October 24 th , 2018 MEMORANDUM TO: INTERESTED PARTIES FR: DAVID FLAHERTY, COURTNEY SIEVERS, MAGELLAN STRATEGIES RE: OKLAHOMA VOTER OPINION SURVEY SUMMARY This memo is a summary of a telephone survey of 500 likely 2018 general election voters in Oklahoma. The interviews were conducted on October 22 nd and 23 rd , 2018. The overall results have a margin of error of +/- 4.38% at the 95 percent confidence interval. The survey data were slightly weighted to reflect past voter turnout demographics in Oklahoma for a non-Presidential election. Key Findings: Ø Kevin Stitt is currently leading former Attorney General and Democratic candidate Drew Edmondson by 7-points, 51% to 44% respectively. Among voters that are extremely likely to vote, Kevin Stitt leads by 8 points. Ø Kevin Stitt currently has a net-positive image rating among all voters, with 49% having a favorable opinion of him and 35% having an unfavorable opinion of him. Among voters that are extremely likely to vote, his image rating numbers are slightly better with 52% having a favorable opinion of him. Drew Edmondson’s image ratio is 1 to 1, with 42% having a favorable opinion of him and 41% having an unfavorable opinion of him. Ø Measuring voter intensity, the voter subgroups that are the most interested in the

Measuring 2018 Oklahoma Voter Intensity and Turnout Is a Democratic “blue wave” in the making in Oklahoma? This survey attempted to answer that question by asking voters to rate their interest in the November election using a scale of 1 to 10, with a 10 meaning the respondent is very interested in the November election, and 1 meaning they were not interested at all. The voter subgroups that were the most interested and responded with a 10 were suburban women (69%), single women (66%), Democratic women (67%), all suburban voters (64%), and seniors aged 65 or older (63%). When combining the respondents who were a 9 or 10, we find female voters have a higher interest in the election by a 10-point margin over male voters, 76% to 66% respectively. The following table shows responses by voter subgroup. “How interested would you say you are in the upcoming November elections? Using a scale from 1 to 10, with 10 meaning you are very interested in the November elections, and 1 meaning that you are not interested at all, please choose a number that best describes your interest.”* Response

Congressional Generic Ballot Test The survey included a generic Congressional ballot test question. Among all respondents, 53% intend to vote for the Republican candidate and 42% the Democrat candidate. Overall, it appears the results of the Congressional ballot test closely reflects voter registration by party and the past party turnout demographics for the state. Among senior voters aged 65 or older, the survey did measure a 16-point preference for the Democrat candidate (56%) over the Republican candidate (40%). However, we caution observers to take that reading with a grain of salt because the survey sample among seniors leans more Democratic than what is typical for an Oklahoma election. It is also possible that older Democratic voters are more energized than older Republican voters.

Oklahoma Governor Ballot Test The survey finds Republican businessman Kevin Stitt currently leading former Attorney General and Democrat candidate Drew Edmondson by 7-points, 51% to 44% respectively. Among voters that are extremely likely to vote, Kevin Stitt leads by 8 points. There are very few defections among Democrat and Republican voters toward candidates of the opposite party, with only 5% of Democrats supporting Kevin Stitt and 4% of Republicans supporting Drew Edmondson. The contest is more competitive among voters aged 45 to 64, with Kevin Stitt leading by a slim 3-point margin. Among seniors aged 65 or older, we do find Drew Edmondson leading Kevin Stitt by 10-points. However, we again point out to observers that our senior sample leans more Democratic that what is reflective of voter registration. “If the election for Governor were being held today, would you vote for Drew Edmondson the Democratic candidate, Kevin Stitt the Republican candidate or Chris Powell, the Libertarian candidate?”* Response

Conclusion With less than two weeks before Election Day, this survey finds Kevin Stitt currently leading Drew Edmondson by 7 points, 51% to 44% respectively. However, there is clear

evidence in the survey that Democratic-leaning voters are more interested in the election and perhaps more energized to vote than Republican-leaning voters. While there is belief that a Democratic-leaning turnout will be the highest in years, it is more likely the Republican advantage in voter registration over Democrats will be too much for Drew Edmondson to overcome. Survey Methodology This survey was conducted by live dialing landline and cell phone sample. The sample used for this survey was randomly drawn from a state of Oklahoma voter file. The survey response data was weighted based upon past general election voting demographics. The interviews were conducted on October 22nd – 23rd, 2018. Three attempts were made to interview each household in the sample. This survey has a margin of error of +/- 4.38% at the 95 percent confidence interval.
