Dave Lieber
Investigative Reporter
The Dallas Morning News has hired Dave Lieber as its new investigative columnist
focusing on wrongdoing and right-doing in businesses and governments. Known largely
for his twice weekly 'Watchdog' column in the Fort Worth Star-Telegram for the past 20
years, Dave brings his brand of investigative energy and what he has dubbed "Watchdog
Nation common sense" to a twice-a-week column, appearing Fridays and Sundays.
Lieber won the Will Rogers Humanitarian Award in 2002 from the National Society of
Newspaper Columnists, for work that "best exemplifies the high ideals of the beloved
philosopher-humorist who used his platform for the benefit of his fellow human beings."
Lieber is also a sought-after speaker, appearing in front of more than 100 audiences each
year.

ALUMNI ASSOCIATION
GENERAL MEETING
SEPTEMBER 11, 2014 MINUTES
The meeting was called to order at 7:02pm
by President Pat Struble. In attendance
were the following: President Struble;
Treasurer George Godwin; Directors Joyce
Andrews, Tom Mulkerin, Phil Kabakoff and
Sylvia Cullens. Vice President Gerry Dalton,
Secretary Kathy Emerson and Director Joe
Hawkins were absent.
After the Pledge of Allegiance, Pat McColgin
gave the opening prayer. President Pat
Struble opened the meeting by telling the
alumni that she was able to get the new
speaker system completely purchased for
less than $300.
The featured speakers were Chief Os Flores
and Corporal Tim Hayden. Each was asked
to speak about his background and his
future plans at the Arlington Police
Department. Chief Flores told the group he
had lived in San Antonio, Waco, and
Arlington. He had at one time been in the
position that Tim Hayden now holds. Chief
Flores than spoke about change and how it
create opportunities. He has been the
Community Support Chief for one month.
As part of his responsibilities he is in charge
of Community Support, Training, Personnel,
SRO and Community Officers. Since
becoming Community Support Chief, Chief
Flores has been evaluating each area of
responsibility to determine how efficient
each is and how that department can be
improved. One area being evaluated is the
CPA 11 week program. Some of the
questions relating to the CPA program are:
Does the 11 week course cover everything?
Are the topics relevant? How do we
maintain tradition while making changes to
keep the program relevant?
In his 17 year career at Arlington Police
Department, Chief Flores has worked
patrol, crime prevention,
property/evidence, media relations, and the
Super Bowl. These experiences will be
valuable as the police department and
community move forward together.
Chief Flores committed to being very visible
at our meetings. He mentioned that a new
class of recruits will begin next Monday. It
will be a class of 37. Chief Flores talked
about the value that the ACPAAA provides -
especially during training. He said the
police department could not do without the
ACPAAA and he wanted to thank us
personally for what we give to the
department.
Pat Struble told the group that any requests
from the ACPAAA will go to Chief Flores, not
Chief Johnson. Chief Johnson has given that
responsibility to Chief Flores. Chief Flores
agreed and suggested that when a request
is made have a business case for the
request.
Chief Flores was asked what he wanted
from the ACPAAA. His response was to ask
us what we wanted to provide. What is it
that we would like to do? If anyone would
like to do more please contact Tim Hayden
or one of the volunteer coordinators.
Chief Flores was asked about body cameras
and whether or not they will be used by the
Arlington PD. The department is working
on a pilot project and studying the types of
products and how to incorporate the

equipment into day to day operation. Chief
Flores indicated that the cameras can be
helpful but they are not the complete
answer. He also addressed the UAV
equipment and stated that command
authority is required to deploy UAVs and
there is a checks and balance system to be
followed when the UAV is needed. When
asked about License Plate Readers, Chief
Flores said that we have them and they are
used by patrol and detail operations with
known offenders.
President Struble presented Chief Flores
with a mug and at the end of his
presentation.
Corporal Tim Hayden was the second
speaker of the evening. He is working in
Community Support and is the liaison for
the ACPAAA. Corporal Hayden is from
Tulsa, OK and moved to Arlington seven
years ago. He moved here to become a
police officer because of the relationship
between the department and the
community. His path to becoming an
officer with Arlington Police Department
has been long and filled with many
obstacles - but pursued with a great deal of
determination.
At a young age he discovered that he was
very empathic and wanted to help people.
He has battled dyslexia and learning issues.
He left high school his junior year - not
being able to read. He went into
construction work in California for many
years. Tim determined that he needed to
learn to read. When Tim’s brother was
accepted into college he challenged Tim to
get his degree. Tim accepted the challenge
and enrolled into a community college.
Knowing he needed to improve his reading
skills Tim enrolled in the Composition I
course. With the assistance of his teacher
Tim completed the course and continued on
to obtain a 3.8 gpa in college. He is now
pursuing a master’s degree at UTA.
People have always been his favorite part of
being a police officer. Tim remembers the
ACPAAA encouraging him when he was a
recruit while doing scenarios. Every day
was a challenge, but he said people from
the ACPAAA encouraged him. The
encouragement was greatly appreciated.
He also acknowledged the assistance that
Kathi Mulkerin provides to him now in his
new role as an officer in Community
Support. Since becoming an Arlington
police officer Tim has tried three times to
work in Community Support. As with most
of his life he was determined and pursued
the job until he got it.
Corporal Hayden asked that we contact him
is we have questions. He will get us
answers or find someone that can that care
of our questions.
President Struble presented Corporal
Hayden with a mug at the end of his
presentation.
The business meeting began after the two
speakers completed their presentations.
President Struble asked if everyone had
read the minutes. A motion was made to
accept the minutes from the August
meeting by Peggy Jacobs. Roberta Nugent
seconded. The motion passed.
Treasurer George Godwin gave the
Treasurer’s Report. Kathi Mulkerin made a
motion to accept. Candy Ford seconded.
The motion passed.

