I. Day Treatment Services

The Department of Juvenile Justice has 26 Day Treatment Programs (6 state-operated programs and 20 contracted programs) that provide a comprehensive array of community-based services for eligible youth:

• to prevent further involvement with the juvenile justice system

• to prevent placement out of the community, and

• to integrate the youth back into the community after residential placement.

Program participants are required to participate in individual, group and family counseling. Further, youth are provided with a normal classroom schedule and highly individualized instruction.

Male and female juvenile offenders, ages 12 to 17, are eligible for admission to day treatment programs. Priority is given to youth transitioning from juvenile justice programs and/or facilities, youth at risk of out-of-home placement and youth with serious behavior issues in the school or community.

To carry out this mission, day treatment programs provide specialized services designed to meet the individual needs of each youth and his/her family. Programs utilize an effective balance of treatment, education and graduated sanctions to redirect troubled youth.

II. Group Home Services

KY DJJ's group homes serve a variety of youth and needs. These programs are able to serve younger and/or less serious offenders than youth development centers. Some group homes also function as step-down programs for youth leaving a residential center that could benefit from a less restrictive level of care before they return home.

Group homes use either day treatment or local public schools for the education component of their programs. Individual and group counseling, substance abuse treatment and community service are all components of group home programs. Generally, youth are placed as geographically close to home as possible.

Each of the 11 state-operated group homes houses ten youths who require a structured setting but pose less of a risk to than youths in development centers.

Group homes are Level 1 (minimum-security) facilities.

III. Residential Services

Kentucky takes pride in the fact that its facilities are small and treatment oriented. There are a total of 11 youth development centers (YDC's) throughout the state. One facility has 80 beds, while the others range in capacity from 30 to 45. Youth placed in youth development centers are usually between the ages of 14 and 18. The ages listed in the program descriptions below are the general guidelines -- exceptions may occur. The vast majority of the youth development center population are older youth; the average age is 17. Two facilities are secure settings. The remaining nine facilities are staff-secure.

All programs have an on-grounds six hour school day. All programs offer the youth educational alternatives, such as graduation track and GED track, as well as vocational opportunities. Some youth will be able to receive college credit through the virtual university program. Individual, group and family counseling are provided. Each facility has a psychologist. Youth participate in the substance abuse prevention/intervention program Prime for Life Under 21. Other programs include anger management, recreation, parenting classes and independent living classes. Community-based education, service learning and community service options are integral components of staff-secure facilities. Youth often go camping, to sporting events and other special activities.

Whenever possible, youth are placed in the program geographically closest to home. This helps facilitate family visiting and counseling, as well as transition/aftercare services back to their home, school and community. Youth may be granted furloughs to assist in treatment and transition/aftercare planning. Some youth are discharged home after completion of a youth development center program, while others may step down to a less restrictive placement, such as a group home or therapeutic foster care.

Although aftercare is an important component for all youth, each region has one facility designated for youth determined to be at a high risk for recidivism. An aftercare liaison is employed at these facilities to work with both the residential program staff and community staff in planning for the youth's return to the community.

The Cadet Leadership and Education Program (CLEP) stands as an evolved form of boot camp, as it combines traditional military drilling and regimen with intensive therapeutic services and supported transition back to the community.

CLEP serves adjudicated male delinquents, ages 14-17. Youth participate in the program for a minimum of eight months -- four months of residential treatment and four months of supervised community placement. Ten youth and one youth counselor, as well as several youth workers, are assigned to each platoon. The youth counselor, along with facility youth workers, provides services to youth during both the residential and community phases of the program -- thus allowing for continuity of treatment. Program Goals:

• To promote discipline through physical conditioning and teamwork

• To instill values of responsibility and a healthy work ethic

• To increase academic achievement

• To encourage participants to become productive, law-abiding citizens

• To ensure that offenders are held accountable for their actions

• To reduce drug and alcohol involvement

The Bluegrass Reception and Assessment Center is a model program utilizing innovations in the intake or reception of adjudicated youths committed to the Kentucky Department of Juvenile Justice. The primary purpose of the program is evaluating youths for criminogenic needs and identifying the most appropriate post-adjudication placement. This program operates in a staff-secure 24-bed (16 assessment beds & eight Alternatives to Detention beds) facility with a typical length of stay of 30 days.

IV. Detention Services

The Kentucky Department of Juvenile Justice (KY DJJ) Program Services Division currently monitors all of Kentucky's juvenile holding facilities and secure juvenile detention facilities for compliance with state and federal mandates. KY DJJ also operates six secure juvenile detention centers and will operate or contract for four additional secure juvenile detention centers over the next two years as part of the Statewide Detention Plan. The ultimate purpose of the plan is for the state to assume responsibility for the pre-trial detention of all alleged delinquent juveniles and for state-operated detention centers to be located at a reasonable distance from every county seat.

As each new state-operated detention facility opens, intermittent holding facilities, juvenile holding facilities and non-state operated secure juvenile detention facilities in its catchment area close, and counties in the catchment area are relieved of the financial and physical responsibility of securing appropriate placement for delinquent juveniles awaiting trial.

As the KY DJJ opens each new state-operated secure detention center, it also ensures that a wide range of alternatives to secure detention programs and services are available in each area to serve juveniles who do not require secure placement -- thus, creating a detention custody continuum. Alternative programs may include intensive community supervision, home detention, home incarceration, staff secure shelters and/or foster homes.

