1. The Council of the University of the Cape of Good Hope has thl' honour to present to His L~xcellency the Governor the following Rf'port of its proceedings during the )'('u1' ] 8QG.
2. At the ordinary meeting of the Council on the 2Rtll Scpt(,lll hm', tIll" Rev. G. Ogilvie, M.A., the l'f'tiring Vice-Chancellor, consented, at the unanimous desire of the Couneil, to continue in office for a fnrther terlll of serVlCe.
3. At the heginning of the year the Rev. Dr. Cameron, who lwfl heen Registrar of the University since its foundation in 1873, retired, and Professor Thomson, Victoria College, Stellenbosch, waR appointed to the vacant office. The estimate formed by the COllllCil of Dr. Camerou's services t.o the University will be seen from the following l'l'solution, llnallimollf~ly adopted, and conveyed to Dr. Cameron by the Vice-Chancellor:-
" In accepting the resignation of the Rev. Dr. Cameron, the Couueil desires to express its regret at losing his valuable services as the first Registrar of the University, and to convey to him its sincere thanks for his Ilevotion to the interests of the Uuiver::<ity, an<1 for the zealous, conscientious and efficient manner in which he has at all t.imes performed the duties of his office, and requestR the Vie('-Ohancellor to convey this resolutioll to Dr. Oameron."
4. The vacancy in the Council, caused by the appointment of pl'Orf'~~or Thomson to the office of Registrar, was filled by the appointment by Government of the Rev. A .• r. I,. Hofmeyr.
5. A second vacancy in the Council, caused by the absence from the Colony for more than six months of thp Hon. Mr. Justice Buchanan, was filled by the re-appointment of that gentleman by Government.
6. Two additional vacancies, arising from the absence from the Colony for more than six months of the Rev. A. Murray and .r. It Whitton, Esq., will be filled by Convocation on the 1st of February.

The Bursaries are tenahlo for one year, and are paid in two instalments, in December and Juut', ou the rf'Cl'lpt of eArtificates that the holders are continuing their studies in schoolil or colleges approved by the University Council.
14. In its last report the Council stated that the expediency of modifying in some respects the present scheme of examinations was under consi,leration, and that the PrOff'RSOrS and Lcctur!'rs under the Higher Education Act had been invited to favour the Uouncil with their views on

the subjeot. The Counoil is now in possession of the recommendations of these gentlemen, and also of a valuable series of recommendations from the Convocation of the University.
These recommendations have heen referred for consideration and report to two Oommittees-one to deal with the examinations in Arts, and the other with the examinations in Law.
15. In ol'der to equalise as far as possible the value of the Scholarships offered at the University Exr.minations, the Council bas extended the tenure of the Maynard Scholarship from two to three years, and has arranged that an extra Porter Studentship be offered every third year. By this arrangement the programme of open Scholarships will repeat itself every three yellrs as follows :-
1896-Porter, Maynard, and University Scholarships. l897-Ebden and University Scholarships. 18()8-Purter and University Scholarships.
16. Some slight modifications have been made in the regnlations for the Music examinations. The third series of these examinations will be held in 1896, and will be conducted by Professor Franklin Taylor, who examined for the U ni vl'rsity in conn(>ction with the first examination in Music two years ago.
17. Regulations for the Pianoforte Teachers' Examination have now been published. The first of thesp examinations will be held in 1896, under the supervision of Professor Taylor, and the Council has reason to helieve that this examination will do much to improve the quality of musical instructiou iu tI,e Oolony.
18. The Council has offered the J. B. Ehden Prize for competition in 1896. The subject for the essay is: "In certain countries. such as the South African Republic and the Orange Frep State, National Banks have been established. Give the characteristics of such banks, and discuss the advantage or otherwise of having one established in the Cape Colony."
19. A standing Finance Committee has been appointed to advise the Council in all matters of finance. The members of the Uommittee are the Chief Justice, the Hon. Mr. Justice Smith, and the Hon. C. A. Smith.
20. With the view of giving increased facilities to non-Colonial candidates, the Conncil has resolved that, in future, applications for registration from non-Colonial candidates who desire to be examined at places beyond the Colony, may be forwarded to the Registrar, pither directly or through the Goverument of the Colony or State in which the candidates reside.
21. Dnring the year a communication was reeeivpd from the Secretary of the Council of the South African College, submitting proposals for Ii
School of Mines for South Africa, and asking the University Uouncil to take measures for conducting the proposed Examinations, and for conferring certificates, diplomas and degrees in mining.
The Uouncil has carefully considered the matter, and has resolved that, for the preseDt~ tho question of granting a d('gree in Mining Engineering stand over, but that a diploma be given to such candidates as shall pass three examinations, and that the holder of this diploma shall be entitled to sign himself .JJining Engineer-. Regulations for the first of these examinations, which will be held next June, have DOW been publi,;hed, and the Council hopes to have the whole scheme completed at an early date.
22. In accordance with the provisions of Section 12 of Act 32 of 1895, arrangements have been made by which any person on the Fixed Establish-

• ment of the Civil Service, or any oondidate who has passed the Civil Service Examination, and who shall also have lJassed the Civil Service Law Examination, whether graduates in Arts or not, may present themselves for examination in the subjf'cts of the LL.B. examinations.
23. The Annual Graduation Ceremony was held in the Good Hope Hall, on the 9th of August, when the Vice-Chancellor, in the absence of the Chancellor, conferred degrees on those who were qualified to receive them, and addressed the congregation on the work of the University.
24. The Council, while acknowledging the liberality of the Legislature in voting the supplies necessary for carrying on the various operations of the University, begs again to call the attention of the Government to the urgent necessity for the provision of more suitable premises.
25. Appended to this Report are a statement of all receipts and expenditure during the year, and a comparative statement of the results of all the examinations conducted by the University since its incorporation in 1873.
