LONDON CALLINGby Howard Marks

Slightly too late for my printing deadline for the last column, came thenews of the single by BAND AID, l am sure that most people will knowabout it by now, however, working on the assumption that this column isread by people who are working so hard that they may not heard ofBAND AID, here is some information on the band. The project was puttogether by Bob Geldof of the Boomtown Rats, and Midge Ure ofUltravox. The members of the band who have given their services freeinclude Sting, Paul Young, Paul Weller, Boy George, Phil Collins, Bono,Jon Moss, Simon LeBon and various Durans, Tony Hadley and a coupleof the other members of Spandau Ballet, Status Ouo, Bananarama,Marilyn, Heaven 17, Big Country, George Michael, Kool And The Gang. There were also good messages from David Bowie, Paul McCartney,Frankie Goes To Hollywood etc...All of the money made on the sale of this record will be going towardsaving lives in Ethiopia. By the time you read this column, the record isnumber one in the U.K. chart and will stay there for some weeks tocome. Good luck and well done to everyone concerned with the single. From the radio and television promotion point, Bob Geldof has madehimself available to do every single thing that he could possibly do topromote the record. Also on the radio front, Capital Radios' GaryCrowley has been presenting some of his shows from commercial radiostations up in the north of England and Scotland. Spandau Ballet, JulianLennon and Malcolm McLaren have all been interviewed recently on theDavid "kid" Jensen show for Capitol. On television recently Julian Lennon, was interviewed for TV -AM by noother than his mother Cynthia. Paul McCartney was also interviewed byTV -AM by presenter Henry Kelly, Coming up in January is a canes of'The other side of the tracks" for channel 4. The programme is hosted byRadio One D.J. Paul Gambaccini. There will be a Durtan Durandocumentary show on tv over Christmas (More news of Simon LeBonlater in the column). Some great videos are available for the U.K. market this month, MarcBolan performing a selection of hits, Ready Steady Go Volume 3, for ourEuropean readers, and the editor of the magazine (who I understandknows nothing about popmusic anyway) this was the premier televisionshow during the 60's, and incidently, the rights to this TV series are nowowned by former popstar Dave Clarke of the Dave Clarke Five who soldmillions of records when Boy George and George Michael were stillwearing short trousers. Also available is an 85 minute video from DuranDuran called Sing Silver Blue. Finally Blancmange give us a 60 minutevideo entitled Hello Good Evening.Nice to see Jim Diamond make the number one position in the U.K. chartrecently. To our European readers Jim will be best known as one half ofthe band Phd, who before they split up, had a huge single entitled I WontLet You Down. The current single by Jim follows the theme of the Phd hitand has the title I Should Have Known Better.George and Andrew of Wham! have donated one thousand tickets toCapital Radio for their Christmas appeal to help underpriviliged children. One ticket per person will be given in exchange fora toy. The luckypeople who give their toy for charity will get to see Wham! in concert atthe Wembley Arena. Finally, the rumours are very strong that a certain lady jock from a certainpirate radio station which broadcasts from a boat (no names mentioned)will be joining a certain London based commercial radio station inJanuary 1985. No one will confirm it at the moment but...And even more finally, because I forgot to add this in the above -

paragraphs. Duran Duran singer Simon Le Bon will be going on a roundthe world yachts' race for six months of next year, according to newsreports. It is an ambition that he has always wanted to fulfil. That's all for this year, may I take the opportunity to wish everyone a veryhappy christmas, and a new year, and I will be back with you at thebeginning of 1985.

PARIS CALLINGby Cathy Oudemans

Until mid December rockveteran Eddy Mitchell plays in the provinceswith his highly successfl 'Americana' -show, including horses and oldChevies on stage, while rival Johnny Halliday is still going strong at theZenith Hall in Paris where he will be playing until Christmas. AttentionMitchell -fans: the 'live album' of Eddie's concert is now available!Outrageous, eccentric purple haired singer Diane Dufresne drewimpressive crowds while performing at the Winter Circus (Cirque d'Hiver)during the month of November. While passing through Paris, American Comedians Cheech and Chongsaw the show and even joined in. On the evening (night) of the Americanelections, the US Embassy organized a special event at the Operatogether with France's biggest weekly "Paris Match" featuring DioneWarwick as special performing guest. Her appearance marked ahistorical event for the Opera Theatre never ever having allowed a foreignpop artist to sing there before! During the last weeks we have seen somevery exciting concerts by international artists like Big Country, Chris deBurgh, Sheila E., a special 'preview' performance of the Tim Rice -BennyAndersson-Bjom Ulvaeus musical Chess, Iron Maiden, Bronski Beat andPino Danielle who packed the prestigeous Olympia Theatre. Sorry if I leftsome out!The Lightcity lost a concert venue and it doesn't look like the Casino deParis will open soon again. Co-owner Rocksinger Bernard Lavillier ispaying heavy dues after a fistfight, trying to get into 'his' hall. At the sametime the 'Prefecture de Police' has decided to limit the capacity of thePalace Theatre from a maximum of 1600 to no less than 500 - a dramaticdecision particularly for the international rock circuit, Paris lacking goodmedium sized halls anyway. Mick Jagger has been spotted in the city. Heand his fellow Rolling Stones will be in the studio from January onwardsto record their new album. The Thompson Twins are enjoying Paris nowwhile recording their up -coming album. In spite of the surprise TV strikes, a constant parade of foreign artistswere seen 'live' on the tube: The Stranglers, Sade, Talk Talk, Kim Wilde,Wham!, Nik Kershaw, Phil Collins, Chris de Burgh, Culture Club, RogerHodgson, Paul Young, Duran Duran, Fox The Fox, Nena, Vanity, to namebut a few. On the record company front the fuse of Polydor- Barclayshould be mentioned; Thomas Notton joining the Pathe Marconi -EMIstaff as A&R Director and who will be CBS Disques' new ManagingDirector after Alain Levy's departure to Polygram France?Last but not least President Mitten -and made a surprise statement thisweek possibly allowing independent Television Channels in France, following the start of Canal Plus - on the other hand, however, thegovernement threatens cutting down on certain very popularindependent radio stations in Paris like NRJ, 95.2 (who plan to start inLyon shortly) being "too powerful and interfering on the FM wavelength".We will be following closely the development of this unfortunate situation.Over the last 18 months the independent radio stations have done somuch for international music in particular, that it will be a great loss if thegovernement gets its way - not to speak of the limitations of freedom.Saturday afternoon NRJ organizes a 'protest march' through Paris (fromthe Townhall to the Ministry of Culture) and so far, numerous well knownFrench artists (both singers and actors) like: Michel Sardou, CatherineDeneuve, Dalida, Thiery De Luron, Johnny Halliday to name a few, havegiven their support to participate in the march. Both NRJ and 95.2 havereceived telegrammes from many artists who have been guests in theirstudios.

