1. GENERAL INFORMATION:

1.1 Introduction:

The BEST Undertaking invites sealed Expression of Interest (EOI) from eligible IT firms/OEMs/System Integrators (SI) for Wi-Fi/GPS/Bluetooth-based services/Surveillance System and any other Value Added Services.

The scope of work: Supply, Installation, Testing, Networking, Commissioning Wi-Fi/GPS/Bluetooth-based Services/Surveillance System and any other Value Added Service-based Vehicle Tracking System and/or Mobile Notification System and its recording at designated locations.

1.2 Objectives:

a) The BEST Undertaking proposes to use Wi-Fi/GPS/Bluetooth-based Services/Surveillance System and any other Value Added Service facility among other things to improve the operational efficiency and customer satisfaction by providing information of buses to passengers, to monitor route deviations, to monitor excessive delay, to get the GPS generated total distance travelled details, information of related vehicles for better outage management general information services with regards to products, services, offers, travel and tourism etc. alongwith bus breakdown management.

b) The B. E. S. & T. Undertaking is also exploring the viability to provide Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other Value Added Service in vehicles/chowkies/bus shelters/bus stations on a Public Private Partnership (PPP) model.

c) The B. E. S. & T. Undertaking is interested in understanding, if any innovative ways there might be to provide Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service to citizens � At either no cost to BEST or � If possible as a potential source of revenue, which could be shared between both

the parties.

1.3 Notice Inviting Expression of Interest (EOI):

BEST wishes to provide Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service in all the vehicles/selected vehicles/locations as well as at chowkies/bus shelters/bus stations. The Expression of Interest (EOI) is hereby invited for this purpose from eligible OEM’s/System Integrators (SI)/supplier. The bidder should work with BEST Undertaking for addressing the tender and implementing the project in the event of winning the contract.

1.4 EOI Evaluating Authority:

The Expression of Interest (EOI) is issued by the BEST Undertaking with an intention to identify key technical parameters to enable preparation of Request For Proposal (RFP) as well as potential bidders for empanelling them to provide Wi-Fi/GPS/Bluetooth-based Services/Surveillance System and any other Value Added Services. Eventually, the Service provider shall be decided through a process of competitive bidding by inviting RFP by two – envelope tendering system with public advertisement.

2. BROAD SCOPE OF SERVICES:

2.1 Scope of Work:

a) The broad scope of work will include providing Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service (in various vehicle/locations in B. E. S. & T. Undertaking), including all the software, hardware and network components alongwith bandwidth and support facility of a minimum period of 5 years. The agency shall be required to implement an end to end solution.

b) The bidder shall be fully responsible to obtain operating license and various required clearances from Wireless Planning and Co-ordination (WPC)/DOT on behalf of Undertaking for the proposed system.

c) The broad features of Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service Project will be inclusive but not limited to:

i) Supply, configuration and installation of the state of the art Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service with our without Internet Bandwidth

ii) If needed, provide a mobile or web-based portal/mobile application for user to login/authentication for Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service.

iii) Provisioning the access control and audit trail mechanism as per industry standard and security norms defined by various regulatory bodies.

iv) Provide the web based management console to monitor and manage the Bluetooth or Wi-Fi access.

v) Facility define rule based access depending on usage, time duration, etc.

vi) Facility to restrict access based on URL, application, category, signature, etc.

vii) Provision for customizable reports for Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service Access Logs.

viii) Facility to enable/disable specific user/system from Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service access.

ix) To provide entertainment to the passengers (in terms of games, songs, movies, etc.) as well as Internet access.

d) Vehicle Tracking System will comprise Vehicle Management System software with a WEB Server host on Central Server. The GPS receiver must communicate the details of allocated vehicles.

e) The system must have features of data entry for entering vehicle details and the user should be able to modify the details of vehicles and other related details in the data base. Also, atleast 15 days data should be maintained by the vendor and should be made available to the Undertaking as and when required.

f) The Wi-Fi/GPS/Bluetooth-based mobile information system will inform customers of various products, services or offering of BEST and/or partners associated with BEST via the mobile phone of the customer.

2.2 Capabilities of the System Integrator/Vendor:

a) Potential integrators/vendors should provide a brief summary covering the implementation for the proposed Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service.

b) Brief on existing capability in delivering the proposed services, including the number of customers and scale of organization to deliver the services on a managed basis.

c) Brief explanation of how the above services will be achieved, technology proposed/deployed.

d) The proposed system should be scalable to accommodate/meet the increased bandwidth usage/more users over a period of time, to ensure there is no degradation in the quality of service (QoS).

e) Demonstration of any established Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service deployments, technology used, design consideration and the model of operation adopted.

f) Basis for System Operational and redundancy planned in case of an eventuality for a 24/7 operation.

