A note from your management

company—Elite Professionals Dear Homeowners, With recent news regarding fraud and embezzlement from a Triangle area management company, we wanted to provide you with information regarding the safety and security of our community funds. Elite has to ensure community funds are kept safe. Below is a list of bullet points on the process. Boards are emailed monthly the full financial

statements for the community with bank statements, and copies of checks. As a reminder additional accounting reports such as a general ledger or a 12 month cash flow can be added to the monthly reports.

Elite Management holds a $1,000,000 fidelity

bond that would cover employee dishonesty, theft, etc. of your association funds.

Elite Management Professionals, Inc. holds

the AAMC (Accredited Association Management Company) designation and Managers hold designations with Community Association Institute to include PCAM, CMCA and AMS. Many managers have agreed to ethical designations and obtain continuing education through CAI. For Managers and Management companies that hold designations CAI can assist with disputes and issues of this nature.

Elite works with communities to suggest

regular audits from an outside CPA of the communities financials. Elite will also work with Boards for their community insurance review to consider community insurance policies that can include fidelity bonds.

Elite has accounting procedures that have

been established through suggestions from CPAs and insurance providers. Some important reminders regarding the financial management for your community are listed below.

Walgreens Health Fair Come join us on Thursday, September 29, as Walgreens will be sponsoring a Health Fair, from 2-4 pm in our Clubhouse. One accounting team member processes the checks for the community invoices, another team member matches and mails the checks, checks are then signed by the President of the company and another team member reconciles the financials for the monthly reports provided to the Board. There is a process of review from four team members when checks are issued.

Managers must have approval in writing

from the Board or through Board meeting minutes to move funds from accounts or to make payments from reserves.

All checks for reimbursement must be

reviewed and signed by a second manager and/or approved by the Board.

Many of your association’s documents

require an annual audit of the financial records of the association. This process protects the board and management company. During this process, the CPA reaches out to every financial institution for confirmation of the account balance presented on the balance sheet. Elite recommends having an annual audit even if Heritage Pines documents don’t require this accounting procedure.

We understand the importance of this matter to all Board members and homeowners so please do not hesitate to contact us directly with any questions. Thank you,

Dawn Hatcher, President

Elite Management Professionals, Inc.

Grounds Committee Report “It has been a difficult summer with intense heat, irregular rain and an influx of opportunistic weeds. Hopefully as we head into fall the temperatures will drop and the weeds will die off.” Sound familiar? It should as it was the first paragraph of the September 2015 Grounds Committee Newsletter. This year changes to the first sentence are minimal BUT IMPORTANT: It has again been a difficult summer with intense heat, and “rainfall 8.30 inches above normal May 16 to Aug 13. Normal: 11.71 inches, actual 20.01 inches.” (Resource: RDU rain stats). Obviously, the opportunistic weeds have been thriving. WEEDS Most residents know the soil here is clay based and soaked lawns do not handle mowers well. With all the rainfall the weed control materials applied to the lawns were essentially swept away by the rains, leaving a prime field for those pesky opportunistic weeds to flourish. As most weeds are not, nor have they ever been covered, in the Brickman/BrightView contract, concerns about lawns “2 feet high” perhaps refer to weeds. For information on companies to call for help eliminating weeds on your property, please look for suggestions in the resident originated book of referrals located in the library. Photos of non covered weeds will be available near or on the landscape bulletin board. SIGNAGE and SERVICES BrightView supervisors are now utilizing signage at both entrances to Heritage Pines as a way to communicate timely info. We hope you will find this practice helpful. Our BrightView contract provides onsite staff here Monday through Thursday. BrightView supervisors are extensively educated and trained on North Carolina lawn care, which differs greatly from that of other parts of our nation. We respect their expertise and defer to their decision making. We appreciate the Friday and Saturday services they provided during the recent weather trials of June and July. Their crews struggled with not just rain but high temperatures, humidity and safety required clothing. We are most grateful.

Heritage Pines Board Resolution On July 21, 2016 the Board passed the following resolution— Effective January 1, 2016 appointments of new Committee Chairpersons would require that the person nominated had served on the Committee for a minimum of six months.

AERATION and SEEDING September 12 is the target date to begin the annual aeration and seeding by the BrightView crew. In order for this operation to go smoothly, with the best possible results, each home owner must do their part. There is an information box located in this newsletter. It contains detailed instructions of what must be done before September 12. Brown bags of seed, courtesy of BrightView, will be available again this year beginning on September 15. Please respect the one bag per residence stipulation. MAILBOX / LAMP POST BASE As stated in this addition’s BrightView article, any resident who has created a border/bed in their lawn around the base of the mail box post or lamp post is responsible for that area. BrightView and staff will not trim, edge or weed, as it is outside the scope of our contract with them. TREES and SHRUBS Consider checking your copy of the pruning standards, as covered in our contract with BrightView, to familiarize yourself with their responsibilities before calling the office. It is NOT a full service contract. If you trim shrubs you are responsible for disposal of limbs and clippings. If you have storm damage the removal/disposal of the limbs falls on the homeowner. When a tree or shrub dies, as some just seem to do for no discernible reason, it is not the fault of the landscaper nor is it their responsibility under the contract to provide for removal/replacement. Each year our Crepe Myrtles continue to grow higher and higher. Remember: due to workplace safety issues BrightView crews prune TREES ONLY to a height that can be reached using equipment while they are standing on the ground. For overall tree pruning (maples, crepe myrtles, etc) or tree removal please seek out the services of a tree company (also included in the resident book of referrals located in the library). Lastly, thank you to those of you who took the time to write or express a heartfelt “thank you” for work done by the BrightView crew this summer. They appreciate it, and truly, so does the committee!!

