SECTION 1 NOTICE INVITING TENDER AND INSTRUCTIONS TO TENDERERS

1.0 GENERAL

1.1 Tender Notice Tenders are invited in Two Packet system by RITES Ltd., a Public Sector Enterprise under the Ministry of Railways, acting for and on behalf of NTPC Limited (Employer) as an Agent/Power of Attorney Holder, from working contractors (including contractors who have executed works within the last five years reckoned from the scheduled date of opening of tender) of Government Organizations / Semi Government Organizations of Central or State Government; or of Public Sector Undertakings / Autonomous Bodies of Central or State Government; or of Public Ltd. Companies listed in Stock Exchange in India or Abroad for the work of “Bridge, Buildings, Workshop and Associated Electrical works for Railway Siding and MGR System of NTPC, Vindhyachal Stage–IV (Package-3)”. (Note: Throughout these bidding documents, the terms ‘bid’ and ‘tender’ and their derivatives are synonymous).

1.2 Estimated Cost of Work

The work is estimated to cost Rs. 40.90 Crore (Rupees Forty Crore & Ninety Lakh only). This Estimate, however, is given merely as a rough guide.

1.3 Time for Completion

The time allowed for completion will be 15 months from the 15th day after the date of issue of Letter of Acceptance, or from the first day of handing over the site, whichever is later.

1.4 Brief Scope of Work:

(a) Fabrication and Erection of Steel Columns, Trusses, G.I. Sheet

Roofing and Pile foundation for Workshop.

(b) Construction of Service Building for Workshop, TXR Office, Control

Room, Electrical Substation Building, Compressor Room,etc.

(c) Construction of Inspection Pits and Laying & Linking of Track.

(d) Construction of bridge with 18.3 m PSC Span, Pier, Abutment and Pile

foundation

(e) Road Work

(f) Associated Electrical Works

(g) Other misc. jobs incidental to completion of the work.

1.5 Availability of Site

The site for the work is available.

2.0 QUALIFICATION CRITERIA TO BE SATISFIED

2.1 The Qualification Criteria to be satisfied are given at Annexure I enclosed.

2.2 The Qualification Criteria to be satisfied will depend on the category of works, whether Normal or Large. Normal Works are those costing upto Rs.30 Crores each and Large Works are those costing more than Rs.30 Crores. The work for which the Tender is being invited falls under the category of Large.

2.3 The Qualification Criteria to be satisfied will also depend on whether the Work

falls in Normal area or Difficult area. Difficult area includes North East States, Jammu & Kashmir, Jharkhand, Chattisgarh and Andaman & Nicobar Islands. Normal area covers all areas other than Difficult area. The work for which this Tender has been invited falls under Normal.

2.4 In this Tender Joint Venture is not allowed. 2.5 The documents to be furnished by the Bidder to prove that he is satisfying the

Qualification Criteria laid down should all be in the Bidder’s name, except in cases where though the name has changed, the owners continued to remain the same and in cases of amalgamation of entities.

3.0 FORMAT AND CHECK LIST FOR SUBMISSION OF INFORMATION ON

QUALIFICATION CRITERIA 3.1 Other than Joint Ventures

The Tenderer shall furnish a Letter of Transmittal as given in Annexure II A enclosing the documents mentioned therein/listed in para 1(a) of Annexure IA.

4.0 CONTENTS OF TENDER DOCUMENT 4.1 Each set of Tender or Bidding Document will comprise the Documents listed

below and addenda issued in accordance with para 7 :

PART – 1:- Technical Bid Packet Section 1 Notice Inviting Tender and Instructions to Tenderers. Section 2 Tender and Contract Form. Section 3 Special Conditions of Contract Section 4 NTPC General Conditions of Contract including Amendments Section 5 Technical Specifications Section 6 Drawings

PART – 2:- Financial Bid Packet

Schedule of Quantities (Bill of Quantities).

5.0 ISSUE OF TENDER DOCUMENT 5.1 A complete set of Tender Document (Technical and Financial Bid) described in

Para 4.1 above can be seen in the office of the “RITES Ltd., Regional Project Office, 13 Km. Milestone, Near Sewa Hospital, NH-24, Lucknow – Sitapur Road, Lucknow – 227208” between hours of 11.00 AM and 4.00 PM every day except on Saturdays, Sundays and Public Holidays.

5.2 One set of Tender Document may be purchased from the office of “RITES Ltd.,

Regional Project Office, 13 Km. Milestone, Near Sewa Hospital, NH-24, Lucknow – Sitapur Road, Lucknow – 227208” from 27.09.2013 to 18.10.2013 for a non refundable fee per set of Rs. 15000.00 (Rupees Fifteen thousand only) in the form of Demand Draft/ Pay Order/ Banker’s cheque drawn on any Scheduled Bank payable at Lucknow in favour of RITES Ltd, on submission of an application. Tender document may be issued free of cost to such applicants as are exempted from payment of cost of tender document as a matter of Government Policy.

5.3 Tender Documents including drawings can also be downloaded from RITES

Website (www.rites.com) and in such a case, the Tenderer shall deposit the cost of tender documents (unless he is exempted from such payment as a matter of Government Policy) along with submission of tender, failing which his tender shall not be opened. The cost of tender documents shall be deposited in the form of a separate Banker’s cheque / Demand Draft / Pay Order and enclosed in the envelope containing the Earnest Money Deposit. In case the Tenderer is

exempted from such payment, the onus of proving such exemption shall rest with the Tenderer and proof of the same shall be placed in the envelope meant for Earnest Money. The amendments / clarifications to the Tender documents will also be available on the above mentioned website.

5.4 Tender Documents downloaded from RITES website shall be considered valid for

participating in the tender process. During the scrutiny of downloaded tender document, if any modification / correction etc. is noticed as compared to the original documents posted on the website, the bid submitted by such a Tenderer is liable to be rejected. In case the bid of a Tenderer who has downloaded the document from website is accepted the contract shall be executed in the original / manual tender document issued by the concerned officer of RITES Ltd., Regional Project Office, Lucknow.

5.5 Clarifications on Tender Documents

A prospective Tenderer requiring any clarification on the Tender Document may notify DGM/C, RITES Ltd., Regional Project Office, Lucknow. (The official nominated for this purpose) in writing or by telefax/ or by E-mail at the following Postal Address/ Fax No./E-mail address:

In cases where Pre-Bid Meeting is not proposed to be held, request for clarifications including request for Extension of Time for submission of Bid, if any, must be received not later than 10 (ten) days prior to the deadline for submission of tenders. Details of such questions raised and clarifications furnished will be uploaded in RITES website without identifying the names of the Bidders who had raised the questions. Any modification of the Tender Document arising out of such clarifications will also be uploaded on RITES website only. In cases where Pre-Bid Meeting is proposed to be held, provisions in para 6.0 below may be referred to.

6.0 PRE-BID MEETING 6.1 Pre Bid Meeting will not be held. 6.2 The Tenderers are required to submit any question on issues relating to the

tender, in writing or by telefax or by E-mail so as to reach DGM/C, RITES Ltd.,

Regional Project Office, Lucknow. (the official nominated for this purpose) not later than 10 (Ten) days before the date fixed for the Opening of Tender.

6.3 The text of the questions raised (without identifying the source of enquiry) and the

responses given will be uploaded on RITES website. Any modifications of the Tender Document which may become necessary shall be made exclusively through the issue of an Addendum / Corrigendum. The Addendum / Corrigendum, if any, will be uploaded on RITES website only.

7.0 AMENDMENT OF TENDER DOCUMENT 7.1 Before the deadline for submission of tenders, the Tender Document may be

modified by RITES Ltd. by issue of addenda/corrigendum. Issue of addenda / corrigenda will however be stopped 7 days prior to the deadline for submission of tenders as finally stipulated.

7.2 Addendum/corrigendum, if any, will be hosted on website only and shall become

a part of the tender document. All Tenderers are advised to see the website for addendum/ corrigendum to the tender document which may be uploaded upto 7 days prior to the deadline for submission of Tender as finally stipulated.

7.3 To give prospective Tenderers reasonable time in which to take the addenda/

corrigenda into account in preparing their tenders, extension of the deadline for submission of tenders may be given as considered necessary by RITES.

8.0 TENDER VALIDITY 8.1 The Tender shall be valid for a period of 90 days from the due date for

submission of Tender or any extended date as indicated in sub para below. 8.2 In exceptional circumstances, during the process of evaluation of tenders and

prior to the expiry of the original time limit for Tender Validity, the Employer may request that the Tenderers may extend the period of validity for a specified additional period. The request and the tenderer’s response shall be made in writing. A Tenderer may refuse the request without forfeiting his Earnest Money. A Tenderer agreeing to the request will not be permitted to modify his Financial Bid to a higher amount but will be required to extend the validity of the Earnest Money for the period of the extension.

9.0 EARNEST MONEY

9.1 The Tender should be accompanied by Earnest Money of Rs.40.90 Lakh (Rupees Forty Lakh & Ninety Thousand only) in any of the forms given below:- Banker’s Cheque / Pay Order/ Demand Draft payable at Lucknow, drawn in favour of “RITES Ltd.”. Banker’s Cheque / Pay Order/ Demand Draft may be drawn on any Indian National bank / Scheduled bank.

9.2 Any Tender not accompanied by Earnest Money in an acceptable form shall be rejected by the Employer/Owner as non-responsive unless the tenderer is exempted from payment of Earnest Money as a matter of Government Policy. The onus of proving such exemption shall rest with the Tenderer and such proof shall be placed in the envelope meant for Earnest Money.

9.3 Refund of Earnest Money a) Two Packet System

(i) The Earnest Money of the Tenderers whose Technical Bid is found not acceptable will be returned without interest soon after scrutiny of Technical Bid has been completed by the Employer subject to provisions of Para 9.4 (b). The Earnest Money of the Tenderers whose Technical Bid is found acceptable but Financial Bid is rejected will be returned without interest within 28 days of the end of Tender Validity Period subject to provisions of Para 9.4 (b).

b) Single Packet System : Not Applicable c) The Earnest Money shall be refunded only through Electronic Fund Transfer.

The tenderer shall submit RTGS/NEFT Mandate Form as per proforma given in Annexure IX duly filled in.

d) The Earnest Money of the successful Tenderer will be refunded without any

interest after the receipt of Contract Performance Security in terms of Clause 22 of General Conditions of Contract.

9.4 The Earnest Money is liable to be forfeited

a) if after bid opening, but before expiry of bid validity or issue of Letter of Acceptance, whichever is earlier, any Tenderer

i) withdraws his tender or

ii) makes any modification in the terms and conditions of the tender

which are not acceptable to the Employer/Owner.

b) in case any statement/information/document furnished by the Tenderer is found to be incorrect or false.

c) in the case of a successful Tenderer, if the Tenderer

i) fails to furnish the Contract Performance Security within the period

specified under Clause 22 of General Conditions of Contract. or

ii) fails to commence the work without valid reasons from the 15th day after the date of issue of Letter of Acceptance or from the first date of handing over of the site, whichever is later.

In case of forfeiture of Earnest Money as prescribed hereinabove, the Tenderer shall not be allowed to participate in the retendering process of the work.

10.0 ALTERNATIVE PROPOSALS BY THE TENDERERS

The Tenderers shall submit offers which comply strictly with the requirements of the Tender Document as amended from time to time as indicated in Para 7.0 above. Alternatives or any modifications shall render the Tender invalid.

11.0 SUBMISSION OF TENDER 11.1 Two Packet System and Single Packet System (a) Two Packet System The tenderer shall submit the Tender in original in two packets as under:- PACKET A: - TECHNICAL BID Envelope 1 Earnest Money alongwith Mandate Form as per

Annexure IX and Cost of Tender Document if the bid is submitted on the document downloaded from RITES website, unless exempted from both payments as a matter of Government Policy. If exempted, the

documents substantiating such exemption must be placed in this envelope.

Envelope 2 “Authority to Sign”, ‘Integrity Pact’ (when applicable)

and Qualification Information along with all enclosures / documents as per Letter of Transmittal/ Checklist given in Annexure II A. As regards “Authority to Sign” Para 11.2 below may be referred to. As regards ‘Integrity Pact’, para 11.7 below may be referred to.

Technical Bid (Part 1) (Refer Para 4.1) including signature on Tender Form (Section 2) duly witnessed after filling up blanks therein. “Each page of the above documents including all Drawings should bear the dated initials of the Tenderer along with the seal of the Company, in token of confirmation of having understood the Contents”.

PACKET B: - FINANCIAL BID Envelope 3 Schedule/Bill of Quantities. Each page of the Financial Bid (Part 2 – Refer Para 4.1) should be signed by the Tenderer along with the seal of the company. In the last page of Financial Bid, at the end, the Tenderer should sign in full with the name of the Company, Seal of the Company and Date.

All rates and amounts, whether in figures and words, must be written in indelible ink. Each Correction, Cutting, Addition and overwriting should be initialed by the Tenderer.

The rates must be quoted in decimal coinage. Amounts must be quoted in full rupees by ignoring fifty paise and less and considering more than fifty paise as rupee one. If the same item figures in more than one section/part of Schedule of Quantities, the Tenderer should quote the same rate for that item in all sections/parts. If different rates are quoted for the same item, the least of the different rates quoted only shall be considered for evaluation of that item in all sections/parts of the Schedule of Quantities.

Instructions contained in subsequent Para 17.6 (a) on “Item rate tender” and 17.6 (b) on “Percentage rate tender” may be carefully studied and complied with. b) Single Packet System: Not Applicable.