Salut et a bientot!

TURNTABLE TIPS

Nik Kershaw - The Riddle- MCAAfter his debut album Human Racing whichyielded four hitsingles in a row, Kershawcomes up with another album this year whichshould be able to make the same lastingimpression on the European Radio. His musicis a very commercial and MOR approach ofjazz rock and pop. With all the titles written byKershaw and a smooth production of PeterCollins, this unique blend is best exemplified intracks like You Might, Easy (with Level 42'sMark King on bass), Roses and Save TheWhale.

Tracey Ullman - You Caught Me Out- StiffTracey's outstanding talent to create adifferent type for every song, again shines inher second album for Stiff. Not only is thisalbum a very tasteful 6 T's recycling but againshe proves to be a good singer with a goodnose for the right type of material. TheMotown-esque Little By Little, the ballads BabyI like and Loving You Is Easy, plus theinclusion of her last two singles, all get Tracey'sunique twist and make them all very suitablefor radio play.

Foreigner - Agent Provocateur- AtlanticProduced by Alex Sadkin and Mick Jones. For many years now they have been one of thetop rock bands, known for their beautifulballads. It took a while until this new album hasbeen released, but it's a masterpiece, withwhich they've made a strong return. Powerfulrock tracks: Growing Up The Hard Way andTooth And Nail and the two beautiful dramaticballads: That was Yesterdayand I Want ToKnow What Love Is. Well, listening to this, I

know what music is!

This albumwas recorded live in the Westlake Studio L.A. * CE SOIR, a Dutch bandreleased their 2nd single entitled You Took Me By Surprise *Now a little story so you could see that bummers sometimes can be astart off for something very successful. HOWARD JONES bumped intoBILLY OCEAN recently. Howard went over to Billy asking if he'dremembered him. Bitty said that obviously he knew who Howard was, butdidn't remember meeting him personally before. Howard reminded himof the fact that a year ago he was auditioning for Billy Ocean's band, butgot turned down on the job. Billy laughed and stated that he might aswell be very happy about it anyway for he has been so successful now.So you see things usually turn out the right way in the end *The joke of this week comes from the Album Network (and I've nickedit!): An old guy want to get will together before he dies, so he goes to alawyer and gives him all the information needed. TOP 1°° OF ALL TIMES

As a special Christmas bonus we print a Top 100 Of All Times and although this phenomenon is used by various European Radio Stations, we believe Radio

Veronica Holland came with the idea first. Already back in 1968 Radio Veronica, then still a pirate station in the North Sea, introduced this highly interesting

- list, always broadcasts as a major show at the end of the year. This year they present the 14th edition, which again is prepared by the Stichting Top 40,

compiling from thousands of returned postcards. -

Of that first Top 100 only 4 records are still charted in this year's Top 100: A Wider Shade Of Pale, House Of The Rising Sun, Satisfaction and Hey Jude.

Although some tracks showing in the Top 100 are Dutch from origin (such as Golden Earring's Radar Love and Twilight Zone, Oerend Hard from Dutchfarmers band Normaal, Vandenburg's Burning Heart and Shocking Blue's Venus), the rest is internationallyknown material. All Is suitable for yourprogramming. After being no. 1 for nine years, Deep Purple's Child In Time is now set back to no. 2 by Queen's Bohemian Rhapsody. We note that some

rock acts like Led Zeppelin and The Stones, Rod Stewart and Nazareth are represented by their most soft and romantic tunes. Famous names like TheBeatles, The Stones, Queen, Deep Purple, Eagles, etc. are all represented by two of their most well known tracks but winner this year is David Bowie, who

has 4 tracks (including one duet with Queen) in this list. We would appreciate hearing from those dj's using a Top 100 Of All Times.

