    The POWCAC meeng of October 29th was well aended byresidents from all over our island home. POWCAC has hired Sheinberg

    Associates to provide objecve and factual informaon to POWCAC

    and POW residents, school districts, communies, and organizaons

    on the implicaons of POW forming a borough. POWCAC idened

    ten quesons for the Sheinberg team to research and answer. See the

    list of quesons on page 8. See the email address at the boom of the

    list to send your quesons for consideraon. The POWCAC member-

    ship will nalize the queson list at the next meeng on November

    20th beginning at 1PM at the Klawock City Hall.

    Chamber Director Jeannie McFarland is leading the eorts toput together the 2013 Island Guide with help from the oce manag-

    ers, and a group of volunteers. The 2013 Guide will expand to 56 pag-

    es from its current 52 page layout. See Jeannies Guide Notes in the

    pages of this newsleer. Please volunteer your photos and other tal-

    ents to this eort.

    Memberships and Island Guide adversing are behind 2012

    levels. If you have not returned your membership paperwork and ad-

    versing contracts, please do so immediately. The late returns have

    the greatest impact on the mely compleon of our annual publica-

    on.

    The largest payout-$2069-in 2008

    The smallest payout-$331.29-1984

    Total payouts since 1982-$33,840.45

    1976-Voters pass a constitutional amendment to establish the Permanent Fund (Alaska Constitution, Article IX, Section

    15).

    1980-First Permanent Fund dividend legislation enacted. The legislation established a program giving every adult Alaska

    resident $50 for every year of residency since statehood in 1959 and also established a Dividend Fund. Payment of divi-

    dends were stayed under litigation (Zobel v Williams) challenging the constitutionality of the program.

    1982 The legislature passed legislation authorizing equal dividend payments to all six-month residents. The irst dividend

    amount was $1,000. The irst dividend checks were distributed June 14, 1982.

    1983-Residency period deined as 6 months ending March 31. Filing due date established as June 30.

    1989-Legislature changed residency period from 6 months to 24 months. Individuals banned from assigning dividends

    (except to government agencies) by regulation. Felons not eligible for dividends. Physical presence requirement estab-

    lished.

    1990-Superior Court ruled 24-month residency requirement unconstitutional and changed the residency requirement to

    12 months. Disclosure requirements established to print program costs on dividend checks.

    1992-Individuals banned from assigning dividends (except to government agencies) by statute.

    1993-Direct-deposit program for full dividends established. Residency period changed to calendar year. Voter registration

    forms included with dividend application.

    1994-Filing due date changed to March 31. Longevity Bonus Annuity check-off program began. Legislature authorizes the

    division to charge fee for processing claims and assignments on dividends

    1996-Misdemeanants with two prior crimes not eligible for dividends.

    1997-Fairbanks ofice re-opened February 1997 (2 positions). Misdemeanants with one prior felony or two prior misde-

    meanors not eligible for dividend.

    2003-Online applications exceed 100,000 (155,226). Electronic signature for online applications implemented March 20,

    2003. All review cases worked by year-end. Fraud Investigations moved from Anchorage to Juneau.

    2005-Online applications exceed 200,000 (211,464) and electronically signed applications exceed 100,000 (129,822). Time

    period for applicants to respond to requests for information changed to 30 days.

    2007-Over 2/3 of Alaskans apply online (420,596) and electronically signed applications exceed 275,000 (276,203).

    POWHA sold their rst major sale of cohos to EC Phillips on August 28th.

    Volunteers are a very important part of what makes POWHA a success.

    Fish and Game require us to release over 6400 cohos back to the river for escapement, we need to collect 3500

    cohos for broodstock, as without the brood stock we cannot collect and incubate 5 million eggs each year.

    Surplus sales, pays the bills!

    September 12 : Aer a day of heavy rain the river rose and topped the weir pickets, and we esmate that 4000

    coho adults went over the fence during this me. On that day there were many hundreds of cohos that swam up

    the sh ladder and entered the common raceway, too. It turned out to be the biggest day of sales for this season.

    More than 1900 were harvested and sold that day alone and the sales from that one day amounted to almost

    $18,000!

    Je Green and his crew from EC Phillips and Sons delivered totes of slush, and ake ice, to us via a at deck truck,

    and we used our forkli to unload these, and replace them with totes full of cohos. Beginning on August 28th

    , and

    ending on October 2nd

    , there were 11 days of harvesng. 11,821 cohos, with a total weight of 74,837 pounds,

    I would have thought with fall gone, winter and cold blustery days seng in, that things here in the oce

    would slow down to a small crawl..but that is not the case, as we are in full swing with adversing

    and geng geared up for the 2013 POW Island Guide!

    For the month of October 1, the USFS map went out to San Antonio, TX. 2012 POW Island Guides went toOregon and Indiana. We had one visitor in the oce from Oregon!

    Our featured photographers this month are Karen Petersen, Marta Heacock, Meridith Sornsen

    and Sco Sellards!

    We only have 18 boxes of guides le for a total of 1350. That is 225 less than last month.