Your Grounds Committee

Aeration and Seeding Preparation

Information and Suggestions

1. Mark all known irrigation pipes and sprinkler heads buried in your lawn with flags. Aerators can plug as deep as 4 inches below the surface, meaning there is potential for damaging such pipes. Aerators can hit sprinkler heads not flagged. 2. If not flagged and damage occurs, Bright View is not responsible for either pipes or sprinkler heads. If you have pipes in your yard and Do Not Know where they are located, consider Opting Out of aeration and seeding. This can be done by contacting the office. 3. Before BrightView comes to aerate your property try to water your lawn deeply. This allows the aerators to penetrate the soil for optimum seed growth, and it will help prevent soil compaction. 4. After aeration and seeding is complete please

water just enough to keep the surface of the soil moist without soaking it. The crew will not be mowing following aeration and seeding. Mowing would displace lightly rooted seeds that have not had an opportunity to germinate. Anticipate mowing to resume the week of September 19.

BrightView crew will not trim those shrubs. Those shrubs are considered your responsibility.

As we move into Aeration and Seeding this September we will follow the schedule listed below. Prior to September 12, 2016 please flag all your irrigation heads and valve covers in your turf so the crews don’t run over your irrigation heads while aerating.

There is a larger list of suggestions on page 6 for preparing your property, please read carefully.

Schedule: Week of September 5 we will mow lower

than normal. Week of September 12 we will not mow and

will aerate and seed all homes, villas, and common grounds.

Week of September 19 we will mow as normal.

Thank you for allowing us to serve you and be a part of your community. I can honestly say we enjoy participating with the Heritage Pines residents. I hope you enjoy the last few days of summer as we enter into a new season over the next 6 weeks.

Will Marsh Account Manager BrightView Landscape Services

Original Art Display Come check out the new art display in the craft room at the Clubhouse. The Artist for the month of September is Sonia Medina.

As summer draws to a close, we are receiving many concerns related to landscaping. We would like to address those concerns and give you some information on what to expect this coming month. BrightView’s October article will discuss services from October through December. This year has blessed us with a lot of rain(Roughly about 10” more than last year) The rain impacts the landscape in many ways.

1. Leaches all the weed control material we use on the turf and mulch beds to control weeds. Making them non effective.

2. It makes the grass, weeds, and shrubs grow at a much faster rate.

3. The Crepe Myrtles hang low due to being wet and we get a lot of calls to prune Crepe Myrtles this time of year. We are not ignoring your request but we want the blooms to dry before pruning the crepe myrtles. Giving them a chance to stop drooping and go back to their normal shape. Pruning wet blooming Crepe Myrtles can cause the tree to look odd when it dries.

4. Due to the amount of rain, many areas are remaining saturated and not drying out, forcing us to spot mow some weeks to prevent tearing up the turf. Signs will be placed at the entrances of the neighborhood notifying you that we are spot mowing.

The shrub trim team has had a hard time keeping up with the growth on the shrubs but believe it or not, BrightView is right on the same time line as the past 2 years. The shrubs are simply growing faster. We currently have a shrub trim team in place and they are working through the community pruning. Zone 1 is complete as of 8-19-16 and they are moving straight into zone 2. In addition to shrub trimming, I think it is important for everyone to realize that if you have any plantings around your mailbox, the

FYI If you become aware of a situation that is suspicious, please call 911. Fortunately, a homeowner recently called the police when observing strangers behind his house. It resulted in the police taking appropriate action. Also, when the pool is closed, be assured it is because the pool company has to close it for some reason related to state laws. If there is no landline phone, the pool cannot be opened. The Board does not take any arbitrary, or capricious actions.

They’re Back!!! Parking & Driving Concerns with Green Hope Students

Social Committee News

Many have asked how the price is determined for each event. All events are self-supporting. This means that the money collected for each event pays the total cost of the event, including the set up and cleanup costs. Some events advertise that an outside source is provid-

ing the refreshments or meal; these events have a $2.00 fee to cover the set up and clean-up. Other costs include the food or refreshments for the event, the paper products used and any other costs that are used for the event. The cost of food and paper products continue to rise and this is reflected in the costs for the events. Our set up/clean-up fee is expected to cost more in the future; this will be reflected in the event costs. Event chairpersons and committees attempt to provide us with a variety of events at reasonable prices; please re-member that these events are self-supporting and as the cost of products and services in-crease, so will our event costs. SAVE THE DATE……Fall and holiday events are being planned and will feature a Sock Hop, an Italian Night, Veterans Day and many more. Be sure to read your newsletter and Save the Dates! IN CASE YOU MISSED IT……..While American athletes were busy preparing for the 2016 Summer Olympics, Heritage Pines celebrated the Olympics at the Clubhouse! An Olympic torch was lit, medals were awarded and there was lots of fun and laughter! Thank you to the chairpersons and committee for planning a fun event! Be sure to view the pictures on the digital photo frame in the lobby.
