    Customs and Culture- Learned Traditions over the Years

    A Chai Time Discussion

    This article is part of a community-wide celebration in honour of the building of the National Historic Site Gur Sikh Temple (est. 1911). In celebration of the efforts of those first Sikh pioneers who helped to build our community, members from throughout the community will be writing weekly articles discussing various issues of Punjabi heritage, culture, youth, spirituality, and religion.     The South Asian Peer Network Association (SAPNA) at UFV organizes Chai Time discussions every month. Chai Time is open to students, faculty, staff and community members; the main focus of topics concern issues of identity and culture. The goal of Chai Time Discussions is to further the un-derstanding of integration issues that South Asians face within the Canadian mosaic by engaging in open dialogues and to broaden societys understanding of cultural practices, views and belief structures. In addition, SAPNA invites students to discuss their perceptions about cultural practices and customs in the cross-cultural Canadian context.

    In September the topic of discussion was Customs and Culture-Learned Traditions Over the Years. The plan was to explore the perceptions that society, especially the younger gen-eration has about the symbols that represent a certain religion or cul-ture. For instance, to what extent do Khanda and Kirpan represent Sikhism and the Burqa represent Islam. Do people really understand the history and meaning of these symbols, and to what extent do they think such sym-bols are important pieces of identity? This article will highlight the various symbols that were discussed and how they are interpreted.

    The discussion began by asking the participants if they think the Khanda, Kirpan and Burqa represent a certain religion. Most people agreed that when they see these symbols they link them to a religion. However, they agreed that most people do not understand the history or significance of these symbols and try to interpret them either in the way they want to or how they have been taught over the years by their family or society. Sometimes it becomes important to question the origin of such symbols and also their purpose in todays society. For in-stance, in Sikh religion taking amrit requires an individual to wear the kirpan (sword). Participants discussed

    why during the early times, carrying the sword was a necessity. However, it was questioned if today it served the same purpose. If it is a part of religion, why cant it be made smaller so people cannot misuse it and harm others? There have been some cases where people have abused this precious symbol of Sikh identity.

    Similarly, khanda is an im-portant part of Sikh identity and it originated to represent the warriors, both Rajputs and Sikhs. Everyone has different views on its ori-gin. However, some youth today display it either as tattoos on their body or on their vehicles. What is it that they want to convey to the public? On the same hand, the origin of burqa (veil) in Muslim women was discussed. Many said that the burqa might have been introduced because it was the need of the times. Women during early days were mal-treated and in order to protect their wives from other Muslim ruling class, it was made manda-tory for all women to cover themselves. It is certainly a personal religious belief and should be left up to the individual to practice it. But how many people, in the wider public understand the importance of the burqa?

    Countries like France have banned women from wear-ing the burqa and other religious outward symbols. Some argued that the abuse of burqa by certain individu-als, where it was used to hide bombs or weapons, might have forced France to take such an action for security reasons. Participants dis-cussed France as being a

    country that wasnt cultur-ally aware or responsive.

    It was agreed that all the symbols or customs that are followed in most religions had practical reasons when they originated. However, the way we interpret most of them has caused us to lose the real and important significant meaning. They have been passed on to us by our ancestors and each generation interprets them and uses them in their own way. Especially cultures that reside in the Diaspora give more importance to sym-bols because having moved from our countries of origin we seem to cling to whatever has been taught to us without questioning its importance. Participants discussed how we should not cling to any symbol and should only use them to the extent that they do not harm anyone. This is the only way in which we can preserve the origin and significance of our customs and symbols and not let them get misused for any social or political reasons.

