We’re proud to have introduced the new Canada Child Benefit. This program is helping nine out of ten families across the country receive more money every month. Here in Fundy Royal, that means greater opportunities for families to afford healthy groceries, school supplies, and extracurriculars like hockey and music. Families in our community received an average monthly payment of $580 in benefits tax-free in 2018
We’ve given small businesses an opportunity to grow by lowering the small business tax from 11% in 2015 to 9% as of January 1st, 2019. This results in up to $7,500 in savings per year for businesses in Fundy Royal and means that small business will have more capital to invest in the continued growth and success of their businesses, hire more local people, and contribute to the vitality of our region.
Supporting the Agriculture Industry04
New Brunswick’s dairy farmers play an important role in growing the economy and providing for Canadians. In New Brunswick, there are over 190 farms, many of which are located in Fundy Royal. Our government has supported and invested in our dairy farmers. Under Phase One of the Dairy Farmers Investment Program (DFIP), we invested in 14 dairy operations in Fundy Royal. These strategic investments help increase the sector’s competitiveness and productivity through upgrades to equipment, such as automatic feeding systems, robotic milking systems, and herd management equipment. We will continue to support Canada’s supply managed system.

We’ve worked to protect our waterways and fresh and saltwater ecosystems. In Fundy Royal, we’ve delivered by lifting boil water advisories, preventing flooding, and protecting road and community infrastructure.
Seniors in our community have communicated clearly to me that the rising costs of living have made it difficult to make ends meet. To help, our government implemented enhancements to the CPP to raise the maximum CPP retirement benefit by up to 50% over time. Here in Fundy Royal, seniors are receiving on average $6,980 yearly through the CPP.
Completing Phase II of the Fundy Trail Parkway08
In 2018, Phase II of the Fundy Trail Parkway was completed, taking us one step closer to creating a corridor along the entire coast of New Brunswick from St. Stephen to Sackville and inland to Sussex. Progress is being made on the fully funded connector roads, connecting to Sussex in 2019 and to Fundy National Park in 2021.Once completed, this project will change the face of tourism in NB, creating entrepreneurial opportunities and jobs along the way.
We’ve doubled the number of students who received summer jobs through the Canada Summer Jobs program and created almost 70,000 jobs for Canadian youth in 2017—that’s double what was created under the previous government.

Veterans09We’ve been working to ensure that veterans and their families receive the services and benefits they deserve. We’ve invested over $10 billion to ensure that Veterans and their families have the support they need to ease into their transition in post-military life, including $3.6 billion to introduce the historic Pension for Life. We have also invested $42 million over two years to increase service delivery capacity at Veterans Affairs Canada, added over 460 new frontline staff to serve Veterans and their families, nearly doubled the number of support and care staff to ensure every Veteran gets frontline support and provided free Mental Health First Aid Training. We introduced new Career Transition Services for Veterans, established $1,000 monthly Caregiver Recognition Benefits for Veterans’ caregivers, and put more money into the pockets of over 65,000 Veterans by increasing the Disability Award to a maximum of $360,000. This list is but a portion of the 160 initiatives our government has taken to improve the lives of Veterans.
We’ve cut income taxes for nine million middle-class Canadians and raised taxes on the top 1%. This means members of our community will have more money to invest in their family. Coupled with the CCB, this means the average NB family now has $2,000 more in their pockets than in 2015.
Promoting our Tourism Sector11
We introduced Canada’s New Tourism Vision which resulted in the tourism industry’s best years ever in 2017 and 2018. The sector accounts for 1 in 10 Canadian jobs (over 2,600 in Fundy Royal) and supports nearly 200,000 (mostly small) Canadian businesses. That number is especially high in areas such as Albert County, where tourism is a large driver of our economy. Canadians welcomed more than 20.8 million visitors in 2017 and revenues in the tourism sector reached a record of $97.4 billion.
During our third year in government, I continued my work on tourism with the Honourable Melanie Joly as her Parlia-mentary Secretary to develop the National Tourism Strategy in partnership with the Tourism Advisory Council, chaired by former New Brunswick Premier, Frank McKenna.

