沙烏地阿拉伯： 2018年啟動 SALEEM計劃

從 2018年 1月 1日起，SALEEM計劃將逐漸取代沙烏地阿拉伯現有的 CoC計劃，然而初步將會並行一段時間。德國萊因TÜV是SALEEM的註冊符合性評估機構（R-CAB）。沙烏地產品安全計劃“SALEEM”，是由 SASO執行的一個整合產品與裝運的法規符合性評估程序。

SASO為實施 SALEEM計劃，推出一個為貨運清關和產品及船運符合性證書（COC）的新系統，名為“SABER”。

德國萊因頒發的 CoC證書將繼續獲認可，直到官方進一步公告。2018年 6月之前，客戶可開始在 SABER系統中進行產品註冊。

From January 1st, 2018 on, the SALEEM-Program is to replace the existing CoC-scheme in Saudi Arabia gradually. However, they will initially be in parallel for some time. TÜV Rheinland is a registered Conformity Assessment Body (R-CAB) for SALEEM.

The Saudi Product Safety Program "SALEEM" is an integral regulatory Conformity Assessment Program on Products and Shipments implemented by SASO. SALEEM Program introduced a new system for Shipment Clearance and Certificate of Conformity (CoC) for the products and Shipments called "SABER".

TÜV Rheinland CoCs will be accepted until further notice. However, customers should start product registration in SABER system before June 2018.

On 27 October 2017, the Mexican official standard NOM-029-ENER-2017 was published. It applies to external power supplies (EPSs) intended to convert AC line voltage to a single fixed DC output voltage at a time and with a lower maximum output power or equal to 250 W, as well as those that have a switch that allows the user to manually select between different output voltage levels, being physically determined by design and independent of the product.

The Standard applies to EPSs which are imported, manufactured, marketed, distributed or supplied for sale purposes, either individually or as part of a final use product, within the territory of the United Mexican States.

The Standard will enter into force 180 days after its publication in the Official Gazette.

每個製造商可以有 3個用戶帳戶。由製造商管理的 1個主用戶賬戶以及由代理管理的 2個子用戶賬戶。代理商可以通過這兩個子用戶帳戶提交申請文件。但是，在主賬戶授權申請文件之

前，這些文件將不獲得 SDPPI授權。由此製造商需要更多地留意他們的申請。我們可以提供協助幫客戶申請建立用戶帳戶。

After September 4th 2017, SDPPI applies new full-online application especially in submitting application documents. This new system requires an official user account managed by applicant/manufacturer. Now all agent's user accounts have been removed. So, the application documents submission should be done from Applicant/manufacturer user account.

Each manufacturer can have 3 user account. 1 main user account managed by manufacturer, and 2 sub user account managed by agents. Agents can submit application documents through these 2 sub-user account. But, these documents will not be authorized by SDPPI before the main account authorize the application documents. Here's when manufacturer needs to be more aware of their applications. For making this user account, we can help you to proceed.

烏克蘭 2017年 12月開始新的能效要求

Ukraine new energy requirement from Dec. 2, 2017

According to BSMI Advance Notice (as attached) dated July 24, 2017, BSMI will change the inspection standards for the subject 24 products, the inspection standards will be added with - CNS 15663 clause 5 marking requirement for hazardous substance. The plan effective date is set on July 1, 2018.

The current Toys Regulations, made under the Canada Consumer Product Safety Act (CCPSA), would be amended to include two principal elements.

The method to assess the magnetic flux index is set out in a new schedule of the Regulations. A requirement stating that the above criteria must also be met after the magnetic toy or magnetic component is subjected to a standard series of integrity tests set out in a new schedule of the Regulations. The amended Regulations would come into force six months after they are published in the Canada Gazette, Part II, during which time the current Regulations would continue to apply to all toys sold, advertised, imported or manufactured in Canada. The provisions of the CCPSA regarding danger to human health or safety would continue to apply to dangerous magnetic toys.

EAEU - Updated standard lists under Technical Regulation on Safety of Toys

歐亞經濟聯盟（EAEU）委員會已頒布 2017 124號決定，更新“技術法規 TR CU 008/2011”中關於玩具安全的 2個標準清單：

1.用於自願申請以確保符合玩具法規的要求的標準列表。2.包含研究（測試）和測量的規則和方法的標準列表，包括玩具法規應用和執行所需的抽樣規則。

以上兩個更新的標準列表自 2017年 10月 28日起生效。

Eurasian Economic Union (EAEU) Commission has issued Decision No.124 of 2017, which updates 2 lists of standards under Technical Regulation TR CU 008/2011 on Safety of Toys:

1. List of standards, as a result of voluntary application of which, ensures compliance with the requirements of the toy regulation.2. List of standards containing rules and methods of researches (tests) and measurements, including the rules of sampling required

for the application and execution of the toy regulation.The both updated standard lists enter into force from October 28, 2017.

沙烏地阿拉伯標準組織 SASO頒布了針對燈具產品，在能效、功能和標籤要求的草擬標準 SASO 2870-2:2017的第二部分，並收集公眾意見直至 2018年 1月 27日。該標準涵蓋了在 SASO 2870-1中未被列入的部分燈具產品。

SASO issued a NEW draft standard SASO 2870-2:2017 on Energy Efficiency, Functionality and Labelling Requirements for Lighting Products Part 2 for public commenting till 27-01-2018. This standard cover Lighting products which are not included in SASO 2870-1. This SASO 2870-2:2017 standard sets the Energy Efficiency, Functionality and Labelling Requirements for Lighting Products as below.A1. Lamps and Control Gears (Ballasts)A.2 LuminariesB. Special Exemptions from the StandardAll product within this standard include the exempted/excluded ones shall be registered according to Clause 5.

