#15 Best Place to Live!

November-December 2017www.stpetersmo.net

Money Magazine says it considered as many factors as possible. Their methodology was “as robust as ever.” After gathering 170,000 data points about 2,400 places, they found that the City of St. Peters was No. 15 on their search for the Top 100 Best Places to Live in America for 2017.

“Our final list,” said Money Magazine editor Adam Auriemma, “represents the best of America’s towns and cities: places that offer economic opportunity, a sense of community, and access to amenities that make life more enjoyable.”

This was the fourth time in the past decade that the publication chose St. Peters for this prestigious list, and the highest St. Peters has ever appeared in the Top 100 Best Places to Live. St. Peters was the highest-rated place in Missouri this year. In choosing St. Peters No. 15, Money Magazine called our community “an ideal place to start a family ... .”

Mayor Len Pagano said, “We have so much to celebrate in St. Peters and so many reasons to be proud to call St. Peters ‘My Hometown.’ It’s really wonderful when you hear that a respected national publication has crunched the numbers and visited our community to see that we truly are one of the best places you could live.”

FACTORS IN CHOOSING ST. PETERS NO. 15Money Magazine says that its search for the Top 100 Places to Live in America considered 2,400 places with populations between 10,000-100,000 that met thresholds for crime risk, median household income and ethnic diversity. The magazine then narrowed the list by collecting 170,000 different data points concerning each place’s economic health, cost of living, public education, crime, ease of living and amenities. Finally, reporters for the publication “researched each spot, interviewing residents, checking out neighborhoods and searching for the kinds of tangible factors that aren’t revealed by statistics.”

“St. Peters is an ideal place to start a family in the greater St. Louis area—it’s just 25 miles from downtown (commutes average 25 minutes), and the cost of housing is very affordable, with median home prices clocking in at $208,666,” Money Magazine said.

The publication touted St. Peters’ schools and our community’s cultural opportunities, from the programs at the St. Peters Cultural Arts Centre to the Celebrate St. Peters festival at 370 Lakeside Park to the 1,200-plus acres of parkland and wonderful community amenities, including the 236,000-square-foot St. Peters Rec-Plex fitness and recreation center that hosted the 2004 U.S. Olympic Diving Trials.

More quality of life projects are on the way: St. Peters will open a new outdoor aquatic park next year, and in 2019 we’ll have a new golf course clubhouse and event center.

GREAT PLACE TO LIVE AND DO BUSINESSRecent reports support the findings that St. Peters, population 56,000, is a great place to live—as well as a great place to open a business. St. Peters sold the most homes in the St. Louis area in 2016 (1,317 homes) at the fourth-fastest rate (43 median days on the market), according to the St. Louis Business Journal. Earlier this year, Wallethub ranked St. Peters the nation’s 28th best small city to start a business. In 2017, more than 2 million square feet of commercial space is slated to open in the City of St. Peters, including large projects at Premier 370 Business Park and the 270,000-square-foot Shoppes of Mid Rivers retail development at I-70 and Mid Rivers Mall Drive. These new developments will provide more jobs for the people living in St. Peters and neighboring communities. The Shoppes of Mid Rivers, where stores are expected to open soon, will account for 1,200 new jobs when combining construction and ongoing full- and part-time retail positions, according to development group GBT Realty.

“In building a strong community, we built a strong local economy, too,” Mayor Pagano said. “This year, we’re celebrating the 30th anniversary of Mid Rivers Mall while also opening several major retail stores at Mid Rivers Mall Drive north of I-70 at Shoppes of Mid Rivers. The longevity of the regional mall and the addition of a new, exciting retail center point to the steady growth of our community’s economic base through the decades.”

See page 14 to learn why Mayor Pagano says that St. Peters’ residents deserve the credit for this honor.

“St. Peters is an ideal place to start a family

in the greater St. Louis area.”

Money Magazine was impressed with the many ways you can stay active in St. Peters.

for recreation when it opens in 2018.