11.2 Authority to Sign a) If the applicant is an individual, he should sign above his full type written

name and current address.

b) If the applicant is a proprietary firm, the Proprietor should sign above his full type written name and the full name of his firm with its current address.

c) If the applicant is a firm in partnership, the Documents should be signed by

all the partners of the firm above their full type written names and current addresses. Alternatively the Documents should be signed by the person holding Power of Attorney for the firm in the Format at Annexure IV.

d) If the applicant is a limited Company, or a Corporation, the Documents

shall be signed by a duly authorized person holding Power of Attorney for signing the Documents in the Format at Annexure IV.

11.3 Items to be kept in mind while furnishing details

While filling in Qualification Information documents and the Financial Bid, following should be kept in mind: i) There shall be no additions or alterations except those to comply with the

instructions issued by the Employer/Owner or as necessary to correct errors, if any, made by the Tenderers.

ii) Conditional Offer/ Tender will be rejected. Unconditional rebate/ discounts

in the Financial offer will however be accepted. iii) The Employer/Owner reserves the right to accept or reject any conditional

rebate/discounts. While evaluating the Bid Price, the conditional rebates/discounts which are in excess of the requirements of the bidding documents or otherwise result in accrual of unsolicited benefits to the Employer/Owner, shall not be taken into account.

11.4 Sealing and Marking of Tenders 11.4.1 Two Packet System

(a) PACKET A – TECHNICAL BID

Envelopes 1 & 2 as described in Para 11.1 (a) above should be sealed separately superscribing “Technical Bid” with Envelope Number, Name of the work and Name of the tenderer. In addition, the following should also be superscribed on the respective envelopes.

Envelope 1 i) Earnest Money along with Mandate Form as

per Annexure IX. ii) Cost of Tender Document if the Bid is

submitted on the document downloaded from RITES website.

iii) If the Bidder is exempted from payment of

Earnest Money and Cost of Tender Document, he should superscribe “Documents Substantiating Exemption from Payment of Earnest Money and Cost of Tender Documents”

Envelope 2 i) Authority to Sign, ‘Integrity Pact’ (when

applicable as per para 11.7 below) and Qualification Information/ documents as per checklist in Annexure IIA.

ii) Technical Bid including Drawings Both the envelopes should be put in a packet which should be sealed. The following should be superscribed on the packet: i) Packet A – Technical Bid ii) Name of the Work iii) Name of the Tenderer

(b) PACKET B – FINANCIAL BID

Envelope 3 – Financial Bid should be put in Packet B which should be sealed. The following should be superscribed on the packet. i) Packet B - Financial Bid ii) Name of the work iii) Name of the tenderer

(c) Both packets A and B should be put inside an outer envelope and sealed. This

envelope should be superscribed with the following details:

i) Tender for (Name of work) ii) Tender number iii) Date and time of opening of Tender

11.4.2 Single Packet System : Not Applicable

11.4.3 If the envelopes and packets are not superscribed and sealed as indicated in Paras 11.4.1/ 11.4.2 above, the NTPC/RITES will assume no responsibility for the misplacement or premature opening of the Tender.

11.5 Deadline for submission of Tender

11.5.1 Tenders must be received by the RITES at the following address not later than

15.00 Hrs. on 21.10.2013. In the event of the specified date for the submission of the Tender being declared a holiday due to Strike/Bandh or on any account by the RITES, the Tenders will be received up to the appointed time on the next working day. 11.5.2 The RITES may extend the deadline for submission of Tenders by issuing an amendment in writing in accordance with Para 7.3 in which case all rights and obligations of the RITES and the Tenderer previously subject to the original deadline will be subject to new deadline.

11.6 Late Tender / Delayed Tender

Any Tender received by the RITES after the specified date and time of receipt of Tender will be returned unopened to the Tenderer.

11.7 Integrity Pact

(i) The Bidder/Contractor is required to enter into an Integrity Pact with the Employer, in the Format at Annexure VIII. The Integrity Pact enclosed as Annexure VIII will be signed by RITES for and on behalf of NTPC as its Agent/Power of Attorney Holder at the time of execution of Agreement with the successful Bidder. While submitting the Bid, the Integrity Pact shall be

signed by the duly authorized signatory of the Bidder/Lead Member of JV. In case of failure to submit the Integrity Pact duly signed and witnessed, along with the Bid, the Bid is likely to be rejected.

(ii) In case of any contradiction between the Terms and Conditions of the Bid

Document and the Integrity Pact, the former will prevail. Provided always that provision of this para 11.7 – Integrity Pact, shall be

applicable only when so provided in para 11.7A below which will also stipulate the name and address of the Independent External Monitor as well as the Name, designation and address of the official nominated by the Employer to act as the Liaison Officer between the Independent External Monitor and the Engineer-in-Charge as well as the Contractor.

deadline prescribed in para 11.5 for submission of Bids. 11.8.2 Each modification or withdrawal notice shall be prepared, sealed, marked and

delivered in accordance with paras 11.1, 11.2 and 11.4 with the outer envelopes additionally marked ‘Modification’ or ‘Withdrawal’ as appropriate.

The envelopes for modifications on ‘Technical Bid’ and ‘Financial Bid’ shall be submitted in separate sealed envelopes and marked as ‘Modifications of Technical Bid’ or ‘Modifications of Financial Bid’ as the case may be.

11.8.3 No bid may be modified after the deadline for submission of Bids except as

indicated below. If a Bidder makes a suo moto offer of rebate / discount in his Financial Bid after the deadline for submission of Bids, such offer will not be considered for Financial evaluation of Tenders. But if the Tenderer is successful

in the Bid based on his original offer without considering the suo moto offer, the rebate / discount offered will be taken into account for incorporation in the Contract Agreement.

11.8.4 Withdrawal or modification of a Bid, subject to provisions in Para 11.8.3 above,

after the deadline for submission of Bids shall result in forfeiture of the Earnest Money.

12.0 TENDER OPENING, EVALUATION AND CLARIFICATIONS OF APPLICATIONS 12.1 The RITES will open all the Tenders received (except those received late or

delayed) as described in para 12.2/12.3 below, in the presence of the Tenderers or their representatives who choose to attend at 15.30 Hrs. on 21.10.2013 in the office of RITES Ltd., Regional Project Office, 13 Km. Milestone, Near Sewa Hospital, NH-24, Lucknow – Sitapur Road, Lucknow – 227208, Phone: 0522-2771892, 2771894, Fax – 0522- 2771893. In the event of the specified date of the opening being declared a holiday by the Employer, the Tenders will be opened at the appointed time and location on the next working day.

12.2 Two Packet System (a) (i) The PACKET A will be opened and Envelope 1 containing Earnest Money

and Cost of Tender Document (where Bid is submitted in the document downloaded from RITES website) of all the Tenderers will be opened first and checked. If the Earnest Money furnished is not for the stipulated amount or is not in an acceptable form (unless exempted) and where applicable, the cost of Tender Document has not been enclosed for the correct amount and in an acceptable form (unless exempted), the Envelope 2 of PACKET A (TECHNICAL BID) and PACKET B will be returned to the Tenderer concerned unopened at the time of opening of the Tender itself. The Envelopes 2 of PACKET A (TECHNICAL BID) of other Tenderers who have furnished Earnest Money of correct amount in acceptable form (unless exempted) and where applicable the cost of Tender Document for the correct amount and in an acceptable form (unless exempted) will then be opened. The Tenderer’s name, the presence of Earnest Money and Authority to sign and such other details as the Employer/Owner may consider appropriate will be announced by the Employer/Owner at the time of opening of Packet A. (FINANCIAL BID) of the Tenderers whose Technical Bids have been accepted for evaluation will be checked to see if the seals are intact. All such PACKETS B will be put in an envelope and sealed. The NTPCs/RITES’s official opening the Tender will sign on this envelope and will also take the signatures of preferably atleast two Tenderers or their representatives present. This envelope will be kept in safe custody by the RITES.

(b) The NTPC/RITES will scrutinize the Technical Bids accepted for evaluation to

determine whether each Tenderer

(i) has submitted `Authority to sign’ as per para 11.2 above and Integrity Pact (where applicable) duly signed and witnessed as per para 11.7 above;

(ii) meets the Qualification Criteria stipulated in Para 2.0; and

(iii) conforms to all terms, conditions and specifications of the Tender Document without any modifications or conditions.

(c) If required, the RITES may ask any such Tenderer for clarifications on his

Technical Bid. The request for clarification and the response from the Tenderer will be in writing. If a Tenderer does not submit the clarification/document requested, by the date and time set in the RITES’s request for clarification, the bid of such Tenderer is likely to be rejected. Tenderers whose Technical Bids are not found acceptable will be advised of the same and their Earnest Money and PACKET B (FINANCIAL BID) will be returned unopened. Tenderers whose Technical Bids are found acceptable will be advised accordingly and will also be intimated in writing of the time and date and place where and when the PACKET B (Financial Bid) will be opened.

(d) At the appointed place, time and date, in the presence of the Tenderers or

their representatives who choose to be present, the RITES/NTPC will open the envelopes containing the PACKET B (FINANCIAL BID). The Tenderer’s name, the tender amount quoted and such other details as the RITES/NTPC may consider appropriate will be announced by the Employer/Owner.

12.3 Single Packet System : Not Applicable 13.0 INSPECTION OF SITE BY THE TENDERERS

Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their Tenders, as to the nature of the ground

and sub-soil (as far as is practicable), the form and nature of the site, the means of access to the site, the accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their Tender. A Tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. The Tenderer shall be responsible for arranging and maintaining at his own cost all materials, tools & plants, water, electricity, access, facilities for workers and all other services required for executing the work unless otherwise specifically provided for in the contract documents. Submission of a tender by a Tenderer implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and of conditions and rates at which stores, tools and plant etc. will be issued to him by the Employer/Owner and local conditions and other factors having a bearing on the execution of the work.

14.0 EMPLOYER’S/OWNER’S RIGHT ON ACCEPTANCE OF ANY TENDER

(i) If required, the Employer/Owner may ask any Tenderer the breakdown of unit rates. If the Tenderer does not submit the clarification by the date and time set in the Employers/Owners request for clarification, such Tender is likely to be rejected.

(ii) The competent authority on behalf of the Employer does not bind himself to

accept the lowest or any other Tender and reserves to himself the authority to reject any or all the Tenders received without the assignment of any reason. All Tenders in which any of the prescribed conditions is not fulfilled or any condition is put forth by the Tenderer shall be summarily rejected.

15.0 CANVASSING PROHIBITED

Canvassing whether directly or indirectly, in connection with tenders is strictly prohibited and the tenders submitted by the Contractors who resort to canvassing will be liable to rejection.

16.0 EMPLOYER’s/OWNER's RIGHT TO ACCEPT WHOLE OR PART OF THE

TENDER

The competent authority on behalf of the Employer/Owner reserves to himself the right of accepting the whole or any part of the tender and the Tenderer shall be bound to perform the same at the rates quoted.

17.0 MISCELLANEOUS RULES AND DIRECTIONS 17.1 The Tenderer shall not be permitted to tender for works if his near relative is

posted as Associated Finance Officer between the grades of AGM(F) and J.M (F) in the concerned SBU Unit of RITES or as an officer in any capacity between the grades of GGM/GM and Engineer (both inclusive) of the concerned SBU of the Employer/Owner. He shall also intimate the names of persons who are working with him in any capacity or are subsequently employed by him and who are near relatives to any Gazetted officer in the organization of the Employer/Owner. Any breach of this condition by the Tenderer would render his Tender to be rejected.

No Engineer of Gazetted rank or other Gazetted Officer employed in Engineering or Administrative duties in an Engineering Department of the Organisation of the Employer/Owner is allowed to work as a contractor for a period of one year after his retirement from the Employer’s/Owner’s service without the previous permission of the Employer/Owner in writing. The contract is liable to be cancelled if either the Contractor or any of his employees is found any time to be such a person who had not obtained the permission of the Employer/Owner as aforesaid before submission of the tender or engagement in the Contractor’s service.

17.2 If required by the Employer/Owner, the Tenderers shall sign a declaration under the officials Secret Act 1923, for maintaining secrecy of the tender documents drawings or other records connected with the work given to them. The unsuccessful Tenderers shall return all the drawings given to them.

17.3 Use of correcting fluid anywhere in tender document is not permitted. Such tender is liable for rejection.

17.4 a) In the case of Item Rate Tenders, only rates quoted shall be considered. Any tender containing percentage below/above the rates quoted is liable to be rejected. Rates quoted by the Tenderer in item rate tender in figures and words shall be accurately filled in so that there is no discrepancy in the rates written in figures and words. However, if a discrepancy is found, the rates which correspond with the amount worked out by the Tenderer shall unless otherwise proved be taken as correct. If the amount of an item is not worked out by the Tenderer or it does not correspond with the rates written either in figures or in words then the rates quoted by the Tenderer in words shall be taken as correct. Where the rates quoted by the Tenderer in figures and in words tally but the amount is not worked out correctly, the rates quoted by the Tenderer will, unless otherwise provided, be taken as correct and not the amount. In the event that no rate has been quoted for any item(s), leaving space both in figure (s) or word(s) and the amount blank, it will be presumed that the Tenderer has included the cost of this/ these item (s)

in other items and rate for such item (s) will be considered as zero and work will be required to be executed accordingly.

b) In case of percentage Rate Tender only percentage quoted shall be considered. Any tender containing item rates is liable to be rejected. Percentage quoted by the Tenderer in percentage rate tender shall be accurately filled in figures and words so that there is no discrepancy. If, for any Schedule in Financial Bid, the total amount has been indicated by the Tenderer and if discrepancy is noticed in the percentages quoted in words and figures, then the percentage which corresponds with the total amount, shall, unless otherwise proved be taken as correct. If the total amount is not worked out or if worked out, it does not correspond with the percentages written either in figures or in words, then the percentage quoted by Tenderer in words shall be taken as correct. When the percentages quoted by the Tenderer in figures and in words tally but the total amount is not worked out correctly, the percentage quoted by the Tenderes shall be taken as correct, unless proved otherwise and the total amount worked out accordingly.

