•Have not attained Advanced High in TELPAS Reading (2-12) AND•Have been enrolled is US schools for 3 years or less

TIME LIMIT POLICIES & PROCEDURES

Each student is allowed five hours to complete English I & II and four hours to complete Algebra I, Biology & US History

Time starts after the test administrator has read all of the directions and tells students: “…you may begin”

Test administrators must communicate orally or in writing the amount of time left to test (one hour intervals then smaller increments)

Students with Extended Time must start testing as soon as possible

Late students must test if there is enough time left in the school day

Breaks are allowed but the clock does not stop

Time stops only for:◦ Meals

◦ Emergencies◦ Consolidation◦ Nurse breaks

PRINCIPAL RESPONSIBILITIES

Oversee training and the implementation of test administration process as stated in the manual

Attend trainings and sign oath

Ensure security and confidentiality of the tests and materials

Approve test administrators, logistics and ensure that the testing environment meets the following:

◦ Testing rooms are quiet, well ventilated and comfortable. Students have enough room to work

◦ A “Testing- Do Not Disturb” is posted outside each room◦ Bulletin boards and instructional displays are covered or removed from any location

students may pass while testing◦ All desks used for testing are clear of books and other material not required for the test

• Monitors the test administrators

• Report any incident to the DTC

CTC RESPONSIBILITIES

You are the contact person for all test-related communications at your campus

•You are responsible for the planning, training and execution of testing •You are required to read and be familiar with all manuals•You are responsible for test security of materials•You must supervise and actively monitor testing•You must report testing irregularities and violations immediately to the DTC

•You are responsible for supervising the verification of precoded test materials by campus personnel

• You are responsible for the accounting of all test material and for the accurate completion of all answer documents

All of this is done with the approval of your principal

CTC RESPONSIBILITIES•Attend test coordinator trainings and train campus test administrators

•Receive, scan, manage and secure testing materials•Prepare answer documents for testing, this includes checking that the student’s data is current

•Coordinate all campus testing logistics•Establish and monitor testing procedures to ensure test security•Verify appropriate score codes, test taken information codes, testing accommodations codes, and all other coding is correct on answer documents

•Prepare (scan) and return all testing materials to the testing office•Prepare statements for incidents if necessary

TEST ADMINISTRATOR RESPONSIBILITIES

•Read the Test Administrator Manual•Attend training conducted by your campus test coordinator •Receive secure testing materials from your campus test coordinator•Observe all rules regarding test security and confidential integrity of the state testing system

•Read “Guide to the Test Administration Directions” prior to administering any state assessment

•Administer the tests in strict compliance with the directions in the Test Administrator Manual

•Supervise and actively monitor students during testing•Do not provide any unauthorized assistance to students during testing

•Do not view the test, discuss the test, or score a student test either before, during, or after testing

•Complete answer documents in accordance with the manual•Return all testing materials to the campus test coordinator (CTC) immediately after students finish testing

•Assist the CTC for on-line administrations as needed•Report testing irregularities and security violations immediately to the CTC

•Prepare statements for submission to CTC if you are involved in a testing irregularity or test security violation

All unopened items should be returned to the cafeteria after the meal time is over.

All opened items should be placed in the trash bag that is provided with the meal.

The cafeteria manager is required to check each roster to verify how many meals were served, not served, and returned.

◦ Students are required by Texas Education Code (TEC) §28.025(c) to meet all curriculum requirements and assessment graduation requirements in order to receive a Texas high school diploma. ◦ Graduation requirements for students receiving special

education services can be found in Texas Administrative Code (TAC) §89.1070(b).

◦ It is not necessary to revisit the assessment decision simply because STAAR A will be administered only on paper in December. If a student meets the STAAR A Eligibility Requirements, he or she may take STAAR A regardless of the mode of administration.

The secure STAAR A Paper Administration Guide provides specific instructions for how embedded accommodations are to be provided. ◦ Accommodations may include definitions, synonyms, graphics, rewording of

text, or indication by the test administrator of certain parts of the selection, test question, or reference materials.

◦ Supplemental materials, such as blank Punnett squares for biology and writing checklists for English I and English II, will be provided as separate handouts.

The test administrator may read aloud text as needed by the student. The student’s test booklet will indicate text that cannot be read aloud (“do not read” icon). Specific information about what can be read aloud is located in the STAAR A Paper Administration Guide.

Allowable test administrator-provided accommodation support is specifically described in the accommodation tables. These tables allow the test administrator to SAY something to the student, to Show the student a visual, or to Indicate to the student specific information in the student’s test booklet. ◦ SAY: This text must be communicated to the student exactly as written.

◦ Show: The “Accommodation” column in the accommodation table may instruct the test administrator to show the student an image (e.g., political cartoon, chart, photo) on a specific page in the guide.

◦ Indicate: In some instances, the test administrator will need to indicate to the student (e.g., point to the information, cover the information not indicated, place the student’s hand on the information, etc.) specific information in the student’s test booklet.

Penalties for Prohibited Conduct

Security Oaths

TEA requires that everyone be trained and sign a security oath before handling secure testing materials or participating in the administration of a state test

A person who has several roles during TELPAS testing must sign all oaths (Test Administrator, Rater, Verifier, etc)

Paper test requires that the test administrator has signed the bottom box of the oath prior to testing
