5. APPROVAL OF SEPTEMBER 17, 2018 MINUTES

Members reviewed the minutes from the September 17th meeting.

It was moved/seconded (Eriksen [SA]/Witherspoon [SA]) and carried to approve the September 17th minutes with the suggested changes (Unanimous, see attending members for voting record).

6. INDIVIDUAL MEMBER ACTION PLANS AND MEMBER UPDATES

SCDD Self-Advocacy Coordinator Riana Hardin provided Committee Members with a history of the Individual Member Action Plan Template. Members discussed the purpose of this item. The following purposes were covered: 1. Help committee members to track their individual activities and projects in between meetings 2. Identify trends in needs and barriers across California that prevent people with I/DD from participating in their communities. Members discussed the differences in learning styles and the difficulty of developing one form that would be useful for all Committee members.

The following motions were made:

It was moved/seconded (Risser [SA]/Wetherspoon [SA]) for SAAC to adopt template #3 of the Member Action Plan. (For: Lagrand, Against: Aldana [SA], Erikson [SA], Marquez [SA], Risser [SA], Taylor [SA], Witherspoon [SA]) Motion Failed.

It was moved/seconded (Risser [SA]/Lagrand [SA]) and carried for SAAC members to use multiple formats to assist them to report their activity in-between meetings. (Unanimous, see attending members for voting record).

7. YEAR END SAAC REVIEW

Committee Chair, Councilmember Taylor, reviewed the themes and accomplishments of the committee for 2018 and expressed his vision for 2019. Topics that emerged for focus in 2019 were: emergency preparedness, access to healthcare services, bullying, transportation, and self-determination.

8. REVIEW OF COUNCIL BUSINESS

SCDD Executive Director Aaron Carruthers provided members with an update on the Council policies, the State Council’s budget, the impact of

the State and Federal Government on the SCDD and other Council Business.

9. SAAC RECOMMENDATIONS TO THE COUNCIL

The Committee reviewed and discussed the impact of Council business on Californians with I/DD. The following recommendations will be presented to the Council during the November 29th meeting:

It was moved/seconded (Eriksen [SA]/Witherspoon [SA]) and carried to approve support for proposed changes to the Sponsorship Policy. (Unanimous, see attending members for voting record).

It was moved/seconded (Witherspoon [SA]/Marquez [SA]) and carried to recommend approval of the Membership and Executive Committees’ recommendation to allow former Council members to be appointed to their local RAC/SDAC immediately after expiring off the Council provided that the member applies and is appointed by the Membership Committee to the Council for consideration. (Unanimous, see attending members for voting record).

It was moved/seconded (Risser [SA]/Marquez [SA]) and carried to recommend giving delegated authority to the Executive Committee to finalize the updates to the Council Policies. (For: Eriksen [SA], Lagrand [SA], Marquez [SA], Risser [SA], Taylor [SA], and Witherspoon [SA]. Against: Aldana [SA]).

It was moved/seconded (Risser [SA]/Eriksen [SA]) and carried to recommend approval of the 2019-2020 LPPC Legislative Platform. (Unanimous, see attending members for voting record).

It was moved/seconded (Risser [SA]/Marquez [SA]) and carried to recommend approval of the sponsorship request from Adaptive Learning Center for their event “Going to College with a Disability”. (Unanimous, see attending members for voting record).

10. SSAN REPORT

Councilmember Witherspoon (SA) provided the committee with an update on the Statewide Self Advocacy Network and informed members that SSAN would be meeting in early December.

Members shared updates related to access to transportation, affordable housing, bullying, building access standards, emergency preparedness, employment, social benefits, voting, and self-determination.

Committee members will email agenda items for the next meeting by December 14th.