TURNTABLE TIPS

Sam Harris - Sam Harris- MotownApart from the single Sugar Don't Bite, thedebut album of Sam Harris on MotownRecords remained almost unnoticed inEurope. With material that varies frommainstream pop ballads to uptempo rock, there is much to enjoy for the attentive listener. His voice is very personal and sounds 'black'from time to time and has a range in whichsometimes comes close to Lionel Richie orMichael Jackson. With the help of sessionmusicians such as Nathan East, RobbieBuchanan and Michael Landau, this album is amodest but promising debut. Best tracksinclude Sugar Don't Bite, Hearts On Fire,Pretender (watch the European sound) andInside Of Me.

RAD, GUIDE

In this last issue of the year, let's sit back andreview the past 12 moths in Europe. No doubt1984 was the year for Prince and Frankie GoesTo Hollywood. It was also the year that variousgood new acts emerged, acts that will staywith us for a long time to come: Bronski Beat,Sade, Talk Talk, Cyndi Lauper, Matt Bianco,Howard Jones and Nik Kershaw. Two Germangroups broke way outside of their homemarkets, Nene and Alphaville. It was also avery healthy year to re-establish careers likethose of Tina Turner, Joe Cocker, The EvenlyBrothers and presently The Temptations. JulioIglesias made an enormous breakthrough notonly in Europe, but also in the US, and artistslike David Bowie, Depeche Mode, MikeOldfield, Stevie Wonder, Duran Duran, Wham!,Rod Stewart, The Cars, Elton John, CultureClub, Paul McCartney and U2 were able tocontinue success in 84.For those of you who love statistics (we do!),here follaasome bare, though interestingfacts. Since the start of Eurotipsheet, therewere only 5 different number ones in theEuropean Top 100 Single charts! FrankieGoes' Relax was in total at the no 1 spot for 12weeks, interrupted only 3 times by othersingles: Break Machine's Streetdance wastwice no 1, Against All Odds only for one weekand after that Relax was dethroned by LauraBranigan's Self Control which stayed there for11 consecutive weeks. At the moment StevieWonder dominates the Top 100 for already 12

weeks. For the albums it was of course MichaelJackson who thrilled everybody with 21 weeksin a row at no 1. Later he was replaced by MikeOld -field who stayed there 5 weeks (with oneinterruption by The Jacksons). After that IronMaiden (for one week) and Stevie Wonder (6weeks) took over, twice interrupted by TinaTurner who is no 1 again this week. Stevie canclaim he had the best played single in S4 inEurope with I Just Called To Say I Love You,staying at the top of the European Airplay for13 weeks, now taken over for the third week byNik Kershaw.

THE LONGEST RUNNERSDuran Duran's The Reflex never made it to no1 though it is the longest charted single of1984; already 36 weeks present in the Top100 and reaching a highest position of no 2.The Reflex is closely followed by Against AllOdds, which was able to reach no 1 but alsostayed 32 consecutive weeks in the Top 100Singles. Evelyn Thomas' High Energy climbedup to no 3 and remained 31 weeks in thecharts and further long charting singlesinclude: Somebody's Watching Me (21 weeks, highest position no 3), Time After Time 28weeks (highest position 2), What's Love Got ToDo With It 25 weeks (highest position 9), WhenDoves Cry 24 weeks (highest position 5), Hello21 weeks (highest position 2), Two Tribes 20weeks (highest position 2).European song contest winners the Herrey'smay be one -hit wonders, but they had the thirdhighest single entry of 1984 in the Top 100Singles. Diggi Loo-Diggi Ley charted in its first

week right at 17, only beaten by Bowie's BlueJean (straight on 16) and Bronski Beat'ssecond single Why (new entry at 13).Of course there were also singles quiteunwilling to leave the Top 10. F.G,T.H.'s TwoTribes stayed for 14 weeks in the Top 10, buthas to share this feat with Ghostbusters,Careless Whisper and Blue Jean, all stayingthere for the same 14 weeks running.

ALBUM VICTORIESWith regards to the Album Top 100 things areless complicated; albums tend to remain quitesteady in the charts and striking changes are ina minority compared to the Top 100 Singles. The highest entry that an album made in 1984was Spandau Ballet's Parade. One week afterits release it came straight in at no 12; otherhigh entries are for Rod Stewart (Camouflagedirect at no 13), Frankie Goes To Hollywood(13), Dire Straits (Alchemy new entry at 14), IronMaiden (Powerslave, entry at 15) and Bowie'sTonight, which charted straight at no 16.Obviously the Thriller album is the longestcharted album with 48 weeks so far (andalready more than 100 weeks in the longerexisting National hitparades), followed by TheScorpions (Love At First Sting, already 40weeks in the Top 100 Albums), Lionel Richie(38 weeks), Queen (38 weeks), RogerWhittaker (35 weeks) to conclude with BruceSpringsteen and Tina Turner, both having theiralbums 26 weeks in the charts. We sincerely hope you are still able to enjoyChristmas and the New Year after all thesestatistics and hope to see you back in our nextissue of January 7th.

EUROPEAN & TELEVISION:ON THE VERGE OF MAJOR CHANGESPART 1 :.AN OVERVIEW ON THE PRESENT STATUSIn order to give a full picture on the present state of European Radio and Television in relation to musicprogramming we would need all 28 pages of this Christmas Special and therefore we restrictourselves in this " Part One" to a quite detailed summary of the current formats and the majordevelopments for the year ahead. In 1985 we will continue with a number of specials and also spotlightdevelopments in specific major markets. We are planning 4 more specials during the next 12 monthson these subjects. No doubt the rest of the eighties will bring significant changes in most of the major European countries.Although in Television we see the upsurge... of the music channels like Music Box, Sky, Video Deejayand an ever-increasing string of National T.V programs featuring Music Videos, the biggest changes inEuro Television will most probably not happen in 1985, but only arrive in a few years' time with theD.B.S. (direct broadcast satelite programs) and the extended markets for cablesystems fighting ormaybe working together to get high audience ratings.