Resolution 319/99 is the base ENERGY EFFICIENCY regulation for almost all products in Argentina. It covers following equipment:a) Refrigerators b) Washing Machines c) Dishwashersd) Ovens e) Water Heaters f) Lightingg) Air Conditioners h) Motors Then each particular product is normally regulated under its own regulation which is linked to RES 319/99. Normally this separate regulation mentioned the applicable standard, requirements and lead times. So depending on the product and its own regulation mandatory processes come into force in different dates. In the case of TV's and displays it will come into force from December 4th 2017 on.Certificate has to be issued in the name of a local company (normally the importer or the manufacturer for products manufactured in Argentina)Only regulated product which accepts manufacturing lab is Refrigerator. All the others have to be tested locally.

墨西哥能效新 CONUEE目錄含 44種電器產品列表，在 2017年 11月 14日頒布並計劃在 60天后強制執行。唯一不同的是，目錄中的產品如已有能效要求的 NOM證書，則不在在本目錄範圍內。對於在本產品目錄生效日期之前已提交產品信息申請的，不需要再重複申請。

The New CONUEE Catalogue contain a list of 44 products was published on 2017-11-14 and it will be in forced in 60 days. The only difference so far is that if one of these has a NOM for energy efficiency, then they are out of the scope of this Catalogue. There is no need to apply again for the products we already summited the information before the valid of this Catalogue.

Recently MOIT have released two Energy Efficiency standards for Laptops: TCVN 11848-2017: Notebook computers – Energy Efficiency TCVN 11847-2017 (IEC 62623:2012): Desktop and Notebook computer – Measurement of Energy Consumption

巴西 ANATEL發布第 686號決議 Brazil ANATEL Publishes Resolution 686

This month ANATEL published Resolution 686 which will cancel several standards used for local testing in Brazil in the next 120 days. During this period the regulator will be publishing test requirements for EMC, safety, SAR etc. that will automatically replace the formal resolutions. They will not be issued in the format of a formal resolution and will be available at their website.

At first, the content of these tests requirements (EMC, safety, SAR etc) should be the same as the resolutions already in use. This procedure is similar to what ANATEL recently did with Res. 506 (RF), which was cancelled and replaced with ATO 11542 as the basis for RF tests in Brazil. For now, nothing changes in the certification process in Brazil and the tests remain the same.

ANATEL is implementing these changes in order to have more flexibility when dealing with potential revisions in the test requirements in the near future. Since they won’t be depending on the revision of official resolutions, which leads to bureaucratic internal processes, they will instead be able to publish simple test requirements on their website.

以色列 : 手機不再需要MOC認證 Israel: No Requirement for MoC Approval for Cellular Devices

MoC certification is no longer needed in order to import and distribute cellular devices in Israel. The importer is responsible for ensuring compliance with the local regulations and MoC does not issue certificates for these products. The importer still requires an annual general permit. A Letter of Compliance (LoC) is available issued by a third party expert (not MoC) to assure compliance with the current local standards before going to market.

烏茲別克斯坦新的“電信設備安全技術規定”（TR）於 2017年 9月生效Uzbekistan New "Technical Regulation on the safety of Telecommunication Equipment" (TR) came into force on 06.09.2017. in Uzbekistan

貼在電信設備上的標記應包含消費者的以下信息：

Above infomation can be indicated in the operating documents and on the packaging.

The package marking shall contain information on the name of the manufacturer and (or) its trademark, name and designation of telecommunications equipment (type, model, modification, trade name), date of manufacture, conformity mark.

埃及移除 2.4GHz 及 5GHz頻段的限制Egypt: 4G/LTE , Egypt NTRA Removes Restrictions for 2.4 & 5GHz Bands updated

Egypt NTRA has removed the channel bandwidth restrictions for the 2.4 and 5GHz bands. Consequently 802.11ac products can now be approved and used in Egypt.

韓國 RRA發布新公告及若干變更South Korea RRA Notice (2017.12.05)

RRA發布新版公告 : 關於廣播和通信設備合格評定的通告（2017-14）

主要變更事項如下：

1. 證書編號開頭的“MSIP"改為“R"。 證書編號後面的產品識別編號可以使用底線。

2.簽發“R”證書，但客戶已做出“MSIP”的標簽或者說明書的，證書號可以使用之前公告的表示方式，直到 2018年 6月 30日為止。

3.認證產品信息： 韓國國內制造的產品出貨前要在標簽，產品外殼，產品包裝或說明書中表示。 國外制造的產品需要通關前表示相關內容。

4.新增 EMC測試項目：消防產品需要按 346KN 101來做測試。5. 新增設備代碼 /設備名稱

FIR1：消防機器類 MOV11：移動手段用電動機器 -電動自行車、電動滑板車、電動輪椅，電動摩托車 MOV99：移動手段用電動機器 -其他類似的產品 PWR11：供電設備和手機電池充電器

6. 申請書格式有變化，一致性說明函上需要有產品的基本型號和系列型號的外觀照片。7. KN 301489上測試頻段的射頻電磁場（KN61000-4-3）更新。