ISSUE: SCDD Training Survey

SUMMARY: The Self Advocates Advisory Committee (SAAC) strives to be a voice for all Californians with disabilities by promoting State Council participation and peer advocacy that advances independence and inclusion. SAAC accomplishes this by doing one of the following: speaking up for people with disabilities, learning about issues important to people with disabilities, advising the State Council and staff on issues that affect self-advocates, sharing information about the rights of self-advocates, assisting people with disabilities to be on boards and committees and participating in and leading regional and statewide advocacy groups/networks. Within the capacity of an advisory committee, staff would like SAAC to review the DRAFT SCDD Training Survey. A tool used during regional and statewide trainings for its usability for self-advocates.

BACKGROUND/ISSUES: The SAAC is a committee of the Council that serves as a voice for all Californians with disabilities by promoting State Council participation and peer advocacy that advances independence and inclusion. Regional office staff conduct trainings in the community to educate and build capacity of self and family advocates in California. To determine the effectiveness of a training and measure the impact of the material used in a training, staff use surveys. The survey tool is also a requirement from The Administration on Intellectual and Developmental Disabilities (AIDD) as a part of the reporting process for the SCDD.

Council Staff would like SAAC, as an advisory committee, to provide feedback on the usability and ease of understanding of the DRAFT SCDD Training Survey.

ANALYSIS/DISCUSSION: In preparation for the discussion at the January SAAC meeting, SAAC may want to consider if the DRAFT SCDD Training Survey is easy to understand in its current format with both plain language and use of symbols. Keep in mind that the questions included in the survey tie to the Federal Performance Measures as identified by AIDD. Those performance measures are not in plain language, so staff has developed questions for each measurement in plain language and added pictures to

assist self and family advocates whom may not read. When assessing the survey tool, please consider the following:

Is the DRAFT SCDD Training Survey in plain language that is easy to understand?

Are the pictures/symbols helpful?

COUNCIL STRATEGIC PLAN OBJECTIVE: Goal 1 of the State Plan: Californians with intellectual/developmental disabilities and their families reflecting the diversity of the state will have increased information and supports to advocate for civil and service rights to achieve self-determination, integration and inclusion in all areas of life.

PRIOR COMMITTEE ACTIVITY: There has been no prior SAAC activity on this SCDD Training Survey.

RECOMMENDATION: None.

ISSUE: Emergency Management and ‘Feeling Safe Being Safe’

SUMMARY: The Self Advocates Advisory Committee (SAAC) strives to be a voice for all Californians with disabilities by promoting State Council participation and peer advocacy that advances independence and inclusion. SAAC accomplishes this by doing all of the following: speaking up for people with disabilities, learning about issues important to people with disabilities, advising the State Council and staff on issues that affect self-advocates, sharing information about the rights of self-advocates, assisting people with disabilities to be on boards and committees and participating in and leading regional and statewide advocacy groups/networks. Each of the 6 state plan goals has a component of self-advocacy, because self-advocacy affects all aspects of a person’s life. Due to the increased frequency of wild fires in California, the topic of emergency preparedness was requested for the January SAAC meeting.

BACKGROUND: The Department of Developmental Services (DDS) has produced the plain language training materials ‘Feeling Safe, Being Safe’ to help self-advocates prepare for emergency situations. DDS, along with other state agencies provide this training across the state of California. SCDD regional office staff provide this training to self-advocates across the 12 regions of California. A member of SAAC has agreed to provide members with an overview of the training materials and presentation as a starting point for the discussion on how SAAC can work with other agencies to assist in improving access to and awareness of emergency services in their communities and across California.

DISCUSSION: Emergency preparedness has been a reoccurring theme with SAAC as people with intellectual and developmental disabilities have an increase vulnerability during an emergency. In recent years, California has seen an increase of the frequency and severity of wildfires. It is important and necessary to continue to educate people with intellectual and developmental disabilities on best practices for preparing for emergency situations and consider different strategies that committee members, both individually and as a collective can take to affect the most positive systemic change in California.

When preparing for this discussion item, you may want to consider the following questions:

Does SAAC want to do more work on emergency preparedness and response to wildfires at a more systemic level?

Are there any agencies or contacts that would be good to collaborate with for this project?

What is currently being done to address access to emergency services for people with intellectual and developmental disabilities in California?

