1st part :
SUMMARY
I. SUMMARY
With more than 335 million inhabitants in the ECOWAS region, the fertility rate remains
high. If nothing is advocated, the region could see its population doubled by 2050. In 2001,
African heads of state meeting in Abuja, committed, among other things, to allocate at least
15% of their total annual national budgets for the health sector in their respective
countries.
The West African Health Organization (WAHO), a specialized health institution of ECOWAS,
conducted a study on the state of play of the implementation of the Abuja Declaration after
ten years. A meeting was organized in February 2011 for parliamentarians and senior
officials of the finance ministries of ECOWAS countries in order to share the conclusions of
the study and identify appropriate solutions for improving the allocation of resources to
health. One of the strong recommendations of this meeting was the creation of national
networks of champions in advocacy for the adequate financing of health (NACAHF). Since
2012 to date, Mauritania and the ECOWAS countries except CAP VERT each have an
Advocacy Champion Network for
Adequate Health Financing to work towards adequate funding of health in line with national
Challenges and international commitments made by countries. In recent years,
governments and other actors in West Africa are working to elevate the importance of
family planning (FP) to national agendas. Indeed, following the Ouagadougou conference on
"Population, family planning and development: the urgency to act" held from 8 to 10
February 2011, several countries have taken an essential step to strengthen FP by
developing FP repositioning action plans through a participatory process that involved all
key actors. The USAID-funded
Leadership, Management and Governance / West Africa Project (LMG / West Africa),
implemented by MSH, joined the momentum set up and spearheaded by the AgirPF Project
for the important reason It supports WAHO's Leadership, Management and Governance
through, inter alia, an advocacy and communication component. A fruitful collaboration
between WAHO and the AgirPF and LMG / WA projects led to the organization of national
workshops respectively, in Yamoussoukro from 16 to 20 November 2015, in Ouagadougou
from 25 to 28 January 2016, in Niamey from 1 to 4 February 2016 and Kpalimé from 15 to
18 February 2016, in order to update the NACAHF advocacy plans of the countries
concerned and to agree on the modalities for implementing these advocacy plans. Moreover,
given the commitment of the countries of the sub region to appropriately address the effect
of population growth that may jeopardize all their efforts for economic and social
development, the SWEDD project, financed by the World Bank, is committed to supporting
policy initiatives related to the demographic dividend. The SWEDD project, which also
supports WAHO, has made the option to support the efforts of the networks with a view to
further targeting the achievement of the demographic dividend in advocacy activities in its
countries of intervention: Burkina Faso, Ivory Coast, Mali, Mauritania, Niger and Chad.
The promising advocacy experiments underway at the NACAHF level in Burkina Faso, Côte
d'Ivoire, Niger and Togo have enabled WAHO and the AgirPF, SWEDD and LMG / WA
projects to agree on organizing a series of joint activities aimed at removing political
barriers to family planning and achieving the demographic dividend, namely:
• Support for documenting the experiences of NACAHF in Burkina Faso, Ivory Coast, Niger
and Togo;
• Support for the organization of a regional workshop to share documented experiences
with other countries and set up a framework for consultation and exchanges of NACAHF on
advocacy for the demographic dividend, provided with a work plan ;
• Support for the implementation of the work plan of the NACAHF consultation and
exchange framework, notably through:
o Support to countries that choose to adapt and replicate the practices deemed most
appropriate to their respective national contexts;
o Support for the creation / revitalization of NACAHF in Mauritania, Mali and Chad, and in
other countries if necessary;
o Support for the training of NACAHF from Mauritania, Mali and Chad in advocacy;
o Financial support to the NACAHF of Burkina Faso, Ivory Coast, Niger, Togo, Mauritania,
Mali and Chad for the implementation of their respective advocacy plans;
o The organization of a meeting review of the consultation and exchange framework of the
NACAHF during the last quarter of 2017.
In this context, WAHO and the AgirPF, LMG / WA and SWEDD projects organized a
workshop to share experiences and create a framework for dialogue and exchanges of
NACAHF on advocacy for the demographic dividend in Abidjan from 19 to 24 September
2016. At the end of this workshop, a framework for consultation and exchanges of NACAHF
on advocacy for the demographic dividend was set up with a well-defined work plan.
