OSBA President John Pennycuff,Winton Woods City, presentedCarolyn Rutland-White with theOSBA President’s Award duringthe Capital Conference. Rutland-White is the president and founderof the nonprofit Youth MotivationalLearning Center, which providesnorthern Cincinnati-area studentsand others free after-schooltutoring and mentoring services.

Voters OK just over half of school district tax issues

Amid uncertainty about futurestate funding for schools, votersapproved 51% of the 214 district

enables students to connect to theirclassrooms online when inclementweather closes schools. The OhioDepartment of Education approvedthe pilot project for the 700-studentrural district after a comprehensivereview of the plan. A state budgetbill provision reduced the numberof calamity days this year to three.

Thanks to a community volunteer and school custodian, a thr ee-ton sandstone leopard now greets fans at Louisville High School’sfootball stadium. From atop a nine-foot pedestal, the Louisville Citymascot bares its fangs and stares fiercely at all who enter.

Dennis Biery, a volunteer who led a recent community effort torebuild the stadium, acquired the sandstone. The leopard was notpart of the rebuilding plans until custodian Scott Bryant pitched theidea to Biery. Bryant spent about 600 hours sculpting the mammothblock with hammers, diamond-cutting blades and air chisels.

“It was just something I wanted to do for the city and the school,”Bryant told a local newspaper. “... This is my donation. I wasn’tcompensated in any way, shape or form.”

OSBA’s five regions havewrapped up another round of well-attended fall conferences. Morethan 1,050 board members,administrators, guests and studentsgathered in their respective regionsfor dinner, networking, learning,fellowship and recognition. Inaddition, they were entertained bysome of the state’s top studentperforming groups.

The region also designated sixindividuals as Friends of PublicEducation. Those honored and thedistricts nominating them were:Donna Drury, Groveport-MadisonLocal (Franklin); David Brandt,Liberty Union-Thurston Local(Fairfield); Steve and NancyButcher, Licking County ESC;Ginger Kronk, London City; andJoanie Dugger, Upper ArlingtonCity.

In addition, two outstandingboard members were honored asAll-Ohio School Board nominees:Gary Wimer, Heath City and theCareer and TechnologyEducational Centers of LickingCounty; and Dr. Marilyn Carnes,Ross-Pike ESC and Pickaway-RossCareer & Technology Center.Carnes was inducted into the All-Ohio School Board on Nov. 10during the Capital Conference. Therecognition is OSBA’s mostprestigious honor.

Region President CharlieWilson, Worthington City,received the National SchoolBoards Association’s (NSBA)School Board Member NationalRecognition Program award forservice at the local, state andnational levels.

Northeast Region by Russell B. McKenzieregional manager

Oct. 6 marked the 2010 FallMeeting of the Northeast Region atthe Tangier restaurant in Akron.There were 154 local school boardmembers, administrators andguests in attendance, representingschool districts from all of theregion’s 19 counties.

After attendees enjoyed a socialperiod and dinner, FirelandsLocal’s (Lorain) High School JazzBand, directed by Dustin Wiley,performed.

OSBA President Pennycuff spokeon the state of the association andprovided Capital Conferencehighlights. Executive DirectorLewis talked about the significantrole that school board membersplay in the lives of children andalso previewed the conference.

Northeast Region PresidentRoger Samuelson, ChampionLocal (Trumbull) and TrumbullCareer & Technical Center,introduced Reno Contipelli,Cuyahoga Heights Local(Cuyahoga), to make thepresentation of the 2010 TeacherEducation Scholarship recipient.The award, in its 10th year, wasrenamed the “Lester M. Marrison

Education Scholarship,” in memoryof Marrison, a board member atAshtabula County ESC andAshtabula County JVSD, whopassed away in June. Gary andKaren Van Fossen accepted thescholarship on behalf of theirdaughter, Lindsey. A 2010 graduateof Willoughby-Eastlake City’sWilloughby South High School,Van Fossen is a freshman at TheOhio State University majoring insecondary school languages andhopes to teach high schoollanguage.

Samuelson, Pennycuff and Lewisrecognized the two NortheastRegion Outstanding BoardMembers: Gloria H. Lang, LibertyLocal (Trumbull), and Richard“Rocky” Neal, Brooklyn City.Lang was selected to represent theregion on the All-Ohio SchoolBoard and was honored withOSBA’s highest award on Nov. 10at the Capital Conference.

Samuelson and Pennycuffpresented certificates andrecognized the 20 school districtsthat were chosen to represent theNortheast Region at the CapitalConference Student AchievementFair. The region also recognizedMahoning County Career &Technical Center and TrumbullCareer and Technical Center forbeing selected to demonstrateprograms at the conference.

