Perspecta’s relationship with our customers is built on a foundation of partnership and two-way communication. We leverage the insights from our customers to enhance the delivery of the IT services Sailors and Marines have come to rely on every day.

A more user-friendly Windows update project is just one of our recent projects that relied heavily on customer feedback to more precisely tune our delivery methods. This project is leveraging an incremental approach that will see end users migrated to the updated operating system in five rings, with an opportunity to collect and act on their feedback after each wave.

We have also heard the calls to get better technology into the hands of Sailors and Marines fast. We’ve recently successfully completed a pilot project with the Space and Naval Warfare Systems Center-Pacific named Compose to Combat in 24 Hours (C2C24) aimed at transforming how the Navy delivers technical capability to the tactical edge. Additionally, we’ve also worked to reduce the average NGEN delivery timelines for surveyed projects by approximately 30 percent and pre-designed projects by 35 percent.

Perspecta has a long heritage of delivering scalable systems engineering and integrated solutions like those mentioned above to solve our customers’ most complex and challenging mission problems. We leverage the dialogue we enjoy with our customers and our agility to inform designs and integrate complex systems throughout the project life cycle to ensure an enterprise that is achievable, reliable and successful.

The Navy Marine Corps Intranet (NMCI) is the first-of its-kind, enterprise IT platform and has matured over the past 18 years into a stable, flexible, cost-effective and secure IT platform for more than 700,000 Sailors and civilians in the continental United States, Hawaii and Japan. In building NMCI, Perspecta and the Department of the Navy (DoN) have transformed DoN IT infrastructure, combining a myriad of disconnected and dissimilar networks into one of the largest intranets in the world.

Through the Next Generation Enterprise Network (NGEN) contract, Perspecta provides comprehensive IT services to the Navy and staffing support to the Marine Corps. NMCI is the foundation that underpins the DoN’s enterprise IT capability, raising it to new levels of functionality, mobility, flexibility, adaptability, reliability and security.

Perspecta brings connectivity to newly re-established Second Fleet

The Perspecta NGEN team recently supported the re-establishment of the Navy’s Second Fleet. Perspecta ensured command communications capability through the establishment of both NIPR and SIPR connectivity to command’s headquarters in Norfolk, Va.

Perspecta’s NMCI Deployable Site Transport Boundary (DSTB) Core and Fly Away Kit (FAK) solutions were also leveraged to provide extended network connectivity for Commander, Second Fleet, Vice Adm. Andrew “Woody” Lewis.

Deactivated in September 2011 after 65 years of service as part of a cost-saving and organizational-restructuring effort, the Second Fleet’s August 2018 return is part of a shift by the United States toward preparing for potential great-power conflict—and to counter Russia in particular.

“Our National Defense Strategy makes clear that we’re back in an era of great-power competition as the security environment continues to grow more challenging and complex,” Adm. John Richardson, the chief of U.S. Naval Operations, said during a U.S. Fleet Forces change of command ceremony in May.

According to the Navy, Second Fleet will exercise operational and administrative authorities over assigned ships, aircraft and landing forces on the East Coast and the North Atlantic. Additionally, it will plan and conduct maritime, joint and combined operations as well as train and recommend certification of combat ready naval forces for maritime employment and operations around the globe.

NMCI to leverage Microsoft’s Semi-Annual Channel

In an effort to maintain a consistent Windows 10 experience for end users, NMCI will now leverage the Microsoft Semi-Annual Channel for all future Windows 10 updates. The Semi-Annual Channel allows NMCI users to take advantage of new operating system capabilities at a faster pace. The Microsoft Windows Semi-Annual Channel is a servicing option that delivers a feature update twice a year for organizations that want the latest Windows Server functionality. NMCI will leverage the Semi-Annual Channel to receive OS updates but will not be on a semi-annual timeline for implementation.

The Semi-Annual Channel has a faster release cadence and addresses feedback from many of you who want faster innovation every few months. Additionally, the Semi-Annual Channel enables us to drive rapid innovation and evolution through the full operating system and software stack.

The NMCI environment will update to the current WIN10 1803 release through an incremental, ringed approach beginning in October 2018. This approach allows us to incorporate feedback and lessons learned prior to launching the final enterprise-wide update in January 2019.

As each ring prepares to launch, tailored user communications will be sent to each group of participants. It is important to take note of these communications, as specific actions will be required. Testing confirms resilient, real-time view for cybersecurityTo increase both network security and resiliency, the Perspecta NGEN team recently completed high availability and failover capability of the Tanium security solution. This testing confirms one server is able to handle the entire network load if needed in the instance of any unforeseen server issues.

