Background

Human trafficking is often a hidden crime that knows no boundaries. It is an affront to humandignity, freedom, and justice. Effectively combating this crime requires a comprehensive andcoordinated response from all human trafficking programs and services. During the 86thLegislative Session, the Texas Legislature created the Texas Human Trafficking PreventionCoordinating Council (Coordinating Council) to coordinate the human trafficking efforts in Texas.Tex. Gov't Code § 402.034.

As a result, the Coordinating Council developed this survey to gather information on the humantrafficking programs across Texas. This survey seeks to elicit a broad response from victim-serving organizations, prevention programs, advocacy groups, law enforcement, prosecution,healthcare, and regulatory agencies all working to fight human trafficking from different angles.With this data, the Coordinating Council will develop a five-year strategic plan for preventinghuman trafficking in Texas.

Human Trafficking: A Closer Look

Human trafficking is the exploitation of men, women, and children for forced labor or forced sexby a third-party for their own profit or gain. This definition does not distinguish between adultsand minors nor does it mirror the Texas Penal Code standards required to prosecute a criminalcase. Child sex trafficking does not require force, fraud, or coercion, and trafficking of a childdoes not require the perpetrator to know the age of the child at the time of the offense.

Instructions

The following survey is an opportunity for you, your agency, program, or organization to provideinformation about what you are currently doing in the fight against trafficking and provide insighton where the state of Texas has existing gaps in need of future attention. This survey is notintended to be an official and exact submission, but rather it is intended to provide a broad andinsightful visual of the current human trafficking programs in Texas. Please answer the surveyquestions as completely as possible.

Questions marked with an asterisk (*) are required. If you are unable to answer a question, therewill be instructions on how to input your response. We recognize that many of your responseswill overlap with the responses of other entities. For the purposes of this survey, duplicateanswers are acceptable.