Fall DecorationsDid you know you can recycle many common fall decorations, such as pumpkins, gourds, corn stalks and bales of straw? Just place them in your yard waste container on regularly scheduled yard waste collection days or drop them off at St. Peters Earth Centre.

Cooking OilIf you fry your holiday bird, don’t pour that used cooking oil down the drain—bring it to Recycle City! Grease and cooking oil can clog sewer pipes causing costly damage and health hazards for you and the environment.

Wrapping Paper, Boxes and Greeting CardsWrapping paper, all those boxes and holiday greeting cards can all be recycled. (However, foil or foil-lined wrapping paper/greeting cards cannot be recycled.) Large boxes can be flattened and placed directly into your trash cart. You can also donate your old greeting cards to the St. Peters Cultural Arts Centre, where the volunteers can create a variety of art projects, giving them a new life.

Cans, Bottles and JarsAt your next holiday party, recycle aluminum cans, glass beverage bottles and food jars in a separate container lined with a Blue Bag provided by the City of St. Peters. And, remember: St. Peters Recycle City has a great buy-back price for aluminum if you want to separate your aluminum cans from the rest of your recyclables.

Light Strands Did you know you can recycle

old light strands that no longer work? Simply place them in a Blue Bag and drop it in your trash cart for collection or bring them to the Recycle City drop-off center, where there is a special container just for used light strands. Please do not place other recyclables in the same Blue Bag as the light strands.

Christmas Tree Recycling ProgramWhen you are finished enjoying your live holiday tree, remove all decorations and light strands, cut the tree in half and place it in your yard waste cart for normal yard waste pickup, or bring it to Earth Centre.

Need More Blue Bags?Remember, you can get additional Blue Bags at City Hall, the Rec-Plex or Recycle City during normal business hours if you need more for recycling all of the additional holiday trash. Single-family households can simply tie an empty Blue Bag on the handle of your trash cart to notify the Recycle Truck driver

to leave you a new roll of Blue Bags. Multi-family residents should check with your complex office.

Do some good for yourself and the environment by recycling and keeping as much as we can out of the landfill this holiday season.

With the holidays come parties and family gatherings, which also means lots of opportunities to recycle! St. Peters’ Blue Bag recycling system, Recycle City and Earth Centre make it easy to recycle, even during the busy holiday season. Here are some

ways you can help protect and save our environment this holiday season:

Help St. Peters Snow & Ice Removal Team Clear Our RoadsWinter in Missouri ranges from mild with little wintry precipitation to severe with lots of snow and ice, or anywhere in between. The bottom line is: We have to be prepared for anything, and the City of St. Peters’ Snow and Ice Removal Team has a plan for whatever comes our way this season. St. Peters has around 100 employees involved with snow removal efforts, from drivers and maintenance staff, to office workers who field calls around the clock—the whole team works as long as needed to make our roads clear and safe.

But did you know that you, too, can be part of the snow removal team? Here’s how you can help make snow removal operations quicker and more efficient in St. Peters:

1. Park your car on the driveway instead of on the street during a winter storm.

2. If it’s trash disposal night, move your trash cart onto the driveway.

3. Lessen the amount of snow in front of your driveway by shoveling the area heading into the direction of oncoming traffic. Check the accompanying graphic—it shows where you should clear snow in the street around your driveway so that excess plowed snow will be deposited on the curb before your driveway instead of in front of it.

4. For safety’s sake, during significant winter storms, please stay home when possible. If you have to drive, please steer clear of snow plows when you see them.

5. Keep your street clear of obstacles (such as cars and trash carts). This allows for snow plow drivers to clear an entire road at once and place de-icing chemicals more evenly, rather than having to come back later to clear the snow that piled up in the street around these obstructions.

