ISRA SLAMS BANGLADESH, INDIA & PAKISTAN A NEW organisation representing a group of ship demolition companies has launched itself with a stinging attack on the three main shipbreaking countries. Liu Guohong, chairman of the International Ship Recycling Association (ISRA), said“With the foundation of the ISRA we can start to work on the international legislation of this important issue in our industry. As responsible ship recyclers we can join our forces against the dreadful practices of countries that allow beaching methods. We want this organisation to bring a voice to the IMO. We want to show the world, things can be done in a green, high-quality way and there can still be return and it is good business.” ISRA's founder members include two Chinese, six Turkish, a Dutch and an American yard, together with the national Ship Association of Turkey have applied for membership. According to a statement the new association will strive to promote the exchange of knowledge, experience, ideas, novelties and training programs. ISRA will also promote worldwide ship dismantling at a high environmentally sound and technical level. The members agree to have their

yards certified to the latest standards. ISRA also says it will pursue the membership of yards in the developing countries. But there will be conditions. ISRA says: “These yards must accept the ISRA guidelines and be willing to make investments for upgrading their yards to the required level. Furthermore ISRA will show alternatives for beaching vessels. The protection of the return of investments for its members will also be looked upon. Another important goal is to change the image of the dismantling industry and make ship recycling more attractive to shipowners.” The statement adds that the association is to be founded in The Netherlands under Dutch law. The secretariat will be located in The Hague and the annual meetings will take place in member states or in The Hague. The following yards have successfully applied for membership of ISRA: Chine Jiang Xiajang Changjiang Shiprepair Yard and Zhongxin Ship Recycling & Steel Co. (both from China), OGe Gemi Sokum, Cemas Celik, Leyal Ship Recycling, Adem Simsek & Simsekler Group, Demtas and Dortel Ship Recycling Limited & Co. (all from Turkey), Sparrows Point Shipyard (US) and Scheepsloperij Nederland BV (The Netherlands). The International Traqnsport Workers' Federation's European arm, the European Transport Workers' Federation, has criticised proposals for a European Union (EU) maritime policy for their failure to address a number of key issues affecting seafarers. Adopted by the European Commission on 10 October, the integrated maritime policy for the EU, also known as the Blue Paper, has been a “wasted opportunity” according to an ETF statement released last Thursday. The ETF which favours a strongly protectionist line towards jobs on ships trading between EU countries says of the new policy document: “Its proposals fall far short of addressing the dramatic employment crisis affecting EU seafarers by endorsing less regulation and greater self-regulation without measures to reduce the effects of competition on employment.” The ETF welcomed the move to consult social partners on proposals to reassess the grounds on which seafarers are excluded from certain EU social directives, but expressed concerns over a number of other issues that remain unresolved. These include: the lack of any reference to the discrimination suffered by seafarers on board EU-flagged vessels on the basis of their residence or nationality and the failure to mention the impact of flag of convenience and substandard shipping on seafarers. According to the ETF, the proposals “severely lack ambition and ignore the transport trade unions’ main concerns” and have “already generated discontent and resistance among maritime transport workers.”

A 19-year-old man, Martijn de Jonge, was charged with unlawful wounding and will appear at Harwich Magistrates Court on Monday. Two men aged 27, a 39-year-old and a 58-year-old, were bailed until dates in November and December. Source : eveningstar

Pirates seize Japanese ship off Somali coast Gunmen have hijacked a Japanese vessel off the coast of war-torn Somalia - the latest in a series of pirate attacks in the same region this year, a maritime official said on Monday. The Panama-flagged Golden Mori was seized on Sunday about eight nautical miles off Socotra archipelago, said Andrew Mwangura of the Kenyan branch of the Seafarers' Assistance Programme. "We do not have any details except that the ship was seized by pirates," he told AFP. Socotra lies about 250 kilometres off the Somali north-eastern coastline and 340 kilometres off Yemen. Pirates have attacked several vessels this year off Somalia's vast and largely unpatrolled coastline, according to the International Maritime Bureau. The attacks stopped in the second half of 2006 during six months of strict rule by Islamists, who were ousted by Ethiopian and Somali government troops at the end of the year. Somalia, which lies at the mouth of the Red Sea, has been without an effective government since the 1991 ouster of dictator Mohamed Siad Barre sparked a bloody power struggle. Source : IOL co.sa