When you drive around in the U.S.A. you canalready see a great number of dishes pointed..to the sky, but many experts doubt whetherthat will happen to the same extend In Europe. It is difficult to predict the real outcome of thechanges lying ahead, but one thing is certain;the broadcasting companies in the marketsthat are government controlled are losing outand cannot move lastly enough to meet thesenew challenges as political parties losethemselves in endless discussions over theallowance of advertising sponsored networks, new technology, the protection of NationalCulture (with very different meanings perterritory) and unwillingness to work together fora united European policy and/or combinedefforts for Europrograms. One conclusion isclear. Over the last few years the introductionof promovideos has changed popmusictelevision exposure drastically. It has on theone hand made it easier for producers toinclude major international stars in their showsand given opportunity for smaller countries topresent artists otherwise financiallyunreachable, but many claim it makes it harderfor local acts, which cannot find sufficientdollars for lavish videobudgets, to breakthrough. However others state that, especiallyduring the last year local acts in fact get morechances than before, as N producers canspend more money and time on these artistsas their need for internationally known stars isfulfilled by the videos.

FIGHTS OVER PAYMENTSAnother area where heavy discussions willcontinue is the payment for the usage of thesepromovideos with the one side claiming thattelevision should pay more to subsidise thesehighly expensive video productions whereasthe broadcasting companies believe they arealready subsidising the record industry by justshowing these clips. While in some marketsthere already exist some sort of financialarrangement with ongoing fights over thepricetag put to it there still are variouscountries with no real agreement andespecially where some broadcasting unitstransmit over more than one country theoutcome remains unclear. A good example ofthis is the fight between the Belgian industryand RTL, the Luxembourg based commercialradio and television group operating on agenuinely international scale. RTL bluntlyrefuses to pay for the clips, not only claimingthey actually provide extra promotion to therecord industry but stating that they can buy tvseries and films reaching a much broaderaudience for the same amount of money thatthe music industry demands. In general thereis more music on the screen than ever beforeand with European audiences following theAmerican pattern of starting to use TV muchmore as "background" (especially duringdaytime), there is expanding room forvideomusic.Expansion on Radio level in Europe wasalready significant during the seventies andfinds its origin even in the sixties when piratestations on ships in the North Sea already gave

6

a glimpse of the future turmoil this mediawould endeavour in the 80s. Radio Carolineand Dutch Radio Veronica certainly belongedto the category of pioneers and already inthose early years a thorn in the flesh of theGovernment controlled radio- organisations inthe Western part of Europe.

ALL KINDS OF MUSICWhile in the U.S.A. one could experience thesimplification of radio with stationsconcentrating more and more on one form ofmusic Ike Top 40, AOR Adult Orientated Rock,Urban (mainly so-called black music), AC AdultContemporary, Country and others, nothing ofthe kind existed on the European Continent.American music leaders did not (and often stilldon't) understand that a German, French orDutch station would play all kinds of music allon one channel during one day. Butprogramming started to change influenced byoutside pressure and sometimes outrightcompetition with an explosion of new stationsemerging, amongst which Official FM, so-called Free Radios, Pirate and Cross -borderInternational ones. Not all were able to survivebut, also thanks to many of the vanishedpioneers the radio map of Europe looksentirely different today. From the still veryconventional formats in Germany to the almostdisorderly chaotic Italian situation, withthousands of competing local stations, thereare different rules to this game in almost eachof the 16 major European markets. Let's havea closer look at the countries' individualsystems and most important new formats.

ENGLANDWith the BBC playing such a vital role in Radiohistory and listened to by audiences from allover the world it is only appropriate to mentionthis "institute of Euroradio" first. BBC Onetoday still holds a vital place in the musicindustry in Great Britain and although it is notalways known for its daring new approaches ithas certainly been responsible for breakingmany new artists and still plays an importantrole in the global success of British talent. BBCTwo at the same time puts more emphasis onMOR music. Radio experts always claim thatthe BBC program makers cannot beinfluenced by other stations but it is said that apirate station like Laser 558, the U.S. stationbroadcasting from the ship in the North Seadoes in fact have some influence onprogramming, as does Radio Caroline, but noone will admit it. Pioneer Caroline still exists butwith diminishing audience ratings. AroundLondon Capital Radio continues to play animportant role and lately RTL 208 hasincreased its ratings too. BBC Radio London iswell listened to, but all these stations have lostfans to Laser 558. The ILA, the organisation ofregional and local stations all over Great Britainis quite important but the stations are not ableto break records on their own and thereforenot always serviced well by all recordcompanies. However there are rumours thatthey might be allowed to acquire syndicatedradio programs in which some sort of publicity,

is already included, giving them the chance tohave better programs fitting in tight budgets. There are even a few illegal channels like SolarFM with lots of listeners for its soul, jazz andfunkprograms and also a string of etnicstations which are very popular with theTurkish, Greek audiences. Sofar various ofthese so-called pirate stations were left inpeace by the British government but 2 monthsago they enforced the Marie Offence Law andraided a number of these stations. There are anumber of new television shows and someannouncements are to he made on these inthe very near future. Also based it London, butmainly with a Continental European audienceare satelite programs Music Box and Sky-fiwhich feature loads of music videos. We willrun a special on the British median Spring 85giving more insight into these programs.