Look at it this way: Doing your part to help with snow removal saves your own taxpayer dollars. The fewer times a snow plow

Driveway Access Snow Removal ProgramSome people are physically unable to clear the mound of snow left by snow plows in front of their driveways. Recognizing this, the City of St. Peters took snow removal yet another step—we’ve set up a program to remove this mound of snow in front of driveways for eligible seniors and people with disabilities. This service is provided when these snow mounds reach six inches or higher, and after crews clear City streets.

The Driveway Access Snow Removal Program is open for application to residents who:

1. Live in a private, single-family, residential home; and

2. Are age 62 or older, or who have been diagnosed with a medical condition that limits their ability to remove snow.

If you believe you are eligible, you can find application documents online at www.stpetersmo.net, or you can request an application be mailed to you by calling City Hall at 636-477-6600, ext. 1225.

driver has to drive through our streets, the less money it costs us for fuel, vehicle maintenance and possibly overtime pay.

You can also sign up for the City of St. Peters’ free Nixle service to receive emergency messages concerning winter weather and other urgent updates sent directly to you via email and/or text. To sign up, visit www.stpetersmo.net and click on “Emergency Notification Sign Up” on the left-hand side of the home page.

Also during severe weather conditions, our local government channel SPTV St. Peters TeleVision interrupts its regular broadcast schedule to show a live traffic camera and weather radar. Tune in for regular weather updates on AT&T U-verse Ch. 99, Charter Ch. 992 or online at sptvnow.net.

Are you a new photographer, just starting out? Here are some tips from experienced nature photographer Roxanna Cummings, who is also a member of the St. Peters Cultural Arts Centre:• Go “macro.” To get the essence of something in nature, zoom in on a

few key aspects rather than focusing on the whole.

• Look for the “golden light,” which is usually between 11 a.m.-noon, and “pay attention to the natural light” to get the best shots!

• Overcast is best for flower shots. As long as it’s not raining or too dark, overcast days are some of the best days to take photos of flowers.

• Pay attention to the sky. Interesting-looking clouds and colors of the sky can really enhance a full landscape shot.

• You don’t have to be rich or travel to get the best shots. You’d be surprised where you can find beauty—maybe even in your own backyard!

• You don’t need top-of-the-line equipment to be a photographer. Even cell phones these days can capture great shots!

• Practice makes perfect. “With photography, it’s like anything else—the more you go out, the more you see, the more you learn about yourself: It just takes doing it,” Roxanna says.

Between the beautiful, unseasonably warm weather and our largest Friday night crowd ever, Celebrate St. Peters 2017 proved to be another successful, fun-filled weekend! The seventh annual event held at 370 Lakeside Park saw crowds of an estimated 20,000-22,000 throughout the two-day festival. Some updates to the layout of the event and our new satellite parking option at Mid Rivers Mall proved to be successful as well.

Friends and family enjoyed the carnival, our 50 vendors featuring great food, merchandise and services for sale, FREE live entertainment on three different stages including four national acts on our Main Stage and so much more!

Our Main Stage acts rocked both nights – Pablo Cruise and Ambrosia on Friday, with opening act Blues Plus with the Sliders, and Firefall and Orleans on Saturday night with a full fireworks display over the lake in between their two acts. Festival attendees also enjoyed a beautiful sunset over 370 Lakeside Park both evenings.

Congratulations to Det. Patrick Jackson of the St. Peters Police Department (pictured above, left of the award) for being named one of the top computer forensic examiners of 2016. Det. Jackson received the National Computer Forensics Institute Award from the United States Secret Service. He was one of only 30 detectives nationwide to receive this award.

DID YOU KNOW?It’s illegal to shoot BB guns and many other projectiles within the City of St. Peters’ limits, unless it is at an authorized location? This includes air guns, paintball guns and any pebble, bullet, slug or other substance propelled by a sling, crossbow, rubber band or bow, according to City ordinance. Shooting projectiles in your neighborhood puts people in danger. Kids under 18 also are not allowed to possess an air gun, or any other similar gun.

