Lutroduction

This catalogue of facrlities and centers built speci-fica.tly for the arts and completed! during the 1970s is onein series of reports on arts facilities developed by EFL, withsupport from the Architecture Environmental Arts Pro-gram of the National Endowment for the Arts. Other reportsin the series are described at the end of the book.

New Places for the Axis, Book Two and its predecessorMew Places for the Arts (publIsh2ect two years ago) dramatizethe commitment to facilities made by arts organizationsand agencies all over the countrya commitment which ishaving a significant impact on the quality of life and thephysical environment of many neighborhoods and -urbancenters.

Before building new arts .lacilitres, the people whoaxe going to operate and use them should be closelysolved in the cess of planning the places. Since few artsadministrators get an opportunity to help plan more thanono new arts center, there aren't many experienced people(apart nom design consultants) taking part in the planningprocess. And, since there aren't many places where onecan learn the process, arts administrators often find thatthey don't get all they really want in a new building.

To improve this unproductive situation, two organiza-tions ran a weekend workshop in Cincinnati at the end of1977. The workshop, called a -Design-In,- was cosponsoredby the American Council for the Arts and the AmericanInstitute of Architects, and received a grant from the Archi-lecture Environmental Arts Program of the NationalEndowment for the Arts. For two days architects and artsadrv.rustrators jointly explored the process of designing acommunity arts center. The architects learned at first handwhat arts people want and expect from facilities, and theadministrators discovered how to get in tune with whatarchitects are striving for:

The emphasis of a Design-In is on the process ofinterchanging information and ideas since the final resultcannot be an absolute solution to any community's ''reallite" problem Participants split into groups for designinga facility to meet the requirements of a design programwritten by the workshop organizers. The program outlinedwhat the proposed art center should contain, such as anauditorium, a gallery, an education center, offices, storage,and toilets. The program also described in general termswhere the building is, e.g., in a city on the Eastern seaboard,and what the climate would be. Since the workshop groupswere creating many of their own rules as they progressed,some changed the criteria to suit their own preferencesand thus the Eastern city building could become a South-western suburban site.

A universal sentiment appeared by the end of theday: Fitting the program into a building was the least impor-tant thing that happened: Whore everyone came into agree,merit was in the importance of the process of creating anaxis center finding when to bring in the specialists in

fundraising, real estatq-, architecture, engineering, eco-nomics. etc People who had not lived through a real en-counter with developing a building expressed amazementat the complexity and nun her of steps to be taken beforeany architectural sketches could be propped up on aneasel for the admiration of arts commissioners, donors,municipal officers, and the general public

Working through the steps also uncovered a ques,hon that hadn't occurred to many participants Do we reallyneed an arts center, particularly if the initial motivationis simply that a donor has made a generous Wier? An artscouncil member from the South said that because of whathe learned from the workshop he was going !'o set up asearch committee, witn an architect on it to find out ifhis old city hall really should be renovated for an arts centeras everyone, had assumed or whether they should look atalternative old buildings, or even l f would be more eco-nomical to build anew and get the .xact facilities that thecity really needs

The process of planning requires a great deal ofattention, and we hope that workshops such as the Cincin-nati Design-n will help arts people to understand someof the basic steps of the process The previous volume ofNew Places kr the Arts gave a check ltt of planning steps,and among other topics it discusced three aspect of planrun4 that deserve to be summarized here Make sure youcan afford to operate what you are planning to build, lookfor partners to share the cost of budding and maimtainingyour facility, and ensure that your building and its programswill toe accessible to the handicapped.

These topics have become more critical in the lasttwo years because of the high costs of ,!nergy and labor andbecause of the federal mandates that require accessibilityfor all people to public buildings.