GERMANYUndoubtedly the major market with the mostconventional general radio format, Germanystill has major stations in most of the big citieslike NDR in Hamburg, WDR and DLF in theCologne area, HR in Frankfurt, RIAS and SFBin Berlin and BR in Munich, but all thesestations now have special "popular music"channels catering for a wide range of musiclovers, with pop, rock and German schlagermusic played on different hours. The sameapplies to smaller stations like SR(Saarbrucken), RB (Bremen) and BRF (Eupen). It is clear, that especially in the most denselypopulated German areas 2 main types ofaudiences emerge. On the one hand largegroups really want MOR and Germanlanguage music, for which RTL, an earlier poppioneer changed its format during the last yearto include more of this music. You can alsohear this type of music on all other stationsmentioned before. The other audienceobviously are the young, rock and technopoploving fans, which at least in the West ofGermany are supporting a strongly upcomingBaden Baden station SWF which istrendsetting and although they still are smallerthan the older established WDR , BR and HR,have taken considerable amounts of listenersaway and are strongly influential to the recordbuying public. Many people still listen to the American andBritish Forces networks AFN and BFBS andsolar there is no great influence from eitherpirate or cable radio although especially inMunich there are some experiments attractinga small but firm base like Radio Xanadu andsoon Radio Gong, which seem to havesufficient financial backing. On the TV front,ARD show Formel Eins, although broadcastedon different evenings of the week in thedifferent German regions has made a majorImpact with its straight hitparade show, using90 % videos. Famous ARD producers Mike

in the sixties whenpirate stations on the North Sea...

Leckebusch (Bremen) and Rolf Spinrads(Cologne) have ended their popularMusildaden and Bananas shows, but both willcome back with new programs in the newyear -The future planning of ZDF's first andsecond channel is still vague, but the mainshows are continuing. KMP, the cable networkworking in the Munich area will be on satelitesoon.

FRANCEFrench media definitely are on the move withan increasing number of FM stations almostconstantly playing Pop and Rock music, butmany French people still like the old type ofstations with little daytime music spins and lotsof talk shows like RTL. They keep a strong holdon AM ratings together with Europe 1 andRMC, the latter being more important duringthe summer season as they broadcast fromMonaco over the Cote D'Azur andMediterranean beaches. France Inter lost a lotof music audiences, Lately the governmenthas kept a closer watch on the development ofFM stations and there were rumours that theyare planning to stop popular Paris based NRJand Poste Parisian from transmitting as theycarry aerials surpassing the allowed sizes. These two as well as 95,2 FM, Radio 7 andRFM dictate the music picture for young Parisand have contributed to a greater acceptancefor international music. Lately the French havealso welcomed a serious hitparade for the firsttime. It is organised by an independentmarketing research bureau for a combinationof Radio (Europe 1), TV (Canal Plus) and Press(Tele7jours). Although it only charts singles, itcould have en effect on programming, just likevarious combinations of FM hitparadespresented by the major FM stations. On TVthere is a strongly growing usage of videoswith programs on each channel and with thebirth of Canal Plus, the Government backedextra channel available to subscribers only, there are unlimited possibilities for musicprograms. Canal Plus certainly has not

reached its predicted audience figures, but assome of their programs are decoded, meaningthat every French household can receive them, they have a perfect way to sell themselves. There are also serious talks about theabolishment of various laws paving the way forregional and other TV channels financedthrough commercials. And soon satelitetelevision could play a major role in France withamongst others RTL transmitting via directbroadcasting satelites.

ITALYThe first private FM radios in Italy appeared in1975, a year in which this phenomenondoubled at an amazing speed reachingincredible numbers. Because there is nolegislation controlling this space today, thereare more than 2,500 of -these private radiostations. 2 Stations who were trend setting forthe Italian radio world on account of theirprofessional organizations are Studio 105, thefirst Italian Radio Network, and Radio Deejay, both located in Milan. Once these private FMstations started growing, the three channels onRAI national radio lost a great number oflisteners for which RAI created 3 new stationson the FM band, Stereo one, Stereo Two andStereo Notte. These stations have anAmerican way of programming with theirprograms filled with music, games and news. And although there have been talks the lastfew weeks to reduce the number of privatestations (leaving only some 100 in the whole ofItaly), the real reasons for cleaning up the FMband are not yet very clear. The middle of the Seventies was the periodwhen private tv stations started to grow. Oneof the first people who started his own tvstation was the building constructor SilvioBerlusconi, Shortly after him the publishersRizzoli, Mondadori, Rusconi and Beruzzoopened up their own channels. The enormoussuccess obtained with Canale 5 permittedBerlusconi to buy two other networks, Rete 4and Italia 1, respectively belonging to

Mondadori and Rusconi. The only 2 otherprivate networks which do not belong to the allmighty 'Berlucsca', as journalists name him,are Rate A and Eurobt.A month ago a decree was passed by someRoman lower courts ordering the close -downof Canale 5, Italia 1 and Rete 4, in four differentItalian regions. The verdict was based on anold law, prohibiting contemporarybroadcasting throughout the Italian territory. The daily losses of the 3 networks werecalculated about 400,000,000 Lires (approx.216,000 US S). A huge protest broke out andwithin a few days another bill was passed bythe government, re -opening the channels inthese regions. In fact, it is against the law tobroadcast contemporarily through aerial, butthere is no law which prohibits contemporarilybroadcasting by pre-recorded cassettes,Berlusconi's success is mainly based onshows with very popular guests, films andtelefilms, daily special shows and a greatvariety of sports. RAI 1 holds the audienceleadership, closely followed by Canale 5. RAI 2and RAI 3 (the national music channel) are veryfar behind.

