THE WASHINGTON HERALD TUESDAY AUGUST 20 1907 10 I 4 S Quotations Go Down After Opening Session TECHNICAL POSITION WEAX Unmistakable Signs of Liquidation- at Some in Market An- nouncement of Engagement of Gold for Export In Xot IikeJ Dis- count Rate May Be liaised to C New York Aug IsWAt the opening and during the first hour of business to day the market displayed considerable strength many of the active issues rising several points above Saturdays closing figures but by noon the trading had quieted down and the course of prices had developed a reactionary tendency from which it did not recover up to the close Among the strongest features of the early trading were Great Northern Northern Pacific the Harrlman issues New York Central and Amalgamated Copper but in the cue of some of these especially Union Pacific weakness suc- ceeded the early strength this particular stock closing not only below Saturdays final but at a quotation lower than the closing of any previous day since tho midsummer decline began Opinions differed as to the reason for the strength at the opening some brok- ers attributing it to the covering of shorts while others took the ground that it arose from nothing more than a desire of the interests working for a decline to test the market and ascertain how much stock there was weekly held that would come out on a rally Stock Forced Out Such stock it wa assumed could be forced out by a decline and the object of the rally might have been to ascertain the strength of the technical position At all events it showed that the tech- nical position was by no means strong- so the operations to briny about lower prices suspended on Saturday were re- newed with considerable effect Th re were unmistakable signs of real liquidation at some points in the market- as for Instance in ChIcaNO St Paul Mil- waukee and Omaha one of the inactive railroad issues which broke sharply on the liquidation of a moderate line of stock and Distillers Securities which suffered a decline of 5 points from the opening but afterward recovered more than 2 points of Its the market as whole the decline in the afternoon seemed to increase the supply of stock for sale and final price while as a rule above those at the end of Saturdays session were well unden the best of the day Tnfts Speech Discussed Forecasts of Secretary Tafts speech were uniformly of an unfavorable char acter the general impression being that there would be no modification of the present policy toward corporations and that the best the street could hope for was that no new forms of aggression on capital would be outlined The announcement of a provisional agree- ment of gold for export to Europe was not liked in view of the strength of th time money market and while the opinion was expressed by the interna tional bankers that London would not draw much gold from this center the movements of exchange between London and Paris indicated that the former city was endeavoring to increase its stock of the metal by drawing from the same quarter It was thought to be entirely probable that the discount rate advanced to 4 last week would be raised to i per cent next Thursday An interview alleged to have been given out by an independent steel interest in which it was stated that there wee a con- siderable falling off in business had a depressing effect on sentiment regarding the iron and steel trade Up to the close of business no news had been received from Washington as the outcome of the conference regard ing the granting of Immunity to the Chicago and Alton for having supplied the data on which basis the CO 0 fine imposed on the Standard Oil Com- pany by Judge Landis was established NEW YORK MONEY Money on edt at the stock oxehante today opened at 2 per cent 3 lowest 2 HAVE BEST OF DAY Further Advance In Discount Unto of Dank of Engrlnnd IB Expected Foreign Exchange Market Hard Call Money Rates Stiffen Up Notice ably Drokcss Against Exportation Now York Aug 19 Disquieting rumors from London or jit loast purporting to come from London constituted about tho only unfavorablo developments of the dayThat credence was given thorn was shown by the sharp advance in demand sterling rates and Indirectly by tho weak closing or tho stock market The reports became more pronounced- as the day progressed In the morning- a small failure was announced from in the afternoon rumors had it that the failure would be followed by others of a more important character The money situation was reported stringent- in the morning In the afternoon It was acute Doors undoubtedly made as good use of tho rumors they could for at times during tho day the market was get- ting away from them under short cover- ing and small lot investment buying and the wide circulation given tho reports un- doubtedly induced much speculative liquidation From a bear standpoint it was also boneJicial in checking a buying movement that attained considerable momentum in the early trading Cable advices indicated a likelihood of a further advance in the flank of Eng land discount rate on Thursday though from 4 to 4V6 per cent was made only last week That there should be a chance one week later of a further increase to 5 per cent was everywhere considered an unpleasant commentary Concurrently with these advices the foreign exchange market opened hard with demand sterling at 48745 and 4JTM and went up until at the close it was at 4S786 and 4STW Tho rate indicated an extreme probability of gold exports in tho Bank of England offered accom- modations and one Internatlonl banking house was negotiating for the export of GQQOOO It was announced after the ctoee that the bank was not offering any allowance for interest in transit nit that nevertheless the house referred tolwlght sod forward 600000 as a special transaction London bankers let it be known that they wanted gold badly Bankers here let them know that New York would part with none willingly Gold exports it was agreed ought to be resisted here with a nominal timemoney market and such high bids as 6 per cent for sixty days and t