NSRI rescues yacht off Cape coast The past weekend proved a busy one for the South African National Sea Rescue Institute (NSRI), which was involved in a number of rescues and incidents. In Cape Town the Institute was called to help rescue a yacht taking part in the Double Cape Yacht Race from Cape Town to Simon’s Town and return. According to Pat van Eyssen, NSRI Table Bay Station Commander, the rescue craft SPIRIT OF SAFMARINE III was launched after receiving a request for assistance at 01.06 on Sunday, 28 October. The call for help came from the 46ft racing yacht HIGH FIDELITY, which was taking part in the Double Cape Yacht Race, consisting of boats from the Royal Cape Yacht Club and False Bay Yacht Club. The yacht in difficulty reported rudder steering failure two nautical miles offshore of Bakoven with a crew of 14 on board. “Sea conditions of 30 to 35 knot South Easterly winds and 1 metre swells prevailed with patches of no wind along the Atlantic Sea-Board in the shelter of Lions Head and Signal Hill,” van Eyssen reported. “Skipper Mark Sadler reported that they were in no imminent danger but required assistance to be towed. NSRI Table Bay volunteers launched our rescue craft Spirit of Safmarine III and on arrival on-scene a tow-line was rigged and the yacht was safely towed into port and moored at her mooring at the Royal Cape Yacht Club, no further assistance being required.” Van Eyssen said that according to High Fidelity skipper Mark Sadler the yacht’s Carbon Shaft Rudder broke off and sank off-shore of Bakoven at the time High Fidelity was on the return leg of the race and lying first.

“The cause of the Rudder Shaft breaking off has not been determined.” In a separate report, this time from the Durban NSRI, Alec McNamara, NSRO Durban duty coxswain reports on two incidents off Durban that also occurred Sunday. “At 08.20 NSRI Durban were activated by the National Ports Authority following a report from the ship MSC SELIN which had happened upon a life-raft drifting at sea approximately 6 nautical miles off-shore of the Bluff. MSC Selin was standing by alongside the life-raft. “NSRI Durban volunteers launched our rescue craft MEGAN II and on arrival the life-raft was found unoccupied drifting at sea and her markings show she belongs to the Singapore registered ship Anjusmore which is currently lying at anchorage off-shore of Durban. “The 16 man life-raft was recovered onto Megan II and brought back to our rescue base and port authorities will get hold of the owners and the ship. It has not been determined how the life-raft was separated from her ship. “En-route back into port, at approximately 11h25, with the life-raft on-board Megan II, our NSRI crew were flagged down by a local 7 metre dive charter boat. “On-board the dive charter boat was a male diver, part of a Gauteng Dive Charter, suffering a head laceration reportedly sustained from allegedly being accidentally run over by the dive boat’s propellers while surfacing from a recreational dive. “The diver, aged in his early 40’s, from Weltevreeden Park in Johannesburg, was assessed by our crew and found to be in a serious condition with a laceration to the crown of his head and scrapes and bruises. He was lapsing in and out of consciousness. “Netcare 911 Ambulance Services were activated while the rescue crew aboard Megan II transferred the patient onto our rescue craft and initiated medical treatment while heading towards our rescue base. “It appears that the diver was hit on the head by the boat’s propellers while diving off-shore of Coopers Lighthouse while on a recreational dive charter. The dive crew had recovered the diver from the water after the accident and immediately headed towards port seeking medical assistance when they came across our NSRI rescue boat which was returning from recovering the life-raft. “The patient was brought into our rescue base secured into a Stokes Basket Stretcher where he was stabilised and treatment was handed over to Netcare 911 paramedics who had responded to our base to assist. “He has been transported to hospital in a stable but serious condition by a Netcare 911 ambulance.” Later yesterday during the afternoon the Durban NSRI was again activated by a call from the Port of Durban following reports of a drowning in progress off one of the main Durban beaches. The rescue craft EIKOS RESCUER II and MEGAN II responded to the scene along with a landbased 4x4 rescue vehicle, where they were joined by units of the SA Police Search and Rescue, Netcare 911 Ambulance Services, Kwa-Zulu Natal Emergency Medical and Rescue Services (KZN EMRS) and Fire and Rescue Services. On arrival on-scene the NSRI joined eThekwini (Durban) Municipal Pro Lifeguards who had initiated a search in the surf for a male swimmer who was reportedly seen being washed out to sea by suspected rip-currents. India's first 360 Degree steering simulator launched

