    October 20, 65th Adlaw sa Ormoc or Charter Day, is the festival show-down. The showdown will be held inside the Superdome to a select audience

    but the public will have the chance to see what is happening inside with agiant LED screen to be put up at the city stage, said Toto Marquez of GEAProductions which has been tapped to organize the event that day.

    The search for Ms TugobFestival Queen 2012 followedat the Superdome where West-ern Leyte Colleges bet got thetitle for the second straightyear.

    According to a tentativeadvisory, on Festival Day,the parade starts at 7:00 AMfrom the City Hall to CogonBridge then down to RealStreet. The first spot wherethe contingents will do a shortstreet dance number will bein front of the Milagrina Res -taurant; the second at in frontof Fabulous Enterprises. Thenthe contingents will turn leftto Aviles Street where the 3rd

    judging point will be in frontof MacBuilders building. Thelast judging point will be at thefront of the city stage.

    Just like in the previous

    Charter Day celebrations, theevent is expected to last thewhole day.

    The next day, the City Gov-ernment, for the rst time inyears, outguns Congresswom-an Lucy Torres-Gomez in her annual Light up a ChristmasTree project. A lighting up of a Giant Christmas Tree will

    be held at the public square,in between the Superdome andwhat used to be the old execu-tive building (now called TwinTerraces). It will be cappedwith grand reworks.

    This is the 3rd Tugob Fes-tival. The participants aremade to interpret a different

    produce or resource, said to beabundant in Ormoc City andhas contributed to its progress.Tugob means an over owingabundance. These are sugar-cane, coconut, sh, sand andgravel, vegetables, rice, rootcrops, pineapple and ower.

    The various festivitiesstarted with the opening pro-gram at the government center in Palo on Oct. 14, followed bythe setting up of food stalls/

    barbeque plaza, and the hold-ing of bingo games.

    Several contests/activitieswere also lined up for the an-

    niversary -- from marathons, photo contest & exhibit, inter-

    school band &lyre/bugle com- petition, siday (oral poem in

    Waray) making, parade of the best adorned pedicabs, barrioesta night for veterans, and a

    cultural show by local artists& singers from Palo billed asEnchanting Palo.

    On the Leyte Landing program, Mayor Petilla wel-come Magsaysay, dignitaries,surviving veterans and their children, as chief executive of the host town.

    Realized through the e orts of LVGP na onal o cers headed by

    their President, Cagayan Vice Gov -ernor Leonides Odi N. Fausto,the two-year diploma course isconsidered as a trailblazing pro -gram for local o cials, comprisedof modularized and customizedtraining courses to successfullyenhance the knowledge of ViceGovernors on good local gover -nance and development concepts.As their nals, the par cipantswere made to formulate policypapers that can be appplied intheir respec ve provinces.

    The program was co-managedby the Graduate School of Publicand Development Management(GSPDM) headed by Dean GloriaJumamil-Mercado, PhD, MNSAand the Center for Governance

    ORMOC CITY A consultativemeeting on the Uni ed National Arti -cial Insemination Program (UNAIP) wasrecently held in this city which broughttogether regional arti cial inseminationcoordinators (RAICs) from all over thecountry, along with resource persons fromthe Bureau of Animal Industry, Depart-ment of Agriculture (DA)-Regional FieldUnit (RFU) VIII and other collaboratingagencies.

    UNAIP National Coordinator Dr.Paul C. Limson played host to the 3-dayconsultative meeting. The participantswere welcomed by DA regional directorAntonio G. Gerundio and Mayor Eric C.Codilla. Both underscored the importanceof securing good animal breeds and the vi-tal role of the UNAIP program in provid-ing a year-round work and extra incometo the farmers.

    This national gathering of UNAIPkey implementers also de ned the rolesand activities of the UNAIP, updated thedevelopment of the respective RAICs, and

    rmed up measures that ensure the effec -tiveness and sustainability of the program.

    Arti cial insemination is one of thebest tools of preserving the quality ofanimals genetic material. In relation tothis, the DA stepped up the promotion ofthe UNAIPs livestock breeding extensionprogram in order to modernize and en-hance livestock production in the country.

    At the moment, the UNAIP manage-ment group is using an electronic report-ing system where 484 AI technicians areactively involved. The goal is to helpmonitor the progress of the programthrough the use of information technol-ogy. Also part of the program strategiesare increased localization of the AI ser-vices and the strengthening of linkageswith key livestock agencies and peoplesorganizations such as the Federation ofCattle Raisers Associations of the Philip-pines (FCRAP), the Federation of Goat andSheep Producers Associations of the Phil-ippines (FGASPAPI) and the PhilippineBrahman Breeders Association (PBBA).

    Other highlights of the meeting in-clude the presentation and review of theaccomplishment reports of the RAICs,and the discussions on the most pressingissues relative to the implementation ofthe program in respective regions.

    DA Administrative Order No. 13which outlines the general guidelines onthe transport/shipment of hogs, cattle,carabaos, sheep and goats, and othercloven-footed animals, their meat andmeat products, animal products and by-products in and between Luzon, Visayas,and Mindanao, was likewise tackled anddeliberated by the participants.