From July 20 to 22, 2017, a high-level meeting was organized to strengthen the engagement
of parliamentarians from ECOWAS countries, Mauritania and Chad around the issues of
adequate and sustainable financing of health, the Demographic Dividend and population
and development policies. One of the objectives of this meeting was the establishment of a
regional coordination of networks of champions in advocacy for the adequate financing of
health and the demographic dividend (F-NACAHF-DD) of ECOWAS, Mauritania and Chad,
whose mission is, inter alia, to ensure advocacy for the effective implementation of the
recommendations and commitments of this high-level meeting of parliamentarians. On July
20, 2017 and on the sidelines of the proceedings of the high-level meeting of the Speakers of
the ECOWAS
Parliaments, Mauritania and Chad, the Presidents of the NACAHF held a constitutive general
assembly of the Federation of NACAHF. Not agreeing on certain terms of the texts governing
the federation, it was unanimously decided to entrust to the NACAHF-Togo the transition
from the current presidency until March 30, 2018, after which another constitutive general
assembly will be convened. With this in mind, with the technical and financial support of
WAHO, this workshop is organized in Lomé from 27 to 29 March 2018 to set up the regional
coordination of the Networks of Champions in Advocacy for Adequate financing of the
health of the ECOWAS region and Mauritania.
The opening ceremony was chaired by Dr. AWOUSSI Sossénou, Acting Secretary General of
the Ministry of Health and Social Protection of Togo.
The workshop took the form of group and plenary work.
The group work helped develop the federation's operational action plan for a period of
twelve months. The plenary discussions allowed all participants to assess the level of
performance of different country networks in the adequate financing of health. All eleven
(11) papers focused on the activities carried out by each NACAHF and the 2018 work plan
taking into account the recommendations of the Ouagadougou declaration of 22 July 2017
At the end of the work, the regional coordination of the Networks of Champions in Advocacy
for the Appropriate Financing of Health in West Africa was set up and the NACAHF-Togo was
appointed to hold the Presidency in office.
The Closing Ceremony was chaired by Mr. TIGUIBE Tchablitorine representing the Acting
Secretary General of the Ministry of Health and Social Protection of Togo.
II. OPNING CEREMONY
The opening of the annual review workshop of the regional coordination of
networks of champions for the adequate financing of health and demographic
dividend took place on Tuesday, March 27, 2018 in the meeting room of the
hotel Saint Paulos in Adjidogomé
The opening ceremony was punctuated by two (02) speeches and a speech to
launch the workshop.
The first speech delivered by Mr. ZEKPA Apoté Tovinyéawu, was made on behalf
of NACAHF - Togo. First of all, it welcomed the participants, particularly those
from other countries of the sub-region, namely Burkina Faso, Cote d'Ivoire,
Niger, Benin, Gambia, Ghana, Liberia, Guinea Bissau, Guinea and Senegal. He
further emphasized that having quality human capital requires, among other
things, strong, coherent and equitable public health programs that can prevent
or manage health problems that can affect people's performance.
He finally recalled that it is with this in mind that the Heads of State and
Government meeting in April 2001 in Abuja, Nigeria committed to devote at least
15% of their national budgets to the health sector.
The second intervention was by Mr. Albert DIAO, Resource Mobilization and
Implementation Officer of the West African Health Organization (WAHO),
representing his Director General. He welcomed the holding of this sub-regional
workshop, which, without a doubt, for him is a good opportunity for strong
regional coordination. He clarified the goals and objectives pursued by the
Networks since their creation and hope that the champions will keep the same
starting dynamics to achieve the assigned objectives.
The opening speech was delivered by Dr. AWOUSSI Sossénou, Acting Secretary
General of the Ministry of Health and Social Protection of Togo. His speech
focused on the objectives of the workshop. He hoped that the contribution of the
NACAHF for the removal of political barriers to family planning with a view to
achieving the demographic dividend in West Africa is a success. He called for the
strengthening of participants' skills on the demographic dividend and the
continuous sharing of experiences in terms of regional coordination.