3. PRE-QUALIFICATION CRITERIA & BIDDING TERMS & CONDITIONS:

3.1 Pre-qualification Criteria:

a) The Bidder shall be registered in India under Companies Act, 1956 for at least 5 years. Submit copy of Certificate of Registration/Details of Registered Offices, with Contact persons.

b) The bidder should have a minimum average annual turnover of INR 500 Crore (Rupees Five Hundred Crore) in India for the preceding 3 financial years ended with 31-03-2015 (i.e. 2012-13, 2013-14 and 2014-15). Submit copy of P & L Account Statement, Balance sheet/Annual Report OR Certificate from the CA of the firm.

c) Bidder should be ISO 9001:2008 or later certified IT company. Submit copy of a Valid Certificate.

d) The bidder should not be under a Declaration of Ineligibility for corrupt or fraudulent practices with any of the Government or Public Sector Units. Submit an Undertaking duly attested by the notary or Self-declaration by Authorized Signatory

e) The bidder company should have at-least 50 technical staff on their payroll (more than 2 years’ experience in IT Software / Hardware / Networking) at the time of bid submission. Submit certificate from the HR of the Company

f) The bidder company should have at-least 5 Managerial Staff on their payroll (more than 5 year experience in Project Management) at the time of bid submission. Submit certificate from the HR of the Company

g) The Bidder should have implemented Wi-Fi/GPS/Bluetooth-based Services/Surveillance System and any other Value Added Service based Vehicle Tracking System for minimum 2000 buses in any Public Transport Organization/State Transport Undertaking/ Government Organization in India and shall submit the documentary evidence in respect of the same.

h) The Bidder should have successfully catered to the requirements of at least two Public Transport Organizations/State Transport Undertakings/Government Organizations in India in the last five years and shall submit the documentary evidence in respect of the same.

3.2 Bidding Terms & Conditions:

a) Any infrastructure and hardware at each of the locations will be done by the vendor/bidder, as part of the proposed service. Vendors/bidders are allowed to take advantage of this branding and advertising opportunity associated at each of the Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service location, through the services provided only. The branding and advertisements must not interfere with the user experience of the service.

b) It should be noted that interest is only sought from Service Providers/bidders that have an existing proven capability for implementation of Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service.

c) By responding to this EOI request, the bidder should understand that at this stage, the Department is only exploring the different viable options and the project progress.

d) Right To Accept/Modify, Reject Any or All EOI Offers: BEST reserves the right to accept/modify or reject any or all EOI offers any time without incurring any liability.

e) Costs to be borne by the Bidder: All costs and expenses (whether in terms of time or money) incurred by the bidder in any way associated with the development, preparation and submission of the EOI offer, including but not limited to attendance at meetings, discussions, demonstration, etc. and providing any additional information required by BEST, will be borne entirely and exclusively by the bidder.

f) It is to be ensured that the complete information as required by this office at any time may be furnished by the bidders in the prescribed format. Formats submitted with incomplete information and not conforming to the requirements are liable to be rejected.

g) The bidder shall be disqualified and EOI offer submitted will not be considered if:

i) The EOI offer documents are not signed by the authorized signatory.

ii) The EOI documents submitted are incomplete and/or ambiguous in any respect.

iii) The EOI documents are not submitted in the manner specified in the bid document.

h) The bidder will be bound by the details furnished to BEST, while submitting the EOI or at subsequent stage.

3.3 System Technical & Operational Requirements: The interested bidders shall be required to submit the EOI document with the following details:

a) Documents like Product Literature, Brochure, Specification Sheet, etc.

b) Describing various features and Technical Specifications for each of items used in the proposed solution including all its components like Access Points (APs), Routers, Switches, etc.

c) Details of similar projects executed in past with Client references for the projects done.

d) Company’s credential for the last 3 years.

e) No. of Employees, Head Office locations, etc.

f) Model for Financial Sustainability and Operational Sustainability of the Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service Project on revenue sharing basis for a minimum period of 5 years.

g) If PPP model is adopted, details of concessions expected.

h) Bidders will be required to make the presentation of their proposed solution showcasing various features, technical capabilities and financial model.

i) The demonstration highlighting user interface and main features should be provided.

j) If needed, the bidder shall be required to install the required hardware in one of location to be suggested by BEST for demonstration and evaluation purpose, which shall address the issues like coverage, capacity, density and security etc. which would be considered as Pre-qualification criteria.

3.4 Selection of Implementing Vendor/Bidder:

The selection of the implementing vendor will be on the basis of a bidding process in response to a Request For Proposal (RFP) to be invited by BEST, subsequently. The Expression of Interest (EOI) is issued by the BEST Undertaking with an intention to identify key technical parameters to enable preparation of Request For Proposal (RFP) as well as potential bidders for empanelling them to provide Wi-Fi/GPS/Bluetooth-based Services/Surveillance system and any other value added service in a better perspective for the BEST Undertaking. In no way does this EOI bind the BEST to give preference to the respondents of the EOI in the subsequent tender.
