Update

Where we are as of April 2016

• NRT has completed the rollout of its CDM 2015 Briefing Sessions – 200+ people have been briefed

• In support of this it has also completed a total review of all the documents and templates that were provided to:

– assist delivery teams – aid compliance with the law and our

own standards

• All documents take fully into account our experiences over the last 12 months

• They are now on Safety Central and appear in the order in which they should be considered if you’re setting up a project.

First, our own new management procedure

• This document explains how NRT

meets its obligations under CDM

• It is new and having been formally

issued it is now on Safety Central

• It affects everyone that is involved at

any stage of a project’s delivery

• It contains valuable guidance

• It has been signed off at the highest

level so compliance with it is expected.

The CDM Compliance Checklist

• It’s new - it is taken from the Management Procedure featured on the previous slide

• It gives a Project Manager a simple checklist of what is needed to deliver a project that is compliant with CDM 2015

• It is a deliverable for every project with effect from now

• The items in the checklist are also deliverables.

This new spreadsheet defines what is and isn’t “construction” so you can see: • if CDM applies – which in turn influences whether or not you need a Principal Designer or Principal Contractor • what documentation is needed to control risk and demonstrate compliance.

The NRT Construction Assessment and Checklist.

Competency assessments

• We have processes to assess the competence of anyone acting as a “representative” for the Client and / or the Principal Designer

– NRT Client Reps Point of Contact Assessment Record

– NRT Principal Designers Reps Point of Contact Form.

• These two forms are substantially unchanged – only the front pages are updated to include a few more details about the person being appointed.

NRT RACI Chart and CDM Plan

• Precisely how we deliver a project and exactly who is responsible for doing what is described in two documents:

– NRT Client RACI Chart

– NRT CDM Plan.

• Both templates have been updated

• Both should be reviewed at the commencement of any project to make sure that the contents “fit” what is proposed.

Before a project starts ….

• At the start of every project we have to agree with the National Records Group what we are going to hand over in the Health and Safety File at the end of the work

• The form that is the basis of that process is

NRT H&S Document File Matrix.

• For every project we provide our contractor with project and site-specific details

• The document that is used is the NRT Pre-Construction Information Pack

• This is a template that must be reviewed to ensure it is project-specific.

Site Surveys and Designs

• Contractors should always survey any site they are going to work at

• We have provided a template to record such surveys

• It is mandated in the Pre-Construction Information Pack

NRT Pre-Work Survey Checklist.

• Safety is a major consideration in the design phase of any project

• Things that should / shouldn’t feature in a design are highlighted in a checklist

NRT Red, Amber, Green Design Checklist.

Summary

• NRT has its own suite of documents that are designed to help anyone managing a project

– deliver it in accordance with Network Rail Standards

– comply with the Construction (Design and Management) Regulations, 2015

• They can all be found on Safety Central

• Most of them are templates – they are substantially completed on your behalf but they should all be reviewed at the start of the project to make sure they are project-specific

• They get reviewed annually or as and when some sort of change occurs

• However, they are “live” documents so suggestions for improvement will be welcome. This applies particularly to:

– the NRT Construction Assessment and Checklist (where we may not have captured all work activities) and

– the NRT Red, Amber, Green Design Checklist (where we continue to learn what is and isn’t desirable from a design point of view).
