Internal Controls at Department of Defense

Speaker: Mr. Justin Baker, Financial Specialist

DIA-Internal Controls & Policy

Mr. Justin Baker works in the Internal Controls and Financial Policy within the Department of Defense. He is responsible for the Internal Controls over Financial Reporting, Internal Controls over Financial Systems, and Improper Payment Elimination and Recovery Improvement Act programs.

Mr. Baker previously served as a Staff Accountant within the DoD. In that role he was responsible for working auditability efforts and furnishing other financial management advice in support of his agency’s mission. Prior to working in Audit Readiness initiatives, Mr. Baker served as a Budget Analyst performing both programming and execution.

Mr. Baker was born in Washington, DC. He is a graduate of the University of Mary Washington, where he obtained a Bachelor of Science in Business Administration and a Master of Business Administration. Mr. Baker also earned of Master of Science in Management of Information Systems from the University of Virginia. He is a Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), Certified Defense Financial Manager with Acquisition Specialty (CDFM-A), and a graduate of the Defense Financial

President’s MessageI hope everyone enjoyed their holidays and was not inconvenienced by the snow. I am glad to be done with winter.

Thanks to all who were able to make it to our chapter meeting on February 16 at The Front Page in Ballston. We were honored to have Damon Hunt with RMA Associates as our guest speaker. His outstanding presentation was on How to Find Track and Monitor Congressional Documents. The food was great as usual, up to The Front Page standards.

We instituted a now policy at the February meeting, we have started to give away two paid AGA memberships to government employee members at each meeting. This practice which will continue going forward at all of our Virginia based meeting. In addition we also gave away two free registrations to our joint training we are doing with DC-AGA at the Regan building on March 30-31, good for 16 CPE. Again these were given away to government employee members. To be eligible for any of the giveaways, you must be a government employee and you must attend the meeting at which the giveaway occurs. On all day training event is scheduled for Thursday, April 21. We will be offering 8 CPEs for the very low cost of $45 for members $55 for non-members. We recognize that budgets are tight and NOVAGA strives to provide high-quality, affordable CPE to our members.

The NOVAGA annual awards event is April 28th at the Army Navy County Club in Arlington. This year the event will take a new form as a happy hour with heavy hors d'oeuvres. Please plan to join us as we recognize those who have made a significant contribution to our profession to our profession and out chapter. We also plan to make donations to three charities at the awards event, and will be featuring our popular casino event again. Come out and support a great cause and have a great time.

While we are have many exciting events still planned for this year, we are also starting to organize and plan for next year. Meeting Time and Place

This chapter includes, but is not limited to the communities of Alexandria, Herndon, Arlington and Fairfax. Meetings are usually held the third Tuesday of each month (September-April) at the Front Page, 4201 Wilson Blvd, Arlington, VA, a short walk of less than 2 blocks from the Ballston Metro Station and across the street from the Ballston Common Mall whose parking garage, with entrances on N. Glebe Road and N. Randolph Street, offers up to 3 hours of parking for $1.Meetings start at 5:30 pm. The scheduled meetings for the rest of the year are October 27, November 18 (joint MD & NOVAGA monthly meeting, NOVAGA host), January 26, 2016, February 16, 2016, March 22, 2016, and April 13, 2016 (MD & NOVAGA monthly dinner meeting held jointly), and May 24, 2016.  

Meeting Cost

Free for a member's first meeting, (must RSVP & let us know this is your first meeting) can become a member at the meeting so long as the membership application is left with the new members committee.

Meet our Members: Jacob MacDonald

Jacob has been an AGA member since January 2012 and currently volunteers as the Membership Committee Chair for NOVAGA. His responsibilities as Chair include leading and managing the Membership, Membership Services and Early Careers Committees for the 2015 - 2016 year. 

Previously, Jacob volunteered as the Chair for the Early Careers committee for the Baltimore AGA Chapter for the 2014-2015 year.

Jacob currently works for Grant Thornton, LLP in their Global Public Sector (GPS), based out of Alexandria, Va. He provides full-scope, financial statement audit services to a Department of Defense client. 

His favorite AGA event is the Northern Virginia Chapter’s Fall Social Networking event - it’s one of the chapter’s newer events; however, there’s been high attendance each year and it’s a great way to both network with colleagues and make new connections. He also enjoys this event because both members and non-members are welcome to join and cost is free, so it’s a more relaxed setting where you’re able to focus on networking and enjoy the event. 

Joining the AGA was an easy decision for Jacob. Networking, CPE and leadership opportunities are a few of the many benefits that AGA membership has to offer. If you are a professional in the government accounting, auditing, budgeting or Information Technology industry Jacob strongly recommends that you join early in your career to set yourself apart from your peers. Start building that invaluable network ASAP, and stay active!

CGFM Updates

The CGFM Chair organized a study session to review mod 2 material for the CGFM exam. The study session was broken up into two parts and the first was held on February 25th at KPMG in Mclean, VA. There were 8 attendees and three CGFM instructors. The second study session will be held on March 8th in the same location. The event was advertised through 123signup and is beneficial toward many Northern Virginia AGA members in their attempt to attain CGFM certification.