2017 Officer of the Year

YOU Deserve the Credit for #15In 2008, the City of St. Peters celebrated its 100th birthday as an incorporated town. One year later, in 2009, we celebrated another important anniversary—50 years since St. Peters became a City of the Fourth Class under Missouri statutes. Going to a fourth-class City in 1959 really set the way for growth in our community, because it made it possible for St. Peters to

issue bonds that funded infrastructure to serve residents. Our community grew from 486 people in 1970 to 56,000 people today. Along the way, the residents who live here supported proposition after proposition to issue bonds to build basic infrastructure, such as water and wastewater systems, along with a number of amenities that help make our community a unique place. The support from you, our residents, has helped build a special community, from our great neighborhoods to our wonderful community amenities to a booming economy. In summary, you helped make St. Peters one of the best places you can choose to live. That’s not just my opinion, either. St. Peters was recently ranked #15 by Money Magazine on its Top 100 Best Places to Live in America for 2017. This was the fourth time we were chosen for this prestigious list. We were first honored in 2008, our centennial year. And, this year, St. Peters was ranked higher than ever, and the highest of any place in Missouri.Money Magazine said that St. Peters is “an ideal place to start a family in the greater St. Louis area … ” and goes on about our great schools and our community’s many cultural opportunities, noting the many programs at the Cultural Arts Centre, the Celebrate St. Peters festival at 370 Lakeside Park, our 1,200-plus acres of parkland, and the one-of-a-kind St. Peters Rec-Plex recreation and fitness center. This is all true. All of these things help make St. Peters great and help create a sense of community. And, this is why I say that it’s YOU, our residents, who really make our City great. If you look at that list of cultural opportunities and amenities, they all are possible because the residents in our community support them. You passed bond issues to help pay for them. You help support the Rec-Plex and Arts Centre. Many of you put in numerous volunteer hours for City programs and services. Your input helped design many of our park facilities, including the 300-acre 370 Lakeside Park, the county’s largest municipal park, and its popular new RV Campgrounds. In building a strong community, we built a strong local economy, too. In October, we celebrated the 30th anniversary of Mid Rivers Mall’s opening at about the same time that several major retail stores opened in the nearby Shoppes of Mid Rivers on the other side of I-70. The longevity of the regional mall and the addition of a

new, exciting retail center point to the steady growth of our community’s economic base through the decades. Back when Mid Rivers Mall opened, our community was exploding with new homes and businesses. Today, we’re experiencing a new economic boom, with more than 2 million square feet of commercial space opening in 2017. Premier 370 Business Park is growing with huge new projects, and that’s because you, our residents, approved a bond issue to provide the infrastructure for this growth.Economic growth equals jobs and also tax revenue to help pay for those amenities that make St. Peters such a great community. That provides the economic opportunity that Money Magazine talks about when considering the best places to live in our nation.Thank you for supporting your community through the years and making this a special place to live. Congratulations on being No. 15 in the nation, St. Peters—you deserve it!Our national motto, “In God We Trust.”

We Will Always Be Thankful!Did you know that the City of St. Peters was recognized as a Purple Heart City in 2013? The Purple Heart Medal was formerly known as the Badge of Military Merit and was established by General George Washington in 1782 during the American Revolution. The medal is now described as the oldest U.S. military

decoration. You may have seen the Purple Heart signs that are visible at the entrances of our community. When you pass this sign you can know for certainty that our proud City values the service of all of the honorable military service men and women and veterans. This Purple Heart City designation from the Military Order of the Purple Heart represents the great support and commitment we as a City give to our veterans who have received the Purple Heart medal and for all of our veterans who have served honorably in our nation’s military.

In May 2016, the St. Peters Board of Aldermen voted to add Purple Heart Parking spaces to chosen City parking areas as a continuation of being a Purple Heart City. The spaces were painted purple with signage designating them for all Purple Heart medal recipients. Three spaces were completed and dedicated in July during a ribbon cutting with combat wounded Purple Heart recipients in attendance. I will never forget their faces beaming with a special and honorable pride that day. One of the veterans, a triple Purple Heart recipient, carefully drove his truck into the space with his Purple Heart license plate attached. It is a day that I will always remember as a day that we honored and will continue to honor those that sacrificed much.