    Thanks to all who have stopped in and dropped o their pictures for the 2013 Island

    Guide!!

    The Chamber sta is connuously striving to serve our members with services and new benets; we are

    open to all ideas! So come on in, sit down, and lets talk about how we can serve your business!

    The Prince of Wales Island Guide 2013

    It is me to update the Island Guide with new photos, informaon and an events lisng to get us

    through another year. Memberships in the Chamber of Commerce are coming in and they are key to pro-

    ducing another great Guide of our Island but anyone can help with the producon.It will be hard to improve on the spectacular 2012 Guide, so the layout and some of the informaon

    there will remain the same. Changes will come with your help to have an awesome cover, new informaon

    to tell the story about our Island and all it has to oer, a center fold that will help direct travel for busi-

    ness and recreaon, an events schedule to inform everyone about what is happening, informaon about

    our cies, communies, and villages and a directory that takes the place of a phone book for many.

    It is a big job to get the Island Guide out by the rst of the New Year and we could use your help. Look

    through the 2012 Guide and take the me to send us your photos, informaon and comments. We are go-

    PRINCE OF WALES COMMUNITY ADVISORY COUNCIL

    RESOLUTION No. 12-03

    The Prince of Wales Chamber of Commerce Board of Directors and POWCAC has adopted this resoluon in support

    of an annual operaonal subsidy from the State of Alaska to the IFA. Further we acknowledge and appreciate past

    support from the State of Alaska for the IFA, including the FY 2013 $500,000 appropriaon for capital improve-

    ments to the Hollis terminal, the $1.3 million appropriaon in the Capital Budget for the defeasance of the IFAs

    bonded debt, and several prior operaonal appropriaons to the IFA.

    All members of POWCAC are considering adopon of this resoluon to help the IFA secure funds.

    CHAMBER OF CHAMBERS BREAKFAST

    During the recently held Southeast Conference on Prince of Wales

    Island, the POW Chamber of Commerce Directors hosted a breakfast

    at the Fireweed Lodge in Klawock for Conference attendees that rep-

    resented other southeast community Chambers of Commerce or Visi-

    tor Bureaus.

    The opportunity to network with fellow chambers was a welcome one,

    and the sharing among all the attendees have resulted in a continued

    dialogue about signature programs and events that are sponsored by

    the Chambers in southeast Alaska.

    POW Chamber of Commerce Co-Office Manager Rebecca Chester

    shared her experience launching the MyChamberApp mobile applica-

    tion for cell phones, and Keith Smith, the director of the Ketchikan

    Chamber re-iterated how easy it is to work with the folks at MyCham-

    berApp.

    Jennifer Robinson from the Sitka Chamber office and a gentleman

    from the Juneau City Council each spoke about their Business After

    Hours events. Several Chambers have regularly scheduled events

    that take place in local businesses after the doors close to the general

    public. The local business sponsors the event for chamber members,

    providing opportunity for networking with other businesses. The host

    business can celebrate an anniversary or use the opportunity to high-

    light a new product or welcome and introduce a new employee or

    manager. Some have used the evening to promote a favorite non-

    profit cause. Food, beverages, door prize drawings, and facility tours

    can all be a part of these evening events. (The Prince of Wales

    Chamber of Commerce hopes to start a similar program in 2013 letus know if youd be interested in sponsoring such an evening.)

    We also heard about software packages that different Chambers use,

    one of which our office staff plans to investigate further.

    We received a handout that had been prepared by Rebecca, of re-

    sponses from SE Chambers to a variety of questions we had asked

    ahead of time regarding the size of their membership, dues struc-

    ture, fundraising ideas, and benefit packages, etc. This gave us all a

    chance to ask specific questions of each other.

    Senator Bert Stedman also visited with us for a short time, talkingabout upcoming legislation in this next session.

    We look forward to exploring a few of the ideas we gleaned from

    this gathering, and appreciate all of those who attended and

    shared with us.

    Thank you to the Fireweed Lodge and Bob Anderson and staff

    for serving up a fantastic meal to get us moving for the day.

    PRINCE OF WALES ISLAND BOROUGH STUDY

    POWCAC idened the following 10 Quesons for the Sheinberg Team

    to research and answer:

    1. Describe the types of boroughs and how they are dierent from one

    another.

    2. Describe the mandatory, and oponal, funcons and dues of a

    POW Island Borough.

    3. Determine whether POW Schools will gain or lose revenue if a Bor-

    ough is formed, and explain why.

    4. Develop two realisc POW Borough budgets (one for a borough ex-

    ercising mandatory dues only (schools, planning, taxaon), and anoth-

    er for a borough that exercises a few addional dues.)

    5. Esmate the acres of State Land that a POW Borough would be en-

    tles to select.

    6. Describe legal opons for Assembly apporonment on POW given

    the areas demographics.

    Southeast Conference in Craig

    Last week my staff and I attended the annual meeting of Southeast Con-

    ference in Craig. Southeast Conference is a regional, nonprofit corporation that

    advances issues of importance to our region. Their meetings are a great forum f

    communities, policymakers, and businesses to discuss how to move Southeast

    Alaska forward.