The CIP 150 was part of our Canada 150 celebrations. Through investments in community infrastructure, the Government of Canada invested $7.9 million in projects that celebrate our shared heritage, create jobs, and improve the quality of life for Canadians. We invested $354, 000 in Fundy Royal through the Canada 150 Infrastructure Program.
Improving Visitors’ Experience at Fundy National Park12
We have made strategic investments in Fundy National Park to enhance the tourism experience. In 2017, we invested $8.2 million to protect the shoreline and installed a boardwalk at the Eastern entrance of the park. In 2018, the Wolfe Lake Visitor Reception Centre was opened as part of a $3 billion infrastructure investment program for Parks Canada nationwide.

We boosted the CCB to keep pace with the rising costs of living, by making annual increases starting July 2018— two years ahead of schedule. For a single parent making $35,000, a strengthened CCB will mean $560 more in 2019-20, tax-free. Annual increases will now ensure no family is left behind.
Investing in Senior-led Community Programs14
Our seniors are such an important part of our communities and have so much to contribute. The New Horizons for Seniors Program (NHSP) is designed to encourage seniors to share their knowledge, skills, and experience with others in the community, and to enhance seniors’ social well-being and sense of community. Here in Fundy Royal, we have seen the benefits of NHSP funding through investments such as those at Elgin Eats, Peninsula Branch #62, and at the Curryville Community Outreach Centre.

We’re providing more families with affordable housing through the $40 billion National Housing Strategy to reduce chronic homelessness by 50%, remove over 530,000 Canadians from housing need, create 100,000 new housing units, repair and renew more than 300,000 housing units, and, starting in 2020, offset rental costs by an average of $2,500 per year with the new Canada Housing Benefit. Housing affordability has consistently been a top issue in Fundy Royal. The NHS will address local housing challenges, such as affordable housing for seniors in rural communities, in a meaningful way. Local Investments

We’ve continued to fill skilled trades shortages by encouraging more women to pursue a rewarding, well-paying career in the trades. This has been done by developing and enhancing pre-apprenticeship training, supporting an Apprenticeship Incentive Grant for Women, and establishing a $10 million dollar Women in Construction Fund.

Before 2015, communities in Fundy Royal could not receive federal funding for roads unless they had 10, 000 cars pass on it daily. We modified the Highways and Roads category under the Provincial Territorial Infrastructure Component to allow communities to benefit from federal funding for roads as long as there were 1,000 cars that passed daily on trade or tourism corridors. Coupled with our $2 billion fund to meet the unique infrastructure requirements of rural and remote communities, this demonstrates our ongoing commitment to invest strategically where our rural communities need it most.

We invested $4 billion investment in science, the largest investment in Canadian history. This new money will support the work of some 21,000 researchers across Canada. We are providing funding that empowers scientists to help solve some of the most pressing challenges facing our country. We have invested more than $1.19 million to eight multi-year projects aiming to protect and restore valuable freshwater resources in Atlantic Canada, one of the projects is being lead by the Kennebecasis Watershed Restoration Committee.
Pollution is increasingly costing us more, especially with extreme weather like floods, such as the 2018 spring floods or 2017 ice storms. We’ve shown that we can protect the environment while also growing the economy by introducing a price on pollution. We are putting more money into the pockets of New Brunswickers to encourage cleaner options. An average family of four in Fundy Royal will receive a Climate Action Incentive of $256 annually when they file their taxes, with those living outside of metropolises receiving a 10% top-up to counter the increased energy needs and reduced access to alternative transportation options. We’ve encouraged businesses to pollute less, spurred clean innovation and have paved a pathway for the jobs of the future that our kids and grandkids will need.
In 2016, we announced the Atlantic Growth Strategy. Focused on building a vibrant economic future for Atlantic Canada. The Strategy has five main areas of action aimed at stimulating population and economic growth in the region: skilled workforce/immigration, innovation, clean growth and climate change, infrastructure, and trade and investment.