17.5 In the case of any Item rate tender where unit rate of any item/items appears

unrealistic, such tender will be considered as unbalanced and in case the Tenderer is unable to provide satisfactory explanation, such a tender is liable to be disqualified and rejected.

17.6 (a) In Item rate Tender; all rates shall be quoted on the tender form. The amount

for each item should be worked out and requisite totals given. Special care should be taken to write the rates in figures as well as in words and the amount in figures only, in such a way that interpolation is not possible. The total amount in each Schedule should be written both in figures and in words. In case of figures, the word ‘Rs.’ should be written before the figure of rupees and word ‘P’ after the decimal figures, e.g. Rs.2.15 P and in case of words, the word, ‘Rupees’ should precede and the word ‘Paise’ should be written at the end. Unless the rate is in whole rupees and followed by the word ‘only’ it should invariably be up to two decimal places. While quoting the rate in schedule of quantities, the word ‘only’ should be written closely following the amount and it should not be written in the next line.

(b) In Percentage Rate Tender, the Tenderer shall quote percentage below /

above (in figures as well as in words) at which he will be willing to execute the work. He shall also work out the total amount of his offer and the same should be written in figures as well as in words in such a way that no interpolation is possible. In case of figures, the word “Rs” should be written before the figure rupees and word ‘P’ after the decimal figures (eg.) Rs.2.15 P and in case of words

the word “Rupees” should precede and the word “Paisa” should be written at the end.

17.7 Sales-tax/VAT (except Service Tax), purchase tax, turnover tax or any other tax/

Cess on material, labour and Works in respect of this Contract shall be payable by the Contractor and the Employer will not entertain any claim whatsoever in respect of the same. However, in respect of Service Tax, same shall be paid by the Contractor to the concerned department on demand and it will be reimbursed to him by the Engineer-in-Charge after satisfying that it has been actually and genuinely paid by the Contractor.

17.8 Each Bidder shall submit only one Bid either as an individual or as a Proprietor in

a Proprietary firm or as a Partner in a Partnership firm or as a Director of a limited Company/Corporation. Any Bidder who has submitted a Bid for a work, shall not be a witness for any other Bidder for the same work. Failure to observe the above stipulations would render all such Tenders submitted as a Bidder and / or as a witness, liable to summary rejection.

17.9 The Contractor shall be fully responsible for all matters arising out of the

Performance of the Contract and shall, at his own expense, comply with all laws/ acts/ enactments/ orders/ regulations/ obligations whatsoever of the Government of India, State Government, Local Body and any Statutory Authority.

18.0 SIGNING OF CONTRACT AGREEMENT 18.1 The Tenderer whose tender has been accepted will be notified of the award by

the RITES by issue of a `Letter of Acceptance’ ‘ prior to expiration of the Bid Validity period, in the form at Annexure VI.

The Letter of Acceptance will be sent to the Contractor in two copies one of which he should return promptly, duly signed and stamped. The Letter of Acceptance will be a binding Contract between the Employer and the Contractor till the formal Contract Agreement is executed.

18.2 Within the period as specified in Clause 22 of General Conditions of Contract, of the date of issue of Letter of Acceptance, the successful Tenderer shall deliver to the Employer/Owner, Performance Guarantee and Additional Performance Guarantee (where applicable) in the format prescribed.

18.3 The Tenderer whose Tender is accepted shall be required to submit at his cost stamp papers of appropriate value as per the provisions of Indian Stamp Act within 15 days of the date of issue of Letter of Acceptance.

18.4 At the same time the RITES notifies the successful Tenderer that his Tender has been accepted, the Employer will direct him to attend the Employer’s office within 28 days of issue of Letter of Acceptance for signing the Agreement in the proforma at Annexure VII. The Agreement will however be signed only after the Contractor furnishes Performance Guarantee and Additional Performance Guarantee (where applicable) and hence, where justified, the period of 28 days stipulated above will be extended suitably.

ANNEXURE – I

QUALIFYING CRITERIA FOR WORKS CONTRACTS 1. Annual Financial Turnover

The bidder should have achieved a minimum annual financial turnover of Rs. 32.72 Crore (Rupees Thirty Two Crore & Seventy Two Lakh Only) in any one of the last 5 Financial Years.

Notes :

- The financial turnover will be taken as given under the head “Income” in audited Profit and Loss Account and excluding non-recurring income, income from other sources and stock. It is clarified that the Financial Turnover means relevant revenue as recorded in the Income side of Profit and Loss Account. It does not mean Profit.

- Closing stocks in whatsoever manner should not form part of turnover. - Weightage of 5% (compounded annually) shall be given for equating the financial

turnover of the previous years to the current year.

- For considering the Financial Years, for example for a work for which the Tender is being opened in Financial Year 2011-12, the last five Financial Years shall be 2010-11, 2009-10, 2008-09, 2007-08 and 2006-07. For a Tender opened on (say) 06.06.11 (F.Y. 2011-12), with weightage of 5% compounded annually, the weightages to be applied on the Turnover of the previous five Financial Years will be : F.Y. 2010-11 = 1.050; F.Y. 2009-10 = 1.103; F.Y. 2008-09 = 1.158; F.Y. 2007-08 = 1.216; F.Y. 2006-07 = 1.276.

- The Bidder should furnish Annual Financial Turnover for each of the last 5 Financial Years in tabular form (PROFORMA – 4) and give reference of the document (with page no.) relied upon in support of meeting the Qualification Criterion.

- The Bidder should submit self attested copy of Auditor’s Report along with Balance Sheet and Profit and Loss Statement along with Schedules for the relevant Financial Year in which the minimum criterion is met. Provisional audit reports or certified statements will not be accepted.

- If the Audited Balance Sheet for the immediately preceding year is not available in case of tender opened before 30th Sept., audited Balance Sheets, Profit and Loss Statements and other financial statements of the five Financial Years immediately

preceding the previous Financial Year may be adopted for evaluating the credentials of the Bidder.

2. WORK EXPERIENCE a) Similar Works Experience

(i) For works in normal areas (other than difficult areas)

The Bidder should have satisfactorily completed in his own name or proportionate share as member of a Joint Venture, At least one similar work of minimum value of Rs. 32.72 Crore (Rupees Thirty Two Crore & Seventy Two Lakh Only). OR At least two similar works each of minimum value of Rs. 20.45 Crore (Rupees Twenty Crore & Forty Five Lakh Only). OR At least three similar works each of minimum value of Rs.16.36 Crore (Rupees Sixteen Crore & Thirty Six Lakh Only). during the last 5 (five) years prior to the last stipulated date for submission of the Bid. Works completed prior to the cut off date shall not be considered.

Similar Works

Similar Works shall mean the work of any Civil Engineering Construction carried out in India involving Building/ Workshop /Shed/ Bridge.

Notes: - A weightage of 5% (compounded annually from the date of completion of the

work to the submission of the Bid) shall be given for equating the value of works of the previous years to the current year.

- Only such works shall be considered where physical completion of entire work is over or commissioning of work has been done, whichever is earlier.

- The Bidder should submit the details of such similar completed works as per the format at PROFORMA-1 enclosed.

- Works carried out by another Contractor on behalf of the Bidder on a back to back basis will not be considered for satisfaction of the Qualification Criterion by the Bidder.

- Credential certificates issued by Government Organizations / Semi Government Organizations of Central or State Government; or by Public Sector Undertakings / Autonomous Bodies of Central or State Government; or by Public Ltd. Companies listed in Sock Exchange in India or Abroad shall only be accepted for assessing the eligibility of a Tenderer.

- The cutoff date shall be calculated backwards from the last stipulated date for submission/ opening of Tender i.e. for a Tender which is being opened on 06.08.2011, the cut off date shall be 07.08.06.

b) Construction Experience in key activities/specified components: To qualify for award of the contract, each Bidder in his own name or as a member of a Joint Venture should have, in the last five Years prior to the last stipulated date for submission of the Bid, executed the following key activities in one any work:

(i) Fabrication & Erection of 100MT Structural Steel

(ii) Construction of Pre Stressed Concrete Bridge. Notes: - The work satisfying the criterion for a particular key activity may be

different from a work satisfying the criterion for another key activity. - The Bidder should furnish with his Bid a tabular statement giving contract-

wise quantities of key activities / specialised components executed in the last 5 years which meet the Qualification Criterion along with documentary proof in support thereof (indicating page nos.).

- Even if a work has not been completed but if the specified quantity of the key activity has been completed, the same shall be taken into consideration for the purpose of this criterion.

- Any work executed by the Bidder as a member of a Joint Venture will be accepted provided there is documentary proof in support of the same either in the MOU/ Agreement of the JV or in a declaration by the other Members of that JV or the Client confirming that the specialized work was actually executed by the Bidder.

A Solvency Certificate of minimum solvency of Rs. 16.36 Crore (Rupees Sixteen Crore & Thirty Six Lakh Only) (suggested format at PROFORMA 2) from a Nationalized or Scheduled Bank issued not earlier than 6 months from the last date for submission of tender is required to be submitted by the bidder.

Notes:

- The certificate so produced by the Bidder may be got verified from the issuing Bank.

4. PROFITABILITY

The applicant firm shall be a profit (net) making firm and shall have made profit in each of the last two Financial Years and in atleast one out of the three Financial Years immediately preceding the last two Financial Years.

The Bidder should furnish figures of net profit of last 5 years in a tabular form in Format at Proforma - 5 and submit attested copies of Auditor’s Reports along with audited Balance Sheets and Profit and Loss Statements for the last Five Financial Years. In case the firm is profit making for the last three Financial Years continuously, the Bidder may submit the above documents for last three Financial Years only. Specific reference with page no. of document which proves satisfaction of this Qualifying Criterion should be indicated in the tabular statement.

5. POINTS TO NOTE ON SATISFACTION OF QUALIFYING CRITERIA IN CASE

OF BOTH LARGE AND NORMAL WORKS

a) Sub-Contractor’s Experiences and Resources Sub-Contractors’ Experiences and Resources will not be taken into

account in determining the Bidder’s compliance with the qualifying criteria. b) Experiences and Resources of the Parent Company and other

subsidiary companies

If the Bidder is a wholly owned subsidiary of a company, the experience and resources of the owner/parent company or its other subsidiaries will not be taken into account. However, if the Bidder is a Company, the Experience and Resources of its subsidiaries will be taken into consideration.

6. DECLARATION BY THE BIDDER

Even though the Bidders may meet the above qualifying criteria, they are subject to be disqualified if they have

a) Made misleading or false representation in the forms, statements and attachments in proof of the qualification requirements. In such a case, besides Tenderer’s liability to action under para 9.4 of Instructions to Tenderers, the Tenderer is liable to face the penalty of banning of business dealings with him by RITES.

b) Records of poor performance such as abandoning the work, not properly completing the contract, inordinate delays in completion, litigation history or financial failures etc.

c) Their business banned or suspended by any Central/State Government Department/ Public Undertaking or Enterprise of Central/State Government and such ban is in force.

d) Not submitted all the supporting documents or not furnished the relevant details as per the prescribed format.

of NTPC LTD. hereinafter called the “Employer” AND ____________ hereinafter referred to as "The Bidder/Contractor" Preamble The Employer/Owner intends to award, under laid down organizational procedures, contract/s for “Bridge, Buildings, Workshop and associated Electrical works for Railway Siding and MGR System of NTPC, Vindhyachal Stage–IV (Package-3)”. The Employer/Owner values full compliance with all relevant laws and regulations, and economic use of resources, and of fairness and transparency in his relations with the Bidder/s and/or contractor/s. In order to achieve these goals, the Employer/Owner will appoint an Independent External Monitor (IEM) who will monitor the Tender process and execution of the contract for compliance with the principles mentioned above.

Section 1 – Commitments of the Employer/Owner

(1) The Employer commits himself to take all measures necessary to prevent corruption and to observe the following principles:-

1. No employee of the Employer/Owner, personally or through family

members, will in connection with the tender or for the execution of the contract, demand, take a promise for or accept, for self or third person, any material or immaterial benefit which the person is not legally entitled to.

2. The Employer/Owner will, during the tender process, treat all Bidders with

equity and reason. The Employer/Owner will in particular, before and during the tender process, provide to all Bidders the same information and will not provide to any Bidder confidential/additional information through which the Bidder could obtain an advantage in relation to the tender process or the contract execution.

3. The Employer/Owner will exclude from the process all known prejudiced

persons.

(2) If the Employer/Owner obtains information on the conduct of any of his

employees which is a criminal offence under the IPC (Indian Penal Code) /PC (Prevention of Corruption) Act, or if there be a substantive suspicion in this regard, the Employer/Owner will inform its Chief Vigilance Officer and in addition can initiate disciplinary action.

Section 2 – Commitments of the Bidder/Contractor

(1) The Bidder/Contractor commits himself to take all measures necessary to prevent

corruption. He commits himself to observe the following principles during his participation in the tender process and during the contract execution.

1. The Bidder/Contractor will not directly or through any other person or firm,

offer, promise or give to any of the Employer’s/Owner’s employees involved in the tender process or the execution of the contract or to any third person any material or other benefit which he is not legally entitled to, in order to obtain in exchange any advantage of any kind whatsoever during the tender process or during the execution of the contract.

