior benefit charge propositions. The reauthorization of our benefit charge is required in 2019. A successful outcome will reauthorize the benefit charge for six years starting in 2020. The Board has expressed a preference for running the reauthorization measure in one of the early special elections. The stated reason for a preference of a special elections is that it would allow for another opportunity in the primary or general election if the measure were to somehow fail.

The move to the simple majority provides a significant margin of error. However, the reauthorization of the benefit charge is extremely important to the future of the organization and its passage should not be assumed a certainty. If the measure should fail, our levy collection could not sustain operations with a levy rate at less than $.73/1,000 of assessed value. Without the benefit charge, a separate ballot measure would be required to lift the levy back to the statutory limit of $1.50/1,000 of assessed value. The District has been good stewards of the benefit charge process and this can be demonstrated with factual historical information.

2019 Special Election Date Options

Based on information from King County Elections, the following are the special election date options we have to consider in 2019:

• April Special Election: the 4th Tuesday in April. • Primary Election: the 1st Tuesday in August • General Election: the 1st Tuesday after the 1st Monday in November

The resolution requesting the special election must be presented to King County Elections as follows:

• February or April Special Election: 60 days prior to the date of the election. • Primary Election: no later than the Friday immediately before the first day of candidate

filing. • General Election: no later than the day of the primary election.

All resolutions must be received by King County Elections no later than 4:30 p.m. on the day of the deadline.

2019 February Special Election Calendar

• December 14, 2018 – Last day to file a resolution placing a measure on the ballot. • December 18, 2018 – Pro/Con Committee Statements due • December 20, 2018 - Pro/Con Committee Rebuttal Statement due • January 23, 2019 – Ballots mailed

Once an election date has been selected, a comprehensive calendar and task list can be prepared. There are a number of firm deadlines that must be met with regard to a public hearing, filing and submittal of explanatory statements. In addition to preparing an explanatory statement, the District should consider advertising for pro/con committees. If you recall in 2013, former Commissioner Jack Rogers and a few citizens formed a pro committee and developed a pro statement. There was no formal committee opposition to the ballot measure.

Public Hearing Required?

RCW 52.18.060 requires a public hearing no less than ten days nor more than six months before the election at which the proposition to impose the benefit charge is submitted. It requires the Board of Fire Commissioners of the District to hold a public hearing specifically setting forth its proposal to impose benefit charges. There is ambiguity as to whether this statute applies to reauthorization elections. However, after speaking with legal counsel it is our shared opinion that a public hearing should be conducted as part of the resolution process for submitting the measure to the voters.

Ballot Measure Question

RCW52.18.050 requires ballot measures calling for the continued imposition of a benefit charge to be written so as to enable voters favoring the continued imposition of the benefit charge to vote "Yes" and those opposed to vote "No." The ballot question must be substantially in the following form: Shall King County Fire Protection District No. 16 be authorized to continue voter-authorized benefit charges each year for six consecutive years, not to exceed an amount equal to sixty percent of its operating budget, and be prohibited from imposing an additional property tax under RCW 52.16.160?

Voters Pamphlet Explanatory Statement

An explanatory statement will need to be developed and submitted for publication in the voter’s pamphlet. The explanatory statement from 2013 below, may provide a starting point for the Board to consider as a 2019 statement is prepared.

The Northshore Fire Department (King County Fire Protection District 16) is responsible for providing fire protection and emergency medical services in your community. For the last twenty-four years the Fire Department has funded these services primarily through a combination of property taxes and voter approved benefit charges. Benefit charges are based on risk factors and the cost of providing fire protection services, unlike property taxes that relate to the value of property. Under state law, voters must approve the use of benefit charges every 6 years and the Elected Board of Commissioners is required to hold a public hearing each year to review and establish the amount of the benefit charge. Once established the aggregate amount of the charge is pro-rated to individual properties based on risk factors and collected by the county assessor, together with real estate taxes. The amount of any benefit charge imposed on any given property cannot exceed the measurable benefits of the services afforded to the property by the Fire Department and are subject to appeal. Under state law, fire districts which collect benefit charges authorized under Chapter 52.18 RCW have reduced taxing authority. Benefit charges can constitute no more than 60 percent of a district’s annual operating budget and the maximum property tax rate is reduced from $1.50 to $1.00 per $1,000 of assessed valuation. If approved, Proposition 1 would continue the current funding method of providing emergency medical and fire protection services for 6 more years.