SPAINSince the government allowed the opening ofprivate FM stations 5 years ago, the number ofthem has increased rapidly and their influenceis growing although the Cadena SER channelstill takes first place. According to a survey lastyear, the number of AM listeners has droppedwhereas that of FM has increased. EspeciallyAntene 3 (42 stations) and the FM stationRadio 80 (20 stations) have shown the mostsignificant increase in the number of listeners. The sports' coverage has caused much of theincrease in listeners for Antene 3, whereasRadio 80 attracts a lot of young listenersthrough live coverage of main pop concerts inSpain, a new phenomenon for that country.Other stations popular in Spain at the momentbecause of their good music programming areRadio Cope, Radio Minuto and Radio Christal

itTL: TRULY INTERNATIONALThe Compagnie Luxembourgeoise DeTelediffusion, popularly known as Radio-Tele-Luxembourg (RTL), is the only Europeancommercial radio and television stationoperating on an international scale. With headquarters in Luxembourg City, thegroup transmits all broadcasts from the GrandDuchy on the long wave band to Europe, especially to France, the Benelux andSwitzerland. On the medium wave band, transmissions are made especially toGermany, the Benelux countries and theUnited Kingdom. Three F.M. transmittersprovide additional regional an nationalprograms, two short wave transmitters areused for worldwide coverage.More than 20,000,000 Europeans listento orwatch RTL programs every day. The globalaudience is calculated to be 40 millions; themusical programs are attracting an additionalpublic continentwide, in Nothem and EasternEurope. In May1978 RTL community was launched, alocal English language broadcast eachafternoon aimed at English speaking residentsin Luxembourg. Their German languageshows mainly beam overthe Western area andalthough audience ratings for this programhave gone down during the last few years, theystill attrack millions and are gaining importanceagain for the German record industry byputting more emphasis on German songs. InFrance, RTL no doubt is radio leader and evenwith the many new popular FM stationsblossoming in France, ME maintains itsinfluential role both for French artists and

international releases. Each year RTL supportsmany special events, such as a widelybroadcast Midem gala for radio and televisionand sponsors many concerts throughout theyear. Monique Le Marcis, the right hand of thedirector of 'varietes for RTL' Roger Kreicher, has explicit opinions about her profession. 'In

France the audience is far more loyal to theartists than in the other European countries. For instance, artists like Aznavour, MichelSardou, Maxima Le Forestier and others dohave the privilege to remain popular fora longtime and it lathe dedication of RTL to reflectthis taste'. One of the discoveries of RTL wasJulio Iglesias, whose talent Moniqueimmediately spotted (and the enormoussuccess it could have in the rest of the world). His career started with RTL when Monique firstheard a song called Canto A Galicia recordedon a tape. She was struck by the power of thesong right away. Immediately after thebroadcast thousands and thousands oflisteners rang in for another request and therest of Julio's success story is known to all ofus.'It means a continues search for new talent butat the same time to remain loyal to the olderones, though every time one chooses for aparticular unknown artist one takes a big risk!''The basis of our politics' says Monique, 'is toknow what public you address to and on whathours of the day. And that in a continuouscooperation with discotheques, recordcompanies and the rest of our RTL team. Ourmain tasks are to win the audiences for ourprogramming and to respond to their tastes'.She isn't bothered by the fact that, as aprogram director of RTL, she is completelyunknown to the wider audiences, 'We all worktogether' says Monique, 'and dozens ofprogrammers remain unknown, but all that weshare is our goal to remain popular with ourlisteners'.

HOLLANDThe Dutch government radio have fivechannels of which Hilversum 3 is the poporientated station with 24 hours ofprogramming. The Dutch broadcasting systemis divided among a couple of broadcastingorganisations all with headquarters inHilversum. TROS is the A -Status organisationwith over 900,000 'supporters'.The rest of the organisations all have a B- -Status, AVRO VPRO, VARA, KRO, NCRV,VERONICA and EO. Most of theseorganisations have either political or religiousroots. Although this basis has becomeobscured the last 10 to 15 years. However allthese broadcasting organisations have beengranted only limited time on the pop channelwith no- one reaching more than one full day ofprogramming time per week. But since they allhave specific musical tastes, Holland takes areally unique place in radio history where onthe same channel you can enjoy MOR musicon one day while hearing rock & new wave thenext day. Even the religious EO has its time onthe pop channel and these different styleprograms do not breed loyal audiences.Pirate radio stations are illegal but are used bythe industry to promote records, mostly localproducts. One pirate station in the Dutchcapitol which was very influential inbroadcasting dance- orientated material isRadio Decibel. Modeled after U.S. urbansound stations they attracted a lot of listenersin Amsterdam and neighbouring cities, already3 dj's of this station are now working forVeronica. And although pirate stations still exist on alarge scale, Dutch government have set uplaws to prevent pirate stations fromtransmitting. They are anxious to preserve thisunique but far from simple nationalbroadcasting system and to safeguard itagainst commercial influences.