and upward for the longer maturities A large number 6f brokers advised their customers that while they conk do nothing better with their money than purchase standard stocks in case they had the money to take them away caution was nevertheless advisable in buying on margin and on borrowed mon- ey Even with Union Pacific selling on an S per cent investment basis it was pointed out there was little to bo gained In purchases on borrowed money with time money so closely held at a chance of sharp advances in eaU rates most any day Trading was on a much smaller scale than in any fivehoar session since the imposition of the great fine Traders and others who otherwise would have bought were deterred in some cases by conflict- ing of utterances forthcoming from high administration circles The decrease in activity was accompa- nied by a decrease of evidences of forced liquidation which were so numerous last week One however may have been supplied by a sharp break in distilleries securities which in transactions of 6199 shares unusually heavy for this stock sold off from 47 to 42 and closed with a nfet loss of 2 points The outcome of the conference regard- ing the immunity of the Alton was await- ed with as great Interest as was any ether of the expected developments in administration circles Apart from the question of immunity- it was believed that the decision reached by the officiate would shed light on the tkui as to whether or not share- holder of railroad corporations are to be muteed in huge sums for rebating perpetrated by officers of the railroads past LOCAL FINANCIAL GOSSIP Prices ruled higher on the Washington Stock Exchange yesterday and a good volume of business was transacted Capi tal Traction took a turn upward when it was called and as it heads tho list of local public udMty shares the brokers seemed Inspired to bid up prices gener- ally on the other railway shares and Washington Gas The Upward movement was also felt in the type machine shares and active bid- ding brought out some of the bank shares after many days of neglect Washington Railway and Electric common came in for renewed interest yesterday and two points were added to the bid price This stock has been inactive for several months anti the appearance of the old support gave to the meeting of tho Stock Exchange a decidedly more interesting phase Charles C Glover president of tho Riggs Bank was in the city yesterday having come home for a brief visit from Bar Harbor Me where he is spending the summer with his family Mr Glover looks well and when he came upon the floor of the Stock Exchange made his presence felt in his peculiarly genial way by witty remarks to the members upon the transactions of the day Opinions on tIne New York Market E W Crews of Henry Clews Co Tile underlying conditions must under go a decided improvement before there can be any permanent advance in th stock market The exorbitant rates for time loans T and 8 per cent being asked for January maturity show clearly what can be expected in the callmoney market later in fact the period is close at hand when the usual heavy demand for currency from the West for cropmoving purposes springs up At Chicago ex change on New York is already selling at a dlscount The universal demand for money in all parts of the world pre- cludes any idea of outside help Not- withstanding the heavy shipments of gold abroad sterling exchange is still hover ing around the export point Saturdays favorable bank statement brought to com mispfon houses some buying orders anti London also bought This imparted a better tone to the opening which in turn has caused some short covering the report being freely circulated that Sec- retary Taffs speech to be delivered WALL STREET NOTES I Rumors of Lon- don al the advance CaM t roo reports que ba- the I to- t I ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ ¬ night will be rather encouraging from a market standpoint Advantage of rallies should be taken to sell G Bowie Chlpnvin of E R Chapman Co With smaller transactions to days market as far as final results wore concerned tailed of any particular de- velopments The finnlB HS compared with Saturdays find the general list slightly improved with here and there exceptions notably distillers which after its first point break recovered only part of it One half million gold engaged for export it being stated that this was in tim natuVo of a special transaction Things aro in rather a waiting mood anti although to- morrow may bring developments based on the speech tonight of Secretary Taft and that of President Roosevelt tomor row at tho same time I think it best to sell stocks on sufficient rallies but decidedly not on weakness for the short interest is largo and a covering move- ment would not bo impossible Benjamin Woodruff of Post Flagg The market today was uninteresting At the close prices sure not far from Sat- urdays closing Gold exports at the pres- ent time with money unobtainable are unfavorable incidents but I am told that if they occur at all it will only be In small volume The market would rally should we get anything favorable as a large short interest exists but I look for nothing more than rallies on the shorts for the time being as everything is against any bull movement On tho other hand securities are so low it Is hard to see where there is room for any great shrinkage from the prevent level Still the bear party te strong and from time to time make demonstrations against the market G L Edmunds o A O Brown Co The outside interest at present is not heavy and the more important interests appear to be disposed to do little more than extend sufficient support to avoid demoralization On this account pro- fessional element ta disposed to sell on rattles and recently the policy has been to attack some Individual stocks Dis- tillers was the particular target today on rumors of an adverse character but those to be wholly without foun- dation The market tomorrow is likely to be influenced by the speech of Saere tary Taft Quotations Go Down AfterOpening Session

