PSA RSSO 10 is ISO 9001:2015 Certified

The Philippine Statistics Authority (PSA)-Regional Statistical Services Office (RSSO) X, together with PSA Misamis Oriental, were granted ISO 9001:2015 certification on December 2018. The PSA X were among the seven (7) PSA Regional Offices (NCR, CAR, Regions II, III, VII and XI) and seven (7) PSA Provincial Offices (Caloo-can, Kalinga, Cagayan, Pampanga, Cebu and Compostela Valley) that were given an ISO 9001:2015 certification by the TUV Rheinland.

The PSA, as a whole, effected its Quality Management System (QMS) since 2016 to continually improve the delivery of statistical and civil registration services to its customers and stakeholders. PSA-RSSO X is among the expansion sites for the implementation of the ISO-QMS.

PSA 10 Gears Up for FIES Visit 2

Philippine Statistics Authority (PSA) 10 conducted the Family Income and Expen-diture Survey Visit 2 (FIES) Second Level Training at Pearlmont Inn, Cagayan de Oro City on December 10-15, 2018. This was in preparation for the Second Visit of the 2018 FIES which will commence on January 9, 2019.

The said training discussed concepts and definitions used in the survey and em-phasized the importance of probing and checking consistency of answers given by the respondents. The procedures on how to to properly carry out the inter-view and ask questions were also discussed, including the procedure on how to properly fill out the questionnaire. The training was participated by 36 regional and provincial field supervisors with Ms. Georgette F. Gayomali of PSA X and Ms. Hensyll R. Cabugsa of PSA-Bukidnon as trainers.

The FIES is a nationwide survey of households undertaken every three years. lt is the main source of data on family income and expenditure, which include among others, levels of consumption by item of expenditure as well as sources of income in cash and in kind. NEWSLETTER ETYMOLOGY

The word “Patsada“ is a Bisaya word commonly used in common conversation in Northern Mindanao added as an adjective. It means “Nice” or “Nice-looking“. It is usually abridged in the form “Tsada“ which is makes it more fun and appealing to use.

PSA RSSO 10 adopted the word in the newsletter title because it embodies the niceties of the office’s accomplishment for the quarter and as a flagship word being promoted as a branding of the region.

Patsada Diez Newsletter is the official quarterly publication of PSA RSSO 10.

Results of the 2017 National Demographic and Health Survey (NDHS) Released

On October 29, 2018, the Philippine Statistics Authority RSSO-X conducted a regional data dissemination forum on the results of the 2017 National Demographic and Health Survey (NDHS) Rat Mallberry Suites Business Hotel, Cagayan de Oro City. The forum intends to provide up-to-date estimates of basic demographics and health indicators in the Philip-pines specifically in Region X for program managers and policymakers to evaluate and de-sign programs and strategies for elevating the health situation and services in the Region.

The forum was participated by a total of 120 participants from different agencies and sec-tors in the society, 52 of which were from the Regional Line Agencies (RLAs), 35 Local Gov-ernment Units (LGUs)... [ continued on page 9 “2017 NDHS“ ]

The said memorandum states that in order to be qualified for the Perfor-mance Based Bonus, all government agencies must achieve at least 90% of its targets, and the must establish a QMS that is aligned with ISO standards for the support of its operations.

The certification is a testimony of how the PSA is continuously evolving and innovating towards a more responsive and world-class organization able to provide stakeholders and the general public with relevant and accurate data as well as the delivery of efficient civil registration services.

The certification affirms PSA’s strong customer orientation as it endeavors to further improve processes and structures for increase efficiency within the organization resulting to better public service. Meanwhile, the PSA expands the QMS project to the non-pilot regions and provinces. Series of trainings are being conducted. (LMCagalitan) n

Region 10 Records the Highest Labor Force Participation Rate and 5th Highest Employment Rate Among the Regions

The preliminary results of the Annual Labor and Employment Estimates for 2018 reported an annual labor force participation rate of out of 66.3 percent out of 3.3 million population 15 years old and over in Region X. This is equivalent to about 2.2 million economically active population in Region X comprising employed or unemployed persons. The region had the highest recorded labor force participa-tion rate in the Philippines in 2018.

The annual employment rate in 2018 was estimated at 95.9 percent, higher from the recorded employment rate in 2017 at 94.7 percent. The region recorded the 5th highest employment rate in the country in 2018.

On the other hand, the region also recorded 20.8 percent underemployment rate, higher from the recorded underemployment rate in 2017 at 18.6 percent. The region also had the 5th highest underemployment rate in 2018.

Notes: The methodology for the computation of annual estimates of labor and employ-ment indicators is based on the PSA Board Resolution No. 01, Series of 2017-151 Approving adn Adopting the Official Methodology for Generating Annual Labor and Employment Estimates, using the average estimates of the four LFS rounds. The annual estimates were based on the final results of the 2017 LFS, and Janu-ary and April rounds of 2018 LFS and preliminary results of the July and October rounds of 2018 LFS.