The region honored two boardmembers for their years of service.Jim Edwards and Doug Shieldsfrom Alliance City receivedcertificates for their 10 years of

Earlier this year, the Ohio Bureau of Workers’ Compensation (BWC)announced a new 10-step safety program that all employers will haveto shift to. This seminar will highlight those 10 steps and discuss thechanges school districts can expect and how to best comply with thenew rules. A BWC representative will be on hand to answer questionsand discuss school-specific challenges that are arising.

Another aspect of school safety involves the Public Employers RiskReduction Program (PERRP) and how it applies to schools. In thepast year, several schools underwent inspection programs by PERRPthat focused on confined spaces, so that topic will be addressed aswell. Finally, PublicSchoolWORKS, which offers a comprehensive,fully automated risk management system for schools, will discuss itsservices and how it integrates with the new 10-step model. Please joinus for this important and informational seminar.

Senate Bill (SB) 210 is causing quite a stir in school districts around the state. Body massindex (BMI) screenings, nutrition consultations and guidelines, physical activity reportingand report card information are all pieces of this giant puzzle. Fortunately, there are schooldistricts that are already doing these things and experts in the educational community thatcan help your district.

Attend this workshop to learn how some school districts in northeast Ohio have navigatedthe rocky waters of BMI screenings with the help of the Cleveland Clinic. Hear from theSchool Nutrition Association how it is helping school districts implement the nutritionalguidelines of the bill. Learn from the Ohio Department of Education (ODE) what is actuallyexpected and required from school districts, as well as ODE’s other responsibilities underthis bill.

The Northwest Region FallConference was held on Oct. 7 atthe Lucas County ESC. ESCSuperintendent Sandra Frischunveiled the beautifully renovatedcenter, which boasts the latesttechnology. Region PresidentKenneth E. Ault, Wood CountyESC, was the evening’s master ofceremonies and also received theregion’s 2010 outstanding boardmember award.

The conference theme “FromOne Community to Another:Lifting Up Lake Local” centered onthe continuing efforts to assist LakeLocal’s (Wood) recovery effortsafter its high school was destroyedby a tornado in June. The region’scareer centers donated items for asilent auction. Dr. Paul R.Lockwood II, North Point ESCand EHOVE Career Center,directed the region’s second annualsilent auction, with proceeds goingto Lake Local. Penta Career Center

stole the show with more than 40items on display, including a hand-made wooden garden cart. PentaCareer Center Superintendent RonMatter and board members wereon hand for the program, and theregion sincerely appreciates theircontinued support. Other itemswere donated from VanguardSentinel and EHOVE careercenters.

Under the direction of Col. JimCoomler and Cadet SheldonGoodrum, the Springfield Local(Lucas) ROTC assisted with thesilent auction, passed outprograms, directed parking andopened the conference with theposting of the colors. Dr. AngelaZimmann, Lucas County ESC,offered the invocation and LakeLocal’s Jazz Ensemble, led bydirector Jennifer Perry, providedthe entertainment. Lake HighSchool Principal Lee Herman wason hand to introduce the group andwas joined by Superintendent JimWitt, Treasurer Jeff Carpenter,Technology & Grant CoordinatorDonna Zalar and other Lake Localpersonnel.

Members of the NorthwestRegion Executive Committeegreeted attendees and assisted withthe conference. OSBA PresidentPennycuff and Executive DirectorLewis provided updates on OSBAactivities.

The evening’s awards includedthe Northwest Region’s $500Educational Book Grant, given toElizabeth Trigg, Ottawa-GlandorfLocal (Putnam).

Timothy McKinney, Bath Local(Allen) recognized the groups thatwill be participating in the OSBACapital Conference StudentAchievement Fair. Each group waspresented an award at their CapitalConference Booth on Nov. 9.

The evening’s events concludedwith the presentation of apreliminary check to the Lake LocalBoard of Education for $12,213raised during the Lifting Up Lake5K held on Sept. 18, cosponsoredby the region. The silent auctionraised $1,050, which was presentedat the Lake Local board meeting onOct. 19 by Jackie Brown, RossfordEV and Penta Career Center;Regional Manager Judy JacksonMay; and Lisa Bell, Penta CareerCenter’s DECA instructor, whocoordinated auction items donatedby Penta students.

Jellisonfrom Union Local’s Union HighSchool; and the OutstandingFemale Student was Lindsay M.Miller from Franklin Local’s(Muskingum) Philo High School.

A highlight of the evening was thepresentation of the region’s highestaward, the “Advocate of Education”Hall of Fame Award. Each year, theregion executive committee selectsan individual, business orcorporation that has roots in theSoutheast Region and has goneabove and beyond in promotingchildren and public education inthe region and across the state.