2. The Bidder/Contractor will not enter with other Bidders into any

undisclosed agreement or understanding, whether formal or informal. This applies in particular to prices, specifications, certifications, subsidiary contracts, submission or non-submission of bids or any other actions, to restrict competitiveness or to introduce cartelization in the bidding process.

3. The Bidder/Contractor will not commit any offence under the relevant

IPC/PC Act; further the Bidder/ Contractor will not use improperly, for purposes of competition or personal gain, or pass on to others, any information or document provided by the Employer as part of the business relationship, regarding plans, technical proposals and business details, including information contained or transmitted electronically.

4. The Bidder/Contractor will, when presenting his bid, disclose any and all

payments he has made, is committed to or intends to make to agents, brokers or any other intermediaries in connection with the award of the contract.

(2) The Bidder/ Contractor will not instigate third persons to commit offences outlined

above or be an accessory to such offences.

Section 3-Disqualification from tender process and exclusion from future contracts

If the Bidder/Contractor, before award or during execution has committed a transgression through a violation of Section 2 above, or in any other form such as to put his reliability or credibility in question, the Employer/Owner is entitled to disqualify the Bidder/Contractor from the tender process or take action as per the procedure mentioned in the "Guideline on banning of business dealing" annexed and marked as Annexure "A".

Section 4- Compensation for Damages

(1) If the Employer/Owner has disqualified in terms of the provisions in Section 3, the Bidder/Contractor from the tender process prior to the award of contract, the Employer/Owner is entitled to demand and recover the damages equivalent to Earnest Money Deposit/ Bid Security.

(2) If the Employer/Owner has terminated the contract during execution in terms of

the provisions under Section 3, the Employer/Owner shall be entitled to demand and recover from the Contractor the damages equivalent to Earnest Money Deposit, Security Deposits already recovered and Performance Guarantee, which shall be absolutely at the disposal of the Employer/Owner.

Section -5 Previous transgression

(1) The Bidder/ Contractor declares that no previous transgression occurred in the last

3 years with any other Company in any country conforming to the Anti-Corruption approach or with any other Public Sector Enterprise in India that could justify his exclusion from the tender process.

(2) If the Bidder/Contractor makes incorrect statement on this subject, he can be

disqualified from the tender process or action can be taken as per the procedure mentioned in "Guideline on banning of business dealing".

Section -6 Equal treatment of all Bidders/Contractors/Sub-Contractors

(1) The Bidder/Contractor undertakes to demand from all partners/sub-contractors (if

permitted under the conditions/ clauses of the contract) a commitment to act in conformity with this Integrity Pact and to submit it to the Employer/Owner before signing the contract.

(2) The Bidder/ Contractor confirms that any violation by any of his partners/sub-contractors to act in conformity with the provisions of this Integrity Pact can be construed as a violation by the Bidder/Contractor himself, leading to possible Termination of Contract in terms of Section 4.

(3) The Employer/Owner will disqualify from the tender process all bidders who do

not sign this Pact or violate its provisions.

Section 7- Criminal charges against violating Bidders/Contractors/Sub-Contractors

If the Employer/Owner obtains knowledge of conduct of a Bidder, Contractor or Partners/Sub-Contractor, or of an employee or a representative or an associate of a Bidder, Contractor or Sub-Contractor, which constitutes corruption, or if the Employer/Owner has substantive suspicion in this regard, the Employer/Owner will inform the same to its Chief Vigilance Officer.

Section -8 Independent External Monitor/Monitors

(1) The Employer/Owner shall appoint competent and credible Independent External

Monitor for this Pact. The task of the Monitor is to review independently and objectively, whether and to what extent the parties comply with the obligations under this agreement.

(2) The Monitor is not subject to instructions by the representatives of the parties and will perform his functions neutrally and independently. He will report to the MD/RITES Ltd.

(3) The Bidder/Contractor accepts that the Monitor has the right of access without restriction to all Project documentation of the Employer/Owner including that provided by the Contractor. The Contractor will also grant the Monitor, upon his request and demonstration of a valid interest, unrestricted and unconditional access to his project documentation. The same is applicable to Partners/Sub-Contractors. The Monitor is under contractual obligation to treat the information and documents of the Bidder/Contractor/Partners/Sub-Contractor with confidentiality.

(4) The Employer/Owner will provide to the Monitor sufficient information about all

meetings among the parties related to the Project provided such meetings could have an impact on the contractual relations between the Employer/Owner and the Contractor. The parties offer to the Monitor the option to participate in such meetings.

(5) As soon as the Monitor notices or has reason to believe that violation of the

agreement by the Employer/Owner or the Bidder/ Contractor, has taken place, he will request the Party concerned to discontinue or take corrective action, or to take any other relevant action. The Monitor can in this regard submit non-binding recommendations. Beyond this, the Monitor has no right to demand from the parties that they act in a specific manner or refrain from action or tolerate action.

(6) The Monitor will submit a written report to the MD/RITES Ltd. within 8-10 weeks

from the date of reference or intimation to him by the Employer/Owner and should the occasion arise, submit proposal for correcting problematic situations.

(7) If the Monitor has reported to the MD/RITES Ltd. of a substantiated suspicion of

an offence under relevant IPC/PC Act, and the MD/RITES Ltd. has not, within reasonable time, taken visible action to proceed against such offender or reported it to the Chief Vigilance Officer, the Monitor may also transmit this information directly to the Central Vigilance Commissioner.

(8) The word Monitor would include both singular and plural.

Section – 9 Pact Duration This pact begins when both parties have legally signed it. It expires for the Contractor when his Security Deposit is released on completion of the Maintenance Period and for all other Tenderers six months after the Contract has been awarded. If any claim is made/lodged during this time the same shall be binding and continue to be valid despite the lapse of this pact specified above, unless it is discharged/determined by MD/RITES Ltd.

Section 10 Other Provisions

(1) This agreement is subject to Indian Law. Place of performance and jurisdiction

shall be as stated in the Contract Agreement. (2) Changes and supplements as well as termination notices need to be made in

writing. (3) If the Contractor is a partnership or a consortium, this agreement must be signed

by the Partner in charge/ Lead Member nominated as being incharge and who holds the Power of Attorney signed by legally authorised signatories of all the partners/Members. The Memorandum of Understanding /Joint Venture

Agreement will incorporate a provision to the effect that all Members of the Consortium will comply with the provisions in the Integrity Pact to be signed by the Lead Member on behalf of the Consortium. Any violation of Section 2 above by any of the Partners/Members will be construed as a violation by the consortium leading to possible Termination of Contract in terms of Section 3

(4) Should one or several provisions of this agreement turn out to be invalid, the

remainder of this agreement remains valid. In this case, the parties will strive to come to an agreement to their original intentions.

ANNEXURE - A of ANNEXURE VIII

Guidelines on Banning of Business Dealings

1. Introduction 1.1 RITES, being a Public Sector Enterprise and ‘State’, within the meaning of Article

12 of Constitution of India, has to ensure preservation of rights enshrined in Chapter III of the Constitution. RITES has also to safeguard its commercial interests. It is not in the interest of RITES to deal with Agencies who commit deception, fraud or other misconduct in the execution of contracts awarded / orders issued to them. In order to ensure compliance with the constitutional mandate, it is incumbent on RITES to observe principles of natural justice before banning the business dealings with any Agency.

1.2 Since banning of business dealings involves civil consequences for an Agency

concerned, it is incumbent that adequate opportunity of hearing is provided and the explanation, if tendered, is considered before passing any order in this regard keeping in view the facts and circumstances of the case.

2. Scope 2.1 The procedure of (i) Suspension and (ii) Banning of Business Dealing with

Agencies, has been laid down in these guidelines. 2.2 It is clarified that these guidelines do not deal with the decision of the

Management not to entertain any particular Agency due to its poor / inadequate performance or for any other reason.

2.3 The banning shall be with prospective effect, i.e., future business dealings. 3. Definitions

In these Guidelines, unless the context otherwise requires: i) `Bidder / Contractor / Supplier’ in the context of these guidelines is

indicated as ‘Agency’.

ii) ‘Competent Authority’ and ‘Appellate Authority’ shall mean the following:

a) The Director shall be the ‘Competent Authority’ for the purpose of these guidelines. MD, RITES shall be the ‘Appellate Authority’ in respect of such cases.

b) MD, RITES shall have overall power to take suo-moto action on any

information available or received by him and pass such order(s) as he may think appropriate, including modifying the order(s) passed by any authority under these guidelines.

iii) ‘Investigating Department’ shall mean any Department, Division or Unit

investigating into the conduct of the Agency and shall include the Vigilance Department, Central Bureau of Investigation, the State Police or any other department set up by the Central or State Government having powers to investigate.

4. Initiation of Banning / Suspension:

Action for banning / suspension business dealings with any Agency should be initiated by the department/ unit having business dealings with them after noticing the irregularities or misconduct on their part.

5. Suspension of Business Dealings

5.1 If the conduct of any Agency dealing with RITES is under investigation by any

department, the Competent Authority may consider whether the allegations under investigation are of a serious nature and whether pending investigation, it would be advisable to continue business dealing with the Agency. If the Competent Authority, after consideration of the matter including the recommendation of the Investigating Department/Unit, if any, decides that it would not be in the interest to continue business dealings pending investigation, it may suspend business dealings with the Agency. The order to this effect may indicate a brief of the charges under investigation. The order of such suspension would operate for a period not more than six months and may be communicated to the Agency as also to the Investigating Department.

The Investigating Department/Unit may ensure that their investigation is completed and whole process of final order is over within such period.

5.2 As far as possible, the existing contract(s) with the Agency may be continued

unless the Competent Authority, having regard to the circumstances of the case, decides otherwise.

5.3 If the Agency concerned asks for detailed reasons of suspension, the Agency

may be informed that its conduct is under investigation. It is not necessary to enter into correspondence or argument with the Agency at this stage.

5.4 It is not necessary to give any show-cause notice or personal hearing to the

Agency before issuing the order of suspension. However, if investigations are not complete in six months time, the Competent Authority may extend the period of suspension by another three months, during which period the investigations must be completed.

6. Grounds on which Banning of Business Dealings can be initiated 6.1 If the security consideration, including questions of loyalty of the Agency to the

State, so warrants; 6.2 If the Director / Owner of the Agency, proprietor or partner of the firm, is convicted

by a Court of Law for offences involving moral turpitude in relation to its business dealings with the Government or any other public sector enterprises or RITES, during the last five years;

6.3 If there is strong justification for believing that the Directors, Proprietors, Partners,

owner of the Agency have been guilty of malpractices such as bribery, corruption, fraud, substitution of tenders, interpolations, etc;

6.4 If the Agency employs a public servant dismissed / removed or employs a person

convicted for an offence involving corruption or abetment of such offence; 6.5 If business dealings with the Agency have been banned by the Govt. or any other

public sector enterprise; 6.6 If the Agency has resorted to Corrupt, fraudulent practices including

misrepresentation of facts; 6.7 If the Agency uses intimidation / threatening or brings undue outside pressure on

the Company (RITES) or its official in acceptance / performances of the job under the contract;

6.8 If the Agency indulges in repeated and / or deliberate use of delay tactics in

complying with contractual stipulations;

6.9 Based on the findings of the investigation report of CBI / Police against the Agency for malafide / unlawful acts or improper conduct on his part in matters relating to the Company (RITES) or even otherwise;

6.10 Established litigant nature of the Agency to derive undue benefit; 6.11 Continued poor performance of the Agency in several contracts;

(Note: The examples given above are only illustrative and not exhaustive. The Competent Authority may decide to ban business dealing for any good and sufficient reason).

7. Banning of Business Dealings 7.1 A decision to ban business dealings with any Agency shall apply throughout the

Company. 7.2 If the Competent Authority is prima-facie of view that action for banning business

dealings with the Agency is called for, a show-cause notice may be issued to the Agency as per paragraph 8.1 and an enquiry held accordingly.

8. Show-cause Notice 8.1 In case where the Competent Authority decides that action against an Agency is

called for, a show-cause notice has to be issued to the Agency. Statement containing the imputation of misconduct or mis-behaviour may be appended to the show-cause notice and the Agency should be asked to submit within 30 days a written statement in its defence. If no reply is received, the decision may be taken ex-parte.

8.2 If the Agency requests for inspection of any relevant document in possession of

RITES, necessary facility for inspection of documents may be provided. 8.3 After considering the reply of the Agency and other circumstances and facts of

the case, a final decision for Company-wide banning shall be taken by the Competent Authority. The Competent Authority may consider and pass an appropriate speaking order: a) For exonerating the Agency if the charges are not established; b) For banning the business dealing with the Agency.

8.4 The decision should be communicated to the Agency concerned along with a reasoned order. If it decided to ban business dealings, the period for which the ban would be operative may be mentioned.

9. Appeal against the Decision of the Competent Authority 9.1 The Agency may file an appeal against the order of the Competent Authority

banning business dealing, etc. The appeal shall lie to Appellate Authority. Such an appeal shall be preferred within one month from the date of receipt of the order banning business dealing, etc.

9.2 Appellate Authority would consider the appeal and pass appropriate order which

shall be communicated to the Agency as well as the Competent Authority. 10. Review of the Decision by the Competent Authority

Any petition / application filed by the Agency concerning the review of the banning order passed originally by Competent Authority under the existing guidelines either before or after filing of appeal before the Appellate Authority or after disposal of appeal by the Appellate Authority, the review petition can be decided by the Competent Authority upon disclosure of new facts /circumstances or subsequent development necessitating such review.