We’re investing $2.2 billion, to support clean technology research, development, demonstration and adoption – as well as to accelerate the growth of clean technology companies. Local companies like Sentrex Wind Services Inc. of Quispamsis received significant funding to support their purchase of equipment to service the wind energy sector.

Focusing on Creating a Strong Economy24
Since being elected in 2015, we’ve seen 800,000 net new jobs (mostly full time), an unemployment rate at a 40-year low, the fastest growing economy in the G7, and a shrinking debt-to-GDP ratio. We’ve also enjoyed economic growth across the country. Since 2015, the unemployment rate for Southern New Brunswick has decreased from 7.5% to 6.1% in 2018.
Strengthening EI Parental and Maternity Benefits22
We changed the Employment Insurance regulations to make it more flexible for Canadian families. We’ve given families the option of extending parental benefits for up to 18 months and to claim EI maternity benefits up to 12 weeks before their due date. This will allow both parents to actively take part in child rearing and reduce barriers for parents to return to work.
Modernizing Canada’s Fisheries Act23
We introduced new safeguards to protect our fish and their habitat. Strong and vibrant fish habitats are vital to the long-term health of our province, and our communities. The changes to the Fisheries Act will complement the amazing work that is being done on the ground by the many dedicated conservation groups and individuals in our community, like the Kennebecasis Watershed Restoration Committee (KWRC) and the Hammond River Angling Association (HRAA).

We are teaching one million kids and teachers to code through our CanCODE program. Kids today are growing up in a time of great change. Here in Fundy Royal, we invested $10, 000 in the Boys & Girls Club of Riverview to help them equip their students with helpful skills to navigate the digital age and be ready for the jobs of the future.
We’ve invested $1.3 billion to support Canada’s biodiversity and to protect species at risk. This investment will contribute $500 million from the federal government to create a new $1 billion Nature Fund in partnership with corporate, not-for-profit, provincial, territorial, and other partners. We know here in Fundy Royal that sensitive populations like the Atlantic Salmon need government protection to ensure long-term sustainability.

Making Canada More Accessible28
We’ve approved nearly 800 accessibility projects to make Canada more accessible to everyone. We’ve provided tax relief for the caregivers of a dependent spouse or child with disabilities with the Canada Caregiver Credit and have helped communities and workplaces with construction and renovation costs in order to improve physical accessibility and safety of Canadians with disabilities through the Enabling Accessibility Fund (EAF). We’ve also passed Bill C-81, the Accessible Canada Act to create a barrier free Canada.
Securing Trade Deals to Grow Canada’s Economy29
We implemented the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) which will give Canada free trade access to more than 40 countries with nearly 1.2 billion of the world’s wealthiest consumers and makes 98% of EU tariff lines duty-free for small and medium-sized businesses. We have also finalized the United States, Mexico, Canada Agreement (USMCA) and the Trans Pacific Partnership (TPP).

Increasing Canada’s Presence on the World Stage32
We’ve restored Canada’s role and presence on the world stage as a peacekeeping nation and world leader. We provided strong international support to Ukraine, announced Canada’s return to peacekeeping through our commitment of an Aviation Task Force in Mali, showed leadership in the Rohingya humanitarian and refugee crisis, hosted the 2018 G7 Summit, and contributed $65 million to address the ongoing conflict in Yemen. We have invested in education for women and girls in crisis and conflict situations, supported climate action in developing countries, which are the hardest hit by climate change and often have limited capacity to prevent and cope with its consequences, and introduced and improved Canada’s Feminist International Assistance Policy to promote gender equality and empower women and girls.

We fostered additional employment and skills development opportunities for youth through investments of $395.5 million over three years,starting in 2017-18, in the Youth Employment Strategy.