Director Joyce Andrews thanked Kathi
Mulkerin for heading up the registration
process at the CAC 5K Run on August 30,
2014. She also thanked everyone for
helping with the 5K including helping with
stuffing backpacks for the 5K Run.
Kathi Mulkerin and Sylvia Cullens then
presented the Butter Braid Fundraiser. The
Butter Braid company makes frozen breads
to sell for fundraising. The breads are
available in 6 different flavors: cinnamon,
cream cheese, strawberry cream cheese,
double chocolate, apple, and blueberry
cream cheese. They sell for $13, except the
double chocolate sells for $14. ACPAAA will
make $5 per load of bread that is sold.
Kathi has already sold 12 loaves before the
meeting. Please contact Kathi if you are
interested in selling or purchasing the
breads at 817-228-1598. The breads will be
sold until the October meeting. Please turn
in forms and money at the October
meeting. The breads will be delivered at
the November meeting. Sylvia baked and
brought bread samples to the September
meeting
Director Joe Hawkins was not present.
Director Hawkins notified President Struble
that a new class of recruits begins
September 15. We will be starting
scenarios in December. There are 37
recruits. Joe will partner with Tony
Amendola to help with scenarios. More
information will follow as the class
progresses.
Director Phil Kabakoff said the newsletter
has been sent out. Copies are available if
you need them. President Struble thanked
Phil for his efforts on the newsletter.
Director Tom Mulkerin thanked the group
for their assistance with the new CPA class
that started Monday, September 8, 2014.
There was plenty of food for everyone. The
next time food will be needed is at
graduation.
Director Sylvia Cullens reported that Dave
Lieber will be the speaker for October. He
was a reporter for the Fort Worth Star
Telegram. Due to Mr. Lieber’s schedule
restrictions, the ACPAAA will have business
meeting first and then he will speak.
Rita Martin has orders for 4 shirts. She
needs 10 to place an order. There may be
more orders when the current CPA class
graduates.
The ACPAAA still has license plate frames
available for $5.00 each. If you purchase 10
or more they are $3.00 each.
CPAANT meeting will be October 4 at the
Fort Worth Police Academy Auditorium,
1000 Calvert, Fort Worth TX 76102 from
10a to noon. It will be a roundtable
discussion on CPA alumni standard
operating procedures and communicating
with the public. Guest speaker will be Dr.
Joseph Warren from the University of North
Texas.
The Nominations committee chair will be
Bonnie Leshner. Anyone interested in
running for office next year please contact
her at 817-907-4116. She will provide a
questionnaire to complete.
President Struble mentioned that Secretary
Kathy Emerson was not present, but has
been working on the bylaws. The changes
to the bylaws have been mailed to each
member for review. Please return in the
addressed envelope that is included.

Roger Anderson said that Santa Cops has
been scheduled for this year. It will be
December 22, 2014. The warehouse
previously used has been sold and may not
be available. He will talk to people who run
foundation see what alternative plans will if
the current warehouse is unavailable.
A motion was made to reimburse Sylvia
Cullens for the Butter Braid Breads that she
brought to the September meeting. Elaine
Noe seconded. The motion passed.
Paul Goodman made a motion to adjourn.
Seconded by Nanette Lombard. The
meeting adjourned at 8:25pm.

Nominating Committee will be calling all
our members. They will ask if you are
interested in running for the Alumni
Board positions: President, Vice-President,
Secretary, Treasurer and one of the five
Director positions. Descriptions of these
positions can be found in the Bylaws on our
website www.acpaaa.net.

running for one of these positions so we can make the Arlington Citizens Police
Academy Alumni Association the best it can