In August of 2017, the St. Peters Board of Aldermen

approved a resolution recognizing these spaces as being exclusively for Purple Heart recipients. Alderman Patrick Barclay will detail in his article more about this resolution.

Please remember our service members and their families in your thoughts and prayers, especially those that are away from their loved ones for the holidays. I send you and your family my best wishes for a Wonderful Holiday Season and a New Year filled with Peace and Happiness! If I can ever do anything for you or your family, please don’t hesitate to call or email because I am here to help. Remember, your concern is my concern!

If you would like to receive my informative Ward 3 e-newsletters, email me at [email protected].

Purple Heart Parking Spaces Resolution Whereas, the Purple Heart is awarded to men and women in the U.S. Military who were wounded or killed in combat by enemy forces while defending the United States of America. Established by General George Washington on August 7th, 1782, it acknowledges the price paid by our armed forces as a result of combat; and

Whereas, at the September 12, 2013 Board of Aldermen meeting a proclamation was presented from the Missouri Commanders of the Purple Hearts

designating St. Peters a “Purple Heart City”; and

Whereas, the City of St. Peters recognizes the heroic contributions of those men and women in the military who reside in our community and elsewhere in this country, who paid the ultimate sacrifice while serving in the Armed Forces and who are the recipients of the Purple Heart Medal. We honor them today and commend them for their acts of bravery while answering the call to service on behalf of our nation; and

Whereas, on May 26, 2016 the St. Peters Board of Aldermen discussed adopting a new program dealing with “Purple Heart Parking Spaces” at various sites located on City municipal properties. Direction was given to establish reserved parking spaces, painted purple, for those wounded combat veterans who were awarded the Purple Heart Medal; and

Whereas, the new “Purple Heart Parking Spaces” were officially dedicated on July 13, 2016. A ceremony took place and several Purple Heart recipients were on hand for the City of St. Peters to honor them. The event concluded with the unveiling of signs carrying the Purple Heart emblem and the City’s logo. These spaces are located near the west entrance of City Hall and in front of the St. Peters Centre Veterans Memorial; and

Whereas, staff was authorized to install additional “Purple Heart Parking Spaces” in the future after considering more locations submitted by the Mayor, Board of Aldermen and members of the St. Peters Veterans Memorial Commission. This resulted in a space being added to the Rec-Plex parking lot as well as temporary spots being placed at 370 Lakeside Park during the annual Celebrate St. Peters event.

Now, therefore, be it resolved by the Board of Aldermen of the City of St. Peters, Missouri, as follows:

Section 1. The City of St. Peters Mayor and Board of Aldermen does hereby designate new “Purple Heart Parking Spaces” at several sites located on municipal properties that are described above.

Section 2. That this resolution clears up any confusion the intended users of the “Purple Heart Parking Spaces” are and those we honor by reserving these spots exclusively for Purple Heart recipients as recognized by the United States Military.

Read and adopted by an 8-0 vote by the Board of Aldermen then signed by Mayor Len Pagano on Aug. 24, 2017.

Focus on the Positives I am writing this article the day after our wonderful Celebrate St Peters Event held Sept 15-16. What a great testimony to a well-planned FAMILY FRIENDLY celebration of our beautiful City. I am so impressed with the dedication and above and beyond attitude of our exceptional staff and the awesome reaction of our thousands of residents and others that attended. Sadly, the weekend was also one of canceled concerts, charity walks, and numerous events that were planned around the region months in advance and were halted because of the unrest, not of outside enemies from other countries but

by our own neighboring community pitting citizens against each other because of their disregard for their beliefs. We all lose when this occurs. Peaceful demonstrations are a right, terrorizing neighborhoods where your citizens live and work is never acceptable.