AGRICULTURAL PERFORMANCEThird Quarter, 2018

In response to the intensive drug abuse campaign of the current administration, On the other hand, the region also recorded 20.8 percent underemployment rate, higher from the recorded underemployment rate in 2017 at 18.6 percent. The region also had the 5th highest underemployment rate in 2018.

Palay

Palay production in this quarter increased by 1.8 percent to 204,314 metric tons as all the provinces posted increases except for Misamis Occidental which dropped by 1.5 percent. The top two rice producers in the region (Bukidnon and Lanao del Norte) posted increases by 2.5 and 0.39 percent, respectively. (See Table 1)

Corn

Corn production this quarter reached 448,379 metric tons or an increase by 2.3 percent from its level in the same quarter in 2017. The provinces of Bukidnon, Camiguin and Lanao del Norte recorded increases by 4.3, 17.3 and 3.3 percent, respectively. Misamis Occidental and Misamis Oriental posted decreases by 6.3 and 6.4 percent, respectively. (See Table 1)

Other Crops: Vegetables, Root Crops, Fruits and Industrial Crops

Overall production of major crops slightly increased by 0.68 percent com-pared to last year’s level reaching 1.127 million metric tons. Single-digit growths of 2.5 percent, 1.1 percent and 1.3 percent, respectively were noted in the volume of production of vegetables, industrial crops and fruit crops during the quarter. Production volume of rootcrops dropped by 3.7 percent.

All vegetables, except gabi, increased in production vol-ume. Large volume production of vegetables include tomato, squash, irish potato, cabbage and eggplant. Eggplant regis-tered the biggest increase (5.9 percent) followed by cabbage (4.8 percent) and irish potato (2.3 percent).

For the rootcrops, Cassava, which comprised 89 percent of the total rootcrop production posted 4.8 per-cent reduction in production volume while camote, which comprised only 10 percent increased by 6.1 percent.

All fruit crops, except Mandarin, reg-istered increases with Mangosteen posting the biggest increased by 13.6 percent followed by calamansi at al-most 10 percent.

Banana was the biggest contributor among fruit crops which shared 53.7 percent of the total fruit crop produc-tion volume. It posted a one percent increase in production to 517,399 metric tons during the current peri-od. Pineapple and mango production increased by 1.1 and 2.3 percent, re-spectively.

Among industrial crops (excluding sugarcane), palm fruit had the biggest production volume of 11,715 metric tons. It shared 58.1 percent of the total industrial crop production and posted an increase by 0.7 percent.

Livestock and Poultry

Total inventory of hogs and chicken as of October 1, 2018 reached 23.957 million heads/birds which is 2.6 per-cent higher compared to same pe-riod last year. Both hogs and chicken posted increases by 0.8 percent and 2.6 percent, respectively. (See Table 3)

Livestock and poultry production reached 102,836 metric tons (live weight), up by 3.5 percent from that of the same period in 2017. Carabao and duck production decreased during the quarter. The rest posted increases with chicken registering the highest growth at 5.6 percent, followed by goat at almost 4 percent. (See Table 4)

Fishery

Fish production posted a decline by 2.2 percent during this quarter as all fishing sectors posted reductions.

Aquaculture posted a slight decrease by 0.2 percent from 22,402.85 met-ric tons to only 22,354.82 metric tons this quarter. Commercial and munic-ipal fisheries posted declines by 7.5 percent and 2.2 percent, respectively. Municipal fishery production also went down.

For aquaculture, harvests in brackishwater were 5 percent lesser due to occurrence of white spots in Lanao del Norte’s brackish water fishponds. Production in marine fishcages also went down by 10.2 percent due to limited supply of fingerlings and high cost of inputs. n

PSA 10 Organizes Inter-Agency Stat Trivia Contest

The Philippine Statistics Authority 10 organized an Inter-Agency Statistics Trivia Contest at the Mallberry Suites Business Hotel, Cagayan de Oro City on October 29, 2018 during the 29th NSM Closing Ceremony.

The Trivia Contest was open to all participants during the NSM Closing Ceremony. Questions of the trivia contest focused on current statistics of the region, emerg-ing trends in government statistics, statistical classifications and standards, and basic statistical concepts. The quiz bowl was a team competition, having four members each team with members coming from various agencies and schools. The Champions were from Cagayan de Oro National High School and National Irrigation Administration. The winners received cash prizes and certificates of rec-ognition.

The Bangko Sentral ng Pilipinas – CDO Branch hosted the 29th NSM Closing Cer-emony. During the program, Mr. Dexter Erick Demafeliz conducted a lecture on Financial Literacy. Aside from the declaration of winners of the Inter-Agency Quiz Bowl, the BSP also awarded the winners of Coin Bank Making Contest which were participated by the students of the different schools in the city. The RSC X also declared BSP X as the winner of the Inter-Agency Statistical Exhibit Contest. Moreover, agency sponsors during the 29th NSM Celebration were recognized by awarding Certificates of Appreciation. (JSPabua) n

Statistics Olympiad and Poster-Making Contests held at East Gusa National High School

In celebration of the 29th National Statistics Month bearing the theme ”Exploring Philippine Wonders in Numbers: Statistics Towards Sus-tainable Tourism Development”, the Philippine Statistics Authority X conducted an intra-school Statistics Olympiad and Poster-Making contest on October 5, 2018 at East Gusa Na-tional High School, Gusa, Cagayan de Oro City participated by their Grade 10 Students.

