pAC meeting was held on 06.06.2017 for appraisal of proposals of Government of West

Bengal for funding "under

Special Central Assistance to Tribal Sub scheme (SCA to TSS), grants

under Article 275(L) or tne constitution of India, and scheme of Development of Particularly

2. The Chairman welcomed the members and informed the committee about the funds allocated to

West Bengal State by Ministry of Tribal Affairs (MoTA), under SCA to TSS, Article 275(1) grants

and PVTGs scheme, which are as follows:

3. PAC advised the representative of Govemment of West Bengal as follows:

At least one-third of the total beneficiaries should be women / girls.

There should be no duplication with any intervention by other State/ Central Departments.

Norms of concemed Line Ministries of Central Government or those of concerned State

Department as applicable, may be followed (eg. PWD SoR, NSQF etc).

f'oi individual beneficiary based projects / scheme (in kind or in cash i.e. Director Benefit

Transfer), Aadhar Number should be obtained. Beneficiaries should be selected in a

transparent manner. List of beneficiaries with their address and amount of benefit should be

uploaded on the website of the State Government but the Bank Account Number, Aadhar

Number, Mobile Number etc. should not be uploaded due to security and privacy concerns.

Time limit for completion of all construction projects / works by December 2018 may be

adhered to.

Screening for sickle cell for all children may be completed on priority.

Activities related to sanitation are also apatt of Swachhta Action Plan.

Progress Report and pending UCs of the funds provided under VKY may be furnished

urgently.A good monitoring and evaluation system may be put in place. Impact studies and concurrent