We increased Canada Student Grants by 50% which provides help to over 350,000 students. We also increased the threshold for the Repayment Assistance Plan so Canadians do not need to start repaying their student loan until they are making at least $25, 000 per year. This allows more Canadians to have access to our world-class post-secondary institutions.
We are developing the next generation of rural broadband, recognizing that access to the internet is more than just a convenience - it is an essential means by which citizens andbusinesses access information, offer servicesand create opportunities. We invested $500 million over five years through a Connect to Innovate program, which will connect 300 rural and remote communities to high-speed internet. In Fundy Royal, nearly 500 homes will be connected through Connect to Innovate. The Canadian Radio-Television and Telecommunications Commission (CRTC) established a universal service objective to provide all Canadians access to fixed broadband internet services. The projects supported by the new fund will help ensure that by 2021, 90% of Canadians have access to broadband internet service.
Fishing is vital to the local economy and an important job creator in Fundy Royal. Across Canada, 44,000 Canadians are employed in this sector. Since Budget 2016, we have supported the local commercial fisheries industry by investing over $404M for small craft harbour infrastructure improvements. The program is responsible for over 1,000 harbours, including over 880 fishing harbours and more than 120 recreational harbours. Here in Fundy Royal, we have invested $7.2 million in Alma and $6.3 million in the St. Martins Small Craft Harbour.

Introducing the Atlantic Immigration PilotEnhancing OAS and GIS 3835 Welcoming more immigrants to Atlantic Canada
and having them stay long-term helps improve the economic prospects of our region. The aging demographic and reduced labour force means that many jobs are going unfilled and opportunities for sustained growth are being missed. In 2016, my Private Member’s Motion, M-39: Immigration to Atlantic Canada, was passed unanimously in the House of Commons. Then, we introduced the Atlantic Canada Immigration Pilot, designed to test innovative approaches that will help to enhance retention and grow our region’s population and economy. Interest and participation in the Pilot continues to increase: applications rose from 91 in 2017 to 584 in 2018, and the number of newcomers rose from 189 to 650.
Supporting a Strategic Economic Plan for Sussex36
Following the suspension of operations of the Picadilly Potash Mine, we have provided more than $380,000 through ACOA for the development and implementation of a Strategic Plan for the area. The plan includes a feasibility study for the potential of geothermal energy, and the development of an inventory of assets located throughout the region to attract businesses and support of the local food chain. The Strategic Plan is helping the Town of Sussex and greater area move forward and continue to grow.
Extending Fishing Season in LFA 36 37
Our fish and seafood industry supports many families, including 72,000 Canadians who make their living from fishing and fishing-related activities. We changed the commercial lobster fishing season in LFA 36 to extend the season by 10 days, allowing the industry more time to contribute to our economy.
We restored the age of eligibility for Old Age Security from 67 to 65 and increased the Guaranteed Income Supplement top-up by up to $947, helping 900,000 vulnerable seniors gain greater financial security. In Fundy Royal, 14, 840 seniors benefit from OAS and receive an average of $7000 annually, and 5,390 benefit from GIS and receive an average of $4450.

Strengthening our Armed Forces42
We’ve provided stable, predictable, and realistic long-term funding to support our military by increasing our defence spending by 70%. We’ve also committed to strengthening the Canadian Armed Forces by growing the Regular Force to 71,500 members and the Reserves to 30,000. We’ve opened a fair competition to replace our CF-18 fleet with 88 advanced fighter aircraft to ensure we obtain fighter aircrafts that will satisfy the needs of the Canadian Armed Forces. In Halifax, the construction of Arctic Offshore Patrol Ship is also creating jobs and improving our armed forces.
In 2018, Prime Minister Trudeau joined me in Sussex to announce that we’re helping low-income workers save money by replacing the Working Income Tax Benefit (WITB) with the strengthened Canada Workers Benefit (CWB). Through CWB enhancements and investments, we’ve supported more than 2 million hard-working Canadians who weren’t receiving the WITB- lifting 70,000 Canadians out of poverty. This, on top of changes to GIS, OAS, and CPP, as well as the new CCB, is having a huge impact on poverty reduction in Fundy Royal and beyond.
Improving the EI support for Seasonal Workers43
Workers in seasonal industries are an important part of Canada’s growing economy, but in certain regions, workers are left without an unemployment safety net. We made improvements to the EI system to address the serious challenges faced by seasonal workers, including an additional five weeks of benefits in targeted regions to help them make ends meet.
Whether I’m at the Dr. V A Snow Centre, attending Salisbury Senior’s Day, or waiting in line at the pharmacy, constituents regularly talk to me about the high price of prescription drugs. To bring the costs down, we have joined with the provinces and territories as a member of the pan-Canadian Pharmaceutical Alliance (pCPA). Our pCPA membership has increased public drug buying power and has helped lower drug costs significantly. We also created an Advisory Council on the Implementation of National Pharmacare to assess international models and recommend options on how to move forward.