TECHNICAL POSITION WEAX

Unmistakable Signs of Liquidation-at Some in Market An-

nouncement of Engagement ofGold for Export In Xot IikeJ Dis-

count Rate May Be liaised to C

New York Aug IsWAt the opening andduring the first hour of business today the market displayed considerablestrength many of the active issues risingseveral points above Saturdays closingfigures but by noon the trading hadquieted down and the course of priceshad developed a reactionary tendencyfrom which it did not recover up to theclose

Among the strongest features of theearly trading were Great NorthernNorthern Pacific the Harrlman issuesNew York Central and AmalgamatedCopper but in the cue of some of theseespecially Union Pacific weakness suc-ceeded the early strength this particularstock closing not only below Saturdaysfinal but at a quotation lower than theclosing of any previous day since thomidsummer decline began

Opinions differed as to the reason forthe strength at the opening some brok-ers attributing it to the covering ofshorts while others took the ground thatit arose from nothing more than a desireof the interests working for a decline totest the market and ascertain how muchstock there was weekly held that wouldcome out on a rally

Stock Forced OutSuch stock it wa assumed could be

forced out by a decline and the object ofthe rally might have been to ascertainthe strength of the technical position

At all events it showed that the tech-nical position was by no means strong-so the operations to briny about lowerprices suspended on Saturday were re-newed with considerable effect

Th re were unmistakable signs of realliquidation at some points in the market-as for Instance in ChIcaNO St Paul Mil-waukee and Omaha one of the inactiverailroad issues which broke sharply onthe liquidation of a moderate line ofstock and Distillers Securities whichsuffered a decline of 5 points from theopening but afterward recovered morethan 2 points of Its

the market as whole the declinein the afternoon seemed to increase thesupply of stock for sale and final pricewhile as a rule above those at the endof Saturdays session were well undenthe best of the day

Tnfts Speech DiscussedForecasts of Secretary Tafts speech

were uniformly of an unfavorable character the general impression being thatthere would be no modification of thepresent policy toward corporations andthat the best the street could hope forwas that no new forms of aggression oncapital would be outlined

The announcement of a provisional agree-ment of gold for export to Europe wasnot liked in view of the strength ofth time money market and while theopinion was expressed by the international bankers that London would notdraw much gold from this center themovements of exchange between Londonand Paris indicated that the former citywas endeavoring to increase its stock ofthe metal by drawing from the samequarter

It was thought to be entirely probablethat the discount rate advanced to 4

last week would be raised to i per centnext Thursday

An interview alleged to have been givenout by an independent steel interest inwhich it was stated that there wee a con-siderable falling off in business had adepressing effect on sentiment regardingthe iron and steel trade

Up to the close of business no newshad been received from Washington as

the outcome of the conference regarding the granting of Immunity to theChicago and Alton for having suppliedthe data on which basis the CO 0fine imposed on the Standard Oil Com-pany by Judge Landis was established