    Also in attendance were representa-tives from the Livestock DevelopmentCouncil (LDC), the National Dairy Au-thority (NDA) and the Philippine CarabaoCenter (PCC). PR

    Rice farmers learn about Palay Trio Panalo

    ORMOC CITYSyngenta Philippines, Inc.s Palay Trio Panalo and new hybridrice varie es gained two thumbs up from farmers in Leyte.

    Rice farmers from di erent towns in Leyte were at San Jose, this city,on October 17-18, 2012 to learn the new improved rice farming manage -ment and about the companys two new hybrid rice varie es. This ac vity,dubbed Experience Syngenta, exposed the farmers rst hand to the resultsof these new technologies on a eld tour at the companys demonstra onfarm at the Barangay.

    Dubbed as Palay Trio Panalo, this new pest management technologyaims to protect the crop since seeding stage up to harves ng, through theuse of three insec cides/pes cides at di erent crop stages. These chemicalsare Cruiser, Virtako, and Armure.

    The Cruiser is sprayed to the seeds prior to seeding, to stabilize theseeds so it would be vigorous as it grows. It also defends the seeds fromsucking and chewing insects.

    In an experiment conducted by Syngenta, the seeds treated with Cruiserproduced more primary and secondary roots compared to the control sampleand produced more llers as it grew.

    For hybrid rice, one milliliter of the chemical should be sprayed forevery kilo of seeds. For inbred varie es, 25 ml of Cruiser is mixed with 200ml of water, and then sprayed. Treated seeds should then be transplantedwithin 18 days.

    The process is s ll the same, soak the seeds in water for 24 hours thendry for 15 minutes. The only di erence is you have to spray and mix Cruiser

    to the seeds, said Vic Castaeda, Jr., the companys Demand Crea on Leadin Cebu/Leyte & Samar areas.

    About 10-25 days a er transplan ng (DAT), Virtako is then applied.This me, the seeds are entering the llering stage, the point when stemborers a ack.

    The same chemical is also applied 30-45 DAT, before the rice entersthe owering stage. Castaeda said Virtako was formulated to ght bothchewing and sucking insects.

    The last is Armure. It is applied when the crop is in the owering stageto ll up the grains. With Armure, Castaeda underscored, the grains on thepanicles are heavier.

    To demonstrate Palay Trio Panalos results, Syngenta has an expe rimentalsta on in San Jose here. Four plots are planted with PSB RC 82, an inbredvariety and two with their new varie es: NK 5017 and NK 6401.

    The four plots were given di erent treatments. Treatment 1 was calledthe Common Farmer Prac ce. The second was Simple O er. Only Virtako andArmure were applied here.

    Treatment 3 was named the Value O er. It was treated with Virtako,Armure and Karate EC. The last treatment was the Premium O er where thePalay Trio Panalo was applied: Cruiser during seed treatment; Virtako during15-20 DAT and 30-45 DAT; and Armure at 45 DAT and 60 DAT.

    In an interview with EV Mail, Castaeda stressed that their farming

    management can be integrated with the organic prac ces which is now beingpushed by the Department of Agriculture (DA). heir integrated approach, he

    said, will improve further the crops and even the soil.As proof, it is even used IPM in Vietnam,, where their com -

    pany is number one because their products are combined withnatural controls.

    On the other hand, two new hy -brid varie es were introduced to thefarmers. These were the NK 5017 and6401. Both varie es grow to as tall as120-130 cm. and can yield up to 7-10tons per hectare. The grains are oblongand glossy which are indicators of highquality, Castaeda said.

    Experience Syngenta is the com -panys way to help the farmers by guid -ing them through as they adopt newtechnology. Syngentas products can

    be brought in leading agrivet storesin the region.

    TACLOBAN CITY Twofamilies from Eastern Sa-mar were chosen as 2012Model OFW Family of theYear Awardees from a short-

    listed ve families and wereawarded the prestigious titlein an honoring ceremony re-cently at the Hotel Alejandrohere.

    They are the families of Engracio B. Custodio fromSulangan, Eastern Samar for the land-based category andCaptain Manuel D. Gabornesfrom Lawaan, Eastern Samar for the sea-based category.

    Leyte governor CarlosJericho Petilla and TaclobanMayor Alfred Romualdezheaped honors on the twomodel OFW families as ex-cellent examples that everyfamily should strive to emulateduring their messages on theawarding night. The awardswere conferred on the two

    patriarchs by Regional Direc -tor Exequiel R. Sarcauga of the Department of Labor andEmployment- Region 8.

    T h e C u s t o d i o a n dGabornes families were cho-sen by a screening and selec-tion committee from a shortlistof ve families. The other con -

    tenders were Nilo T. Cabantacfrom Basey, Samar and RuthM. Altar of Tacloban City,Leyte for land-based categoryand Engineer Ferdinand V.

    Nadela of Babatngon, Leyte.The two families received

    trophies, plaques of recogni-tion, cash prizes thru G-Cash,and corporate freebies suchas trolley bags with bag tags,neck pillows, and many more.

    The regional MOFYA winners will represent East-ern Visayas in the Awards which will be he ld in Manilaon December 6, 2012.

    The awards is a program of the Overseas Work-ers Welfare Administration. This program is now onits eighth year and aims to give due recognition tothe determination and hard work of OFWs and their dependents in preserving family values and strong tiesregardless of the distance and time separating them. Thesearch emphasizes on the persistent and admirable ways

    by the OFWs in keeping their family together, evenwhile separated by thousands of miles. PR
