Notes: Please track this bill. Please do everything you can to OPPOSE this bill, and the Assembly counterpart, once the proponents find a sponsor. Thousands of folks that belong to the landscape trade associations that comprise NYAFEC, that send us money so that we can exist, are very concerned about this bill. Irrigation work is a profitable aspect of our business. This bill has been proposed by a small number of big irrigation contractors that want to restrict competition.

A particularly objectionable part of this legislation aside from more permits and fees for an industry already burdened by local licensing in the downstate communities, already locked into "recertification" courses each year to renew our applicators licenses, The Landscape Irrigation Licensing Law would require us to take ADDITIONAL courses to recertify THAT license, say nothing of the TEST that I have to take to get it, with a separate FEE attached.

I do not handle nuclear waste in my job as a landscaper. There is no reason that I need as many licenses and permits that I have, to do what I do, especially since it is only a few that are calling for this law.

This bill has been proposed by a small number of big irrigation contractors that want to restrict

Page 31: NYAFEC Bill Outline 2007

competition.
