Sir,
I am directed to invite your kind attention on the above subject and letter under
reference. Monitoring report of compliance to conditions stipulated in Environment Clearance
accorded to Expansion of Jamul Cement Works Limestone Mine (ML.:area 269.95 ha.) from
0.64 MTPA to 1.80 MTPA at villages Jamul, Kurud & Dhaur in Tehsil & Dist. Durg, in
Chhattisgarh is enclosed herewith. Following were observed in the compliance of conditions
stipulated in Environment Clearance:
Non compliance to specific condition no. XVIII as regular monitoring of soil quality was not
done.
Partial compliance in the following conditions of EC:
Specific Condition no. IX
Study report of land use pattern of the near-by villages has not been prepared and the same
was not submitted to Regional Office of the Ministry within six months of the issue of
clearance.

In addition to the above the project is having
DISHA a CSR hub which gives training for local
people for skills development. Wide range of
trades and micro enterprises are covered under
DISHA. The training and skill development
programme helping the people in finding
employment in nearby industries.
ix) Land use pattern of the near-by villages shall
be studied and action plan for abatement and
compensation for damage to agricultural
land/ common property land (if any) in the
nearby villages, due to mining activity shall
be submitted to the Regional office of the
Ministry within six months. Annual status of
implementation of the plan and expenditure
thereon shall be reported to the Regional
Office of the Ministry from time to time.

Adequate barrier plantation has been carried
out. No water is discharged outside the mining
lease area. All the waste dumps have been
stabilised with soil binding species.
No study has been carried out within 6 months
from the date of issue of environment clearance,
however the impact has been studied in EIA
studies for the proposed expansion.
The detail land use pattern study within 10 kmradius has been carried out and the same will be
submitted in the Final EIA report.
Based on the EIA study carried out, no impact is
found on Agriculture land due the mining
operation.
x) Maintenance of village roads through which
transportation of ores are undertaken shall be
carried out by the company regularly at its
own expenses. The roads shall be black
topped.
Entire Ore is transported through closed
conveyor from the crusher to plant.
xi) Rain water harvesting shall be undertaken to
recharge the ground water source. Status of
implementation shall be submitted to the
Regional Office of the Ministry within six

xii) Measures of prevention and control of soil
erosion and management of silt shall be

erosion shall be carried out with geotextile
matting or other suitable material, and thick
plantations of native trees and shrubs shall
be carried out at the dump slopes. Dumps
shall be protected by retaining walls.
xiii) Trenches / garlands drains shall be
constructed at foot of dumps and coco filters
installed at regular intervals to arrest silt from
being carried out top water bodies. Adequate
number of Check Dams and Gully Plugs shall
be constructed across seasonal/perennial
nallahs (if any) flowing through the ML area
and silts arrested. De-silting at regular
intervals shall be carried out.

All the waste dumps have been stabilised with
the plantation of soil binding species. No naliah
is flowing through the mine lease area. Drains
have been created in the mining area for
collecting the rain water into the water bodies
those are created in the mined out pits.
xiv) Garland drain of appropriate size, gradient
and length shall be constructed for both mine
pit and for waste dump and sump capacity
shall be designed keeping 50% safety margin
over and above peek sudden rainfall (based
on 50 years data) and maximum discharging
the area adjoining the mine site. Sump
capacity shall also provide adequate
retention period to allow proper settling of silt
material. Sedimentation pits shall be
constructed at the corners of the garland
drains and de-silted at regular intervals.

Drains have been created in the mining area for
collecting the rain water into the water bodies
those are created in the mined out pits. All the
waste dumps have been stabilised with soil
binding species.

be generated.
xv) Ground water in the core zone shall be
regularly monitored for contamination and
depletion due to mining activity and records
maintained. The monitoring data shall be
submitted to the Regional office of the
Ministry regularly. Further, monitoring pointsshall be located between the mine and
drainage in the direction of flow of ground
water shall be up and records maintained.

Ground water in the core zone is regularly
monitored for level and quality. As per the
monitoring reports, no contamination of ground
water is observed.
xvi) Cultivable waste land (within 5 km of the
lease) shall be identified and fodder farming
or other suitable productive use of waste land
shall be taken up in phased manner. Status
of implementation shall be submitted to the
Regional office of the Ministry.

cultivable waste land is only 5.21% of the total
land within 10 km radius around the mine lease.

xxiv) Adequate plantation shall be raised in the ML
area, haul roads, 08 dump sites etc. Green

form a part of afforestation programme

programme. Details of year wise afforestation
programme including rehabilitation of mines
out area shall be submitted to the Regional
Office of the Ministry every year.

Plantation of 1, 98,989 of trees of species have
been carried out over 120.35 ha. Within the
mine lease area. The species comprises of
native and fruit bearing.
The tree density is maintained around 1650
plants per hectare.
Apart from the above fruit bearing trees of
species have also been planted in the
surrounding villages with the help of self help
groups of the village.
Details of year wise afforestation programme
including the rehabilitation of mine out area have
been submitted by PA to Regional Office of the
Ministry.
PA informed that survival rate is more than 90%
due to the plantation of 2 year old trees.
xxv) Regular monitoring of ground water level and
quality shall be carried out by establishing anetwork of existing wells and constructing
new piezometers during the mining operation.

in a year- pre monsoon (April-May), monsoon
(August), post-monsoon (November) and
winter (January) and the data thus collected
shall be regularly sent to the Regional Office
of the Ministry, Central Ground Water
Authority and Regional Director, Central
Ground Water Board.

the Ministry including its Regional Office

It is observed that steps are being taken in the project to protect the environment in and around
the mine lease area with steps such as:
1. effective dust suppression
2. adequate barrier of green belt
3. water body has been created in the mined out pit
4. latest machinery is used in mining operations
5. stabilization of all waste dumps
CSR activities of the project found to be very comprehensive covering wide range of activities.
Non compliance was observed to specific condition no. XVIII as regular monitoring of soil quality
was not done.