Pro Committee Statement of Support

Pursuant to RCW 29A.32.280, the Board of Fire Commissioners may formally appoint a committee to prepare arguments advocating voters' approval of the measure and shall formally appoint a committee to prepare arguments advocating voters' rejection of the measure. The Board shall appoint persons known to favor the measure to serve on the committee advocating approval and shall, and whenever possible, appoint persons known to oppose the measure to serve on the committee advocating rejection.

As previously mentioned, a pro committee was formed headed by Jack Rogers. Here is the statement Jack and his committee submitted in support of the proposition in 2013:

Citizens of the Northshore Fire District have wholeheartedly supported the work of our fire department, firefighters, and emergency medical technicians. We have one of the finest departments in the Northwest. Its professional team of well-trained staff has proven itself repeatedly in the performance of its duties. For over two decades our citizens have voted to fund a benefit charge to support the department’s operating budget.

The combined assessment from property tax and the benefit charge for fire protection would continue to average approximately $1.50 per thousand. This is not a new tax, but it must be approved by voters every six years, and it is time to renew that commitment once again. By supporting this renewal, the taxation level for the fire district remains constant and provides a vital and reliable source of revenue for planning, equipment maintenance and replacement, and property protection. This is a crucial investment in our community, one which we will be glad we made in case our own family needs emergency assistance, or we face a natural disaster or public safety crisis. Join us in continuing the commitment to maintaining our excellent fire department. Please vote to approve this measure.

RCW 52.14.010 Commissioner Compensation

(2)(a) Each member of an elected board of fire commissioners shall each receive one hundred four dollars per day or portion thereof, not to exceed nine thousand nine hundred eighty-four dollars per year, for time spent in actual attendance at official meetings of the board or in performance of other services or duties on behalf of the district.

(4) The dollar thresholds established in this section must be adjusted for inflation by the office of financial management every five years, beginning January 1, 2019, based upon changes in the consumer price index during that time period. "Consumer price index" means, for any calendar year, that year's annual average consumer price index, for Washington state, for wage earners and clerical workers, all items, compiled by the bureau of labor and statistics, United States department of labor. If the bureau of labor and statistics develops more than one consumer price index for areas within the state, the index covering the greatest number of people, covering areas exclusively within the boundaries of the state, and including all items shall be used for the adjustments for inflation in this section. The office of financial management must calculate the new dollar threshold and transmit it to the office of the code reviser for publication in the Washington State Register at least one month before the new dollar threshold is to take effect.

(5) A person holding office as commissioner for two or more special purpose districts or serving ex officio as commissioner as a member of the legislative authority of a city or town shall receive only that per diem compensation authorized for one of his or her official positions as compensation for attending an official meeting or conducting official services or duties while representing more than one district or representing a municipality and a district.

1 PURPOSE

1.1 To establish a systematic procedure for the adoption, review and amendment of District policies and procedures.

3 RESPONSIBILITY 3.1 The Board of Commissioners maintains the sole statutory authority to establish

policies of the District as they relate to service levels and operational goals. The Board shall be responsible to approve the adoption, amendment and rescission of District policies.

3.2 The Board of Fire Commissioners is responsible for the drafting and maintenance of the 1000 series policies

3.1 3.23.3 The Fire Chief shall be responsible for the development of administrative and

operational policies and procedures including policy sections 2000 to 7000. 3.33.4 Department mMembers of the organization shall be familiar and comply with the

provisions of all District policies.