BELGIUMWith the cultural seperation of Belgium in aFlemish and a French part, national radiolikewise has a Flemish speaking radio station(BRT) and a French one (RTBF). Just like otherEuropean countries, a couple of years ago therise of 'free radio' couldn't be stopped and thedemand for non-stop music was so big thatdozens of free radios came up only to vanishafter a few months. Stations that haveremained and do have a certain influence onthe listening habits of the population are RadioContact (the only station who has both Flemishand French speaking programs), SIS (based inBrussels with French speaking programs),Radio Metropol (Charleroi), Radio Antigoon(Antwerpen), U.R.L. (Leuven), Radio FMBruxelles and Radio Basse Meus for Liege. Inorder to face the increasing popularity of freeradios, the national channels came up withtheir own stations with a programming close tothat of the free radios. RTBF started 2channels inside its own company, Radio 21and Radio Cite. Especially Radio Cite pickedup a lot of listeners, they were the first to have aplayl ist and introduced new sounds and habitsto Belgian audiences. Radio 21 was startedone to two years later with a more MORorientation. In the Flemish part, Studio Brusselwas instituted on the national channel. And although finally a law has been passedallowing free radios to exist, in the long runtheir influence can only be very restrictive dueto their local character.

SWITZERLAND - AUSTRIAWith Switzerland being divided in 3 differentlanguage areas, the national radio is likewisesplit up in the German national radio (DRS),Radio Svizzera Italiana (RSI) for the Italian partand Radio Suisse Romande (RSR) for theFrench part. All 3 channels had their dailyprogramming of approx. 6 hours of pop androck music, of which the rest was filled withnews items, interviews, etc. With the rise oflocal radio in September 1983, DRS instituteda 3rd channel, DRS -3, to supply the need for24 hours of pop radio.

8

Already in 1979, the commercial station Radio24 was broadcasting from the Italian cityCemobbio into the German part of Switzerlandand had one of the largest stereo FMtransmitters In the world along with AFN inGermany. And although the station was closeddown a couple of times, Radio 24 becameincreasingly popular in the Zurich area. In orderto protect themselves again from a close downof the station, Radio 24 started up a campaignamongst their listeners and in a period of 5days. 250,000 petitions were signed andoffered to the government in Bern. This wasthe beginning of a process of re- thinking onthe programming of radio. And from the first ofNovember 1983, 8 local stations werepermitted to start off on a 5 years' trial period. On the condition that the stations need toremain local in character and can only have 15minutes of advertising, 8 local radios indifferent parts of the country started off withRadio Z, Radio 24, Radio Basilisk, RadioZuerisee, Radio Extra Be and Radio Sunshineas the major ones.At the moment Austria is one of the fewcountries in Europe where the phenomenon offree private radios has not started yet. Thenational channel 0E3 is the only supplier ofpop and rock music.

SCANDINAVIAScandinavia has been experiencing arevolution on both radio and tv for the past 5years, with the allowance of volunteer radio ona wide scale. With the exception of Finland, where private stations are expected to start offin one year's time, all other Scandinaviancountries do have numerous FM stations alllocal and not on a commercial basis. The riseof FM stations is reflected in the popularity theyhave amongst their audiences and forcedgovernmental national radio channels tochange their music programming. One of the earliest private non-commercialstations that started off in Sweden was RadioStockholm. Being an information radio channelfor people living in Sweden's capitol and itssurroundings in the first place, it laterdeveloped into a daily 5 hours' pop programintermixed with local news. At the momentthey reach more than 1.5 million people andthey even have listeners in some parts ofFinland. The Swedish national channelSveriges Riksradio (SR) is 50% governmentowned and has 24 local stations based inamongst others Stockholm, Jonkoping,Gotland, Malmo and Vaxjo. 83 Hours per weekof its programming is dedicated to light musicand 62 hours a week to serious music. VERONICA: A MAJOR FORCEThe history of Radio Veronica is a very longand notorious one. Way back in 1959, acouple of radio people met in Amsterdamexamining possiblilities for a free radio stationoffshore the Dutch coast. Funds were raised tofinance the purchase of a ship. 6 Months laterthe first official broadcast from Radio Veronicawas on the air via the FM channel. Despite theopposition of the Dutch and even thePanamese governments, Radio Veronicabecame increasingly popular among the Dutchyouth in no less than 3 years and a lot of thereaders of the Dutch magazine Music Expressvoted dj Joost den Draayer (Willem vanKooten) as Holland's most popular dj. January1965 saw the first edition of Veronica's Top 40,the first official chart program in Holland. Thefirst no 1 spot was I Feel Fine by The Beatles. In the meantime Veronica's format andprogramming had a lasting influence on theother Dutch national channels and towards theend of 1965 Hilversum 3, the legal pop station, was officially opened by the Ministry of Culture.Unlike Radio Veronica, broadcasting hourswere only from 9 AM till 6 PM. Some famousnames working as Veronica dj's at the timewere Make, Ad Bouman, Cees Van Zijtveld,Hans Mond, Rob Out and later on Lex Harding,Tom Collins, Tom Mulder, Wil Luikinga and Janvan Veen. All these dj's have found their waysin the Dutch media system either as radio or tvpeople. In the meantime the programming of Veronicahad become more and more professional andthe name of the station could not be left out inthe Dutch system anymore. In 1969 Veronica was again chosen as beingthe most popular station in Holland with 92%versus 8% for the Dutch Hilversum 3 Channel. The same year witnessed the birth of the'Alarmschr , a record chosen by all dj's andplayed at the beginning of every hour. The firstAlarmschijf was Fleetwood Mac's Oh Well PartOne. The Seventies started with theappointment of Rob Out as program chief.Broadcastings were extended to 24 hours aday during the weekends. Through the re-structure of the national channel Hilversum 3,the government was trying to create analternative for the now increasingly popularstation Veronica, so that measures could betaken against the station. Via a national action, cards were distributed among the Dutch