    The topic of the Chai Time Discussion will be Vulner-able Brides based on fraudu-lent marriages across all cultures. The discussion will be facilitated by Vivienne Chin who is the Interna-tional Justice Consultant for the International Centre for Criminal Law Reform and Criminal Justice Policy in Vancouver.     Lede Family Charitable Foundation. The donation includes $2.5 million that was previously announced for the sec-ond Canuck Place Childrens Hospice, as well as an additional $2.5 million for the campus of care that will benefit all three agencies.The City of Abbotsford has contributed land adjacent to the Abbotsford Region-al Hospital and Cancer Centre, which will be shared by the three organizations in a campus of care model.The new campus of care will bring to-gether three unique services on one site: Abbotsford Hospice Society will provide hospice services for Abbotsford residents as young as 19 years of age. The hospice societys building will be named Holmberg House in honour of a local resident, David Holmberg Jr., whose family has made a significant contribution to the construction of the hospice. Canuck Place Childrens Hospice provides specialized pediatric palliative care services for British Columbia chil-dren and support for their families. The second Canuck Place in Abbotsford is underway with completion anticipated by late 2012. The new building is being named Dave Lede House, the lead donor of the capital campaign. Matthews House will provide re-spite for children with complex medical challenges. It is the first of its kind in Abbotsford and will offer children a safe, welcoming place where they can stay, while allowing their parents time to rest. Construction is set to begin early in 2012.The Province provided one-time grants of $1.5 million to the new Canuck Place site in 2010 and $3.5 million to Abbots-ford Hospice site in 2011.Construction of the campus of care will begin in early 2012, with completion of the Dave Lede Campus of Care expected in 2013.

    It is not just his over-whelmingly heart-tugging voice and serene rendition of ghazals that will stay with his admirers. For there are far too many accomplishments that grace the legend of Jagjit Singh.

    Like, how he single-handedly revived and popularised Ghazals by garnishing them with Geet, creating the non-film music space in In-dias pop culture; or how, 24 years ago, he and wife Chitra, were the first recording artists in India to use digital multi-track recording for their album, Beyond Time.

    His five-decade-long career gave us 80 memo-rable albums, in Punjabi, Hindi, Urdu, Bengali,

    Gujarati, Sindhi and Ne-pali.

    But it is only through the reminiscences of musicians, who worked closely with him from his first studio recording, his first live show, to his very last, that we get a glimpse of a master mu-sician and an incredible human being. Guitarist Clarence Peterson, 74, and percussionist Na-

    rayan Sheware, 69, are two such loyalists.

    Peterson recounts of a young, smart and good-looking man approach-ing him soon after he had finished a live show in the 60s. Jagjit came up to me and appreciated my guitar playing. He was young, smart and good-looking but wasnt famous then. Lets make

    some music together, he told me. I agreed.

    The journey was far from smooth. In 1972, the group went to East Africa for an orchestra show, where it was hard for them to get Jagjit, a Ghazal lover, to sing a film song: Mere sapnon ki rani kab aayegi tu. We had trained him to groove to the music, dance a little on stage, and he pulled it off well. But when the show was over, he protested. Tum log mujhse yeh kya gaane gawa rahe ho yaar... Ab se main sirf ghazlein hi gaunga! That was his first and last tryst with film music on stage, says Peterson.

    Even at the height of his success, Singh remained well-grounded. Jagjit never let success get to his head and treated his old friends just as well after he became famous. He always attributed his success to his friends

    and co-musicians, says Peterson.

    Though people believed he was, by nature, a seri-ous man, those close to him will tell you about his sparkling sense of humour. I broke a guitar string once during a live show, and for several shows he would caution me: Yaar, sambhal kar bajaana...phir tod mat dena!

    Teary eyed, he speaks of how the singer went out of his way to ensure Peterson had a roof over his head. When I got married in 1979, I was living in a rented house. Jagjit insisted that it was time I have my own house. Without telling me, he looked around, found a house in Chem-bur and paid the booking amount. Thats the house I live in today.

    It did not end at that. About five years ago, when Peterson was bed-

    ridden, Singh regularly called to check on him. One day, he quietly left Rs 20,000 in his wifes bag.

    Petrson has lost count of the number of shows they played together. The last was on on September 16 at Worlis Nehru Cen-tre. I was back on stage with Jagjit after recover-ing from illness. Jagjit would fondly call me Pritam Singh instead of Peterson. That evening, Chitraji too had come, and he gleefully told her, Dekho chitra, Pritam Singh aaya hai...ab show mein jaan aa jaayega.