4 DEFINITIONS 4.1 POLICY: a declared intent or objective that shall be used as a basis

for decision making. Policies define “What” will be done regarding a specified area of operation or practice.

4.2 PROCEDURE: a prescribed or acceptable routine or method of performing or implementing a desired course of action. Procedures define “How” objectives of any given policy or practice will be accomplished.

5 POLICY 5.1 The District shall adopt and maintain a set of policies that set forth

reasonable rules and regulations to govern District operations as may be necessary to carry out the established mission of the District.

5.1.1 Established policies shall not violate any applicable statutory or regulatory provisions set forth by law or the collective bargaining agreement with IAFF Local 2459.

5.2 Policies and procedures shall be named and indexed in a manner

that provides identifying information as to the content of the policy or procedure.

5.2.1 P1000 series policies and procedures will be maintained and available to all members and the public in a read-only format on the District’s SharePoint and website.

5.2.15.2.2 2000 through 7000 series policies will be maintained by the Fire Chief and available to all department members on the Districts SharePoint site.

5.2.25.2.3 All policies including Pprevious versions of any amended policy will also be maintained and available for review.

5.2.3 Policies and procedures shall be made available for public inspection and copying.

5.3 The Board shall adopt, amend or suspend organizational policies only by a majority vote of the Board.

5.3.1 New and amended policies shall become effective upon adoption; unless a specific effective date is provided in the motion for adoption.

5.3.2 Policies adopted or amended shall be made a part of the minutes of the meeting at which action was taken.

5.4 New, amended or rescinded policies shall be announced to Department members by Special Notice in a timely manner.

5.4.1 Upon notification, members shall be required to review any changes to a policy or procedure.

5.5 Policies shall be reviewed on a regular basis. The review cycle may vary depending on the policy type and its scope.

5.5.1 A three yearthree-year review cycle would be typical; however, it shall be no more than five years between policy reviews. Procedures are likely to be reviewed more frequently. See policy 6.3 for the review process.

5.6 Members are encouraged to identify areas where policies and procedures contain gaps, inconsistencies or outdated information and bring forward recommendations for necessary amendments.

6 PROCEDURES/GUIDELINES

6.1 District policies and procedures shall be written in a standard format to provide consistency. The standard format shall include the following sections:

6.1.1 HEADER – the header section of the policy shall contain the policy name and number, approved by, effective date, revision date, number of pages and attachments.

6.1.2 PURPOSE– a general statement that provides an overview of the policy and why it was created.

6.1.3 REFERENCES– a list of references that may provide justification or guidance into the development of the policy, or other policies that may be directly related.

6.1.4 RESPONSIBILTY– a statement that ensures that those affected by the policy are identified and summarizes the responsibilities of those who are named in

the policy. 6.1.5 DEFINITIONS – a list of terms in alphabetical order that are used in the

policy or procedures that may not be readily understood. 6.1.6 POLICY– statement(s) written in clear, concise and simple language that

reflect the philosophies, attitudes or values related to a specific issue. The statement will provide definitive direction on what we will do related to such issue.

6.1.7 PROCEDURES/GUIDELINES – statement or sequence of statements that describe how to accomplish a particular task or goal.

EXCEPTION: Board policies that do not have associated procedures will be written in paragraph format.

6.2 Policies shall be given a number within the appropriate policy grouping. The following are the current groups

6.3 Policies and procedures shall be reviewed as stated in section 5.6. The review process will address the following questions:

6.3.1 Is the policy and/or procedure still consistent with best practices, strategic direction, and/or changes in national standards or legislation;

6.3.2 Do current practices comply with the existing policy and/or procedures; 6.3.3 Are there inconsistencies between the existing policy and/or procedures with

other policies and procedures; 6.3.4 Is the policy obsolete and no longer needed?;

6.4 New policies should be proposed or existing policies amended or rescinded whenever gaps, inconsistencies, or changes have occurred that affect the appropriateness or accuracy of current policy or procedure.