11. Circulation of the names of Agencies with whom Business Dealings have been banned.

11.1 Depending upon the gravity of misconduct established, the Competent Authority of RITES may circulate the names of Agency with whom business dealings have been banned, to the Ministry of Railways and PSUs of Railways, for such action as they deem appropriate.

11.2 If Ministry of Railways or a Public Sector Undertaking of Railways request for

more information about the Agency with whom business dealings have been banned a copy of the report of Inquiring Authority together with a copy of the order of the Competent Authority/ Appellate Authority may be supplied.

12. Restoration 12.1 The validity of the banning order shall be for a specific time & on expiry of the

same, the banning order shall be considered as "withdrawn".

12.2 In case any agency applies for restoration of business prior to the expiry of the ban order, depending upon merits of each case, the Competent Authority which had passed the original banning orders may consider revocation of order of suspension of business/lifting the ban on business dealings at an appropriate time. Copies of the restoration orders shall be sent to all those offices where copies of Ban Orders had been sent.

5. If I/We withdraw my/our tender during the period of tender validity or before issue

of Letter of Acceptance which ever is earlier or make modifications in the Terms and Conditions of the Tender which are not acceptable to the Employer/Owner, then the RITES shall, without prejudice to any other right or remedy, be at liberty to forfeit entire Earnest Money absolutely.

6. If I/We fail to furnish the prescribed Contract Performance Security and Additional

Performance Guarantee (if applicable) within prescribed period, I/We agree that the said RITES shall, without prejudice to any other right or remedy, be at liberty to forfeit the said Earnest Money absolutely.

7. If, I/We fail to commence the work within the specified period, I/We agree that the

RITES shall, without prejudice to any other right or remedy available in law, be at liberty to forfeit the Earnest Money and Contract Performance Security and Additional Performance Guarantee (if applicable) absolutely.

8. Further, I/We hereby agree that in case of forfeiture of Earnest Money or both

Earnest Money & Contract Performance Security and Additional Performance Guarantee (if applicable) as aforesaid in paras 5 to 7, I/We shall be debarred from participation in re-tendering process of the work.

9. On issue of Letter of Acceptance by the RITES, I/We agree to execute all the

works referred to in the Tender document upon the Terms and Conditions contained or referred to therein and to carry out such deviations as may be ordered, upto maximum of the percentage mentioned at S.No. 18 in Special Conditions related to existing clauses of Contract and those in excess of that limit at the rates to be determined in accordance with the provisions contained in Clauses 49.3 of the General Conditions of Contract.

10. I/We hereby agree that I/ We shall sign the Formal Agreement with the

Employer/Owner within 28 days from the date of issue of Letter of Acceptance. In case of any delay, I/We agree that we shall not submit any Bill for Payment till the Contract Agreement is signed.

11. I/We hereby declare that I/We shall treat the tender documents, drawings and

other records connected with the work as secret/confidential documents and shall not communicate information derived there from to any person other than a person to whom I/We am/are authorized to communicate the same or use the information in any manner prejudicial to the safety of the Employer/Owner/State.

12. I/We hereby declare that I/We have not laid down any condition/deviation to any content of Technical Bid and/or Financial Bid. I/We agree that in case any condition is found to be quoted by us in the Technical and/or Financial Bid, my/our Tender may be rejected.

13. I/We understand that the Employer/Owner is not bound to accept the lowest or

any tender he may receive. I/We also understand that the Employer/Owner reserves the right to accept the whole or any part of the tender and I/We shall be bound to perform the same at the rates quoted.

14. Until a formal agreement is prepared and executed, this bid together with our

written acceptance thereof shall constitute a binding contract between us and RITES.

market rate analysis cost, the Bid should be treated as unbalanced. The workability of the rates shall be assessed. For this purpose, bidder may be asked to produce detailed price analysis for any or all items of BOQ to demonstrate the inherent consistency of those prices with the construction methods and schedule proposed. The price analysis shall be evaluated. If on evaluation, the price analysis is not found to be satisfactory, the bidder should be asked to furnish Additional Performance Guarantee to the extent the total quoted cost is lower than 90% of justified cost/ market rate analysis cost for proper performance of the contract agreement (not withstanding and / or without prejudice to any other provisions in the contract).

22.4.2 Additional Performance Guarantee shall be in

addition to Contract Performance Guarantee. This will also be in the same form and for the same validity as normal Performance Guarantee and deposited within the same time limit.

22.4.3 Additional Performance Guarantee can be refunded

earlier, if the unbalanced items for which such additional Guarantee had been demanded, are completed to the satisfaction of the Engineer-in-charge.

If after the award of the Contract, the Contractor desires the Employer to issue any T&P for the purposes of the contract, the same may be issued by the Employer, if available, at the rates and terms and conditions to be fixed by the Engineer-in-Charge. The employer reserves the right not issue any such T&P. The non issue of such T&P will not entitle the Contractor for any compensation whatsoever either in time or in cost.

The Lab shall be open for use and inspection by Employer/Owner at any time.

19. Insurance

INSURANCES TO BE TAKEN BY THE CONTRACTOR & EMPLOYER TO BE INDEMNIFIED.

1.1 Insurance of Works etc.

1.1.1 The contractor shall effect Contractor’s all risk insurance policy (CAR Policy ) in the joint names of the Employer and the Contractor, the name of the former being placed first in the policy, covering the following:

a) The work at the Contract price together with the

materials for incorporation in the works at their replacement value.

b) All plants and equipments and other things brought to the site by the Contractor at their replacement value.

c) Employer’s building rented to the Contractor if the building or part thereof is used by the Contractor for the purpose of storing or using materials of combustible nature, on which the decision of the Engineer-in-Charge shall be final and binding.

1.1.2 The insurance shall be against all losses or

damages from whatever causes, other than excepted risks, as defined in Clause 46.4 of General Conditions of Contract, for which the Contractor is responsible under the Contract. The insurance cover shall be for the period stipulated in Clause 46.5.2 of General Conditions of Contract and also for the period of maintenance, for loss or damage arising from a cause prior to commencement of the period of maintenance, and for any loss or damage, occasioned by the Contractor in the course of·

any operations carried out for the purpose of complying with his obligations during Maintenance Period.

1.1.3 Such insurance shall be effected with an insurer and

with terms approved by the Employer. The Contractor shall, whenever required, produce the policy or policies and the receipts for payment of the current premiums.

1.2 Third Party Insurance

1.2.1 Before commencing the execution of the Works from

the date specified in Clause 1.3 of Notice Inviting Tender and Instructions to Bidders above the Contractor shall insure against the liability for any material or physical damage, loss injury or death which may occur to any property or life including that of the Employer or to any person, including any employee of the Employer, by or arising out of the execution of the Works or in the carrying out of the Contract. The sum insured will be for an amount Rs 2.00Lakh (Rupees Two Lakh) per occurrence. After each occurrence, Contractor shall pay additional premium necessary to make insurance valid for four occurrences always. The Insurance Policy should cover this amount at all times till issue of Completion Certificate by the Engineer-in-Charge.

1.2.2 Such insurance shall be effected with an insurer and its terms approved by the Employer. The Contractor shall, whenever required, produce before Engineer the policy or policies of insurance and the receipts of payment of the current premiums.

1.3 Workmen's Insurance The Employer shall not be liable for any payment in

respect of any damages or compensation payable according to law in respect or

in consequence of any accident or injury or loss of life to any workman or other person in the employment of the Contractor or any sub-Contractor, except an accident or injury resulting from any act or default of the Employer, his agents or servants. The Contractor shall insure against such liability with an insurer approved by the Employer for a sum as per established norms during the entire period stipulated in Clause 46.5.2of GCC.

18. Permissible deviation limit for variations in Contract Items (GCC Sub Clause 49.2)

(ii) Additional Special Conditions.

1.0 MOBILIZATION ACTIVITIES

1.1 The Contractor shall submit the following within 30 days from the date of issue of Letter of Acceptance:

(a) Construction Programme. (b) Samples for concrete mix design conforming to functional parameters.

1.2 The Contractor should complete the following activities within 60 days from the

date of issue of Letter of Acceptance

(a) Mobilization of Automatic Batching Plant at site. (b) Design & drawing of shuttering & scaffolding.

2.0 STANDARD DRAWINGS AND SPECIFICATIONS

All standard drawings and specifications required for the work shall be arranged by the Contractor at his own cost.

3.0 WORKING NEAR RUNNING LINE

3.1 The Contractor shall not allow any road vehicle belonging to him or his

suppliers etc. to ply in land next to the running line. If for execution of certain works viz earth work for parallel railway line and supply of ballast for new or existing rail line etc, road vehicles are necessary to be used in land next to the railway line, the Contractor shall apply to the Engineer for permission giving the type & no. of individual vehicles, names and license particulars of the drivers, location, duration & timings for such work / movement.

The Engineer or his authorized representative will personally counsel, examine & certify the road vehicle drivers, Contractor’s flag men & supervisor and will give written permission giving names of road vehicle drivers, Contractor’s flag men and supervisor to be deployed on the work, indicating location, period and timing of the work. This permission will be subject to the following obligatory conditions:

i) Road vehicles can ply along the track after suitable cordoning of track with

minimum distance of 6 metre from the center of the nearest track. For plying of road vehicles during night hours adequate measures to be communicated in writing along with a site sketch to the Contractor / Contractor’s representative and controlling engineers / supervisors in –charge of the work including the Engineer-in-charge.

ii) Nominated vehicles and drivers will be utilized for work in the presence of at least one flagman and one supervisor certified for such work. In order to

monitor the activities during night hours, the Contractor shall post additional staff based on the need of the individual site.

iii) The vehicles shall ply 6 m clear of track. Any movement / work at less than 6m and up to minimum 3.5m clear of track center, shall be done only in the presence of a supervisor authorized by the Engineer. No part of the road vehicle will be allowed at less than 3.5m from track center.

iv) The Contractor shall remain fully responsible for ensuring safety and in case of any accident, shall bear cost of all damages to his equipment, men and also damages to Railways/RITES/NTPC property, its staff and public.

v) Provision of Mobile Phones/ Walkie Talkie based on the needs of the individual work sites must be ensured.

vi) The Engineer may impose any other condition necessary for a particular work or site. Nothing extra shall be payable for the same.

3.2 The Contractor’s special attention is drawn to Para 826 of Indian Railways

Permanent Way Manual which is to be rigidly complied with as detailed below: Para 826 of IRPWM: Safe working of Contractors – A large number of men

and machinery are deployed by the Contractors for track renewals, gauge conversions, doublings, bridge rebuilding etc. It is therefore essential that adequate safety measures are taken for safety of the trains as well as the work force. The following measures should invariably be adopted:

i) The Contractor shall not start any work without the presence of railway

supervisor at site.

ii) Wherever the road vehicles and/or machinery are required to work in the close vicinity of railway line, the work shall be so carried out that there is no infringement to the railway’s schedule of dimensions. For this purpose the area where road vehicles and/or machinery are required to ply, shall be demarcated and acknowledged by the Contractor. Special care shall be taken for turning/reversal of road vehicles/machinery without infringing the running track. Barricading shall be provided wherever justified and feasible as per site conditions.

iii) The look out and whistle caution orders shall be issued to the trains and speed

restrictions imposed where considered necessary. Suitable flagmen/detonators shall be provided where necessary for protection of trains.

iv) The supervisor/workmen should be counseled about safety measures. A

competency certificate to the Contractor’s supervisor as per proforma annexed shall be issued by Engineer which will be valid only for the work for which it has been issued.

v) The unloaded ballast/rails/sleepers/other P. Way materials after unloading along track should be kept clear off moving dimensions and stacked as per the specified heights and distance from the running track.

vi) Supplementary site specific instructions, wherever considered necessary,

shall be issued by the Engineer in Charge.

3.3 Suitable barricading to forewarn road vehicle driver shall be provided by the Contractor. The luminous tape, strung on bamboo or steel poles can be considered for such barricading. Barricading arrangement should be got approved by the Engineer.

4.0 MATERIALS TO BE PROVIDED BY THE CONTRACTOR

4.1 Reinforcement Steel 4.1.1 The Contractor shall procure TMT bars of Fe415/Fe500/Fe550 grade (the

grade to be procured is to be specified) from primary producers such as SAIL or TISCO or RINL as approved by Ministry of Steel. In case of non- availability of steel from primary producers as stipulated in the Tender Document, the Engineer-in-Charge may permit use of TMT reinforcement bars procured from secondary producers. In such cases following conditions will apply.

a) The grade of the steel such as Fe 415 /Fe 500 / Fe 550 or other grade to

be procured shall be as per BIS 1786 - 2008. b) The secondary producers if approved as special case must have valid BIS

licence to produce HSD bars conforming to IS 1786: 2008. In addition to BIS licence, the secondary producer must have valid licence from either of the firms Tempcore, Thermex, Evcon Turbo & Turbo Quench to produce TMT Bars.

c) The TMT bars procured from primary producers shall conform to

manufacturer's specifications.

d) The TMT bars procured from secondary producers shall conform to the specifications as laid by Tempcore, Thermex, Evcon Turbo & Turbo Quench as the case may be.

e) For TMT bars procured either from primary producers or secondary

producers, the specifications shall meet the provisions of IS: 1786 : 2008 pertaining to Fe 415D or Fe 500D or Fe 550D grade of steel as specified in the tender.

4.1.2 The contractor shall have to obtain and furnish test certificates from

manufacturer to the Engineer- In-Charge in respect of all supplies of steel brought by him to the site of work.