Are there any current examples from the November 2018 fires of what went right, what went wrong and what can be improved so that communities are prepared for future emergencies?

PRIOR COMMITTEE ACTIVITY: In response to the 2017 wildfires, SAAC invited both Sacramento Metro Fire and Cal OES Office of Access and Functional Needs to provide SAAC with a training and a briefing related to emergency preparedness.

RECOMMENDATION: None.

Report from the Statewide Self-Advocacy Network Highlights from the December SSAN Meeting

The Statewide Self-Advocacy Network (SSAN), a project of the State Council on Developmental Disabilities (SCDD) met on December 5th and 6th, 2018 at the Crowne Plaza Hotel in Sacramento. Here are highlights from this meeting:

Importance of Self-Advocacy:

Self-advocacy is necessary in all aspects of a person’s life. Self-advocacy helps people to develop a sense of worth and dignity, teaches confidence, provides the opportunity to have a seat at the table and leads to becoming active members in the communities.

Focus of Meeting:

DAY 1 of the meeting, members reviewed the SSAN Bylaws. SSAN Chair Robert Balderama established an ad hoc workgroup to review the bylaws and present the updates to the members at the March Meeting. Members of the workgroup are:

Lisa Cooley, Sacramento Regional Representative Nicole Patterson, Department of Developmental Services Paul Mansell, San Diego Regional Representative Kecia Weller, UCLA Tarjan Center Representative Regina Woodliff, Bay Area Regional Representative

Members reviewed and provided feedback to DDS on the publication “Think Ahead” and discussed the importance of end of life planning.

The SSAN workgroups met to discuss current projects and planning for 2019 meetings.

DAY 2 featured SSAN elections. Other agenda items included: updates from SCDD Executive Director Aaron Carruthers, review of the 2017-2018 SSAN Annual Report, approval of 15th edition of the SSAN Newsletter, and a presentation on federal and state legislative processes, from the SCDD Deputy Director of Policy and Public Affairs, Cindy Smith.

Administrative Updates from SCDD:

SCDD would like to work with SSAN on educating the community about Self-Determination and the rollout of an ambassador’s program. Stay tune for more updates on these projects.

SSAN 2017‐2018 Annual Report Summary 

 

SSAN Mission Statement 

The Statewide Self Advocacy Network (SSAN) promotes leadership and builds bridges that strengthen advocacy among 

disability communities by focusing on policy change.  

 

SSAN is a project of the California State Council on Developmental Disabilities. 

SSAN has 20 members representing the 12 regional offices of the State Council on 

Developmental Disabilities (SCDD), SCDD, state agencies and nonprofits whose 

missions are to educate, empower and provide services and support to people 

with intellectual and developmental disabilities. SSAN is a training network built 

on the idea that SSAN members will train other self‐advocates in their 

communities on issues that impact their lives and will produce stronger advocates 

who will strengthen the self‐advocacy movement across California. SSAN is one of 

the primary vehicles which SCDD uses to achieve Goal #1 of the State Plan. 

SCDD Self‐Advocacy Goal #1 in Plain Language – “Californians with developmental 

disabilities and their families will have increased support to advocate for their 

rights to achieve: self‐determination, integration, and inclusion within their 

communities.” 

The 2017‐2018 year was full of many accomplishments for SSAN. During the 2017‐

2018 Federal Fiscal Year, the following structural changes took place: 

The SSAN Officers updated the SSAN membership application and process 

for regional representatives 

The SSAN Officers reviewed member applications for the North Coast, 

Central Coast and CFILC vacancies  

The SSAN Officers participated in a leadership training

Each meeting includes member reports, legislative updates, training for members, 

and resources to distribute. 

Each member is on at least one workgroup. The workgroups met a total of 43 

times.

Legislation met 9 times 

Officers met 16 times 

SSAN Members produced 4 Newsletters 

SSAN Conducted 129 outreach and trainings events in their communities on all 6 

of the State Plan goals reaching a total of 4,589 people.