6.4.1 RDepartment member’s recommendations for the creation of a new, or the amendment or rescission of a policy or procedure should be submitted to the Board or Fire Chief with the use of the Policy Amendment Recommendation Form, 1300-A2.

6.5 Whenever deemed necessary, the process for adopting a new policy or the amendment or rescission of an existing policy shall be as follows:

6.5.1 A draft of the proposed new 1000 series policy or amendment of an existing policy shall be provided to the Board. The proposal shall be added to the agenda of a regular or special Board meeting for a first reading and discussion.

The Department’s Legal Advisor will assist as needed. All Commissioners, the Fire Chief and participating members shall comply with the ‘cConduct’ guidelines contained in this policy. POLICY Board meetings will be scheduled in compliance with RCW 42.30 (Open Public Meetings Act) and RCW 52.14.100 (Fire Commissioners – Meetings). ). The Act broadly defines meetings to include the transaction of the official business of the board including but not limited to “receipt of public testimony, deliberations, discussions, considerations, reviews, evaluations and final actions”. The board of fire commissioners will function through (1) regular, (2) special meetings, and (3) emergency meetings. Regular Meeting The Board of Commissioners is required to have at lease least one meeting per month. The date, time and place of the regular meeting must be established by written resolution. Special Meetings This A special meeting is any meeting other than a regular board meeting. Special meetings may be called by the chair or upon a petition of a majority of the fire commissioners. As a courtesy, prior to the establishment of the date, time and place of any special meeting, the chair shall contact the other members of the board to determine their availability for any such special meeting. Emergency Meeting This An emergency meeting is a special board meeting held without the usual required notice. The chair or a majority of the board may call an emergency meeting only when “an emergency involving injury or damage to persons or property or the likelihood of such injury or damage, … would make notice impractical and increase the likelihood of such injury or damage.” Notice Open Meetings. All regular or special meetings of the board must be advertised as meetings that are open to the public. If the board wishes to devote all or most of a special meeting to an issue(s) to be discussed in executive session (Policy 1410), the special meeting should be called to order and recessed to an executive session. The purpose and expected duration of theof the executive session should be announced and recorded in the minutes (e.g., personnel matters). Meeting Notices. A regular meeting does not require a public notice. If the board does not meet at its regular location or time, the meeting should be treated as a special meeting with proper notice and announcements to the media stating the time, place and purpose of the meeting. A fire district is required to notify newspapers and radio and television stations which have filed a request for such notification. Agenda The chief shall be responsible for preparing the agenda for each meeting, in conjunction with the chair and one additional board member at the chair’s discretion. Copies of the agenda, draft minutes of the previous meeting and relevant supplementary information will be available to each fire commissioner at least three (3) business days in advance of the meeting and will be available to any interested citizen at the district headquarters twenty-four (24) hours prior to the meeting. 2. Consider ideas with an open mind. Ideas may be respectfully challenged by asking questions – focus on ideas and refrain from personal attacks.

3. Members wishing to bring items for discussion should provide background information to other members in advance of the meeting, in conjunction with the meeting materials packet.

4. Each member should actively participate in discussions. There may be times when members do not agree 100% with an idea. Members should share their thoughts if they can’t accept a proposal, but also consider what they can accept even without 100% agreement.

5. Each member should try to keep discussions on task and efficient.

5.15.2 The Board of Commissioners shall periodically perform a needs assessment for the purpose of determining if the current long range strategic plan should be revised. The needs assessment should identifying the department’s path forward for a 3 to 5-year term. justification and purpose for the establishment of goals and objectives. The process shall be conducted no less than every five years and provide an opportunity for input to all members of the Board, the administration, the District employees, and the community served.

6 PROCEDURES/GUIDELINES 6.1 The Board will initiate the needs assessment process during regular

meetingsor, a special meetings or special retreat. 6.2 Prior to the needs assessment, the various groups listed in section 5.1 will be

solicited for input that may be considered during the needs assessment and goal setting process.