We’ve taken steps to boost women’s participation in the workforce. This could add up to $150 billion to the Canadian economy by 2026. As the largest employer in the country, the Government of Canada is leading by example and has introduced proactive pay equity legislation. Other steps taken include more flexible paternity leave options, the $200 million Women in Technology Venture Capital Fund, the $2 billion Women Entrepreneurship Strategy, and an investment in Budget 2018 specifically to support female agricultural entrepreneurs through Farm Credit Canada.

We passed Bill C-45 to legalize, tax, and strictly regulate cannabis. Prohibition clearly failed - cannabis is sold illegally through the black market and is far too easy for our youth to get their hands on. Just like with alcohol and tobacco, government regulation of cannabis will make it far more difficult for our kids to get, and will take billions of dollars out of the hands of criminals. Instead, through legalization, there will be a safe, accountable, and legal market for adult Canadians.
The Fundy Salmon Recovery is a remarkable program that is seeing results. The program is working to re-establish the Inner Bay of Salmon species in the Upper Salmon River and the Petitcodiac River because of the close collaboration of all levels of government, Fort Folly Habitat Recovery, Fundy National Park, Atlantic Canada Fish Farmers Association, Fisheries and Oceans Canada, University of New Brunswick, Cooke Aquaculture, and the Atlantic Salmon Law Enforcement Coalition.
We’ve ensured better mental health support for as many as 500,000 young Canadians who currently are not receiving basic mental health services through a $5 billion investment in mental health support. This is a major step forward as individuals, parents, and families have met with me countless times to ask our government to take action to support those struggling with mental health issues. These investments will continue to provide effective treatment for those who need it most.
Seniors in our community face rising costs and lack of affordable care options. We made significant investments in better home care, mental health care, palliative care, and community-based care with $11 billion in new targeted funding over the next 10 years. We’ve also greatly expanded benefits for caregivers with the new Caregiver Credit and with Employment Insurance caregiver benefits.

We’ve helped Atlantic Canadian businesses get access to tools to become more competitive and innovative by strengthening the resources at the Atlantic Canada Opportunities Agency. In 2018, ACOA received an additional $8 million and an additional $28 million over the next five years.
We’ve created up to 40,000 new spaces for children by investing an historic $7.5 billion over 11 years in early learning and child care. Through our Multilateral Early Learning and Child Care Framework, we are helping more families have access to affordable, high-quality, flexible, and inclusive child care. This support is extremely impactful for families raising children in Fundy Royal.
These 50 accomplishments provide a look at the work our government has done to address the major issues facing our communities from building affordable housing and creating new child care spaces, to protecting our environment and empowering a more inclusive and robust workforce.

Investing in the Healthy Seniors Pilot Project48
New Brunswick is stepping up as a leader to ad-dress the unique needs of an aging population. We provided $75 million for New Brunswick to conduct the Healthy Seniors Pilot Project, launched in 2018. Research will improve under-standing of the impacts of aging on our popu-lation, including the different challenges faced by women and men as well as the differences in healthcare in rural versus urban communities.