2ND part :
PROGRESS OF GROUP WORKS
AND PLENIERES
III. OBJECTIVES AND TERMS OF REFERENCE IN THE WORKSHOP
Given the context, the main objective of this workshop is: "to set up regional
coordination of NACAHF". More specifically, this workshop aims to:
Present the annual report of each NACAHF
Adopt the statutes and rules of procedure of F- NACAHF-DD
Hold the constituent general meeting
Examine and validate the operational regional plan for follow-up of the
recommendations and commitments made on July 22, 2017 during the
high-level meeting of parliamentarians in Ouagadougou
IV. COMMUNICATIONS
4.1 COMMUNICATION OF BENIN
The communication of Benin was made by Hugues TCHIBOZO and was about:
• Increased visibility of the NACAHF at the Ministry of Health
• Sensitization of local elected officials on levers for mobilizing resources for
health in the context of decentralization
• Support NACAHF members in ongoing advocacy and resource mobilization
initiatives in the sector
This presentation shows the following results:
Cabinet members committed to involve the NACAHF in advocacy and
resource mobilization initiatives for the benefit of the sector.
Several local elected officials have become aware of their role in supporting
the health system
Some local elected officials are committed to implementing new
fundraising strategies for the benefit of the health sector
Several NACAHF members have been involved in advocacy training
projects for Human Resources in Health (eg ADVIM and ADAMA projects
developed by the MPA and the MSs of Benin and Togo)
Several members of the NACAHF have seen their capacities strengthened
in the development and implementation of micro-advocacy projects
Several members of the NACAHF have been involved in advocacy and
resource mobilization campaigns within their respective membership
structures (Telethon organization, celebration of international days ...)
4.2 COMMUNICATION OF BURKINA – FASO
Burkina Faso's communication was made by M.COMPAORE Maxime and was
about:
Advocacy for the effective implementation of the SR law in Burkina Faso;
Advocacy for increased funding for FP from the national budget;
Advocacy for political commitment by Burkina Faso's institutions for FP.
This presentation shows the following results:
Obtaining the signing of two texts by the Minister of Health.
Both texts are signed and have been broken down in the health facilities.
But remains to check their effectiveness of its application.
Registration of an amount of 1 300 000 000 CFA francs in 2018 for family
planning against 500 000 000 CFA francs in 2017.
4.3 COMMUNICATION OF IVORY COST
The communication of Ivory Cost was made by the Honorable DOUGROU
Sawouré Augustin and was about:
• advocacy for the adoption of an SR / PF law in Côte d'Ivoire;
• integration of FP into health services;
• the political commitment of other institutions of the Republic;
• the funding allocated to RH / FP on the national budget including the
securing of FP products;
• the political commitment of the regional and municipal authorities;
• the delegation of tasks
• the political commitment of the government (Prime Minister + Government).
This presentation shows the following results:
Adoption of the draft bill by the Government
The observations of the council of government concerning the age and the
title
The commitments made in LONDON and OUAGADOUGOU
The Commitment of the States: 10% for the purchase of the contraceptives
products. The commitments of the authorities of SOUBRE and BOUAKE
The establishment of the NACAHF CI cell in the mountain region
The high level workshop for the delegation of tasks to the CHWs and the
commitment of the MSHP in two health districts.
The commitment of parliamentarians, 2% of budgets allocated to health
each year to reach 15% in 2015. No change (6% of the budget).
4.4 COMMUNICATION OF GAMBIA
The communication of Gambia was made by Modou Njai and was about:
A comprehensive report after the Ouagadougou meeting was submitted to
the Office of the President, Minister and PS
A feedback was received from the Ministry regarding the report;
Review and finalization of the NACAHF statute to incorporate new
members to include new members (i.e. National Assembly Select
Committee on Health and Women);
Meeting with key members of various National Committees affiliated with
health
The Honorable Minister of Health and the former Permanent Secretary
and as well as the current Permanent Secretary at the Ministry of Health
and Social Welfare have been briefed on the existence of the network and
its operational plan;
Stakeholder mapping to identify key stakeholders was done;
This presentation shows the following results:
The following committees have been engaged to share best practices:
o National Multisectoral Working Group on NCDs and Tobacco Control;
o The Multisectoral Committee on Social Determinants on Health;
o The Multisectoral Committee on Health in All Policies;
o Multisectoral Committee on Social Protection;
o National Assembly Select Committee on Health and Women;
o National Communication, Social Mobilization and Community
Engagement Committee;
o National Council of Seyfolus (Chiefs);
o National Youth Council; and
o The Association of Health Journalist
The establishment and operationalization of the NACAHF – Gambia is
high on the agenda of government through the MoHSW;
First stage of the registration has been completed with the GRA;
The Civil Society Organizations through The Association of Non-
Governmental Organizations (TANGO) support the work of the Network;
A final list of members available in December 2017
4.5 COMMUNICATION OF GHANA
The communication of Ghana was made by Mrs Mercy Aburam and was about:
The support of donors like the Global funds, KOICA and GAVI Alliance are
all in support government efforts to adequately finance the health Sector
The major contributions of the National Health Insurance Scheme across
the country by providing free health care to all citizen at the public and
some private facility level has improved with more people getting access to
free health care.