population to give them an opportunity toobject against the disappearance of thestation. The result was smashing: one millioncards were returned. In 1973 a bigdemonstration was held in the city of TheHague, in which famous Dutch artists wereparticipating free. It was the biggestdemonstration ever held in The Hague.Meanwhile Veronica asked the Dutchgovernment permission for broadcasting andto be accepted as a legal Dutch station. Butdespite the adhesion of a great part of theDutch population, Veronica had to disappearfrom the sea. On August 31 Veronicabroadcast for the very last time and 14 years ofradio history from the sea were over!In September 1975 Veronica was allowed tostart on the national channel as a legal stationwith 3 hours of radio and tv time a week. Andso Veronica has finally landed on Dutchground. At the moment they are the youngestand fastest growing station in Holland andhave become trend setting for the history andstructure of Dutch pop radio.

WDR MUSIC WITH GAGSFor already 17 years Rolf Spinrads, theproducer of the popular German programBananas, has been in the music business.Starting out with a full degree in art history andGermanistic, he later came to work as a co-producer for the legendary music programBeat -Club with Mike Leckebush. But he wasvery determined to be more than just a co-producer and wanted to concentrate more onthe German local scene. Immediately 3 talentswere discovered for the tv, Marius Muller-Westernhagen, Udo Lindenberg and after thatOtto. Al three of them are now very familiarnames in the German scene and have becomeclose friends to Rolf. Spinrads was born in thesmall city of Lohausen and he is still veryattached to that rural area. Especially the lastfew years he has been busy setting upBananas for WDR, this special combination ofentertainment and music. And although he canonly dream of a 40 -hour -working week, it stillgives him a lot of fun making up jokes andchoosing the acts for his program. In spite of43 years of age, he still doesn't feel too old forthis business. The Bananas run ended lastmonth and Rolf will be back with a similar typeof music show for WDR in 1985, calledKaeng uruh.

rest consists of information, news, drama, entertainment, etc. Due to the enormousinfluence the private stations reachedthroughout the year SR was forced to changeits format into a more MOR popformat. Most ofthe FM stations remain local but are a majortool for the industry in promoting their records. The main stations at the moment are: VesteosRund Radio, Radio Kronoberry, Rock Box/P3,Radio Norrbotten and Radio Malmo Floss(250,000 listeners). Upcoming are RaktErverdisc Me Clabbe and Radio Boomerang.Again, these stations caused a re- structuringof Swedish national radio. In Denmark there are at least 70 privatestations at the moment of which 3 to 4 arereally important. The national channelDenmarks Radio (DR) is still the biggest, but itspopularity has been dropping for the last 2months, especially among young people. TheDanish government permitted the existence ofprivate non-commercial stations till the springof '86. Until then the stations will still be in a.testing period, and will have to look for ways toattract as many listeners as possible. Just likeSweden, stations remain local but areextremely popular in that certain area. One ofthe upcoming stations is The Voice OfCopenhagen, a private station attracting30,000 listeners at the moment. It is based on

a 12 hours a day American format, with dj'schanging every hour. Two other popular andimportant local stations are Radio Herning andRadio Aarhus. Again the rise of private noncommercial stations has caused a change inthe programming of the national channel DRwith a complete new set-up in the spring of '85with radio allnight (until now non existent inDenmark!) and more rock 'n roll orientatedradio.Big changes also for Norway, currentlyenjoying a media boom in tv and radio. Sincethe beginning of 1982 a lot of things have beenchanged when only one national televisionchannel and 2 national stations existed on thestate-owned NRK Network. In the spring of'82, the Norwegian government grantedpermission for local radio and tv to begin on anon commercial basis. There are now over 40radio stations located mostly in the capitol.Since advertising is not yet allowed, manystations have had extreme difficulties and mostof the people employed are volunteers withoutpay. Although proposals for commercial radioand tv have been debated and widelyaccepted at government level, nothing is likelyto happen until '86.Despite this, local radio has succeeded incompeting strongly with its nationalcounterpart according to the rating survey

particularly Radio Oslo and Radio Motor in thecapitol and Siddis Radio in Stavanger. A blendof music based programs with local newsitems and discussions has attracted listeners, mainly in the 15 to 40 age group. Many peoplein the music business feel that this success isreflected in NRK's P-2 channel, a change inprogramming into a more music orientatedformat. In Finland there are no free radiostations at themoment although there are long existing plansfor free commercial radio. However, the feel isthat things are going to happen within a year.Elaborate discussions are going on in thepress and on tv about the programming of thenational channel Yle (2 Finnish channels & 1Swedish).
