Front end application for Mee Seva operators to input the citizen requests will be developed.
The application will interact with the departmental data base using the web services. One of the following three scenarios will occur;
Digitally signed data is available: The digitally signed certificate will be printed on the secured stationary and delivered across the counter.
Data is available but not digitally signed: Such requests will be approved / rejected and digitally signed (if approved) using the work flow application developed by department.
Non-availability of digitized data: In case the online digitized data is not available, requests are not being accepted at Mee Seva Centers. So departments are requested to ensure that all the possible data be made digitally available.

Classes in Digital Signature Certificate
There are 4 general classes of Digital Signature. Class 0: Issue for demonstration/test purpose. Class 1: Issued to individuals / private subscribers. This class of certificate
will authenticate only the User name and e-mail address. Class 2: Issued to both business personal and private individuals. This
class of certificates confirms the information provided by the subscriber.
Class 3: Issued to individuals as well as Organizations. This class of
certificate is used in the e-commerce application wherein high assurance of the certificates are required. This certificate is issued to an individual only on their personal appearance.
Class 3 certifictes are being issued to Competent Authorities in AP

No electronic database available. Paper records may be available Need to scan, archive and digitally sign and
place in the SECR to move to the Category A. Many cases require a field inspection/
discreet or detailed enquiry to confirm and corroborate the available information.
Applicant to submit supporting documents as per predefined checklist.

AP State Data Centre
• A communication network based initiative useful for all Government departments to have secure data storage through a state-of-the-art Data centre.
• 50 TB storage space expandable to 500 TB
• All Govt. departments’ data, application servers, web servers, and mail servers reside.
• SDC acts as a mediator & convergence point between open unsecured public domain and sensitive government environment.

Procedure for Processing the EC Request: Select “Encumbrance Certificate”
from Application Processing, like shown in the below screen. Note: - Here we can also Process the request through Dash Board by clocking on Service Count Link
From above screen select from date & to date by using calendar controls. Like shown in the below screen
Select “Request Status (either All/Not Viewed/Open etc...)” from request status drop down list Like shown in the below screen.
After selecting “Request Status” from request status dropdown list, click on “Get Details” button like shown in the below screen.
After clicking on “Get Details” button, all Not Viewed Requests are displayed. Like shown in the below screen
After getting requests, select the Request which has to be processed. Like shown in the below screen
After selecting the request, the below screen will be displayed. (Part2)
Note: - Now the request is in Open status.
Now Sub-Registrar can take action (either Accept/Reject) based verification. Like shown in the below screen. Note: - Based on Sub-Registrar action (either Accept/Reject), status (either Approved / Rejected) is generated.
If Sub-Registrar wants to accept the request by checking the “Accept” Radio button. After selecting the Radio button (“Accept”), Sub-Registrar enters “Remarks” and click on “Submit” button. Note: - If the Relevant Documents are not available, then it will display one popup window with message at the time of submission. Like, “Do you want to generate Nil EC” with “YES / NO” options.
Note: - If Sub-Registrar wants to accept the request but the Relevant Documents are not available, then it will display one popup window with message at the time of submission. Like, “Do you want to generate Nil EC” with “YES / NO” options.
After clicking on “Submit” button, digital certificate pop is generated. After select the digital certificate and click on “OK” Button
After clicking on “Submit” button, It asks the user PIN Number. Enter the Valid PIN number and click on login button. If pin number is Correct it generate the EC
Note: - Now the Request is in Approved status.
Note: - After Sub-Registrar Approved/Rejected, Customer Received Message. Like your Request is Approved/Rejected.
Once the request is approved by Sub-Registrar, then Encumbrance Certificate will be dispatched through courier from franchisee to the citizen’s address if Delivery Type is Speed Post Local/Non Local.
If Delivery Type Is Manual, then citizen collect the Encumbrance Certificate from franchisee where he/she applied for the Certificate.