The said contests aimed to support competence and excellence in the academe, to develop students’s com-putational and analystical skills, to assess student’s proficiency in the field of statistics, to ehance student’s creativity in expressing their ideas on how they understand statistics as vital inputs in the crafting of plans and pro-grams of the government on achiev-ing progress of the society.

Region X Joins Celebration of the 29th National Statistics Month

The Regional Statistics Committee X (RSC X) had lined up series of activities for the 29th NSM celebration on October 2018. The 29th NSM celebration anchored on the theme, “Exploring Philippine Wonders in Numbers: Statistics towards Sus-tainable Tourism Development.” It underscored the relevance of the statistics in achieving a sustainable development and progressive tourism growth for our country and emphasizes the need for statistics to identify potential tourism ha-vens and areas which require intervention.

The NSM celebration in the region kicked off with the motorcade around the city on 02 October 2018 participated by RSC X member agencies, other regional line agencies and local government units. The motorcade ended in Limketkai Center for the formal Opening Ceremony which was hosted by the Department of Tour-ism X.

One of the highlights of the Opening Ceremony were the messages delivered by NEDA X Director Mae Ester T. Guiamadel, RSC X Chairperson and City Mayor Oscar S. Moreno. Mayor Moreno emphasizes the importance of statistics in determining the region’s competitiveness --how does the region fare as compared with other regions in the country in terms of governance and economy.

Mr. Jonathan Gesta of the Department of Tourism X also presented tourism sta-tistics of Region X. The Inter-Agency Statistical Exhibit was also opened for public viewing in the mall from October 2 to 5, 2018. The exhibits showcased statistics related to tourism from the Bangko Sentral ng Pilipinas – CDO Branch, Depart-ment of Tourism X, Department of Environment and Natural Resources X...

The 2017 NDHS presentations in-clude the (1) Introduction, Sur-vey Methodology, Household and Respondents Characteristics given by Ms. Plenee Grace Castillo, Divi-sion Chief of the Demographic and Health Survey Division of PSA Cen-tral Office; (2) Results in Fertility and Family Planning by Ms. Brenda Lynn M. Castro, OIC, Statistical Op-erations and Coordination Division of PSA RSSO-X; (3) Maternal and Child Health, and Breastfeeding by Ms. Julieta M. Nacario, OIC, PSA Misamis Oriental; (4) Child Mortal-ity, HIV Knowledge, Attitudes and Behaviour, and Health Utilization and Financing by Engr. Rene C. Lauro, Chief Statistical Specialist of PSA Bukidnon and (5) Women’s Empowerment and Domestic Vio-lence by Ms. Gersaol Lourdes G. Mugot, Senior Statistical Specialist of PSA RSSO-X.

PSA 10 Provides Technical Assistance to the SDG and PDP-RM Localization WorkshopsThe Department of Interior and Local Government 10 (DILG 10), in partnership with the National Economic and Development Authority 10 (NEDA 10) and Phil-ippine Statistics Authority 10 (PSA 10), held a series of workshops for the local-ization of the Philippine Development PlanResult Matrices (PDP-RMs) and the Sustainable Development Goals (SDGs). The series of workshops were attended by the city and provincial planning and development officers, civil society organi-zations, health planners and other local government unit functionaries in Region 10. A Regional Workshop on October 10 to 12, 2018 in the Dynasty Court Hotel, Cagayan de Oro City was conducted to jumpstart the localization efforts.

As a follow-through of the PDP-RM and SDG localization initiatives, series of pro-vincial workshops were conducted as follows: Misamis Oriental (Nov 5-7); Lanao del Norte ( Nov 7-9); Bukidnon (Nov 15-16), Misamis Occidental (Nov 21-23) and Camiguin (Nov 27-29). The first two provincial workshops were Ms. Jessie C. Lu-perte was the PSA representative for these series of workshops. She discussed the overview of the SDGs, its objectives, its indicators and its metadata. The presenta-tion of SDG indicators metadata was helpful for the LGUs to understand how the indicator is generated or computed. With such information, they would be able to give an accurate assessment whether or not such indicators would be possible for localization at the provincial or municipal level. (JSPabua) n

In Region X, a total of 9,880 households all over the five provinces in the region shall be visited. There will be 319 Statistical Researchers from the five provinces who will be trained to conduct the 2018 FIES visit 2. PSA X shall visit 1,504 house-holds in Bukidnon, 737 households in Camiguin, 1,588 households in Lanao del Norte, 1,474 in Iligan City, 1,478 in Misamis Occidental, 1,532 in Misamis Oriental and 1,567 households in Cagayan de Oro.