The contributions of the local government and the Ministry of Sanitation
and Water Resource and the Veterinary Services to the Health Sector
Budget has also improve.
The Minister of Health agreed to invite NACAHF – GHANA to the Annual
Health Summit and also facilitate their participation in some international
conferences thus helping NACAHF – GHANA to achieve it core mandate of
advocating for adequate health financing for the Health Sector
The trade ministry has given tax waivers on certain pharmaceuticals
since government now places more emphasis on local production and tax
cut for some local drugs
4.6 COMMUNICATION OF GUINEA
The communication of Guinea was made by Dr M’Balou Diakhaby and was
about:

4.7 COMMUNICATION OF GUINEA BISSAU
Alfa UmaruJalo said the planned advocacy activities were not carried out for
reasons related to the political situation the country has been facing for more
than two years.
4.8 COMMUNICATION DU LIBERIA
The communication of Liberia was made by Tarnue Benjamin and was about:
The NACAHF-Liberia implemented the following activities and participated
in national and regional conferences during the period under review.
the network secretariat was able to collect membership dues to facilitate
legal documents of the network;
NACAHF-Liberia has submitted it legal documents to the Federation of
Networks Advocacy Champion for Adequate Health Financing through
WAHO;
NACAHF-Liberia members have participated in joint advocacy with other
members in their respectively communities and counties.
4.9 COMMUNICATION OF NIGER
The communication of Niger was made by Dr MAIGA Hassane Sanda and was
about the six political barriers identified to improve the health of Niger's
populations. Of the six two were arguments for the plea and they are:
The low funding allocated to RH / FP on the national budget, including
the securing of FP products
Low delegation of tasks to the ADBC
This presentation shows the following results:
Preliminaries: obtaining 200 million was announced and guaranteed by
the president of the Commission of Social and Cultural Affairs of the
National Assembly after a meeting in the cabinet with MSP, the MF and
the PM
The law was passed with the NA
All the staff of the NACAHF jubilant with the team of the DSME

The communication of Senegal was made by Mr Siaka Coulibaly and was about:

4.11 COMMUNICATION OF TOGO
The communication of Togo was made by Mr N’GANI Simtokina and was about:
Advocacy for the allocation of 5% annual budget of the 21 communes of
Togo in favor of Family Planning.
The signature of the Ministerial Decree of Delegation of Tasks to
Permanent Birth Attendants for the provision of all modern methods of
long-term family planning services (IUDs, Implants).
This presentation shows the following results:
19 out of 21 communes in Togo signed the commitment to allocate 5% of
their annual budget to FP starting in 2018.
69 communal actors from Togo were equipped with key elements of the
AFP SMART approach to advocate for RH / FP
21 communes are equipped to mobilize resources for FP
21 communes each have a budgeted work plan for FP
41 municipal actors (Mayor, SG, Treasurer ...) joined the NACAHF - Togo
by paying their membership fees
Validation of the "Reproductive Health Policy and Standards of 2017"
integrating the delegation of tasks to Permanent Birth Attendants for the
provision of long-term methods of family planning services.
V. REVIEW AND ADOPTION OF STATUTES AND INTERNAL RULES
The fundamental texts, ie the statutes and the rules of procedure of the
federation of networks of champions in advocacy for the adequate financing of
health and the demographic dividend (F-NACAHF-DD) have been studied.
At this level the participants reviewed page by page the observations and
corrections to be made to the texts.
VI. WORKING IN GROUP
Two working groups were formed: a first group made up of Francophones and a
second group of Anglophones assisted by two bilingual Francophones.
In each group, the participants must been the concrete proposals to provide the
coordination action plan
VII. CLOSING CEREMONY
The end of the workshop was marked by an official closing ceremony presided
over by Mr. TIGUIBE Tchablitorine, the representative of the Acting Secretary
General of the Ministry of Health and Social Protection of Togo. It was
punctuated by three (03) highlights:
• A word from Mr. ZEKPA Apoté T. The current Chairman of the F-NACAHF-DD
• The word of Mr. Albert DIAO, Resource Mobilization Officer and the
implementation of the Programs at the West African Health Organization
(WAHO), representing his Director General.
