Summary of this Substantial Amendment
Background: The U.S. Department of Housing and Urban Development (HUD) has provided Neighborhood Stabilization Program (NSP) funds to the City of Kokomo for the acquisition and redevelopment of abandoned, vacant or foreclosed properties which would otherwise be sources of abandonment and blight in the community. The NSP1 program was created through an earlier amendment to the City’s 2008 Consolidated Plan / Annual Action Plan. The City of Kokomo original allocation of NSP1 funding was $2,181,088. Of this, ten percent (10%), or $101,432, was budgeted for administrative expenses, leaving a balance of $912,895 for program activities.
Project Summary: This 2012 plan amendment provides additional funding for the Kingston Demolition/ Clearance Project. A complete description of the additional funding sources and how these funds are being used is described in the activity descriptions below:
1) NSP1 Activity No. 5 – Kingston Demolition/Clearance/Site Remediation Project: An earlier amendment to the NSP1 Action Plan added “Demolition” as an eligible activity, which resulted in a demolition and clearance project at the former Kingston Products building at 1495 N. Webster Street, Kokomo, Indiana. The scope of this project has been revised to include the removal of contaminated soil and other site remediation costs deemed necessary for continued development.
2) 2012 Consolidated Plan Amendment No.1: The Kingston Demolition project will be a new activity within the 2012 Annual Action Plan. A total of $300,000 has been re-allocated from prior-year unspent funds from the Community Development Block Grant (CDBG) program. Of this amount, $150,000 was from a 2005 CDBG account that was originally set aside for a downtown improvement project. The remaining $150,000 was from unspent funds from the Administration account from fiscal years 2005-2010.

NSP eligible use D: “Demolish blighted structures” CDBG eligible activities: The City of Kokomo will undertake the CDBG basic eligible activity “Clearance” for blighted structures only, as described in federal regulations at 24 CFR 570.201(d).
National Objective
Benefiting low, moderate and middle-income persons (LMMH) as defined in the NSP Notice, i.e., at or below one hundred and twenty percent of area median income (120%AMI).
Activity Description
Demolition and clearance of the former Kingston Products factory at 1495 N. Webster will be the primary activity. Once the former Kingston Factory building has been demolished and the site has been cleared, construction will proceed on a planned Low Income Housing Tax Credit project known as Water Tower Place at Kingston Square, a 68-unit unit townhouse development by a partnering Developer, Mecca Companies, Inc. NSP1 funds have not been planned to cover any costs of construction. The project is being leveraged with additional CDBG dollars, as described below. New sidewalk construction will also occur on the perimeter of the project site, but is not included in this project budget. Those funds were originally included in the City’s 2011 CDBG Consolidated Plan / Annual Action Plan. The activity will improve local market conditions within the target area by stabilizing property values and increasing the supply of quality, affordable rental housing for low-income residents in the community.
Location Description
The project location is within the original NSP Target Area, in a low- to moderate-income area of the city. It is bounded on the north by Kirk Street, on the south by Preble Street, on the east by Webster Street, and on the west by Courtland Avenue. This project is also located within a neighborhood target area from the City of Kokomo’s most recent NSP3 plan. The new NSP3 area is bounded on the north by Morgan Street, on the east by Apperson Way, on the south by North Street, and on the west by Philips Street. Citizen Participation Plan
Briefly describe how the grantee followed its citizen participation plan regarding this proposed substantial amendment or abbreviated plan.
Response: Legal notices for public viewing and comment were printed in the Kokomo Tribune and Kokomo Herald. The entire amendment was posted on the City of Kokomo’s website in addition to prior Amendments with certifications and SF 424. Hard copies were also made available for 30 days at the Kokomo-Howard County Public Library and at Kokomo City Hall in the Department of Development.