India’s first 360 degree tug steering simulator for training seafarers in the off-shore and the harbour area of the ports was inaugurated recently at the Kwality Professional Academy Mumbai, a subsidiary of KNK group of companies. The

academy thus becomes the first in the country to enter into the offshore training arena. Capt Sandeep Mehta, CEO of Mundra Port, Gujarat, inaugurated the simulator. The simulator has 4-D application with audio-visual indications on three large LCD screens. The system is an exact replica of the real tug. The handler learns how to operate this by using the joystick that works in combination for steering and speed control and different variables like wind, current, tide, visibility, day-night effect, traffic, etc. At the same time, one more LCD is placed along side that works as an instructor manual to demonstrate the method and procedure. With this simulator, the academy aims to bring in enhanced safety and quality in the operation of tugs by seamen, handlers, cadets and marine officers working in the offshore and port area. The KNK group has a close association with Mundra Port, where it manages 10 high- powered tugs. “Tug management is our core activity,” says Capt Naresh Kalra, managing director of the KNK group. Besides Mundra, we manage tugs for our other clients on the Indian coast. “There is any number of marine training institutes conducting the International Maritime Organisation’s (IMO) courses but none for the harbour, offshore and coastal trade. Modern offshore vessels need highly skilled and trained navigators and handlers to operate vessels in a safer manner and at the same time protect offshore installations from damage.” Source : economictimes.indiatimes

14 migrants dead off southern Italian coast At least 14 migrants died in the waters off southern Italy in two separate incidents overnight, coast guard officials said on Sunday. Six of the victims died when their 23-meter-long vessel sank near the Calabrian coast. More than 113

others on board survived, swimming to shore. The second incident involved a shipwreck off Sicily in which another eight migrants died. Authorities say the overall number of migrants landing on Italian shores has dropped sharply this year, but hundreds continue to arrive each week in overcrowded, rickety vessels that capsize long before they reach the coast.

Two missing after NKorean cargo ship capsizes off China

Two crew members from a North Korean cargo ship that sank off China's eastern coast were missing, after 21 others were rescued, state media reported. The ship capsized yesterday off the coast of Shandong province amid strong winds with 23 crew members aboard, the Xinhua news agency reported. Xinhua had earlier reported that 25 were on board the Jinshan, which is registered in North Korea. The new report did not explain the discrepancy or give the nationalities of the crew. The accident occurred in the Yellow Sea four nautical miles from shore. Chinese military ships have spearheaded the rescue effort, which has been aided by help from dozens of civilian vessels, including fishing boats, Xinhua reported. Slovakian freighter capsizes in Baltic Sea Danish and German rescuers on Sunday struggled to liberate seven sailors believed to be caught inside the hull of a capsized freighter off the coast of southern Denmark, the Danish navy said. Three of the ship's 11 all-Turkish crew were rescued by a Russian ship shortly after the incident, while a navy helicopter had found a fourth crew member drowned. The "Omer N", a Slovakian freighter, capsized shortly after 1400 GMT about 28 kilometres west of the town of Gedser on the southern tip of the island of Falster for unknown reasons. The ship has since run aground, enabling rescue divers to reach it, the duty officer from Danish naval command Danfleet told Reuters. He said that although the divers had managed to breach the hull and enter the ship the conditions were deemed too rough to effectively search for the missing crew inside. Dutch say 'no way' their ship behind YES broadcast disruptions

A technical inspection by The Netherlands has concluded that its missile ships were not responsible for the recent disruptions to Israeli satellite television YES, as alleged by Israel earlier this month, The Jerusalem Post has learned.

Speaking to The Jerusalem Post on Sunday, Dutch defense officials categorically rejected claims floated two weeks ago by Israel that one of their missile ships that is part of the UNIFIL maritime taskforce which patrols the Lebanese coast - HNLMS De Ruyter - was behind the month-long disruptions experienced by YES subscribers. According to the officials, last week, the De Ruyter docked in Greece for routine missile inspections and at the same time underwent a thorough systems check to see if it was the real source behind the disruptions to YES. "Our checks showed that we were 100 percent not responsible," a senior official from the Netherlands told the Post, adding that Holland expected the Israeli Defense Ministry to issue a clarification concerning their earlier accusatory comment. Despite the Dutch claims, Defense Minister Ehud Barak's office said it was "unfamiliar" with the new findings and as a result was unwilling to issue a clarification. Dutch officials said they were surprised by the response since the Netherlands had immediately transferred the new findings to Barak's office. Clients of YES, Israel's primary satellite television provider, started suffering from frozen and fuzzy images ever since Israel's mysterious airstrike on what foreign media reports claim was a nuclear reactor in northern Syria on September 6. The company was unable to locate the source of the disturbance and Defense Minister Ehud Barak agreed to step in and assist in locating the cause. Two weeks ago, Israeli defense and diplomatic officials announced that they had discovered that the source for the disturbance was a Dutch UNIFIL ship. They said that had a few hours after the attack, the Dutch navy vessel moved into position and began deploying its radar to obtain as much information as possible about the military events of that night in northern Syria. The Dutch defense official said that his country was surprised by the initial accusations but that despite the discontent there was no intention to pull out of UNIFIL.