If a youth is ordered detained at the detention hearing, KY DJJ staff screen the youth using a risk assessment evaluation tool. If the youth scores as suitable for a custody option other than secure detention, the facility’s Detention Alternatives Coordinator (DAC) makes a decision as to which option is most suitable based upon youth and family’s circumstances.

Youth may step up or down in the detention custody continuum based upon compliance or non-compliance with programs. A youth may begin detention in a secure setting but later move to home detention because the youth no longer requires such security. Likewise, a youth placed on home detention who violates his/her conditions may be placed in secure detention.

V. Private Child Care Facilities

The Department of Juvenile Justice contracts with private child care providers for a guaranteed minimum number of beds. Many of the providers have a continuum of care which makes it possible for a youth to begin placement on a residential campus and move to a less restrictive placement, such as transitional living group homes, independent living or foster care.

The Department does not contract for a minimum number of beds but accesses these programs on a fee-for-service basis. The programs are not all-inclusive, but are the most commonly used private child care resources (other than contracted programs).

Wilderness/Intensive Probation Program (WIPP)

This is a unique program through a contractual arrangement with the Presbyterian Child Welfare Agency (PCWA/Buckhorn). The program consists of a 60-day residential component with a five-month intensive in-home service component. It is unique in two ways: 1) The program is for probated rather than committed youth. Attendance is made a term of probation (for a youth that would otherwise be committed), and failure to satisfactorily complete the program means the youth goes back before the court for probation violation. 2) The residential component is abbreviated and is geared to preparing youth for the treatment that will be part of the community component.

Buckhorn works with the family during the time the youth is in the residential phase to prepare them for the youth's return. After discharge, Buckhorn provides intensive in-home services, including the day-to-day case activities, responding to any family crisis situation and providing "video training therapy."

Community Services

Overview

The Department of Juvenile Justice offers community services in all 120 Kentucky counties. Upon commitment or probation to KY DJJ, every youth is assigned to a Juvenile Services Worker or community worker.

• For committed youth, the worker assesses each youth's needs for supervision and services; thus, he/she plays a vital role in determining whether the youth will remain in the community or be referred for out-of-home placement.

• For probated youth and for committed youth remaining in the community or returning to the community after stepping down from a residential facility or group home, the worker provides case management services, ensure youth accountability, and brokers necessary services, such as counseling and medical care, from local vendors.

The worker also maintains regular contact with each assigned youth through home visitation, school contacts, treatment provider contacts and office visits.

The worker develops individualized conditions of probation or supervised community placement for each youth and then monitors the youth's activities to ensure that conditions are met. A variety of tools are used in monitoring youth, including electronic monitoring, random drug testing and Juvenile Intensive Supervision Teams (services vary by community).

When a youth on supervised community placement is thought to have violated conditions of his/her placement, the community worker requests a revocation hearing from KY DJJ's central office. The purpose of the hearing is to determine whether conditions of placement have actually been violated. If violations are found and the revocation is warranted, appropriate out-of-home placement is arranged.

Education

Youth on probation or supervised community placement may be permitted to attend local public/private schools or may be required to attend a day treatment program for educational services. Day treatment programs are organized around a normal classroom schedule and provide a highly individualized instruction.

Random Drug Screening

KY DJJ's random drug screening program is designed to identify youth who are using illicit drugs so that appropriate treatment services may be provided, as well as to monitor youth who have had past drug-related problems.

Electronic Monitoring (Ankle Bands)

A youth on electronic monitoring wears a small transmitter around his/her ankle 24 hours per day, seven days per week until he/she has completed the program. The ankle transmitter sends constant coded signals to a receiver to verify the youth's presence in his/her home.

Electronic Monitoring (Voice Verification)

Upon entering the voice-monitoring program, each youth's voiceprint, similar to a fingerprint, is recorded. A voice monitoring verification system then makes random calls to the youth to ensure that he/she is complying with his/her curfew conditions of supervised community placement.

Intensive Aftercare

In an effort to reduce recidivism, KY DJJ initiated the Intensive Aftercare Program (IAP) to provide intensive services to youth identified as being at the highest risk of re-offending upon return to the community.

Upon being identified as in need of intensive aftercare (IA) services, a youth is placed in one of KY DJJ's three IAP-designated residential treatment programs. A team, consisting of an IA worker (who is assigned to the community), an aftercare liaison (who is assigned to the residential treatment facility), and residential facility treatment staff, works to make the youth's transition from residential placement to the community as successful as possible by preparing a detailed aftercare plan tailored to meet the youth's unique needs.

While the youth is in residential placement, his/her IA worker and the facility's aftercare liaison prepare for the youth's reentry in the community by scheduling counseling appointments, meeting with the youth's family, exploring job opportunities and locating possible mentors.

Upon leaving the IAP-designated residential treatment facility, the youth moves to a less-structured step-down program such as foster care, a group home or a day treatment program. Once the youth returns to the community, he/she is transitioned through a community phase system that is coordinated by the IA worker and includes intensive contacts, services and supervision.

Kentucky Intensive Services Project (KISP)

The KISP program diverts youths from residential placement by using an array of interventions to provide an intensive level of home-based services for juvenile offenders and their families. Services can include 24-hour crisis intervention, parent training and help groups, wrap-around coordination of community services, educational/vocational planning and multi-systemic family treatment. The goal is to do whatever is necessary to reduce delinquent behavior, while protecting community safety.