The testing was part of the ongoing Tanium project designed to allow the Navy improved response times to immediate cyber threats.

The Tanium solution provides a real-time view that allows cybersecurity teams to see what’s happening, as it’s happening, allowing them to make better decisions and quickly take corrective action.

Model Based Systems Engineering (MBSE) enables more efficient response to architecture and requirement changes

A federal customer was unable to visualize the effects of changes to their architectures, requirements, schedules and risks, making it difficult to identify common requirements and services across the enterprise. This led to significant resource utilization in order to adapt and maintain systems due to complexity, organizational silos, and custom implementations. Additionally, they had insufficient capability to rapidly and accurately evaluate architecture tradeoffs; set requirements; and conduct design, testing, and assessments. These shortcomings limited their ability to respond quickly and creatively to rapid technology advances and new threats. In response, Perspecta proposed a roadmap for migrating engineering processes/data to a modern MBSE environment and establishing a comprehensive strategy encompassing people, processes, and tools.

As part of the overall effort, Perspecta established and maintained enterprise, mission, and system technical baselines to ensure alignment and traceability to upper level drivers while also employing their Enterprise Schedule System (ESS) to integrate more than 300 schedules, 40,000 tasks, and thousands of interdependencies. This allowed the customer to identify and manage multi-organizational dependencies, critical paths, budgets and risks across the enterprise. Perspecta also migrated more than 200,000 requirements artifacts, 1,000 risk records and 5,000 related tasks to an integrated environment in less than nine months, with much of the time devoted to stakeholder education and training.

Transforming systems engineering processes to a consistent requirements approach, with all data housed in a single, integrated suite of tools with traceability to and from any artifact, allows key acquisition milestones to be achieved faster and with significantly less effort. Additionally, the customer’s 42 enterprise-level programs are now under integrated configuration, risk and schedule management with real-time configuration management achieved through a single, cloud-capable, globally accessible tool suite.

These efforts also allowed the federal organization to adopt a reuse model for requirements, resulting in reuse of up to 85 percent of requirements for similar systems, or future generations of existing systems, helping to accelerate the delivery of new capability to end users.

NMCI email gets upgrade

NMCI end users will soon have an even more collaborative and secure email system as Perspecta begins migrating users from Microsoft Exchange 2010 to Exchange 2013. The Exchange update will provide an upgrade to the current Exchange 2010 messaging platform, while also providing a managed messaging system with latest upgrades and consolidated server roles for NMCI.

In addition to increased end user productivity, Exchange 2013 will also result in a reduction in the overall network footprint and avoids additional maintenance costs for a system that is reaching end of life.

The Perspecta team will be leveraging a parallel implementation, meaning Exchange 2010 and Exchange 2013 will both be operational as end users are migrated to the new solution. Looking toward the future, the Perspecta team engineered the Exchange 2013 solution in a manner that will enable moving to future Exchange iterations virtually seamless.

Enterprise end user migration is currently underway and should be completed by the end of Summer 2019.

The Perspecta industrial security team recently received high marks from Naval Network Warfare Command during a NGEN Electronic Key Management System (EKMS) spot check held at Fallon Naval Air Station in Nevada. This routine review is part of an annual cycle and ensures Perspecta is compliant with EKMS standards and requirements with respect to Communications Security (COMSEC). During the review, all training and documentation surrounding the overarching EKMS program is inspected for compliance. These reviews are critical due to the high sensitivity of the COMSEC gear that Perspecta is responsible for securing at our customer sites.

Seamless migration to cloud ensures customer compliance with critical cloud mandatesPerspecta recently partnered with a federal organization to transition legacy applications and migrate their existing .gov website to Azure cloud in order to comply with the Office of Management and Budget’s cloud mandates.

Perspecta worked with the customer to establish a hybrid cloud environment to migrate their application workload, while also leveraging automation best practices to support DevOps and to deliver cloud services on demand. This provides the customer with the ability to scale infrastructure on demand to meet unexpected user demand, allowing more efficient use of infrastructure resources and improved capacity planning.

Perspecta also developed a single set of standard operational processes and tools to serve both cloud and traditional environments and improved operational security using automated security tools, static code analysis and network/security segmentation.

These efforts allowed Perspecta to execute the cloud migration while providing seamless service continuity for end users. The cloud environment also provides a vendor-agnostic operational environment with automated IT processes, an operation and maintenance focus on service management and an enhanced security posture.