"We agreed to become part of UNIFIL with the basic goal of defending Israel," he said. "We should have received better and more fair treatment throughout this affair." Source : jpost.com

Dubai Drydocks swoops on Singapore's Labroy Dubai World's Drydocks World, unit today announced its latest overseas acquisition by making a voluntary conditional cash offer for Labroy Marine Limited ("Labroy") of Singapore. The offer would involve a potential cash outlay of approximately$1.63 billion for an acquisition of all Labroy's shares on a fully diluted basis. Labroy, incorporated in Singapore and listed on the Main Board of the Singapore Stock Exchange. is a marine construction and engineering group with core businesses in shipbuilding, ship repair, offshore rig construction and shipping. It has two full-service shipyards in Batam, Indonesia and a large and diversified fleet of vessels. Drydocks World has received irrevocable undertakings from substantial shareholders of Labroy to accept the offer from Drydocks World in respect of approximately 65.49 per cent. of all the shares in Labroy in the aggregate. The core strengths of Labroy are similar to those of Drydocks World, being ship repair, ship building and conversions. In addition Labroy is also engaged in construction of offshore rigs for use in the global oil and gas industry. Welcoming the acquisition, Sultan Ahmed Bin Sulayem, Chairman, Dubai World, said: "The acquisition of Labroy has marked yet another milestone for Drydocks World in consolidating its position in the maritime industry worldwide. Keppel Delivers Sea Cheyenne for Gulfmark Keppel Singmarine Pte Ltd (Keppel Singmarine), a wholly-owned subsidiary of Keppel Offshore & Marine Limited (Keppel O&M), has delivered an Anchor Handling Tug/Supply (AHTS) vessel to Gulfmark Offshore Inc (Gulfmark) on schedule. The 140-ton bollard pull vessel was christened Sea Cheyenne by Rex Carroll Ross, wife of Rex Ross, Director of Gulfmark Offshore, at a naming ceremony on October 27, 2007. This is the third of eight vessels which Keppel Singmarine is building for the company since 2003. The design of the vessels is developed by Marine Technology Development (MTD), the ship design and development arm of Keppel O&M. Gene Leech, Executive Vice-President of Gulfmark Offshore, said, “Keppel Singmarine has once again delivered their vessel to us on time and to our full satisfaction. We are pleased to partner Keppel Singmarine in meeting the growing demand for AHTS to support offshore oil and gas activities. Mr Choo Chiau Beng, Chairman & CEO of Keppel O&M, said, “We will endeavour to provide value-added services, particularly in ensuring that Gulfmark’s five other vessels with us are completed on time and within budget.”

The five remaining vessels will be delivered in 2008. Sea Cheyenne, which will be deployed in Vietnam, is the fourth vessel that Keppel Singmarine has delivered this year. The yard is expected to deliver one more vessel before the year ends. Keppel Singmarine is currently building 17 vessels: 13 offshore support vessels, a Floating Storage and Offloading vessel, two ice-breakers and a derrick pipelay vessel. The yard is also building the hull of three jackup rigs for sister company Keppel FELS. Keppel O&M has a total order book of 50 ships, with

FUGRO SALTIRE LAUNCHED

At the polish yard Stocznia Gdansk the newbuilding for Fugro named FUGRO SALTIRE was launched October 19th,the hull will be towed to Norway to be fitted out in Bergen. Aker Yards to build Six Containerships Aker Yards has been awarded a contract by Reederei F. Laeisz GmbH in Rostock (Germany) to build six container ships of the newly developed type Aker CS 2800. The total contract value is approximately EUR 245 million. Delivery by Aker Yards in Germany is scheduled between the fourth quarter of 2009 and the third quarter of 2010. The contract is subject to financing. Aker Yards has previously delivered four container vessels to F. Laeisz. Tom Einertsen, President of the Merchant Vessels business area says: "We are very pleased that the highly reputed F. Laeisz again has placed its confidence in us. Even if Aker Yards, Merchant Vessels is strongly focusing more on specialized vessels, the container ships with new design will still be a part of our product offering." The newly developed type Aker CS 2800 will be built under the slogan Smart - Green - Efficient. Smart meaning good technical solutions by adapting the vessels to special requirements of the customer, such as optimal gearing, a

