Dear Graduate Students,

Congratulations and a very warm welcome to NUS!If you’re a returning NUS alumnus, welcome back to your alma mater!We thank you for choosing NUS to pursue your graduate studies.

Life as a Graduate Student will be a busy one, as you will be expected to drive your own academic undertaking (albeit with supervision and guidance). Depending on the size of the laboratory/department, research students may be working with a small team of researchers and students, or very much alone. It can be quite a change if you had been an active undergraduate student. Hence, it is important that you establish a good network of friends in the laboratory or department, or even in other Faculties. That peer support and social interaction is important, just as is your rapport with your supervisor(s). Apart from this, engaging students from different disciplines can often open up insights and perspectives that may be food for thoughts for your research work.

The intensity of graduate studies calls for long hours of reading, writing and conducting research. Hence, it is not uncommon for our Graduate Students to live the limited ‘circuit of library and laboratory’ routine for most part of the day (and even nights). But this does not have to be the only life style possible on campus. Graduate Students should and can lead an enriching and fulfilling life outside of their academic and research routine, by taking part in campus activities such as concerts, sports, community work, or working with the Graduate Students’ Society. A high proportion of our Graduate Students are international students and it is heartening that we see many of them performing at the annual International Student Night organized by the Office of Student Affairs, dancing and twirling in their

brilliant national costumes!

Engaging people beyond your research team or study group through social interaction orCCAs can widen your perspectives of the world within and outside of the university. It can also help you hone in on people and soft skills that are needed for a successful career after NUS. It is important that you do not neglect yourself and your personal development in the next few years.

Completion of Forms

Completed the Letter of Offer and returned it to the Registrar’s Office (RO) or Graduate Student’s Office of the Faculty / School you have applied to (whichever is applicable)

Important Documents

Obtained a valid passport. Gathered all original academic transcripts, birth certificate, citizenship certificate or passport and have them prepared to bring with you to NUS.

Before leaving your country, please ensure that you have completed all items in the following list:

Application for Student Accommodation

Complete the online Student Accommodation form by 12 June 2009 for semester 1 and/or 27 November 2009 for semester 2 if you wish to apply for NUS student accommodation. You should be informed of your application results via email before arrival. Accomodation enquiries canbe sent tohttp://www.nus.edu.sg/osa/housing/faq/gd.html

Arrival after Office Hours

If you are successful in your application for the graduate student accommodation, please inform your allocated Student Accommodation of your expected date and time of arrival. Arrangements will then be made for your late-arrival check-in.

International Student Orientation

Take note that you are expected to attend the International Student Orientation. It has been through our experience that students who had attended the orientation had fewer difficulties in adjusting to their new experience here (Please refer to page 2 for more information).

Visa Requirements Enquired at the Singapore Embassy/Consulate/High Commission in your country regarding visa requirements for entry into Singapore, and have applied for an entry visa, if required. Details are also available in the Ministry of Foreign Affairs website at www.mfa.gov.sg

Medical Insurance Taken additional medical insurance coverage for your study in NUS, for your personal needs if desired.

Financial Preparation

Arranged to bring to NUS enough money to cover travel expenses, registration and living costs on arrival. Checked procedures for transferring funds to a bank in Singapore. Purchased travellers’ cheques and arranged for credit cards if desired. A bank draft in Singapore Dollars drawn from a bank with a branch in Singapore is preferred. The address of the Singapore branch should be typed on the draft. Please note that a bank draft drawn on an overseas bank would take about three to eight weeks to clear (Please refer to page 28 on Banking Facilities for more information).

Before leaving your country, please ensure that you have completed all items in the following list:

Medical Examination

Prepared medical reports for your Student’s Pass application and NUS pre-enrolment medical examinations. You may wish to bring a copy of your medical records, eye prescription or medical information with you to Singapore. All medical forms must be completed in English. You can choose to either have the medical examination done in your home country or in Singapore. The medical report must not be issued more than 3 months before the time of submission of application. (Please refer to page 22 on Immigration Matters).

Note: (Optional) You may wish to arrange for personal and credit references. These will be useful when applying to rent accommodation and opening bank accounts, etc.