    Tabla and dholak player Sheware, too, has been performing live with Singh for 40 years and credits him for turning his life around. Who knew that a third-stan-dard dropout, from a small Maharashtra vil-lage in Konkan, would see the entire world with a genius like him? From

    playing for his first al-bum - The Unforget-tables in 1976 - I have recorded around 500 ghazals with him and have worked with him on films such as Arth, Saath Saath, Raavan, and even Punjabi films, he says.

    It was in the late 60s that Singh, staying in an Agripada guest house, was hunting for a tabla player, and happened to meet Sheware, a La-vani percussionist from Agripada.

    Jagjit is one of a kind. When I underwent a heart surgery, I was fi-nancially weak. So he paid for it. Thanks to him, I could educate my children and see the world, he says between sobs.

    Passports of 59 NRI men seized for harassing spouse

    In a bid to help Indian women being cheated and harassed by their NRI husbands abroad, Regional Passport Office has confiscated here passports of 59 such men, an official said.

    Jalandhar Passport Office had formed a Woman Complaint Cell to help women being harassed by their NRI husbands in February, Regional Passport Officer Parneet Singh said.

    She said a Parliamentary Standing Committee had sought a report about the working of Woman Complaint Cell and it had also asked as to how many passports had been seized in such cases.

    We have so far received 198 complains and seized passports of 59 people in these cases. We are working on other cases and will take action on them soon, she said.

    She said such cells would help provide justice to women being harassed by their husbands living abroad.

    Sikh Soldiers to be Honoured

    Sikh soldiers who fought with British troops in conflicts around the world will be honoured in the UK by showcasing the Khanda, which is one of the important sym-bols of Sikhism, and reflects the sacrifices and contribution of the Indian-origin commu-nity.

    The charity organisa-tion that raises funds for soldiers who served or are serving in Brit-ains armed forces will honour Sikh soldiers this year by including the Khanda in its an-nual Poppy Appeal.

    The appeal is organised annually by the Royal

    British Legion, and is held on Remembrance Sunday, which this year falls on November 13.

    In this years appeal in Leicestershire - which has a significant Sikh population - the Khan-da will join the Chris-tian cross, the Jewish Star of David and the Muslim Crescent which have been introduced in recent years.

    The Khanda, made up of a solid circle, two interlocked swords and a double-edged sword, will be on sale along-side poppies and the other wooden emblems.

    To date, the Government of Canada has announced 47 infrastructure projects related to the Initiative valued at over $3.5 billion, with federal investments of more than $1.4 billion, in partnership with the four western provinces, with municipalities and with the private sector.

    After over 33 years as an educator Stan Petersen continues to have a passion for the education of children. Stan believes that his experi-ence as a teacher and an administrator will provide a valuable perspective to the Abbotsford School Board.

    Stans education career was spent en-tirely in Abbotsfords public schools. He ended his career as an administra-tor at W. J. Mouat Secondary and then Principal of Colleen & Gordie Howe Middle School; a school he opened as the first of Abbotsfords middle schools. Stan, a life long learner, has a Doctorate in Educational Leadership.

    Stan is also very active in the com-munity. He is the Vice President of the Abbotsford Youth Commission, chair of Hands Up a community-based charity, and on committees for the Terry Fox Run, the Abbotsford City Police Bas-ketball tournament, the Citadel Club, the BC masters basketball tournament, and the BC High School wrestling champi-onships. He was the basketball coordi-nator for the Special Olympics hosted by Abbotsford, he sits on the selection committee for the Abbotsford Sports Hall of Fame, he coached in the com-munity, and served in the past as Vice President of Abbotsford minor hockey.

    Over the last four years Stan has also been working with Heart to Heart Haiti.

    Heart to Heart is an Abbotsford based charity that runs a school, church, and childrens home in Grand Goave, Haiti. Stan and friend Bruce Nicholson, also a retired Abbotsford educator, offer a teacher development program for the teachers at the school and in the local area. In addition Stan collects school supplies for the school in Haiti.

    Stan Petersen understands the impor-tance of collaboration in the decision-making process. He believes in being fiscally responsible and in basing deci-sions on what is best for the education of Abbotsfords students.