maximum in reefer sockets, a good access to the reefer containers, lash bridges as well as the opportunity to extend the radius of action. Green meaning good characteristics concerning environmental protection by efficient energy management, protected fuel tank arrangement without any contact with the shell of the hull, HFO service tanks for low sulphur HFO and an efficient ballast water management. CRUISE SEASON STARTS IN AUSTRALIA October signals the start of the cruise season here in Australia and especially in Sydney.This season between Oct 07 and Apr 08 in Sydney alone over 85 visits of pax vessels are listed for Sydney .

This week we had the Sun Princess arrive to commence her Australian cruise programme. She was the largest Passenger vessel to pass under the Sydney Harbour Bridge and she did so with an air draught of 48 metres giving her 2.4 m clearance under the bridge. She is shown here sailing 24th Oct just about to disembark the Sydney pilot enroute to Brisbane where

ODFJELL BUYS ROTTERDAM TERMINAL NORWEGIAN parcel tanker owner and liquid terminal operator Odfjell is buying AVR - Maritiem Botlek as of 1 January next year. The new name of the company will be Odfjell Terminals Maritiem. The two companies have agreed that the sales price will be kept confidential. Located next to OTR, one of the largest tankstorage facilities in Europe, OTM will continue to operate as a separate Business Unit within the Odfjell Group and also continue operating the Harbour Receiving Unit (HOI). Odfjell says: “The close proximity will give OTR the possibility to use and operate the extra berths. Furthermore, the OTM area can be used in future expansions of OTR.” It adds: “OTM will continue to employ thirty-five full time employees. Odfjell will respect their current terms of employment. Fifteen other persons from AVR Maritiem will be offered a new job within the AVR Van Gansewinkel-organization. The works councils of the companies have rendered a favourable advice.” The main customer of AVR - Maritiem is Odfjell-Seachem, one of the world's leading deep-sea parcel tanker operators. Acquisition of 8 newbuilding contracts The delivered cost for the eight vessels is estimated to be about $410 million in total and will be delivered quarterly from September 2009 to Golden Ocean Group Limited . Golden Ocean Group Limited has acquired eight newbuilding contracts at Zhoushan Jinhaiwan Shipyard (Jinhaiwan) in China. The vessels of 80.000 dwt will be delivered quarterly from September 2009. The delivered cost for the eight vessels is estimated to be about $410 million in total.

Golden Ocean has already ordered five capesize bulkers at Jinhaiwan. The experience gained so far indicates that this yard is likely to become one of the leading yards in China going forward. The competitive price on these contracts will secure Golden Ocean continued growth through investments in assets which have a reasonable low cash break even basis. The signing of the eight newbuilding contracts will further modernize the Golden Ocean fleet and is financially balanced through the recent sale of the four 1990- and 1994 built Panamaxes and the Company`s solid charter back log. Given the firm prices for newbuildings in today`s market, the Board of Golden Ocean anticipates that the new signed deals with attractive contract prices and the good delivery positions will create additional value for the shareholders in Golden Ocean on a short and long term basis.

Two lines get together on new dual service

The two shipping lines, CMA CGM and CSAV, are to merge their existing Vasco and Marco Polo services from November 6 – with CMA CGM providing five vessels and CSAV three vessels to the new combined fleet.

PROFIT UP AT FINNLINES FINNLINES Group, now majority owned by Grimaldi Group, made a profit in the first nine months of this year of euros57.2m (US$82.2m), up from euros 42.6m in the same period last year, on the back of revenue of euros505.4m, up from euros 473.5 from continuing operations. The company says: “During the first nine months of 2007 unitised cargo volumes have developed positively on the main routes of Finnlines. This is due to the good economic development in Finland and in its most important trading countries and also due to Finnlines' faster timetable between Finland and Germany.” It adds: “Despite one-time expenses relating to the new vessels taken into service, the rotation of the fleet and the vessels being out of service due to conversion, the whole year operating profit for 2007 is expected to be better than in 2006. Compared to the previous year, there is and will be an increase in the depreciations and interest expenses due to the investments made into five newbuildings and vessel conversions.