The 2010 recipient was Dr. MaxW. Evans, professor emeritus ofeducational administration fromOhio University’s Gladys W. andDavid H. Patton College ofEducation and Human Services. Aself-described “83-year-old ‘child ofAppalachia’” from MuskingumCounty, Evans has served as ateacher; elementary schoolprincipal; superintendent;professor; international chief-of-party for educational projects; andeducational consultant in Nigeria,Botswana, Namibia and Mexico. Heis the author of several publications,including Selecting and Evaluatingthe Public School Superintendent,once published by OSBA.

In addition to the Hall of Fameaward, Rep. Debbie Phillips (D-Athens) presented Evans with aproclamation from the Ohio Houseof Representatives for hisaccomplishments.

Southwest Region by Ronald J. Diverregional manager

The Southwest Region AnnualFall Meeting was held Oct. 14, at

the Warren County Career Centerin Lebanon. President Donna J.Myers, Northwestern Local(Clark) and Springfield-ClarkCareer Technology Center, chairedthe meeting. The 229 attendeeswere entertained by the HillsboroCity Symphonic Choir, under thedirection of David White. TheLebanon City Junior Air ForceROTC cadets, instructed by MasterSgt. Michael Thiergart, presentedthe colors.

The Warren County CareerCenter staff and students treatedeveryone with wonderfulhospitality. Special thanks toSuperintendent Maggie Hess andthe career center board for allowingus to use their facilities.

Seven school districts wererecognized for registering at leastfour board members, and newSouthwest Region superintendentsand treasurers were introduced.

Framed certificates werepresented to the 31 SouthwestRegion programs chosen asparticipants in the StudentAchievement Fair for the 2010OSBA Capital Conference. Aframed certificate was alsopresented to the Goshen Local(Clermont) High School ShowChoir for being chosen as theSouthwest Region’s 2010 StudentAchievement Fair performing group.

Smith,Forest Hills Local (Hamilton), waselected the 2011 Southwest Regionpresident-elect. JoAnn W. Feltner,Franklin City, will be SouthwestRegion President in 2011.

The ninth annual Al KettlewellAward for outstanding boardleadership were presented to threeOutstanding Board Memberrecipients: Feltner; Sandy Free,Greenfield EV; and Michael J.Enriquez, Batavia Local(Clermont). Each was presented aflower and a framed certificatefrom the region. Feltner was namedthe All-Ohio Board representativefrom the Southwest Region afterthe meeting.

The Southwest RegionOutstanding Student Program

Awards were again a hugesuccess. Thirteen programs (threeprograms from each of fourcategories plus a specialrecognition program) were judgedas outstanding by MiamiUniversity Middletown, and eachreceived a framed certificate.

Outstanding New StudentPrograms were: Mad RiverEducational Advancement, MadRiver Local (Montgomery);Community Garden Project, ValleyView Local (Montgomery); FlightCrew, Vandalia-Butler City; and aspecial recognition for SycamoreCommunity City’s LaunchTransition Program.

Outstanding Ongoing StudentPrograms were: StudentAchievement Recognition, FranklinCity; The Community Reading andGrowing Together — a literacyprogram, Huber Heights City; andLeap Frog to First Grade, ThreeRivers Local (Hamilton).

Outstanding Volunteer Programswere: Project More, Graham Local(Champaign); HOSA Blood Drive,Miami Valley Career TechnologyCenter; and Dollars for Darfur,North College Hill City.

The ninth annual Friend ofEducation award was presented toSouthwest Regional ManagerDiver. Diver joins the “SouthwestRegion Friend of Education Hall of

Fame” with Franklin Walter,former superintendent of publicinstruction; Al Kettlewell, formerSouthwest Region secretary; BobWehling, former P&G executiveand school board member; DaveHarcum, who worked diligently tosolve public education’s sovereignimmunity dilemma when liabilityinsurance was no longer available;Joe Nuxhall, character educationsponsor; Uncle Al Lewis & CaptainWendy Lewis, the producers-directors and performers of thelongest-running children’s show ontelevision; David Jenike, COO ofCincinnati Zoo and BotanicalGarden; and John (Jack) F. Cassidy,president and CEO of CincinnatiBell.

Diver was honored for his manyyears of service and dedication topublic education, beginning withhis days as a board member at theCarlisle Local School District in1972 and continuing to the presentas secretary and manager of theSouthwest Region. He served 28years on the Carlisle board and 17years on the Miami Valley CareerTechnology Center board. Diver ledOSBA as its president in 1998 andhas served in numerous associationleadership roles and on OhioDepartment of Educationcommittees. He became regionsecretary in 2000 and still serves inthat capacity under a new title,regional manager.

Diver is on the Warren CountyCommunity Services board and amember of the Carlisle Lions Club,Deardoff Center in Franklin andFranklin Chamber of Commerce.