4.1.3 Samples shall also be taken and got tested by the Engineer-in-Charge as

per the provisions in this regard in relevant BIS codes. In case the test results indicate that the steel arranged by the contractor does not conform to the specifications defined under para (4.1.1) (d) & (4.1.1) (e) above, the same shall stand rejected, and it shall be removed from the site of work by the contractor at his cost within a week time or written orders from the Engineer -in-Charge to do so.

4.1.4 The steel reinforcement bars shall be brought to the site in bulk supply of

10 tonnes or more, or as decided by the Engineer-in-Charge.

4.1.5 The steel reinforcement bars shall be stored by the contractor at site of work in such a way as to prevent distortion and corrosion, and nothing extra shall be paid on this account. Bars of different sizes and lengths shall be stored separately to facilitate easy counting and checking.

4.1.6 For checking nominal mass, tensile strength, bend test, re-bend test etc.

4.1.7 The contractor shall supply free of charge the steel required for testing including its transportation to testing laboratories. The cost of tests shall be borne by the Contractor/Employer In the manner indicated below for Non Mandatory Tests. In case of Mandatory Tests the cost will be borne only by the Contractor.

i. By the contractor, if the results show that the steel does not conform

to relevant BIS codes.

ii. By the Employer, if the results show that the steel conforms to relevant BIS codes.

4.1.8 The actual issue and consumption of steel on work shall be regulated and

proper accounts maintained as per direction of Engineer – in – Charge. The theoretical consumption of steel shall be worked out as per direction of Engineer – in – Charge. In case the consumption is less than theoretical consumption including permissible variations recovery at the rate so prescribed shall be made. In case of excess consumption no adjustment need to be made.

4.1.9 The steel brought to site and the steel remaining unused shall not be

removed from site without the written permission of the Engineer-in-Charge.

4.1.10 In case the contractor is permitted to use TMT reinforcement bars procured

from secondary producers then:

(i) In case the BOQ item is for supply of TMT bars, the Contractor will be paid at the Tender rate less the difference in market rates between supply by main Producers and that by Secondary Producers as ascertained by the Engineer-in-Charge, whose decision will be final and binding on the Contractor.

(ii) In case the BOQ item is for supply and laying TMT reinforcement,

reduction is rates per tonne will be as indicated in (i) above enhanced by 15% being the element of Contractor's Profit and Overheads.

4.2 Inhibitor Cement Slurry Coating to Reinforcement Bar shall be done as

follows:

i. Cleaning of steel by wire brush, for removal of dust.

ii. Apply one coat of cement slurry {1 kg cement + 600 c c of inhibitor solution (Patent No.109784/67)} by dipping or brushing. Allow it to

7.3 Any discrepancy at the time of reconciliation of material shall be made good by the contractor at its own cost, failing which necessary recoveries shall be made from contractor’s bills at the rates to be determined by the Engineer-in-charge, whose decision shall be final & binding on the contractor.

8.0 APPLICABLE DSR 8.1 The applicable Schedule of Rate for Civil Works shall be CPWD-DSR-2013

wherever required. The expression DSR/CPWD-DSR wherever appearing in the tender documents shall be read as CPWD-DSR-2013.

8.2 The applicable Schedule of Rate for Electrical Works shall be CPWD-DSR-2013

wherever required. 9.0 SPECIAL CONDITIONS FOR ELECTRICAL WORKS 9.1 All the Electrical works shall be carried out in accordance with the provisions of

Indian Electricity Act 2003 and Indian Electricity Rules 1956, as amended to date.

9.2 All Electrical installation works, shall be carried out as per relevant safety Code of Practice, Guide for Safety Procedures & Practices in Electrical work as per IS: 5216 Pt. I & II/1982 shall be observed.

9.3 All sundry fittings, assemblies, accessories, hardware items, foundation bolts, termination lugs for electrical connections as required, and all other sundry items which are useful and necessary for proper assembly and efficient working of the various components of the works shall be deemed to have been included in the tender rates, whether such items are specifically mentioned in the tender documents or not.

9.4 The contractor shall execute all the electrical works through an approved electrical contractor having valid electrical licence for carrying out installation work issued by the State Govt.

9.5 The contractor shall furnish the name and particulars of the certificate of competency of supervisor and workman to be engaged for carrying out the electrical work.

9.6 The contractor shall submit conduit plans and cable route layout drawings for the approval of Engineer before execution. The work shall be executed only after approval of Engineer.

9.7 The contractor shall ensure and be entirely responsible for proper execution and commissioning of all electrical works and all associated activities.

9.8 No extra payment will be made for complying with the provisions of these clauses and the cost of the work under this element shall be deemed to be included in the rates quoted by the bidder against Schedule of Works & Rates.

9.9 The contractor shall submit details and drawings of all MDBs /Feeder Pillars / SDBs etc. for approval of Engineer before installation.

9.10 The successful Vendor / Contractor must take prior approval of the client for their maker's name / brand & rating etc. procedure for erection, testing & commissioning of the equipment. Clients or his authorized official may be at liberty to carry out required inspection of any material at manufacture's /supplier's premises prior to his approval and dispatch of the same to the destination.

9.11 Quantities & ratings of equipment / fittings etc. may vary depending on site conditions / requirement by the client.

9.12 Inspection of Transformers, HT Cable, LT Panels, High Mast, Feeder Pillars, G I Oct Poles and LT cables shall be carried out at Manufacturers Premises. The total cost of inspection shall be born by the contractor.

9.13 Test Certificate & Purchase Voucher of Equipments shall be submitted to ascertain that equipments have been purchased from Authorized Dealer.

2.0 RITES/NTPC reserves the right to issue any drawing/instructions progressively. 3.0 CONCRETE WORKS 3.1 The Contractor shall get, at his own cost, the concrete mix designed at Material

Testing Lab at site or from IITs / NITs or any other approved lab as per the performance parameters provided by the Engineer in Charge.

3.2 Admixture to be used for concrete works shall be got approved by the

Engineer. 3.3 Trial mix to be prepared and tested. 3.4 Before taking up concrete work the designs of steel shuttering, steel scaffolding

and scheme for curing shall be submitted for approval of the Engineer in charge. Standard release agents shall be used for shuttering. Release agents shall be got approved by the Engineer.

3.5 Batching of concrete shall be from automatic batching plant of adequate capacity

with facility of automatic feeding of all ingredients including water and admixture and with facility of printing the batch details.

3.6 Cover blocks to be vibrated on casting. 3.7 Cover blocks to be used in the work should be 28 days cured. 3.8 Binding wire to be used should be of galvanized steel of 18 gauges. 3.9 Concrete structures are to be cured for 28 days as per scheme approved by

the Engineer. 3.10 Pumped Concrete to be provided wherever advised by the Engineer in charge.

4.0 STRUCTURAL STEEL 4.1 Structural Steel should conform to IS: 2062:2011 of grade E 250 BR and

shall be from primary producers as approved by Ministry of Steel.

1.1

HIGH MAST LIGHTING Scope

The scope of this specification covers the manufacture, transport, installation, testing and commissioning of the complete lighting system, using Raising and Lowering type of High Mast Towers, including the Civil Foundation Works. The owner will only provide the supply point and the feeder cable of the required size, up to the bottom of the High Mast. However, all items required for the safe and efficient operation and maintenance of the lighting system, including the High Mast, whether explicitly stated in the following pages or not, shall be included by the Contractor.

1.2 Application Standards The following shall be the Reference Standards for the loading of the High

1.3 High Mast

(a) Structure :

The High Mast shall be of continuously tapered, polygonal cross section, at least, 16-20 sided, presenting a good and pleasant appearance and shall be based on proven In-Tension design conforming to the standards referred to above, to give an assured performance, and reliable service. The structure shall be suitable for wind loadings as per IS 875 Part III 1987.

(b) Construction The Mast shall be fabricated from special steel plates, conforming to DIN

17100/BSEN 10025 or equivalent, cut and folded to form a polygonal section and shall be telescopically jointed and welded. The welding shall be in

accordance with BS.5135/AWS. The procedural weld geometry and the workmanship shall be exhaustively tested on the completed welds. Mast shall be delivered in formed of 3 sections, section of length approximately 9690 mm top section, 10980 middle section mm & 10980 mm bottom section of 10 metres each. Thus a 30 m Mast shall be delivered in three sections and 20 M mast shall be supplied in two sections top & bottom correspondingly same as of 30 m High Mast. At site, the sections shall be joined together by slip-stressed fit method. No site welding or bolted joint shall be done on the mast. The minimum over lap distance shall not be less than 1.5 times the diameter at penetration. The dimensions of the mast shall be decided based on proper design and design calculations shall be submitted for verification.

The mast shall be provided with fully penetrated flange, which shall be free

form any lamination or incursion. The welded connected of the base flange shall be fully development to the strength of the entire section. The base flange shall be provided with supplementary gussets between the bolts-holes to ensure eliminations of helical stress concentration. For the environmental protection of the mast, the entire fabricated mast shall be hot dip galvanized, internally and externally, having a uniform thickness of 85 microns for the bottom section and 65 micron for the middle and top sections.

(c) Door Opening An adequate door opening shall be provided at the base of the mast and the

opening shall be such that it permits clear access to equipment like winches, cables, plug and socket, etc. and also facilities easy removal of the winch. The door opening shall be complete with a close fitting, vandal resistant, weatherproof door, provided with a heavy - duty double internal lock with special paddle key.

The door opening shall be carefully designed and reinforced with welded steel section, so that the mast section at the base shall be unaffected and undue buckling of the cut portion is prevented. Size of door opening shall not be more than 1040 x 245 mm to avoid buckling of the mast section under heavy wind conditions.

(d) Dynamic Loading for the Mast The mast structure shall be suitable to sustain an assumed maximum

reaction arising from a wind speed as per IS 875 (three second gust), and shall be measured at a height of 10 meters above ground level. The design life of the mast shall be a minimum of 25 years.

1.4 Lantern Carriage

(a) Fabrication A fabricated lantern carriage shall be provided for fixing and holding the flood

light fittings and control gear boxes. The lantern carriage shall be of special design and shall be of steel tube construction, the tubes acting as conduits for wires, with holes fully protected by grommets. The lantern carriage shall be so designed and fabricated to hold the required number of flood light fittings and the control gear boxes, and also have a perfect self balance.

The lantern carriage shall be fabricated in two halves and joined by bolted flanges with stainless steel bolts and nyloc type stainless steel nuts to enable easy installation or removal from the erected mast. The inner lining of the carriage shall be provided with protective PVC arrangement, so that no damage is caused to the surface of the mast during the raising and lowering operation of the carriage. The entire lantern carriage shall be hot dip galvanized after fabrication.

(b) Junction Box Weather required proof junction box, made of Cast Aluminum shall be

provided on the carriage assembly as required, from which the inter-connections to the designed number of the flood light luminaries and associated control gears fixed on the carriage shall be made.

1.5 Raising and lowering mechanism For installation and maintenance of the luminaries and lamps, it will be

necessary to lower and raise the lantern carriage assembly. To enable this, a suitable winch arrangement shall be provided, with the winch fixed at the base of the mast and the specially designed head frame assembly at the top.

(a) Winch The winch shall be of completely self sustaining type, without the need for

brake shoe, springs or clutches. Each driving spindle of the winch shall be positively locked when not in use, gravity activated PAWLS. Individual drum also should be operated for fine adjustment of lantern carriage. The capacity operating speed, safe working load, recommended lubrication and serial number o the winch shall be clearly marked on each winch.

The gear ratio of the winch shall be 53:1. However, the minimum working load shall be not less than 1000 kg. The winch shall be self-lubricating type by means of an oil bath and the oil shall be of readily available grades of reputed producers.

The winch drums shall be grooved to ensure perfect seat for stable and tidy rope lay, with no chances of rope slippage. The rope termination in the winch shall be such that distortion or twisting is eliminated and at least 5 to 6 turns of rope remains on the drum even when the lantern carriage is fully lowered and rested on the rest pads. It should be possible to operate the winch manually by a suitable handle and / or by an external power tool. It shall be possible to remove the double drum after dismantling, through the door opening provided at the base of the mast. Also, a winch gear box for simultaneous and reversible operation of the double drum winch shall be provided as part of the contract.

The winch shall be type tested in presence of reputed institution and the test certificates shall be furnished before supply of materials. A test certificate shall be furnished by the contractor from the original equipment manufacturer, for each winch in support of the maximum load operated by the winch.

1.6 Head Frame The head frame, which is to be designed as a capping unit of the mast, shall

be of welded steel construction, galvanized but internally and externally after assembly. The top pulley shall be of appropriate diameter, large enough to accommodate the stainless steel wire ropes and the multi-core electric cable. The pulley block shall be made of non-corrodible material, and shall be of die cast Aluminum Alloy (LM-6). Pulley made of synthetic materials such as Plastic or PVC are not acceptable.

Self-lubricating bearings and stainless steel shaft shall be provided to facilities smooth and maintenance free operation for a long period. The pulley assembly shall be fully protected by a canopy galvanized internally and externally.

Close fitting guides and sleeves shall be provided to ensure that the ropes and cables do not dislodged from their respective positions in the grooves. The head frame shall be provided with guides and stops with PVC buffer for docking the lantern carriage.

1.7 Stainless steel wire ropes The suspension system shall essentially be without any intermediate joint

and shall consist of only non-corrodible stainless steel of AISI 316 or better grade.

The stainless steel wire ropes shall be 7/19 constructions, the central core being of the same material. The overall diameter of the rope shall not be less than 6mm and breaking load capacity not less than 2350 kg giving a

factor of safety of over 5 for the system at full load as per the TR-7 referred to in the beginning of this specification. The end constructions of ropes to the winch drum shall be fitted with talurit.