I am dedicating this column today because of all the unrest we witnessed that weekend to challenge all of us to focus on the positives of our region and not give credence to violent destructive acts that hurt worthy causes and peaceful law-abiding citizens.

This publication is months after the weekend I just referenced but the timing of gratitude and peace that we all share throughout the upcoming holiday season is even more necessary now. We cannot just brush off these all too often demonstrations as things that happen elsewhere and dismiss the sad destruction of personal property and injury to our public servants as normal everyday occurrences. If we do not start the change with ourselves and our circle of family and friends and coworkers, we will never learn from the past. August and September were devastating months for our citizens in Texas, Florida and Puerto Rico. Mother Nature was there with a vengeance, but the overwhelming response from the whole country was amazing as volunteers poured in to help those in need. We showed what we are made of when natural disasters strike, yet we become enraged and intolerant when we react to man-made destruction, as witnessed in September.

I pray as we celebrate the upcoming holiday season that we all take a step back and reflect on how we can affect change for our region. I am grateful that we live in a country that has diverse people and celebrate that we all have a stake in our future. Our children and grandchildren deserve it.

I wish you all a very blessed season and may your new year be filled with promise and joy. Let there be peace on earth and let it begin with me, is a favorite hymn of mine. I wish you and our entire region Peace. Please contact me with any comments, concerns or suggestions on how we can make a difference together.

Upcoming Special Events for Everyone!I would like to remind everyone of some very special events coming up that are near and dear to my heart.

First of all, I invite all of you to come out to our Veterans Day Ceremony on Saturday, Nov. 11, at 10 a.m. at the St. Peters City Centre Veterans Memorial to honor the service of the men and women who preserve the freedom we enjoy in America every day. Please call all veterans and residents you know and have them join us.

Then, on Thursday, Dec. 7, at 10 a.m., please return as we host a special Pearl Harbor Day Remembrance Ceremony to honor the more than 2,400 men and women who lost their lives in the Dec. 7, 1941, Japanese

attack at Pearl Harbor, Hawaii. This event will be held indoors at City Hall. Refreshments will be provided.

On Friday, Nov. 17, our annual Christmas Tree Lighting kicks off the Christmas holiday season in St. Peters at 6 p.m. Join us at City Hall for music performed by some very talented local choirs and musicians. Help us count down the lighting of the tree and then come and tell Santa what is on your wish list. I hope you are excited as much as I am and hope to see you there. Please get there early so you will get a good seat.

If you miss Santa on Nov. 17, don’t worry because he will return on Saturday, Dec. 2, to talk with boys and girls at the Old Town Log Cabin on Gatty Road in Old Town St. Peters. Come out and feel the old time Christmas spirit and take a ride on the horse-drawn carriage around Old Town. Then, come back and have some hot chocolate and cookies by the warm fire.

And, if you’ve been saving your aluminum cans for our fundraiser for the USO, be sure to drop them off either at Recycle City in the Blue container under the American flag or at the west side of City Hall in the Brown container provided, and at the Mayor Tom Brown Senior Center in the Blue containers inside.

All the money collected from the cans goes to the USO at Lambert field for the men and women coming back from Afghanistan and other places all over the world. This is a place they call home before they leave or return on their journeys. The USO operates by donations and you can help simply by donating your aluminum cans. This is the Christmas season and when you see a serviceman or woman in uniform, please shake their hand and say “Thank you” for giving us our freedoms we have today.

I want to wish everyone to have a very Merry Christmas and a Happy New Year, and to be safe over this Holiday Season!

Please remember that as your alderman my door is always open. Contact me with any concern you might have. My phone number is 636-485-5710 and my e-mail is [email protected]. I am proud to be your alderman and value your comments.

My Two CentsRecently, I placed an order online for some home electronics. I was sort of surprised to be charged taxes and noticed the tax to be less than what I usually pay at the local store. For some time I thought that ordering over the Internet was tax free. Well, not entirely. The taxes collected from my online order accounted for a state use tax and a St. Charles County use tax, but nothing collected for St Peters.

