BACKGROUND/HISTORYOn April 9, 2021, staff held a pre-application conference for Deer Run Estates - Replat No. 1 withTerence Roberts and Jack Smith of Donlie McMullin Realty in accordance with Chapter 17.5 -Subdivisions as a prerequisite for submitting a future Preliminary Plat application.
On September 2, 2021, staff received a preliminary plat application for Deer Run Estates - Replat No. 1by Quintero Engineering, LLC, representing Terence and Michele Roberts, being a single familyresidential subdivision consisting of one (1) block, six (6) lots on 8.20 acres, otherwise known as CoryellCounty Property ID's: 110190 and 118903, Copperas Cove, TX; being part of the J. M. Clements Survey,Abstract No. 1315, as described in Warranty Deed No. 335628 to Terence J. Roberts and WarrantyDeed No. 320670 to Terence J. Roberts and Michele A. Roberts.
On September 14, 2021, staff held a Plat and Plan Review meeting with the applicant'srepresentative Gorge Mesa from Quintero Engineering. The next day, the applicant's representative wasprovided with staff comments, which are attached to this report.
On September 23, 2021, staff received a revised preliminary plat and a conceptual dwelling unitlayout for all proposed tracts, which does take into consideration the existing topography found on theproperty and the use of shared assess driveways to Pecan Cove Drive for Tracts 4, 5 and 6.
FINDINGS/CURRENT ACTIVITYThe purpose of the preliminary plat in the development review process is to define the desired lotconfiguration and determine basic access and utility feasibility for each lot.
Deer Run Estates - Replat No. 1 will have access from Pecan Cove Drive.
Staff has reviewed the preliminary plat for Deer Run Estates - Replat No. 1, which is defined as anon-minor plat by definition to its number of lots being 5 or more, was found to be in compliance with allrequirements of the Subdivision Ordinance found in Chapter 17.5 of the City’s Code of Ordinances.
The Planning and Zoning Commission has final approval authority for preliminary and final plats.
ACTION OPTIONS/RECOMMENDATIONStaff recommends approval of Deer Run Estates - Replat No.1 Preliminary Plat as presented.

Please be advised that staff comments do not preclude the applicant or developer from regulations found within the City’s adopted model codes (IBC, IFC, IPC & NEC), zoning or land development requirements of the Code of Ordinances. In accordance with State House Bill No. 3167, staff has determined that this application is not complete in its current form. The applicant is required to respond to each staff comment listed below in writing. Once corrections and responses are received, the City shall have 15 days after the date received to make a determination to approve, approve with conditions, or disapprove the project application. a. The applicant is encouraged to contact TTG Utilities and contract separately regarding water connections to Pecan Cove. This includes laterals or sleeves.
b. The applicant is required to obtain a water tap permit for each tract of land. 3. Existing Topography:
a. Staff has concerns with Tract 3 and Tract 5. A majority of Tract 3 appears to encompass an existing drainage channel. The applicant should consider adjusting tract lines to reduce grading and accommodate terrain constraints.
b. The Preliminary Plat to show building area envelopes and driveway access to each tract from Pecan Cove. This area will include the proposed OSSF location, preliminary dwelling footprint, driveway and waterline connection.