The thimbles shall be secured on rope by compression splices. Two continuous lengths of stainless steel wire ropes shall be used in the system and no intermediate joints are acceptable in view of the required safety. No intermediate joints / terminations, either bolted or else, shall be provided on the wire ropes between winch and lantern carriage.

1.8 Electrical system, cable and cable connections A suitable terminal box shall be provided as part of the contract at the base

compartment of the high mast for terminating the incoming cable. The electrical connections from the bottom to the top shall be made by special trailing cable. The cable shall be EPR insulated and PVC sheathed to get flexibility land endurance. Size of the cable shall be minimum 5 core 4 sq mm copper. The cable shall be of reputed make. At the top, there shall be weatherproof junction box to terminate the trailing cable. Connections from the top junction box to the individual luminaries shall be made by suitable 3 cores 1.5 sq mm flexible PVC cables of reputed make. The system shall have in-built facilities for testing the luminaries while in lowered position.

Also, suitable provision shall be made at the base compartment of the mast to facilitate the operation of externally mounted, electrically operated power tool for raising and lowering of the lantern carriage assembly. The trailing cables of the lantern carriage rings shall be terminated by means of specially designed, metal clad, multi-pin plug and socket provided in the base compartment to enable easy disconnection when required.

1.9 Power tool for the winch A suitable, high powered, electrically driven, internally mounted power tool,

with manual over ride shall be supplied for the raising and lowering of the lantern carriage for maintenance purposes. The speed of the power tool shall be to suit the system. The power tool shall be single speed, provided with a motor of the required rating. The power tool shall be supplied complete with push button type remote control switch, together with 6 (six) metres of power cable, so that, the operations can be carried out from a safe distance of 5 (five) meters. The capacity and speed of the electric motor used in the power tool shall be suitable for the lifting of the design load installed on the lantern carriage.

The power tool mounting shall be so designed that it will be not only self-supporting, but also, aligns the power tool perfectly with respect to the winch spindle during the operations. Also, a handle for the manual operation of the winches in case of problems with the electrically operated tool shall be provided and shall incorporate a torque-limiting device.

There shall be a separate torque-limiting device to protect the wire ropes from over stretching. It shall be mechanical with suitable load adjusting device. The torque limiter shall trip the load when it exceeds the adjusted

limits. There shall be suitable provision for warning the operator once the load is tripped off. The torque limiter is requirement as per the relevant standards in view of the over all safety of the system. Each mast shall have its own power tool motor.

1.10 Lighting finial

One number heavy duty hot dip galvanized lighting finial shall be provided for each mast. The lighting finial shall be minimum 1.2 M in length and shall be provided at the center of the head frame. It shall be bolted solidly to the head frame to get a direct conducting path to the earth through the mast. The lighting finial shall not be provided on the lantern carriage under any circumstances in view of safety of the system.

1.11 Aviation obstruction lights Suitable Aviation Obstruction Lights of reliable design and reputed

manufacturer shall be provided on top of each mast..

1.12 Earthing terminals Suitable earth terminals using 12 mm diameter stainless steel bolts shall be

provided at a convenient location on the base of the Mast, for lighting and electrical earthing of the mast.

1.13 Luminaries Luminaries shall be specially designed and suitable lamp housing control

gears for 400 W HPSV lamps. The luminaries shall be tested as per Indian standards and test reports shall be submitted along with the materials. The luminaries shall be suitable for installation on high masts.

2.0

2.1

LAYING OF CABLE Installation of Cables

It should be ensured that no cable with kinks or similar apparent defects like defective armouring shall be installed.

2.2 Provision of BIS 1255-1983 should be followed in generation for laying of and installation of cables, code of practice for laying of cables.

2.3

Route of the Cable

2.3.1 The route of the cable should be decided before the work of cable laying is undertaken. It should be got approved from the Engineer-in-charge. A proper drawing showing the route of the cable should be prepared and got approved before hand and should be preserved as proper record for posterity.

2.3.2 Always the shortest possible route should be preferred to economic in the

use of cables. Cables runs should generally follow the fixed development such of roads, pathways etc. with proper off sets so that the future maintenance work, identification etc. can be easily done, cross country runs for shorter problem in identification and maintenance later on.

2.3.3 Care should be taken to avoid the corrosive soil, ground surrounding, sewage effluent etc. In case, it is not possible to avoid such like corrosive soils etc., proper protection of the cables should be ensured for avoiding deterioration at a later stage.

2.3.4 As far as possible, the alignment of cable should be decided taking into consideration the present and further requirement of other services like water supply, sewage, telecommunication cables and other electrical LT/HT cables.

2.3.5 The cable route should be kept adequately away from the drains to avoid any seepage of water.

2.3.6 There should be adequate distance between LT/HT cables. The cables should be laid in wall demarcated routes along the roads and other fixed developments.

2.3.7 The cables of different voltage grading and power and control cables should be laid in different trenched. In case, it is not possible to lay them in separate trenches, same trench may be used, but in the trench adequate separation should be ensured.

2.3.8 In case, it is unavoidable to separate HT & LT cables, the high tension HT cables should be laid below LT cables.

2.3.9 Wherever the power and telecom cables are to cross each other, the same should be laid at right angles to avoid interface. Wherever it is unavoidable to lay them in proximity, horizontal and vertical clearance between the two should not normally be less than 600 mm.

2.4 Railway crossings

2.4.1 Wherever the cables are laid under Railway tracks, the cables should be laid in RCC/CI/Steel pipes not less than 1000 mm measured from the bottom of sleeper to the top of the pipe. The pipes shall be laid up to a minimum distance of 300 mm from the center of the nearest track on other side.

2.5 Laying of cables

2.5.1 Method of laying of cables : The cables shall be directly laid in ground, in RCC pipes, in open ducts or on surface depending upon the requirement and site conditions, while deciding the route of the cable at preliminary stage, it should be ensured that the joint in the cables shall be placed at most suitable

place. Such inaccessible locations like the waterlogged areas, carriageways, pavements, proximity to telecom cables, water mains, pipes etc., should be avoided.

2.5.2 Laying directly in ground: The cable should be laid directly in ground wherever it is passing open country, length road/lane etc. The area which is likely to be excavated frequently should be avoided, care is easily possible without affecting the other services in the proximity.

2.5.3 Provision of trenches:

Width of trench : The width of trench shall be determined on the following basis :

The minimum width of cable trench shall be 350 mm, wherever more than one cable is laid in the same trench in horizontal formation the width of trench shall be increased such that inter axial distance between the cable shall be at least 200 mm.

There shall be clearance of 150 mm between the end cables and the sides of the trench.

In addition to the protective cover even the cables laid in the underground trench, a brick on edge should be laid in between the two juxtaposed cables along the direction of the lay of the cable for providing separation

Depth of trench : The depth of trench shall be determined on the following guidelines :

Normally, cables should be laid in single tier formation, the total depth of the trench should not be less than 750 mm for cables up to 1.1 KV grade and 1200 mm for cables above 1.1 KV.

Wherever it is unavoidable to lay the cables in more than one tier, depth of the trench should be increased by at least 300 mm for each additional tier to be formed.

2.5.4 Excavation of trench: To the extent possible, the trench should be excavated in straight lines. Wherever a change in line is required, suitable curvature as per Clause 1.11 shall be provided.

In case, gradient has to be provided in the depth of trenches, it should be provided.

Manual or mechanical means should be employed for doing excavation. The soil should be stacked on the side of the trench in such a manner that it should not fall back the trench.

Due care should be taken to avoid damage to the existing cables, pipes or other such installations in the proposed route during execution. While excavating, if route makers, bricks, tiles, bare or protective covers are encountered, further excavation should not be carried out without the approval of Engineer-in-charge.

In case, existing property gets exposed during trenching the same should be temporarily supported or propped adequately as directed by the Engineer-in-charge. The trenching in such case shall by limited to short lengths, protective pipes should be laid for passing the existing cables therein and the trench should be refilled in accordance with Clause 6. In case there is a danger of collapse or the trench is endangering existing structure, the site should be well supported before proceeding on with the excavation work.

The bottom of the trench should be level, free from such, brickbats etc. Sand cushion of at least 75 mm should be provided under the cables.

2.5.5 Laying of cable in trenches: Before the cable is issued for laying, the individual cores should be tested for continuity and insulation resistance. The cable should be removed from drum by amounting the drum on jacks and spindles of adequate strengths. Care should be taken so that the supporting arrangement does not creep to one side while the drum is in rotation.

The cable should be pulled over rollers in trench, steadily and uniformly and without jerks & strains. The entire cable shall be as far as possible be paved off in one stretch, however, if this is not possible, the remaining cable shall be removed by ‘Flaking’ i.e. making one long loop in reverse direction. After uncoiling that cable and laying in to the trench over rollers, the cables shall be lifted over the roller by helpers standing about 1000 mm apart and drawn straight. The cable shall then be taken off. The rollers by additional helpers by lifting the cable and then laying in reasonably straight line.

In shorter runs & sizes up to 50 sq. mm of cables and grade up to 1.1 KV and any other method with the approval of Engineer-in-charge may be employed.

After properly straightening the cables, the cores are tested for continuity and insulation resistance as per clause 1.1 / Pt. IV of IS and the cable is then measured. The ends of cables should be sealed suitably to avoid ingress of moisture.

The cable laid in a trench in a single tier formation shall have covering of dry sand of not less than 150 mm above the base cushion of sand before the protection cover is laid.

In case of the multi tier formation, after laying the first cable, sand cushion of 300 mm shall be provided of following tier are required to be provided. Each of the subsequent tier shall have sand cushion of 300 mm. The top most cable shall have sand cover of not less than 150 mm before the protection cover is laid.

Wherever, straight through/Tee/termination joint is to be provided, a surplus length of 300 mm of cables should be left on both the sides in the formation of loop. Wherever longer run of cable length is provided, balance cable may be left at suitable entrance by the Engineer-in-charge.

Wherever the cable is entering buildings, fixed structures like substation and/or back trenches, surplus length of 300 mm should be left in the shapes of loop otherwise as decided by Engineer-in-charge. of loop.

2.5.6 Final Protection: The cable shall be protected in accordance with clause 5.7 to provide warming to future excavators and also for avoiding any accidental, mechanical damage by pick axe blows etc.

2.5.7 The cable should be protected with well-burnt bricks. The bricks on face should be so provided that the length of the cable to the satisfaction of Engineer-in-charge. Wherever more than one cable is laid in the same trench, the protection cover for cable should protect at least 50 mm on the side of the end cables.

2.6 Back filling of trenches After excavation and laying of cables, the trench should be back filled with

excavated earth, free from stone or other sharp-edge debris and should be watered, if necessary. A crown of earth of 50 mm should be left in the center, tapering towards the sides of the trench to allow for subsidence. The trench should be inspected at regular intervals, particularly during wet weather and may settlement shall be made good by contractor by further filling, if required.

Due to cable laying work any disturbance to existing equipments in the area like roads, pavement, garden should be made good after the cable laying work is over.

2.7 Route makers Route maker should be provided along straight runs of the cables at

locations approved by the Engineer-in-charge and generally at intervals not exceeding 100 mtrs. Wherever the cable route is changing or it is entering a fixed installation, route makers should b provided. Route maker shall also be provided at joints of cable.

Router maker shall also be made out of 100 x 200 mm CI/GI plate, welded or bolted on two 25 x 35 x 6 mm angle iron 500 mm long. The said route maker shall be mounted parallel to and at a distance of 500 mm from the edge of the trench.

The ward cables, the level of voltage, size of cable should be inscribed on the route maker.

2.8 Cable Identification Tag Cable marker should be provided where more than one cable is laid in juxta

posted configuration. The marker tags as approved described with cable identification details shall be permanently attaché dot all the cable in the manhole pull pits/entering points in the buildings through open duct.

2.9 Laying of Cables in Pipes/Closed Ducts Wherever the cable is to cross road, enter in to any building, be mounted on

poles be laid in paved areas, the cable shall be laid in pipes or closed ducts.

GI/CI/RCC pipes shall be used for such purposes. The diameter of such pipes shall be adequate for passing of cables. The pipes shall be laid in suitable bed provided on the ground. Sand cushion/brick/ tiles if required can be provided under the pipe. The pipe should be filled with sand after laying the cable inside. The top surface of pipes shall be at a minimum depth of 1000 mm from the ground level.

The pipe on road crossings should be laid on the skew to reduce the angle of bend as the enters the leaves crossing. This is very important for high voltage cables, if the cable is to be laid in duct, suitable manholes cut outs at convenient distance should be provided for facilitating inspection and / or sheathing.

Pipe shall be continuous and clear of any debris before drawing of cables sharp edges at ends should be smoothened to prevent injury to cable insulation and/or sheathing.

Wherever pipes are provided for entry of cables in to building, the same slope downward and other ends shall be sealed to prevent entry of water inside the building.

All census and passages necessary for the laying of service cables shall be cut as required and made good to the original finish to the satisfaction of the Engineer-in-charge.

Cables grip/draw wire and winches etc. be employed for drawing cables through pipes/close ducts etc. without damaging the conductor and insulation and ensuring proper safety.

2.10 Laying in Open Ducts Open duct with suitable removable covers should be preferred in sub-

stations, switch rooms, plant rooms, generator rooms and workshop etc. the cable ducts should be of suitable dimensions so that the cable shall be laid conveniently, if required, the cable can be fixed with clamps on the walls of the ducts. The ducts shall be covered with removable RCC slabs of suitable dimension MS chequered plate covers so that covers can be lifted congenitally for maintenance and replacement.