St. Peters is being left out with no sales tax revenue collected by the online out-of-state vendors, and accounts for a very large loss to the residents of

St. Peters. The Missouri Department of Revenue shows that St. Peters is currently losing an estimated $1,400,000 of tax revenue to e-commerce sales and we should expect that amount to increase as e-commerce purchases increase.

St. Peters has a citywide sales tax rate of 2% and receives revenue when tangible goods (excluding motor vehicles) are purchased within the city limits; the City does not have a local use tax in place. This means that if the goods are purchased online and not purchased from a brick-and-mortar business within the City’s boundaries, even if the product is used or consumed within the City limits, St. Peters does not receive tax revenue.

Nationwide brick-and-mortar stores are losing face-to-face sales to e-commerce sales, and consumers are increasing their online shopping from vendors that could be out-of-state. The data shows that

e-commerce sales as a percentage of total retail sales went from 0.6 % in 1999 to 7.0 % in 2015.

This continued trend affects every resident in every community, not just St. Peters. Brick-and-mortar stores not only provide consumer goods, but those businesses also provide local jobs, jobs needed by many local households. Without a local use tax, our brick-and-mortar retail businesses are at a competitive disadvantage to online retailers.

You can now see how important Your 2 Cents can be to our community. A local use tax for St. Peters can be a very good thing for our community. It may be time to return to the table and discuss enacting a use tax that would provide that 2 cents.

Remember to Recycle this Holiday Season! With the hustle and bustle of this holiday season upon us, it’s important to remember to be good stewards of our environment and recycle! Between all of the holiday parties and with friends and family visiting, we tend to generate more waste than usual during the holidays.

But before you throw away all of your trash, think twice and recycle what you can! Here are some common holiday items that you may not realize can be recycled, thanks to St. Peters’ Blue Bag recycling

system, Recycle City and curbside yard waste collection:• Fall decorations, such as pumpkins, gourds, corn stalks and bales of

straw (yard waste cart)• Cooking oil (drop off at Recycle City)• Wrapping paper, boxes and greeting cards* (Blue Bags)• Cans, bottles and jars (Blue Bags)• Light strands (separate Blue Bag)• Christmas trees (cut in half and place in your yard waste cart)*Large boxes can be folded up and placed directly in your trash cart. Foil or foil-lined wrapping paper/greeting cards cannot be recycled.

Let’s do our part this holiday season by keeping as many items out of the landfill as we can. This is not only good for the environment, but it also helps to keep your trash rates low!

For more information on how to recycle your holiday items, go to page 6, or visit www.stpetersmo.net/recycle.

Michael Illy, Ward 2 Michael Illy was nominated by Marlene Olendorff and the residents of St. Peters Manor Nursing Home for unselfishly donating his time there. Michael Illy’s mother used to be a resident of the nursing home before she passed away several years ago, but Michael hasn’t stopped visiting the residents on a weekly basis to play cards, read stories or just chat with them. One of the residents, Loretta Mundwiller (pictured to the right), who is 104 years young, says, “Mike’s visits are a ray of sunshine to the people there.”

First Set of Award Nominees HonoredThe first set of nominees for the new Random Acts of Kindness Program, created by the Board of Aldermen and Mayor, were

honored at a Board of Aldermen meeting in August. The program was created to help citizens recognize fellow citizens

for going above and beyond with demonstrations of acts of kindness in our community.

Connor Bequette, Ward 3Connor Bequette was nominated by Stacy Castro for saving her six-month old daughter from a horrible accident. Stacy had only turned her back for a second when her stroller, with her baby Victoria inside, started rolling full force down a hill. Connor came running from his house and caught the stroller seconds before it smashed into the side of a truck. “I nominated Connor for not only his random act of kindness, but for his courage and bravery to help someone in need,” Stacy said.

To nominate someone you know who went above and beyond in an act of kindness, visit www.stpetersmo.net.