6.3 Upon completion of the needs assessment, the Board and/or administrative staff will collect data and information regarding the identified needs and/or opportunities in preparation of the goal and objective setting process. This process shall include identifying any resource requirements needed for the successful achievement of a potential goal or objective.

6.4 The Board will initiate a goal setting process whenever the needs assessment identifies issues or opportunities that requires further action. The process

Compensation & Benefits

Reimbursement for Expenses Commissioners shall be compensated for expenses incurred while

working or attending meetings for the District. The following rules shall be applied:

Educational Goal It is the intentions of the Board to keep members informed of all pertinent

information relative to the fire service and changes in fire district laws. As such Commissioners

are encouraged to be active participants in the Washington Fire Commissioners Association and

attend training programs related to fire district issues.

The Board may direct the Secretary to prepare Training and Travel Requests as necessary for

Commissioner’s participation in training activity as specified in SOG 5.6.2 External Training

Travel Board members shall be reimbursed for travel expenses to activities that are of direct

benefit to the District that have been approved by the Board consistent with SOG 1.3.4 Travel

and Training Expense and Reimbursement.

Board of Fire Commissioners Policy for Board Member Compensation #018

Purpose: To establish formal policies and procedures for the compensation of the Board of Fire

Commissioners. Authority: Revised Code of Washington Title 52 Fire Protection Districts RCW

52.14 (RCW 52.14.010) Policy: Compensation limits for Board of Fire Commissioners are set in

statute. RCW 52.14.010 provides the payment of compensation for each board member. Per

the same RCW, the office of financial management adjusts the dollar threshold for inflation

every five years.

I. Definitions: A Board of Fire Commissioner meeting shall be defined as any one of the

following:

A. Any scheduled regular or special meeting of the Board in which a formal call to order and

adjournment takes place and which has a quorum of the Board present (3 or more members).

B. Board members may only be compensated for one meeting in any calendar day.

C. Any meeting of the Board such as a retreat in which Department business is discussed, but

the Board of Fire Commissioners. Such meetings include, but are not limited to, meetings of the

41.18 Board, Department committees such as the Joint Promotional Committee, Human

Resources/Finance Committee, Facilities and Equipment Committee, Loyalty Effect Committee,

or other similar committee meetings.

In the event of unanticipated need to attend a meeting that requires the attendance of a Board

member(s) to act as district representative(s), post-approval of attendance may be requested.

E. Any meeting of the Spokane County Fire Commissioner’s Association (SCFCA) or the

Washington Fire Commissioner’s Association (WFCA). F. Any committee meeting of the SCFCA

or the WFCA to which the Board member has been elected or appointed. G. In the event that

any out of town meeting requires travel to or from the meeting the day before or after the

meeting shall qualify as a day of compensation.

H. Any pre-approved fire service meeting such as the Northwest Leadership Conference, any

WFCA seminar, and similar meetings, or any other meeting or activity not identified above in

which the Board members have been requested to attend by the Administration or has the

approval of a majority of the Board of Fire Commissioners.

I. Any questions or concerns by the Administration regarding what constitutes a meeting shall

be brought back to the Board of Fire Commissioners for discussion and/or approval.

J. A Commissioner may participate in a Board meeting by telephone, provided that telephonic

participation should be by speakerphone, so that the participating Commissioner can be heard

by all those present at the meeting, including members of the public in attendance. In addition,

the member participating telephonically needs to be able to hear all that is said by those

present at the meeting. No compensation shall be paid for telephonic meetings unless needed

to establish a quorum per RCW

52.14.010. II. Waiver of Commissioner Compensation Any Commissioner may waive all or any

portion of his or her compensation payable. A. If a member of the Board of Fire Commissioners

desires to waive all or any portion of his or her compensation payable as to any month or

months during his/her term of office, a written waiver must be filed with the District secretary.