In an effort to put better technology into the hands of Sailors and Marines faster, Perspecta has implemented changes to our delivery process.

After a comprehensive review of the overall delivery lifecycle, the improvement effort worked to streamline and automate the three areas that tend to add significant time to most projects: internal processes, procurement practices and supply chain delays.

After working with vendors, automating internal processes and an increased focus on the purchase order process, we were able to reduce the average delivery timelines for surveyed projects by approximately 30 percent and pre-designed projects by 35 percent.

Additionally, the completion of phases one and two of the wireless enterprise solution has not only decreased delivery timelines but has also saved the Navy money by centralizing the wireless infrastructure and decreasing related reoccurring support costs.

Perspecta holds first Navy and Marine Corps Innovation Day

On Aug. 27, 2018, Perspecta hosted our first Navy and Marine Corps Innovation Day in our state-of-the-art DevOps office in Arlington, Va.

The half-day session focused on innovation currently in use with other Perspecta customers that we can leverage to fuel and accelerate the Navy and Marine Corps modernization efforts.

In addition to presentations from Perspecta Labs on topics such as Commercial Solutions for Classified (CSfC) and innovative network defense solutions, Navy and Marine Corps attendees had the opportunity to tour the Perspecta DevOps facility and see firsthand how Perspecta leverages the industry trend in support of one of our key federal customers.

Perspecta’s business analytics team has applied proven process improvement capabilities numerous times in support of its customers to drive business and mission transformation and accelerate value delivery. Recently, the team worked with a federal customer to reduce the complexity of their end-to-end risk, issue and opportunity management (RIOM) process. The customer’s RIOM process suffered from a lack of stakeholder accountability, an undefined top-down strategic risk posture, and non-optimal tool functionality. These challenges impeded process efficiency, effectiveness and value as well as complicated the organization’s ability to identify risks, issues and opportunities and reduce their impacts in a comprehensive and timely way.

To understand the issues with the current process, Perspecta conducted voice of the customer analysis, which collected data from external subject matter experts across the enterprise, and voice of the process analysis, which provided a deep and broad understanding of domain issues and process gaps/inefficiencies. They then executed a value stream analysis to evaluate each step of the end-to-end process to determine if those helped to create value, or were wasteful. This analysis resulted in a consolidated list of 31 improvement actions, 10 of which were designated for immediate implementation, with the remaining 21 allocated across four major improvement initiatives. Once that list was compiled, Perspecta developed an improvement implementation plan and schedule that provided a clear understanding of the level of effort needed to execute the improvement initiatives.

As a result of this analysis, Perspecta streamlined the customer’s RIOM process by eliminating one of the five process phases along with the Pre-Risk and Opportunity Management Board (ROMB) sub-process and its associated hours. In addition, the automation of ROMB preparation activities were reduced from 24 hours to 8 hours.

Perspecta was recently named the Leading Cloud Services Contractor by Bloomberg Government. According to the September 2018 report, Perspecta was the cloud services vendor with the most contract obligations in fiscal years 2017 and 2018 combined. Perspecta receives Department of Defense Nunn-Perry Award

Perspecta has received the 2017 Department of Defense (DoD) Nunn-Perry for excellent performance in the department’s Mentor-Protégé Program. The award was presented at the DoD Beyond Phase II Mentor-Protégé Training Week Workshop on Aug. 16, 2018 in Orlando, FL.

The award was presented to Perspecta and TM3 Solutions, Inc. (TM3), an 8(a) certified and service-disabled veteran-owned small business focused on providing superior enterprise IT solutions, cybersecurity and asset management support. The mentor-protégé agreement was officially established in 2015 in support of the National Geospatial-Intelligence Agency. Through the agreement, Perspecta has assisted TM3 in aligning its service offerings with DoD mission requirements, further enabling them to better serve the warfighter.

“We are incredibly proud of this achievement,” said Mac Curtis, president and CEO of Perspecta. “The goal of our small business program is to work with businesses to create flexible, fast project teams that will better serve our customers. Through the program, TM3 has become an invaluable teammate and we look forward to a long future working together.”

The Nunn-Perry Award, named in honor of former Sen. Sam Nunn and former Secretary of Defense William Perry, recognizes outstanding teams in the DoD Mentor-Protégé program. This year, only eight teams were selected for the award. Perspecta is a four-time recipient having previously received the award in 2013, 2014 and 2016.