WHAT TO BRINGAt least a dozen passport-sized photographs (35mm x 43mm)

Passport and other identification documents such as Identity Card and birth certificate

Confirmed notification of residence in Student Accommodation in Graduate Student Accommodation / YO:HA hostels, if any

Originals of documentary evidence of educational qualifications (only if it is stated in the offer letter)

Any original documents that may be required for processing by the University or the Singapore Immigration and Checkpoints Authority (ICA)

Example: marriage certificate if accompanied by Spouse

Cash (minimum S$1000) for temporary accommodation, transportation, meals, etc.

Bank draft to cover tuition and Student Accommodation fees

Favourite photographs or small objects to decorate your room and make it feel more like home

National costume of your country. In-Fusion, an international fiesta, is celebrated annually in January / February on campus. International students are encouraged to get together and showcase their countries’cultures in this fiesta

Electrical voltage in

Singapore is 230 volts, 50 cycles. The electrical outlets are mainly for 3 pin plugs. Adapters

can be easily purchased in Singapore allowing you to use 2 pin plugs.

Please note that objectionable literature, controlled drugs, and reproductions of

copyright publications, videotapes, cassettes and CDs/VCDs/DVDs are

prohibited from entry into the country.

Necessary items, all of which can be purchased in Singapore, include:

ARRIVAL CHECKLIST1. On Arrival

Complete the Disembarkation / Embarkation form, which you will receive while on the airplane, taking special care not to omit anything. You will present this with your passport and Admission letter to NUS, and the original copy of your Student’s Pass approval letter (applicable for those who require VISA to enter Singapore) to the Immigration Officers at the airport in Singapore. Please retain the portion of the Disembarkation / Embarkation which will be given to you as this will be required for the application of your Student’s Pass.

2. Singapore Currency

Change your money at the currency exchange counters in the terminals at Changi International Airport, if necessary.

3. Overnight Accommodation

If you require urgent overnight accommodation, you may book a room at the Singapore Hotel’s Association Reservation Counters (operate 24 hours daily) in the Arrival Hall of the Airport.

4. Getting to NUS

You can take a taxi or the Mass Rapid Transit (MRT) train and make your way to your assigned student accommodation, following the directions provided on page 8 of this guide.

5. International Student Orientation

Attend the International Student Orientation (Please refer to page 2 of this guide for details). During the orientation, you will meet new friends. As you start sharing expectations, anxieties and experiences, you will begin to prepare physically and emotionally for the commencement of classes. You will also be able to sign up and participate in various activities, as well as have the opportunity to meet senior students and collect free literature on Singapore, places of interest, maps, etc.

6. Financial Matters

If necessary, open a bank account and settle all financial matters.

7. Student’s Pass

After registration and receipt of your medical report, you can proceed to the ICA counter at the NUS Registration Centre to apply for your Student’s Pass before the expiry of your Social Visit Pass. ICA officers will be present at the NUS Registration Centre during the Registration Week in July/January.

GETTING TO NUSTaxi service in Singapore is plentiful, convenient, and reasonably priced. If this is your first time in Singapore, we strongly advise you to take a taxi. Just flag down a taxi and ask to be driven to NUS. Using the campus map which you have printed from the NUS website, identify the building or exact location within the campus you wish to be let off. Taxis are metered and the flag down rate of taxis is between S$2.80 - S$5.00. A list of possible additional surcharges can be found posted in the taxis. Tipping is not expected. Most taxi drivers are conversant in English and Mandarin.

Note:Passengers on board the MRT are advised to carry luggage not exceeding 81 cm x 58 cm x 30 cm in volume.

Mass Rapid Transit (MRT) and BusFrom Changi Airport MRT station, board the train going in the direction of Boon Lay (West line). Alight at Clementi MRT station and turn left after the gates. Take a 2 min walk to the Clementi Bus Interchange and board Bus 96 which brings you directly to the NUS campus. Alternatively, you can also alight at Buona Vista MRT station, cross the overhead bridge and board Bus 95 to the NUS Campus.

SMOKE-FREE CAMPUSThe University is a smoke-free campus. Please refrain from smoking near buildings and areas where groups of people are gathered.

When not in your room, ensure that all windows are closed and doors properly locked behind you.

Avoid waiting inside lonely, closed-inshelters. Keep to open, populated and well-lit areas.

If someone is following you, go to a place where there are other people.

