BAEC is a Government entity, which is responsible for promoting peaceful uses of atomic energy in the country.

Total manpower of BAEC stands at more than 2000, which includes about 500 professionals having wide experience in various fields of nuclear science and technology.

About 100 of these personnel have good exposure on various aspects of NP program.

Nuclear Power & Energy Division (NPED) is responsible

The Government has taken initiatives to strengthen infrastructure for education and research in nuclear science and technology and major universities have been instructed in this regard;

A couple of universities in the country are taking initiatives to open nuclear engineering courses, mostly in the post-graduate level.

On 2nd December 2012 the newly opened NE department of Dhaka University started its first M.Sc. Engg. classes with 30 students.

BAEC and Dhaka University (DU) is working to finalize a MoU under which NE department students will be able to use the lab facilities of BAEC.

A leading technical university (a public univ.) of the country BUET (Bangladesh University of Engg. & Technology) is also working to start NE courses at different levels.

BRAC university (a private univ.) has signed MoU with BAEC for joint collaboration in the area of nuclear science & technology education.

Technical Institutions (Polytechnic and Vocational) located in Dhaka is being requested to introduce appropriate courses on nuclear energy;

In BAEC, a committee is working to address the HRD

issues in connection with the nuclear power program.

MoST has also formed a Working Group in this regard.

Recently BAEC has approved a Functional Structure for

conducting Nuclear HRD activities within BAEC.

A draft Nuclear HRD Network has also been approved by

BAEC for national nuclear HRD program taking into

consideration all the related national & international

stakeholders.

BAEC has a good number of professionals in various branches of nuclear technology;

The Core Manpower for preparatory activities of the Rooppur Nuclear Power project is available in BAEC/MOST;

A dedicated group of professionals is working for the regulatory body;

Fresh professionals for Rooppur NPP and the nuclear regulatory body will be available from the General Universities, Universities of Engineering and Technology and Technical Institutions from their annual out put;

Fresh professionals are to be appointed soon for “Rooppur NPP” and the “Regulatory Body”;

A training Institute under BAEC has been established to train the professionals in the field of nuclear technology. Presently this institute offers fundamental courses on nuclear technology to the junior professionals of BAEC;

BAEC has proposed a tentative Organization Structure

(OS) for the “Rooppur NPP” consisting of 1660

personnel.

The OS will be finalized in consultation with NPP

technology supplier in due course of time.

Recently the OS has been submitted to the MOST for

creation of posts.

It is expected that 135 posts will be created in the first

phase (2013 -’14), 379 in the second, and the rest (i.e.,

1146) in the third phase.

The OS proposes a total of 1048 technical personnel

including 699 for O&M activities of the Rooppur NPP as

follows:

The INIR mission concluded that the Bangladesh reached Milestone 1, having “made a knowledgeable decision”; however, two open issues that still require attention from Phase 1—management and funding/financing;

The INIR mission team concluded that Bangladesh nuclear power programme in general has progressed into Phase 2, being in the stage of preparation to negotiate agreement(s)/contract(s) with selected Vendor.

Development of competent manpower is one of the most essential elements for implementation of a successful nuclear power program.;

Bangladesh seeks cooperation from the Russian Federation in the form assistance package like National training courses, Seminar/Workshop, Expert Mission/Review and other form of bilateral arrangements in establishing infrastructure for “Rooppur NPP” building and in the development of national skill to run the plant safely and efficiently;

Bangladesh desires cooperation from the bilateral partner – the Russian Federation to expedite the development of national nuclear power infrastructure development of Bangladesh for building “Rooppur NPP” with capacity of 2000 MW(e) by 2020 – 2021 in a safe and cost-effective manner.
