Summary Over the last few years, Workplace Health and Safety Queensland (WHSQ) has been bolstering some of its traditional inspectorate one-on-one interventions with an increased number of advisory interventions aimed at having a wider effect within workplaces and industry. This approach involves inspectors delivering interventions that leverage their efforts and create a ‘multiplier’ effect. For example, interventions that build the capacity of businesses’ workplace health and safety officers, health and safety representatives and committees so they can be more effective in delivering wide ranging and sustained improvements to health and safety management and practices within the workplace. As expected, this change in approach has seen a decline in all types of notices issued (with the exception of seizure notices) by inspectors. The new inspectorate service delivery model has placed more emphasis than previously on advisory work and building business capability through the provision of information and advice, and demonstrating what compliance looks like, to effectively manage workplace risk. Overview of notices Issued between 2007–08 to 2011–12 Between 2007–08 and 2011–12 the number of notices issued by WHSQ decreased

significantly, down by 50.4 per cent. The decrease in notices has occurred across all WHSQ regions. Brisbane North and

Sunshine Coast had a 25 per cent reduction in the number of notices issued, followed by South West with a 35 per cent reduction. The remaining regions more than halved the number of notices they issued between 2007–08 and 2011–12 (see Appendix A, Table 1).

The construction industry had the highest number of notices issued accounting for over a third of all notices. The next highest industry sector was manufacturing where around 20 per cent of all notices were issued (see Appendix A, Table 2).

The most used category attached to notices was plant with 15 512 notices (25 per cent) over the five years. The next common category was hazardous substances 5875 (10 per cent) (see Appendix A, Table 3).

Detailed tables of notices issues between 2007–08 and 2011–12 can be seen in Appendix B. Details of notices Issued in 2011–12 Of the almost 9400 notices issued in 2011–12 by WHSQ inspectors, Brisbane South and

Gold Coast issued the most notices with 2698 (29 per cent), followed closely by Brisbane North and Sunshine Coast 2299 (26 per cent) (see Appendix A, Table 1).

As with previous years, in 2011–12 the construction industry had the highest numbers of notices being issued, with 36 per cent of all notices. The next highest industry sector was manufacturing where 21 per cent of all notices were issued (see Appendix A, Table 5).

Within the construction industry, residential building construction had the largest number of notices (1254), accounting for 37 per cent of construction notices or over 13 per cent of all WHSQ notices. Other industry groups with a large number of notices in 2011–12 include non-residential building construction, fabricated metal product manufacturing and automotive repair and maintenance, (see Appendix A, Table 5).

The most used category attached to notices was plant 21 per cent (2271). Electrical was a distant second with 8 per cent (793). When looking at regional breakdowns, plant was always the most common category, however electrical, work environment and asbestos was the second most common depending on region (see Appendix A, Table 6).

In 2011–12 the proportion of asbestos notices is much higher in regions outside of the south east corner of Queensland.

Within the plant category the main issues being issued against were maintenance (384), guarding (274), common plant (157) and other (1214).

Please Note: The inspectorate data provided is not reflective of any published data by WHSQ or Department of Justice and Attorney-General. 'Miscellaneous categories' includes categories (with the exception of ‘Unspecified’) where the recorded number was less than 100 notices during the period under review.

'Miscellaneous issues' includes issues (with the exception of ‘Unspecified’) where the recorded number was less than 10 notices during the period under review.

‘Category’ values mentioned in tables and graphs can not be linked to the Type of Occurrence Classification System (TOOCS) that is used to code injuries. It is a classification scheme created by WHSQ to categorise the main risk that the notice is being issued for.