Avoid walking through dark, gloomy places at night. If necessary, walk in groups.

Stay alert to your surroundings at all times.

Carry your mobile phone, coins or a phone card in case you need to call for a taxi or a friend.

A positive attitude is very important as adjustments would have to be made. You may initially feel lonely and homesick and experience some form of “culture shock”. Be assured that most new international students experience these feelings, but with a positive attitude, a spirit of adventure and flexible thinking, you will soon overcome them. Maintain your perspective and check whether your own expectations were too high. Keep an open mind, communicate with the other students and participate in student activities and sports. Counsellors at the Counselling & Psychological Services are also available should you wish to speak to them.

ALCOHOL POLICYNo alcohol should be consumed or sold on University premises unless otherwise provided for such as in approved food outlets on campus or during approved conferences, conventions and cultural events. Students are advised to moderate their consumption of alcohol in social places such as pubs and clubs outside of the campus. It is best that they drink in the company of friends from campus, be wary of strangers and help keep a look out for each other’s safety and welfare.

PERSONAL SAFETYGenerally Singapore is a safe city with many well-lit roads. Public transportation services also operate till midnight throughout the week.

Graduate Students Apartment at Prince George’s Park Residences

If you are a married graduate student applying for accommodation with your spouse/children in the Graduate Students Apartments (GSA), you may choose between two types of apartment units. The maximum occupants for both types of apartment units are two adults and two children. Room allocation is not assured and it will be based on availability

YO:HA HOSTELS

Students who are keen to take up the single occupancy at NUS leased accommodations may indicate their preference in their application.

University accommodation is offered on per semester basis, subject to room availability. If your application is successful, you will be required to pay the full rental (non-refundable) for the semester within seven days of check-in. Application for extension of stay is subject to room availability.

Please furnish your confirmed date and time of arrival in the application form so that check-in arrangements can be made.

Application Procedure

For Single graduate students, please submit a copy of the NUS Admission Offer Letter via email at [email protected] or fax (65) 6777 0155 to Residential Services, OSA.

For Married graduate students, please submit a copy of the Marriage Certificate and social visit passes of spouse/child accompanying them during their studies.

Private Accommodation

Residential Services maintains a database on off-campus private rentals in the vicinity of the University. These comprise rooms/apartments in the public housing estates as well as private residential areas. Some of the locations include Clementi, West Coast, Dover, Ghim Moh and Pasir Panjang, all of which are within easy access of the University.

There are some short term accommodations (rentals of rooms / apartments between one week to six months) offered by LMB Housing Services. You may contact Ms Anne Lehman via email at [email protected]

The average rental for a single room is about S$500-S$800 per month, depending on the room condition, location and whether it is furnished or otherwise. A rental deposit of one to three months is normally payable depending on the house holder.

If you are interested in taking up these offers, you will have to contact the house holders directly to arrange for viewing of the rooms and to negotiate rental terms. Lease arrangements made between you and the householders are strictly private and the University will not be liable for any dispute or disagreement arising there from.

HEALTH & INSURANCE MATTERS

Medical Examination for International Students for Admission

Admission to the University is subject to your good health. All successful applicants are required to undergo a medical examination. The medical examination may be done by your own physician or at the University Health Centre (UHC), Level 1, 20 Lower Kent Ridge Road, NUS.

The cost of the medical examination and chest X-ray is S$30*, while the cost of the medical examination without the chest X-ray is S$25*.

Medical Examination for International Students for Student’s Pass

In addition to the Admission Medical Examination, international students will need to undergo an HIV test for the application of Student’s Pass.

(a) The HIV test and medical examination can be done in the country of origin or in Singapore. Note: THE MEDICAL REPORT MUST BE WRITTEN IN ENGLISH

(b) Laboratory test and chest X-ray report, together with the Medical Report for Student’s Pass, must be submitted to the Immigration & Checkpoints Authority (ICA) within three months of issue.

(c) The medical examination can be done at UHC. The cost of the medical examination, including chest X-ray and HIV test is S$45*.

International Comprehensive Medical Scheme

Full-time International Graduate students are required to subscribe to this scheme. The fee is S$58.85 per semester. It will be included in the mandatory Miscellaneous Fees of the student bill on a semester basis. For Research Scholars, the amount will be automatically deducted from the stipends on a semester basis.