• A word from M. TIGUIBE Tchablitorine the representative of the Ministry of
Health and Social Protection
First, the current Chairman of F-NACAHF-DD thanked all the participants for
the seriousness of these three days of work. It urged them to work hand in hand
for the federation's success. For this, he insisted on the promptness of reactions
from each other when it comes to answering emails so that work can advance.
Then the WAHO representative took the floor to thank the participants for their
commitment as the armed forces of the Ministry of Health in their respective
countries. He recalled that the work should not rest on the President of F-
NACAHF-DD and that all others should support him. He gave a lot of advice to
the networks for the consolidation of these. He specifically challenged Ghana,
which has not yet received a receipt to make efforts to comply.
Finally, the Representative of the Acting Secretary General of the Ministry of
Health and Social Welfare, in his closing remarks, congratulated all participants
by exhorting them to surf the achievements of this workshop to move forward.
He finally wants a good return to everyone.
3RD part :
RESULTS ACHIEVED AND
PROSPECTS
VIII. REGIONAL COORDINATION (F-NACAHF-DD WEST AFRICA)
The three days of intense work helped to establish a regional coordination of
networks of champions in advocating for the adequate financing of health and
the demographic dividend.
This coordination is led by the NACAHF – Togo who has the following functions:
the representation of F- NACAHF-DD West Africa to third parties;
coordination of advocacy activities at the regional level;
mobilization of resources for the operation of the F- NACAHF-DD West
Africa;
coordination and publication of the Bulletin and brochures aimed at the
visibility of F- NACAHF-DD West Africa;
monitoring the implementation of the action plan of the various NACAHF,
in particular the commitments and recommendations resulting from the
high-level meeting of the Presidents of ECOWAS Parliaments, Mauritania
and Chad;
budget scheduling;
promoting and sharing experiences and good practices;
the day before compliance with the fundamental texts governing the
operation of the F- NACAHF-DD West Africa.
IX. OPERATIONAL ACTION PLAN
At the end of the works, a twelve months operational action plan was validated.

AND DIVIDEND DEMOGRAPHIC
MINUTES OF MEETING
A meeting of the Networks of Advocacy Champions for Adequate Health
Financing (NACAHF) of the ECOWAS countries namely: Benin, Burkina-Faso,
Côte d'Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau; Niger, Liberia,
Senegal and Togo was held at Hotel Saint Paulos in Lomé on march 29, 2018.
The meeting was chaired by Mr AKPO GNANDI Okaté Deputy Executive
Secretary of NACAHF-Togo. The secretariat was provided by Mr Coulibaly Siaka
of NACAHF-Senegal and Mrs. Mercy Aburam of NACAHF-Ghana.
The chair of the meeting, after having welcomed the participants and noted the
presence of all the members invited for this General Assembly, then declares
that the Assembly is regularly constituted and can validly deliberate and take
decisions according to the directives of the texts which govern the F-NACAHF-
DD. The list of participants is annexed to these minutes.
The review of the statutes and the internal regulations being approved during
the preparatory works, the president of meeting then submitted the following
agenda to the approval of the Assembly:
• Designation of the current presidency of F- NACAHF-DD;
• Appointment of two NACAHF to give their no objection on the actions included
in the F- NACAHF-DD action plan.
Turning to the first item on the agenda, the Chair person proceeded to the
registration of the nominations. Three volunteer candidates were registered
namely: NACAHF-Niger, NACAHF-Benin and NACAHF-Togo. Thus, after recalling
the configuration of the post of Chair of the F-NACAHF-DD and having
consulted the statutes in order to comply with the nomination process, he
invited the Assembly to appoint the Chair by consensus.
Exchanges between the different NACAHF members enabled the candidates of
NACAHF-Niger and NACAHF-Benin to withdraw in favor of the NACAHF-Togo
candidate.
According to the exchanges of which the consensus prevailed, is appointed
regularly by acclamation president of the F-NACAHF-DD:
- The NACAHF-Togo
By acclamation also, the NACAHF-Niger and the NACAHF-Benin were
designated to give their no-objection notice for the disbursements for the
realization of the actions included in the action plan 2018 of the F-NACAHF-DD
The NACAHF-Togo acting Chair of the F- NACAHF-DD then took office before the
members.
Of all the foregoing, the present minutes have been drawn up to serve and
assert what is right.