The ducts shall be filled with dry sand after the cable is laid and covered are finished with cement plaster specially in high voltage application.

No joint/splices should be permitted inside the ducts. As far as possible, laying of cable with different voltage grade in the same duct should be avoided.

2.11 Laying on Surface

In the switching station, factories, tunnels and for raising main through special rack ways, the laying of cable on surface should be done. The cable shall be laid in troughs are brackets at regular intervals are directly cleaned to wall ceiling. The cable shall be laid over brackets support and clamps to prevent undue sag.

The cable clamps should be made for material such as mild steel, porcelain, wood, aluminum, PVC, epoxy materials. These should be non-magnetic and

2.12 Laying on MS Ladder Tray

The cable shall be laid in the existing MS ladder tray in straight line as far as possible and shall be clamped properly by providing suitable clamps as per site requirement.

Normally, the distance between each clamp of one cable shall not be more than 1.5 M (approx.)

2.13 CABLE TESTING

Testing

2.13.1 All cables before laying should be tested with 500 V megger up to and including 1.1 Kv grade or with 5000 V megger for cables of higher voltage. The cables cores should be tested for continuity, insulation, resistance etc. All cables should be tested during laying and before covering. After laying and jointing the cable should be covering. After laying and jointing the cables should be subjected to a 15 minutes pressure test.

2.13.2 After laying of cables and jointing the cables should be subjected to a high voltage test as per guidelines of BIS:1255-1983 and the results are recorded.

2.13.3 In case high voltage test is not possible at site, the cables should be tested for one minute with 1000 V megger up to 1.1 Kv grade and with 2500 / 5000 V megger for cables of higher grade.

The Octagonal Poles shall be designed to withstand the maximum wind speed of 169Km/Hr. The top loading i.e. area and the weight of fixtures are to be considered to calculate maximum deflection of the pole and the same shall meet the requirement of BS: 5649 Part-VI 1982 and the Octagonal Poles shall be in single section. There shall not be any circumferential weld joint.

4.2 Pole Shaft The pole shaft shall have octagonal cross section and shall be continuously tapered with single longitudinal welding. There shall not be any circumferential welding. The welding of pole shaft shall be done by Submerged Arc Welding (SAW) process. All octagonal pole shafts shall be provided with the rigid flange plate of suitable thickness with provision for fixing not less than 04 Nos. foundation bolts of size not less than 20mm dia 600mm long or as recommended by the manufacturer. The Octagonal Poles shall be bolted at foundation. This base plate shall be fillet welded to the pole shaft at two locations i.e. from inside and outside.

4.3 Door Opening The Octagonal Poles shall have door of approximate 500mm length at the elevation of 500mm from the Base Plate. The door shall be vandal resistance and shall be weather proof to ensure safety of inside connections. The door shall be flush with the exterior surface and shall have suitable locking arrangement. There shall also be suitable arrangement for the purpose of earthing. The pole shall be adequately strengthened at the location of the door to compensate for the loss in section. Smart pack junction box with one No. single pole 6A MCB for single arm 9M long pole with terminal to suit 16/35 sqmm 4 core cable entry & exit.

4.4 Top Mountings The Galvanized Mounting single arm 800mm long bracket shall be supplied along with the Octagonal Poles for installation of 150 Watts Metal Halide Street Light Luminaries as per approved drawing.

4.5 Manufacturing The manufacturing unit shall be ISO 9001:2000 & ISO 14001 certified to ensure consistent quality & environmental protection.

4.6 Material

(i) Octagonal Poles: Conforming to Grade S355JO

(ii) Galvanization: The poles shall be hot dip galvanized as per IS: 2629, IS: 2633, IS: 4759 standards with average coating thickness of 70 micron. The galvanizing shall be done in single dipping.

5.0 EARTHING

EARTHING OF SUB-STATION The earthing shall confirm to the following specification. For other details not covered under this specification the IS:3043 shall be referred to. The contractor shall get the earthing arrangement approved by the purchaser. TYPE Copper plate and G.I. plate earth electrode shall be provided for earthing. ARRANGEMENTS Minimum number of earth electrode to be provided in the Sub-station shall be 10 nos. / 4 nos. for HT equipment, transformer. Earthing, 2 nos. for LT equipment’s and 4nos. copper plate earthing electrode for transformers neutral earthing.

G.I. PLATE EARTH ELECTRODE Such earth electrode for earthing of various HT/LT equipment shall be provided with 60cm x 60cm x 6mm G.I. plate and shall be held vertical in ground with us its top not less than 3.0 mtr. Below ground level.

A watering pipe of 20mm dia of medium class G.I. pipe shall be provided and attached to the electrodes down in the attached drawing. A funnel with mesh shall be provided on top of this pipe for water the earth. The watering funnel attachment shall be housed in masonry enclosure of not less than 40cm x 40 cm x 30cm (inner size) and 10cm thick.

Earthing shall confirm to IS:3043/66 I.F. Rules No. 67 (Latest)

G.I. earth strip of size 40mm x 10mm shall be securely bolted on the plates with two bolts, nuts, checkouts and washers all of CADMIUM PLATED. Portion of this strip in ground /floor shall be taken through G.I. pipe 50mm dia medium class, burried 30 cms below ground to gruard against aginst mechanical damage. The strip shall be connected to the earth terminals of various HT/ LT equipments by means of cadium plated nuts bolts and washers. To bring down the earth resistance, every earth electrode shall be surrounded by charcoal and salt as indicated in the drawing with hinged MS sheet plate 8mm thick having locking arrangement. COPPER PLATE EARTH ELECTRODE Such earth electrodes for neutral grounding of transformers shall be provided with 600x600x3mm copper plate and shall be held vertical in ground with its top not less than 3mtrs. The watering funnel attachment shall be housed in masonry enclosure of not less than 40cm x 40cm x 30cm (inner size) and 10cm thick. Earthing shall confirm in IS:3043 / 66 I.F. Rules No. 67 (latest)

Copper strip of size 40 x6mm shall be securely bolted on the plate with two bolts, nuts, chuck nuts and washers and as required. Portion of strip on ground floor shall be taken through G.I. pipe 50 mm dia medium class, buried 30 cms below ground to guard against mechanical damage. The strip shall be connected to the neutral terminals to transformers by ,means of tipped brass bolt nut and washers and as required. To bring down the earth resistance every earth electrode shall be surrounded by charcoal and salt as indicated in the drawing a earthing masonry enclosure shall be provided with hinged MS sheet plate 8mm thick having locking arrangement. LOCATION OF EARTH ELECTRODE Normally an earth electrode shall not be situated less than 1.5m from any building Care shall be taken that the excavation for earth electrode any not effect the column footing for foundation for the building of such case the electrode may be located further away from the building. Location of the earth electrode will be such where the soil has a reasonable distance of remaining moist as far as possible, Entrance payments and roadways are definitely to be avoided for location the earth electrodes.

Artificial treatment of soil: In case there is no option of site and earth electrode resistance is high, the earth electrode resistance shall be reduced by artificial treatment of the soil. For this purpose the most commonly used substance are Sodium Chloride (common salt) mixed with soft coke or charcoal in suitable proportions, when this treatment is resorted. The electrode shall be completely surrounded by charcoal and salt.

Method of Connecting, Earthing Lead to Earth Electrode: Earthing lead shall be connected to earth Electrode by means of bolts and nuts washers and as

required. All material used for connecting the earth lead with earth electrode shall be galvanised / Tinned. The earthing lead shall be securely connected the other end of the equipment.

Protection of Earthing Lead: The earthing lead from earth electrode shall be suitable protected from chemical injury. The protection with in the building shall be recessed in wall and floor at adequate depth, (Para 16.9 of CPWD General Specification of Electrical works Pt. 1/Internal 1972)

Resistance of Earth Electrode: No Earth Electrode shall have greater than one Ohm resistance (Para 1.6.11 of CPWD General Specification of Electrical works Pt. 1/Internal 1972).

Earth plate of MS sheet 14 SWG size 225 x 1125mm duly painted with black enamel shall be fixed with cement sand and other mixture and written be yellow enamel paint of suitable depth in a conception location near the each electrode (Total 20 nos.)

6.0 SPECIFICATIONS OF L.T. PANEL SWITCH BOARD 6.1 SCOPE OF WORK

The medium voltage switch board cubical type shall be suitable for 3 phase 4 wire 433 volts 50 Hz AC solidly earthed neutral, electric supply system complete with accessories, inter connections, Earth and other accessories though not mentioned here but necessary to complete the supply in all respect.

6.2 PARTICULARS OF ELECTRIC SUPPLY SYSTEM 3 phase, 4 wire 433 volts 50 C/s AC solidly earthed neutral system.

6.3 TYPE OF SWITCH BOARD The switchboard shall be cubical type metal clad floor mounted freestanding dust and vermin proof, of uniform height and of multi-tier construction so as to occupy minimum floor area.

6.4 DETAILS OF SWITCH BOARD The switchboard shall be manufactured from 2mm thick CRCA sheet and base frame from MS Channel size 100x50x6 mm. The switchboard shall consist of a totally shrouded bus bar chamber with screwed covers (screws should remain with the covers when covers are removed for maintenance). Bus bars should be of high conductivity electrolytic aluminum suitable for electrical purpose and of uniform cross section having a rating of 1600Amps. for main bus bars and 800 Amps. for neutral bus bar. LT panel board should be coated with anti-tracking varnish on inside the panel to ensure better insulating properties inside the cubicle. Bus bars shall be suitably insulated with Heat shrinkable sleeves/ taped to withstand the test voltage of 2.5 kV. NOTE: Bus bars are to provided in sections as per requirement for feeding essential/non- essential load as per drawing approved by Railways. All Incoming and Outgoing cable should be suitably earthed with cable glands, earthing studs, Wago type connector should be used for internal connections. Quantities of ACBs/ MCCBs should be considered as mentioned in the schedule.

All incoming connection from main bus bar to MCCB 100 Amps and above shall be through suitable size of copper strip. The switchboard shall consist of:

A. INCOMING ACB 4 POLE PANEL 800 AMPS. WITH CTR Each panel shall consist of: -

I. Air circuit breaker of 800 Amps. with CTR 800/5 Amp., 4 Pole, 415 Volts, 3 phase, 50 C/S AC horizontal draw out type with manually operating facility also, trip free, front operated, with ON/OFF indications. The breaker shall have

minimum breaking capacity of 66 kA The circuit breaker shall be fitted with CT operated micro processor based trip unit (Industrial application type) for over load, short circuit and ground fault trip and shall be independently adjustable. ACB shall overall conform to IS 13947/ Pt.II /1993 (Latest Version).

II. Digital Voltmeter, Digital Ammeter and clustered LED indication light on each Incoming Panel

B. OUTGOING MCCB PANEL 125, 100 Amps 4POLE

C. OUTGOING MCCB PANEL 200Amps/250 Amps 4POLE Each panel shall consist of: Moulded Case Circuit Breaker 4 Pole, 50 kA Breaking Capacity, adjustable and thermal magnetic release conforming to IS 13947/Pt.II/1993 (Latest Version)

D. ON LOAD CHAGEOVER SWITCH 4 POLE 1000 AMPS. On load changeover switch 4 pole 1000 Amp. overall conforming to IS:13947/Pt.III/1993 (Latest Version).

E. Digital Ampere meter CT operated with selector switch and matching 3 phase 4 wire electronic KWH meter conforming IS 13779/IEC1036 to be provided for each outgoing panels conforming to relevant IS (Latest Version) having class I accuracy.

F. Incoming and outgoing feeder shall display the feeder name (printing). 6.5 STANDARD SPECIFICATION

6.6 FINISH Panel shall be finished with powder coating of approved colour thickness not less than 40 microns.

6.7 TECHNICAL PARTICULARS Tenderer shall submit full description literature and technical particulars of the equipment offered. All equipment/instruments should have test certificate of the recognized/NTH to confirm to relevant IS: Specification.

6.8 DRAWINGS General arrangement and wiring drawings shall be got approved by the successful tenderer before manufacturing the panel.

6.9 DANGER NOTICE PLATES ‘Danger’ Notice plates shall be fixed on front and back panels conforming to IS: 2551/63.

6.10 PACKING & TRANSPORTATION. Complete LT Panel should be packed in such a way that there should not be any Scratches on Panel during transportation.

6.11 TEST CERTIFICATES Original test certificates of all equipments/instruments shall be submitted along with the supply of panel board to the Inspecting Officer passes the LT panel board.

7.0 SPECIFICATIONS OF FEEDER PILLAR

The Feeder Pillar shall be Metal Clad, Powder coated, weather proof, suitable for outdoor use. The Feeder Pillar shall be made out of 2mm thick CRCA sheets with double door and inbuilt locking arrangement. This will have suitable pedestal (MS angle iron frame of 50x50x5mm size on MS channel box) for grouting in RCC. Proper glands at bottom shall be provided for cable entries. It shall be provided with one 10amp 3 pin socket outlet with a 10amp switch and one brass batten holder directly fed from incoming supply. The TPN bus bars shall be suitable for carrying adequate current depending on the capacity of Incoming Feeder and shall be made out of “Electrolytic Grade Aluminum” and fitted on insulated DMC support in a separate chamber. The feeder pillar shall be provided with terminal blocks for termination of incoming and outgoing Aluminum Cables separately. The Connection/ Wiring from various incoming and outgoing switches shell be done with Conductor / Strips of adequate current carrying capacity. The feeder pillar shall be suitable for 415V 03 Phase + 01 Neutral 50C/S system. It shall be provided with