Graduate Students, who subsequently convert their candidature from full-time to part-time will not be covered and there is no refund of premium paid.

Please ensure that you apply for your Student’s Pass within the validity of your Social Visit Pass in your passport. You must also register as an NUS student.

IMMIGRATION MATTERSBefore coming to Singapore, please enquire at the Singapore Embassy/Consulate/High Commission in your country regarding visa requirements for entry into Singapore. Details are also available in the MFA Website at www.mfa.gov.sg. You should also check with your immigration department whether you are required to apply for an entry visa.

APPLICATION FOR STUDENT’S PASS

Upon your arrival in Singapore, you will be given a Social Visit Pass for a minimum of between two weeks to one month at the airport or point of entry. You may be asked to show your Letter of Admission. During this period, you must apply for a Student’s Pass after you have registered.

All international students are required to hold a valid Student’s Pass, issued by the Singapore Immigration & Checkpoints Authority (ICA) for their studies in NUS.

The Student’s Pass issued will include a photograph of the student and an image of

their fingerprint. To facilitate the capturing of the fingerprint and photo, ICA officers will be present at the NUS Registration Centre at the Multi-Purpose Sports Hall in July / Janaury. Students who have the following documents completed may submit them to the ICA officers during the registration period.

Completed documents:

A copy of In-Principle Approval Letter (endorsed with the NUS stamp);

Passport with a valid Social Visit Pass;

A copy of the passport particulars page;

The Disembarkation & Embarkation card (IMM 27);

The print out of e-form16 submitted through SOLAR (duly signed by the applicant);

Medical report, X-ray and HIV report (all documents must be written in English and endorsed by the reviewing doctor). The laboratory reports must not be more than three months from the date of issue. The medical report is only required for studies of more than six months. Students are encouraged to do their medical report in their home country and bring it to Singapore for submission;

All completion of formalities is strictly by appointment only. Applicant is to make an e-appointment via www.ica.gov.sg before going down.

EXTENSION OF STAYIf you wish to stay in Singapore after the expiry of your Student’s Pass, or if your application for extension is made after the expiry of the Student’s Pass, you may apply for a Social Visit Pass at the Visitor Services Centre, ICA Building (4th storey). You may be asked to show a confirmed air ticket indicating your departure. Should your Social Visit Pass expire while you are in Singapore and have not applied for your Student’s Pass, you are deemed to be residing unlawfully in Singapore and will be liable for a fine, failing which you will be charged in court.

Immigration Matters...

CANCELLATIONShould early termination of your studies (e.g. withdrawal or refused re-admission) at the University be necessary, you must relinquish your Student’s Pass to the ICA within seven days of cessation of your studies. A Social Visit Pass will be stamped in your passport to allow you to exit the country.

INTRODUCTION TO SINGAPOREAN ISLAND REPUBLIC Singapore is a small tropical island with over 63

surrounding islets, which together form a total land area of 685 km2. It lies just 1 degree north of the equator.

HISTORY Located at the tip of the Malay Peninsula, Singapore was first called “Temasek” or “Sea Town”. According to a legend, a 14th century Sri Vijayan prince saw an animal he mistook for a lion on the island and Singapore’s modern day name “Singa Pura” (meaning “Lion City”) came about.

In 1819, Sir Stamford Raffles founded Singapore and established a trading station so that the British could refit, feed and protect the fleet of their growing empire. Independence as a sovereign, democratic nation was attained on 9 August 1965.

POPULATION Singapore has a resident population of about four million people. The Chinese constitutes 77% of the population, the Malays 14% and the Indians 8%. The other ethnic groups such as Eurasians and Peranakans make up the remaining 1%.

CLIMATE Singapore’s climate is warm and humid, with slight variations between the average minimum of 23°C and maximum of 35°C. Rain falls throughout the year but more frequently during the monsoon season from November to January.

LANGUAGES There are four official languages in Singapore: Malay, Chinese (Mandarin), Tamil and English. Malay is the national language and English is the language of administration as well as the main medium of instruction in educational institutions.

WHAT TO WEAR In tropical Singapore, loose and light summer clothing is recommended especially for outdoor activities. Please note that in lecture theatres, libraries and administrative offices, you should be appropriately attired. Improper attire includes shorts, slippers and clothing with indecent words or pictures.