To be effective, the waiver must be filed any time after the Commissioner’s election and prior

to the date of which the compensation would otherwise be paid. The waiver shall specify the

month or period of months for which it is made per RCW 52.14.010. (See Appendix A – Waiver

It will be a “brown bag lunch” where we will get an update from the Chief, have time to answer any questions employees have, and provide an opportunity to re-view any performance issue or conflict together with the intent of helping those that are preparing for their Lieutenant promotional testing process, as well as those who may not be test-ing now but want to in the future.

On March 9th members of B-shift, E57 and B51, along with Shoreline units responded to a re-

port of a car into a pole at 14700 Bothell Way. Crews had a number of problems to deal with:

The vehicle contained two occupants, one of which was having a serious medical issue, but

were otherwise not injured.

The vehicle was severely damaged.

One electrical pole was severely damaged. Seattle City Light was notified.

One hydrant was damaged and thrown 120’. Crews shut the water off at the foot valve and

notified Seattle Water.

On March 19 at 1819 hours, members of A-shift responded to a structure fire in

the 3700 block of NE 151 St. E51, who was first due because E57 was busy on a

serious ALS call, reported seeing a column of dark smoke from several blocks

away and upgraded the response to a working residential fire.

E51 arrived to find a well involved attic fire. With A51 and R51 not far behind,

crews made quick work of the attic fire by attacking it through the ceiling from the

living areas of the house. In all, nine personnel responded from Station 51 which

contributed to the quick knockdown. Crews from Shoreline and Bothell also assist-

ed.

I Can’t Find It! from FM LaFlam

You’re responding to a witnessed collapse at a nearby business. Dispatch is

directing a by-stander in CPR. As you approach the area, you realize that you can’t

see addresses on any of the buildings. As you loop around to find the right loca-

tion, the patient’s chances of survival continue to diminish.

If there was only something that you could do about posting of addresses on

buildings; well there is. Section 505 of the International Fire Code gives you that

authority. The IFC states: New and existing buildings shall have approved address

numbers, building numbers or approved building identification placed in a position

that is legible and visible from the street fronting the property. These numbers shall

contrast with their background.

While performing inspections, remember to view the building from the per-

spective of a person who is unfamiliar with the area. Is the address clearly visible

and legible from the street? If the answer is no, then direct the business/building

owner to post the address in a more visible location. You are the one who will de-

termine what must be done: new location for the address, posting in multiple loca-

tions, improved number contrasting, larger numerals, etc. Remember, a building

that is further from the street will require either larger numbers or the address on a

sign located near the street. You have the power to make it happen. Let’s make

sure that no one is delayed because of address confusion, whether it is us or one

of our neighboring departments.

For better focus, plan for interruptions? Yes!

You know how it feels when you’re on a roll working on a project: locked in, synapses firing, ideas flowing. And you probably also know how it feels to be interrupted when, say, a colleague pokes his head in to talk about a project, a high-priority email hits your inbox, or your spouse or your kids need your help. You shift gears, but for the next 15 minutes or so, your attention is split between the first task (let’s call it task #1) and the new one (task #2).

Our brains are built to focus on one thing at a time, and when we switch tasks abruptly we’re often left with “attention residue,” thoughts about the task we just set aside. Since we’re not able to process two tasks at once, our performance on the second task often suffers. But according to new research, making a quick plan for resuming task #1 can help you switch gears more effectively.

When study participants worked on a task and then were asked to switch to another, they created a quick plan for returning to task #1 before shifting their focus. This brief transition helped them perform better and make better decisions on task #2. So, the next time you’re interrupted (and can’t tell the interrupter to wait), quickly jot down a plan to resume task #1 before turning your attention to task #2. Then enjoy the feeling of having your thoughts and attention focused, not split.

He will cover topics such as fitness, nutrition, peer support, mental health and PTSD, sleep deprivation, cancer and presumptive care to help prevent injuries and assist our members to live long and healthy retirements. During training, Stephen will be providing an easy to use, online and smart phone-friendly program which will assist our members with fitness, peer support, nutrition, behavioral support, cancer prevention and more. Employees will be provided with 16 training topics they can use immediately.