Ed Kempf, Ward 3 Ed Kempf was nominated by his neighbor Nancy Hult for always helping her out around the house whenever she needed it. When a tree limb fell in her yard, Ed cut it up and hauled it away for her. When Nancy had a hip replacement, he mowed and trimmed her yard and took her garbage bins to the street and back for weeks. When she travels, Ed collects her mail. “Ed is a wonderful neighbor—always cheerful and always ready to help,” Nancy wrote.

New Online BillPay Option Boosts Meals On WheelsSt. Peters residents generously donated a monthly record of $1,756.63 to the Meals on Wheels program in August through the City of St. Peters’ Volunteer Utility Round Up Program. This was the first month that the option for Meals on Wheels donations was available through the online BillPay feature. Residents donating through BillPay accounted for $415.01 of the total in August, which was $200 more than the previous monthly record set in March.

It always makes for a beautiful commercial: Seeing a loved one open a large box with a pretty bow, only to find a cute little puppy wiggling out in delight. But let’s look at the reality of giving pets as gifts. “A puppy would be a wonderful Christmas surprise,” one may think. As long as you are not the one who now has to housebreak and train a puppy in the dead of winter, right?

The holidays are not only a stressful time for us, but they can be stressful for our pets, too. All the hustle and bustle of getting ready for family get-togethers and sudden changes in the family dynamics, even if only temporary, can make any pet feel unsettled, especially new ones. They are trying to find their place amongst their new family and adjust to a sudden life change while at the same time being thrown into the chaos of new people and places. This is a recipe for disaster in most cases.

Many people adopt pets to give to others as gifts with the best of intentions, but sadly, many of these pets end up being rehomed when their newfound owners realize they are not quite ready for the responsibility. This is confusing and stressful for the animals involved. Please don’t give a pet as a gift unless you know for sure that your loved one is wanting a pet and immediately prepared to care for the new household addition.

Pets in general require a lot of commitment, especially in the introduction and acclimation time. Before giving a pet as a present to a loved one, be sure to ask yourself the following questions:

• Are they prepared to take on this new responsibility, especially during the holiday season?

• Are they ready and willing to accept all of the ups and downs of pet ownership?

• Have you researched to find the absolute best match for your loved one’s lifestyle?

• Do they have a preference on type, size, or breed?

• Are they prepared for the additional financial obligations of owning a pet?

In lieu of giving a pet as a present during the holidays, perhaps a better idea would be to give gifts such as pet supply gift cards, bedding, toys, veterinary gift certificates, educational materials, etc. Then, once the holiday bustle is over, you can take the recipient to pick out their new companion themselves.

Adding a pet to someone’s life can be a wonderful gift, but only if done properly. Timing is everything, and while getting your loved ones pets at Christmastime is an enticing idea, it may not be what is best for the animal.

Keep Your Pets Safe This Winter! When we think about our pets in the winter, our thoughts are usually centered on how cold weather could affect them when they’re outside. If you see a pet outside without shelter, call St. Peters Animal Control at 636-278-2255. However, winter also brings other hazards for your pets that you should keep in mind:

• Beware of ice melt products. Calcium salts such as sodium, potassium and magnesium, can cause major stomach issues and irritate your pet’s skin and paws. Urea, a common fertilizer also used to melt ice, is usually labeled safe for pets, but ingesting the product can still do harm.

• Don’t let pets get into your Christmas tree decorations. Glass ornaments on trees are especially fragile – pets could easily break them, suffer cuts and even swallow the glass.

• Watch for electrical cords. Winter can mean extra electrical cords for heaters and decorations – avoid disaster while you’re away by crate training a pet that might chew on these.

• Don’t forget a leash! Every winter, dogs get loose and fall through a frozen pond, lake or river, or cross an icy road that is difficult to stop on for both dogs and passing cars. When out and about, having your pet on a leash is necessary and required by City ordinance. And remember to keep your county rabies tag on your pets at all times.

We hope all pet owners can follow these easy tips to ensure a safe and happy winter for you and your pets!