DRUGS Drug abuse is viewed seriously. The trafficking, manufacturing, importing or exporting of drugs carries a death penalty. Unauthorised consumption also carries a heavy penalty.

SMOKING Smoking is prohibited in most buildings and public areas, especially in enclosed or airconditioned areas.

FOOD CULTURE A common initial greeting amongst Singaporeans is “Have you eaten?”

Singaporeans love to eat, more so with such a wide variety of food offered in different settings.

Food centres in local neighbourhoods or airconditioned food courts in shopping complexes offer you a wide variety of dishes.

When dining at a food court or hawker center, get a table, note the table number and then look at the pictures at the stall to order. Give the stall operator your table number and wait for your food to be delivered before making payment. Do take note that some stalls are self-service and you are expected to make payment, wait and bring the food to your table.

SOCIAL CULTURE People are expected to form queues to either board buses, or to wait for service. It is impolite to push someone who is ahead of you in the queue. Do be punctual. Allow yourself sufficient time to travel. It is also considered impolite to miss an appointment. Address the people you meet with titles such as Mr, Mrs, Miss, Dr or Professor unless you are invited to use their first names.

GOODS AND SERVICE TAX (GST)

A 7% Goods and Services Tax is levied on all services and goods imported into Singapore.

LITTERING Singapore has strict laws against littering.

VANDALISM Defacing public and private property carries a severe penalty.

BARGAINING Bargaining is not normally practiced in Singapore shops. The prices marked are the prices at which the goods are sold.

TIPPING Tipping is not necessary as a service charge of 10% is normally levied at restaurants, hotels and other establishments. A tip should only be exercised in instances where the bill does not include a service charge.

OVERSTAYING Overstaying is a punishable offence under the Immigration Act. Please take note of the expiry dates of your Social Visit Pass upon arrival and of your Student’s Pass and apply for renewal about four weeks before the date of expiry.

Please note that laws in Singapore are taken seriously and penalties are severe. If you are not sure of what is legal/illegal, please consult the ISS advisors.

All full-time international graduate students are allowed to engage in part-time employment, as long as they meet ICA’s stipulation of not exceeding 16 hours per week of employment during semester time.

Please ensure you can manage your time well to balance studies with part-time employment, and to observe the cap of 16 hours per week for employment during semester time. If you are on scholarships, kindly seek permission from your scholarship sponsors before engaging in part-time employment.

GETTING AROUNDGetting around in Singapore is easy and convenient. An efficient public transportation network offers taxis, buses and the modern MRT rail system.

Fares may be paid by cash or ez-link card which can be used for both the MRT and public buses. The ez-link card is a contactless card system. The cost of your journey will be automatically deducted when you alight from the MRT/bus. The ez-link card costs $15 and can be purchased from any TransitLink Ticket

Mass Rapid Transit (MRT)Singapore’s rail transit system comprises three main lines (North-South, East-West and North-East) operating from 6am to midnight at frequencies of three to eight minutes. You may purchase a Standard Ticket (ST), a contactless smart card for single travel on the MRT and Light Rail Transit (LRT). The ST can be purchased at the General Ticketing machine (GTM) located at all MRT and LRT stations. The price of the ST includes a refundable deposit of S$1. The deposit can be claimed at the GTM by returning the ST within 30 days after the date of purchase. The ST is valid for use on the day of purchase only.

The TransitLink Hotline is jointly launched by SBS Transit and SMRT to provide commuters with greater convenience through a one-stop service.

There are more than 20,000 air-conditioned taxis in Singapore. The flag-down rate for taxis ranges from S$2.80 to S$5.00 (depending on the type of taxi). Each taxi is allowed a maximum of four passengers. Taxi fare from Changi Airport to Kent Ridge campus can range from S$25.00 to S$35.00 depending on the time travelled, traffic and surcharges. Do take note that surcharges are applicable at certain times of the day.

Special airfares available to students, academics and youths under 26 years old. STA Travel can arrange all travel needs from short trips to exchange and study trips as well as the International Student Identity Card (ISIC). Bring a photocopy of your Registration Card, photograph and a photocopy of your passport / identity card together with payment od S$15 for the application.