    Prince of Wales Island was a great location for this years confer-ence. The 3rd largest island in the USA, Prince of Wales is a beautiful corner of

    our state with a rich history. The conference took place in Craig, but we were we

    comed by Alaskans from all communities on the island. Of special note was the

    community reception which featured culinary delights from all across the island.

    At the conference we received updates on energy and economic develo

    ment projects moving in the region. These included presentations on new hydroe

    lectric projects as well as the Niblack and Bokan Mountain mineral depos-

    its. These projects will help to create a more sustainable economy in Southeast

    Alaska and will provide hundreds of needed jobs for our residents.

    Its a Bit of the Sporng News From the

    P.O.W. Marathon Commiee

    The marathon commiee connues to meet on a regular basis and is

    making forward progress toward the goal of staging our marathon, half mar-

    athon and relay opons on May 25, 2013. We are pleased to share a bit

    about our recent accomplishments.

    We have maintained contact with our guest speaker, Debbie Crop-

    per, who recently nished yet another marathon in Kenai. Debbie has volun-

    teered to mentor our P.O.W. runners training for both the marathon and half

    marathon. She certainly has the race credenals and the generous personali-

    ty to do this. She may be contacted at [email protected] for answers to

    your running quesons or for a training plan. No charge!

    ProMech Airlines and Alaska Airlines have each donated roundtrip

    airline ckets for our P.O.W. Travel Package Rae. These rae ckets will

    be priced at $5.00 each and will be on sale at the Chamber Oce in Klawock,

    as well as local bazaars and running events. The drawing for this grand prize

    is at the end of the marathon ceremonies on the evening of May 25, 2013.This travel package will be the beginning of a wonderful journey for our lucky

    rae winner.

    Perhaps youve seen Jean Jackson out running with a wheel while

    being followed by persons wielding spray paint. They are out charng our

    new marathon and half marathon course for 2013, which starts at Craig High

    School, goes through Klawock and then out Boundary Road and back. Our

    usual, cered course will not be available due to ongoing and extensive

    road construcon. This new, alternave course is absolutely beauful and

    we know our parcipants will enjoy the out-and-back feature along with the

    postcard picture-perfect scenery as well as more frequent aid staon assis-

    tance.

    Also perchance, you might have viewed zombies out and about in

    Craig the morning of October 27, pursuing eeing runners and walkers.

    These zombies were een local volunteers who proved that some creave

    street theater can enhance any running event! We also enjoyed the services

    of three make-up arsts, who reveled in creang our memorable zombies.

    And we cannot forget to menon the over y-two parcipants who had to

    weave their way through the maze of zombies on the course during this

    Zombie Fun Run/Walk. Do look for noces explaining our next fun run/walk,

    The Gobble Wobble, on November 17. We enjoy bringing island residents

    together for these fun events.

    ISLAND-WIDE VISITORS COMMITTEE MEETING (Jeannie McFarland)The October meeng of the Island Wide Visitor Commiee was held on the 11

    thin Thorne Bay. The agenda

    included many visitor related acvies on the Island.

    The meeng started with a discussion on what changes will be in the 2013 Guide. The Guide is in produc-

    on now with a distribuon date in early January; the rst week ofNovember is the deadline for new sub-missions. Currently the Guide Commiee is looking for more photos for the cover and throughout the pub-

    licaon. Updates on Events on the Map in the center and Community Descripons are also needed. Con-

    tact the Chamber Oce at 907-755-2626 or [email protected] with any submissions you have.

    Reports were also given on the wrap-up of the Southeast Conference Meeng in September, USFS Summer

    Plans, Sealaska Stewardship trails, the IFA and Rainforest Islands Ferry, the Farmers Market projects and

    the Scenic Byways planning meeng.

    Prince of Wales Vocaonal & Technical Educaon Center ReportThe unexpected dry spell during October aided the progress of the sitework for the POW Voc Tec Center located onBoundary Road. Local firm B-3 Contractors has made the road crossings for both water and sanitary sewer mainlines,and has installed those utilities into the lot. Work continues on the excavation of the driveways, parking lots and building

    footprint, following by import of shot rock to those areas.

    The next meeting for the Voc Tec committee will take place on Monday, November 5th at Klawock City Hall at 2PM. Thecommittee will review the 95% complete bid documents for the building contract. Final approval is on the agenda for ameeting scheduled for Monday, November 26th.

    2013 PRINCE OF WALES ISLAND GUIDE UPDATE

    Work is continuing on the 2013 Island Guide. Photos and information continue to be collected inNovember with a goal of final proofing starting right after Thanksgiving. Maintaining the samegeneral layout of the 2012 Guide, the 2013 version will update photos and information with thehelp of everyone on the Island. Gregg Poppen, Full Circle Media Arts in Ketchikan will do the pro-duction. The guide will be printed and available early in 2013 to help everyone plan the years ac-tivities.Help from Island residents is still needed in several areas. Take a look at the following list andshare what you might have with the production committee through the chamber office via email,[email protected] by phone, 907-755-2626.
