The ‘Vision 2021’ of Bangladesh Government

• Transform Bangladesh into a modern, technology based middle income group country

• Accelerate GDP growth to 8% by 2013 and 10% in order to transform the country income group one by 2021; [per capita GDP USD 2000];

• National decision on introduction of nuclear power has become a reality for Bangladesh ; the implementation of NPP project had become an Election Pledge by all political parties in 2008;

• The National Parliament of Bangladesh passed a resolution in 2010 : “In order to overcome the increasing power crisis in the country nuclear power plant shall be established immediately”;

Implementation of a Nuclear Power Project requires establishment of infrastructure in light of international standard. Multiple agencies/organizations/ministries needs to be entrusted with responsibility, therefore directives and coordination from the highest level of the government is essential for a newcomer to NPP;

• National Committee on RNPP (Rooppur Nuclear Power Project), headed by the Hon'able Prime Minister (June 2010) formed to provide top level directives to the different ministries/agencies the activities/interventions to be carried out and the policy decisions on issues related to RNPP implementation;

• Technical Committee on RNPP (Rooppur Nuclear Power Project), headed by the Hon'able Minister of State, MOST, formed to initiate scope of bilateral cooperation as well as coordinate and monitor the progress of the project activities and recommendations for consideration of National Committee on (April 2010);

• A Working Group and Eight Sub-Groups, headed by the Secretary, MOST, formed to initiate and coordinate activities of different Organizations/Ministries for establishing required infrastructures as outlined in IAEA Milestone documents (June 2010);

• Bangladesh has limited infrastructure, resources, professionals and expertise to prepare necessary infrastructure for nuclear build as well as construction, commissioning and operation of the country’s first NPP, the “Rooppur” NPP;

• The IAEA Assistance and the vendor cooperation have become inevitable in the development of national nuclear power infrastructure for building and operation of NPP in a safe, secured and cost effective manner;

• The IAEA has been assisting Bangladesh since at the early stage of nuclear programme of the country. The Director General of IAEA visited Bangladesh in December 2010 and assured support and assistance for Rooppur NPP implementation;

• The National Committee Meeting on RNPP Chaired by Hon’ble Prime Minister provided directives on the development of essential national nuclear power infrastructures and the government has identified the ownership pattern and financial modality of Rooppur NPP;

• The modality of cooperation of the NPP vendor country in the development of infrastructure and construction of Rooppur NPP has been established;

• A Framework Agreement between the government of the People's Republic of Bangladesh the Russian Federation was signed 21st May 2010;

• An Cooperation Agreement concerning the construction of a nuclear power plant between the government of the People's Republic of Bangladesh the Russian Federation on 2nd November 2011;

• Necessary studies to justify the suitability of the Rooppur project site to the vendor and the IAEA for the construction of NPP have been carried out by following the IAEA recommendations through active cooperation of the national organizations/institutions;

• The “Bangladesh Atomic Energy Regulatory Authority Act-2012” was passed by the government on 31 May 2012 for establishing regulatory infrastructure and an independent Regulatory authority;

• A Negotiation Team on RNPP was formed in July 2012 for determining NPP cost and defining the terms and conditions of the borrowed loans/credit financing from the vendor sources;

• Project Monitoring Team on RNPP formed in January 2013 for initiating and coordinating activities for starting preparatory construction phase activities of Rooppur NPP;

• An Agreement on State Export Credit between the Government of the People’s Republic of Bangladesh and Russian Federation to finance the preparatory stage of the Rooppur NPP construction and an MOU on Financing on Rooppur NPP construction was signed on 15 January, 2013 ;

• An “Outline Integrated Plan of RNPP Implementation” focusing on the major components of works and services to obtain the construction license and to start construction of Rooppur NPP has been proposed by the Parties in February 2013;

• The independent nuclear regulatory authority for Bangladesh: Bangladesh Atomic Energy Regulatory Authority has been established on 12 February, 2013.

1. The INIR mission concluded that the Bangladesh reached Milestone 1, having “made a knowledgeable decision”; however, two open issues that still require attention from Phase 1—management (implementation approach – State Owned Turnkey or BOOT) and funding/financing;

2. The INIR mission team concluded that Bangladesh nuclear power programme in general has progressed into Phase 2, being in the stage of preparation to negotiate agreement(s)/contract(s) with selected Vendor for construction of Rooppur NPP.

Bangladesh seeks support and cooperation of the IAEA,

the identified vendor country and all relevant national and international stakeholders for successful implementation of Rooppur NPP Project in time.