    Long time resident and leading businessman Henry Braun today announced that he will seek an Abbotsford council seat in the upcoming November municipal election.

    Having grown up in Abbotsford, Braun, 61, is well known to many. He and his wife Velma have been married 40 years, raised their two children here; and have contributed significantly to the com-munity.

    In addition to a long history of com-munity service and volunteerism Braun is well known as a business leader. He was President and C.E.O. of Abbotsford-based Pacific Northern Rail Contractors Corp. (now known as PNR Railworks) until his retirement in 2003. PNR em-ployed over 350 people in the railway industry across Canada; including in the construction of rail transit systems in Kuala Lumpur, Malaysia, Vancouver (Skytrain), the Calgary and Edmonton LRT systems, VIA Rail and Torontos Go Transit system. His experience in public service spans more than 20 years and includes such local roles as Commissioner - Abbotsford Police Board, Chair - Abbotsford Economic Development Commission, Vice-Chair - Abbotsford Airport Authority, Direc-tor- Abbotsford Community Foundation Agriculture Fund, as well as President - Abbotsford Track and Field Club (now merged with the Valley Royals). He has also served regionally on the Fraser Valley Regional Transportation Advisory Committee, the Business Ad-visory Board at Trinity Western Univer-sity School of Business; the Organized Crime Agency of British Columbia and most recently on the board of directors of Canada Place Corporation.

    BC Securities Commission launches a three-year Be Fraud Aware campaign

    The British Columbia Se-curities Commission today launched the first phase of a three-year television, radio and print campaign to edu-cate and warn British Co-lumbians about the dangers of investment fraud. Phase one is primarily focused on the Chinese and South Asian communities who represent 40% and 26%, respectively, of BCs visible minority population and who have a very low awareness of the BCSC. Our goal is for people to recognize the signs of investment fraud and to protect themselves and their families from becoming vic-tims of fraud, said Brenda Leong, Chair, B.C. Securi-ties Commission.Research conducted by the Canadian Securities Ad-ministrators confirms that

    48% of British Columbians have been approached with a possible fraudulent invest-ment, less than 25% reported it to the authorities and just over 10% became victims of fraud. Half the victims were solicited through an existing relationship of trust, such as a friend, family member or work colleague.The campaign will include television in Mandarin, Can-tonese and Punjabi and radio in Punjabi, Hindi, Urdu, Cantonese and Mandarin, supplemented with full and half page ads. Over the next year, the BCSC will expand the campaign to reach Brit-ish Columbians across the province. Additionally, the BCSC consumer website, InvestRight, will contain investor protection informa-tion and videos in Chinese and Punjabi. The campaign

    will run from October to March 2012.By educating people on how to avoid investment fraud, our Be Fraud Aware campaign will help empow-er British Columbians to protect their dreams.     $5.5M helps immigrants learn English and secure jobs

    For the first time in B.C. immigrants will receive advanced workplace-specific, set-tlement-focused language training to help them find and keep jobs and settle into their communities.The pilot project starting November 2011 is sup-ported by $5.5 million in new funding, and is part of the governments in-vestment in free English language classes under the English Language Services for Adults (ELSA) program. The new project delivers on the commitment made in Canada Starts Here: The B.C. Jobs Plan to support newcom-ers and enable them to fill some of the over one million jobs anticipated to open in B.C. over the next decade.Around 19,000 students are expected to benefit from the complete suite of ELSA classes offered in more than 35 communities across the province in 2011. The work-

    place-specific curriculum, part of ELSA Levels 6 and 7, will be introduced this fall in Metro Vancouver, Fraser Valley and Southern Vancouver Island. The ELSA program is of-fered through WelcomeBC www.welcomebc.ca the Provinces umbrella of services for immigrant settlement and integration services. An annual budget of $40 million is provided through federal and provin-cial funding.Quick Facts: Since 2008, more than $160 million in federal and provincial funding has been invested in English lan-guage development services for immigrants under Wel-comeBC. The ELSA program is funded through the Canada-British Columbia Immigra-tion Agreement. This year over $100 million has been provided for immigration programs.

    In 2010-11, the Province spent approximately $37 million on ELSA Literacy to Level 5 programs through-out British Columbia. B.C. continues to be one of Canadas most popular destinations for new im-migrants, welcoming more than 40,000 newcomers each year. Services through Wel-comeBC are provided to more than 100,000 new-comers in 66 communities across the province, by more than 100 service providers. WelcomeBCs award-win-ning website recently served its one-millionth client, and is now accessible in several languages, making it easier for immigrants to access vital information. By 2019, its expected that there will be over a million job openings in the prov-ince, and skilled immigrants will play a vital role in fill-ing many of those positions.

    Our Accomplishments

    Since 2006, weve pur-sued a principled agenda of democratic reform.

    In our flagship account-ability measurethe Federal Accountability Act our government took big money out of political contributions.

    - We eliminated political donations by corpora-tions, unions and associa-tions.

    - By limiting the potential for undue influence of corporate and big labour interests, these reforms help to ensure that our democratic institutions represent the voice of all Canadians.

    We also strengthened electoral process integrity by reducing the possibil-ity for fraud at the polls by passing voter identi-fication measures. These measures strengthen our ability to identify voters

    and make the regulations around the voter identifi-cation more robust.

    And, weve also acted to reform the way elections are called in this country by passing fixed dates for federal elections. Fixed election dates provide greater fairness and pre-dictability in the calling of elections during stable, majority governments.

    Our Current Priorities

    While we have accom-plished a lot over the past five years, our work is not done.

    So the question follows, whats next?

    It is our view that demo-cratic reform must be pursued in a principled manner, a manner that is consistent with the inter-ests of Canadians and is reasonable, achievable, and realistically success-ful.

    As we highlighted in the June Speech from the Throne, we will pursue

    principled reforms that aim to strengthen and enhance our democratic institutions.

    My mandate includes three key objectives: Sen-ate reform, strengthening our political financing regime, and restoring fair repres entation in the House of Commons.

    Senate Reform

    Let me begin by outlin-ing our reforms to the Senate.

    Our democratic reform objectives are about strengthening and en-hancing our democratic institutions so that the voice of Canadians can be heard.

    In no institution is there greater need for this voice than in the Senate.

    The effectiveness and the legitimacy of our up-per chamber suffers be-cause senators have no democratic mandate from Canadians and can serve

    terms of up to forty-five years.

    Over the years, Cana-dians have consistently said that they want to see change in the upper chamber. As recently as July 2011, a poll found that just one-in-twenty Canadians support the status quo, while 70 per-cent support the direct election of senators.

    Our Government agrees with Canadians the status-quo in the Senate is unacceptable.

    In June of this year, I introduced the Senate Reform Act, which will limit senators terms and aims to encourage prov-inces and territories to consult citizens on who should represent them in the Senate.

    While the act does not require provinces to es-tablish a democratic pro-cess, it does require the Prime Minister to con-sider the names of indi-viduals identified through

    We believe real input by Canadians into their Senate representatives will increase the Sen-ates effectiveness and legitimacy in the eyes of Canadians.

    The bill will also limit senators terms so that the Senate is refreshed with new ideas on a regular basis. Under the current rules, an individual can be appointed to the Senate at age 30 and serve until age 75.

    That means that a sena-tors term could span up to 45 years. In our view, it is not acceptable in a modern democracy that an individual could sit in a house of Parliament for such a long time with little accountability to Canadians.

    Under the Senate Re-form Act, senators ap-pointed after the royal assent of the bill would be subject to a nine-year

    term. The nine-year term will also apply to all cur-rent senators appointed after October 2008, with their terms ending nine years after the royal as-sent of this bill.

    Although the changes we have proposed are modest, they can only serve to strengthen the legitimacy and effective-ness of the Senate.

    Canadians have been clear in saying that they have no appetite for long, drawn-out, constitutional battles.

    That is why we are pro-ceeding with Senate re-form that is reasonable, is achievable, and is clearly within Parliaments con-stitutional authority.