London failuresHave Bad Effect

BEARS HAVE BEST OF DAY

Further Advance In Discount Untoof Dank of Engrlnnd IB ExpectedForeign Exchange Market HardCall Money Rates Stiffen Up Noticeably Drokcss Against Exportation

Now York Aug 19 Disquieting rumorsfrom London or jit loast purporting tocome from London constituted about thoonly unfavorablo developments of thedayThat

credence was given thorn wasshown by the sharp advance in demandsterling rates and Indirectly by thoweak closing or tho stock market

The reports became more pronounced-as the day progressed In the morning-a small failure was announced from

in the afternoon rumors had it thatthe failure would be followed by othersof a more important character Themoney situation was reported stringent-in the morning In the afternoon It wasacute Doors undoubtedly made as gooduse of tho rumors they could for attimes during tho day the market was get-ting away from them under short cover-ing and small lot investment buying andthe wide circulation given tho reports un-

doubtedly induced much speculativeliquidation

From a bear standpoint it was alsoboneJicial in checking a buying movementthat attained considerable momentum inthe early trading

Cable advices indicated a likelihood ofa further advance in the flank of England discount rate on Thursday though

from 4 to 4V6 per cent wasmade only last week That there shouldbe a chance one week later of a furtherincrease to 5 per cent was everywhereconsidered an unpleasant commentary

Concurrently with these advices theforeign exchange market opened hardwith demand sterling at 48745 and 4JTMand went up until at the close it was at4S786 and 4STW Tho rate indicated anextreme probability of gold exports in

tho Bank of England offered accom-modations and one Internatlonl bankinghouse was negotiating for the export of

GQQOOO It was announced after thectoee that the bank was not offeringany allowance for interest in transitnit that nevertheless the house referredtolwlght sod forward 600000 as a special

transaction

London bankers let it be known thatthey wanted gold badly Bankers here letthem know that New York would partwith none willingly Gold exports itwas agreed ought to be resisted herewith a nominal timemoney market andsuch high bids as 6 per cent for sixtydays and t and upward for the longermaturities A large number 6f brokersadvised their customers that while theyconk do nothing better with their moneythan purchase standard stocks in casethey had the money to take them awaycaution was nevertheless advisable inbuying on margin and on borrowed mon-ey Even with Union Pacific selling onan S per cent investment basis it waspointed out there was little to bo gainedIn purchases on borrowed money withtime money so closely held at a chanceof sharp advances in eaU rates mostany day

Trading was on a much smaller scalethan in any fivehoar session since theimposition of the great fine Traders andothers who otherwise would have boughtwere deterred in some cases by conflict-ing of utterances forthcomingfrom high administration circles

The decrease in activity was accompa-nied by a decrease of evidences of forcedliquidation which were so numerous lastweek One however may have beensupplied by a sharp break in distilleriessecurities which in transactions of 6199shares unusually heavy for this stocksold off from 47 to 42 and closed with anfet loss of 2 points

The outcome of the conference regard-ing the immunity of the Alton was await-ed with as great Interest as was anyether of the expected developments inadministration circles

Apart from the question of immunity-it was believed that the decision reachedby the officiate would shed light on the

tkui as to whether or not share-holder of railroad corporations are tobe muteed in huge sums for rebatingperpetrated by officers of the railroads

LOCAL FINANCIAL GOSSIP

Prices ruled higher on the WashingtonStock Exchange yesterday and a goodvolume of business was transacted Capital Traction took a turn upward when itwas called and as it heads tho list oflocal public udMty shares the brokersseemed Inspired to bid up prices gener-ally on the other railway shares andWashington Gas

The Upward movement was also felt inthe type machine shares and active bid-

ding brought out some of the bank sharesafter many days of neglect WashingtonRailway and Electric common came infor renewed interest yesterday and twopoints were added to the bid price Thisstock has been inactive for severalmonths anti the appearance of the oldsupport gave to the meeting of tho StockExchange a decidedly more interestingphase

Charles C Glover president of thoRiggs Bank was in the city yesterdayhaving come home for a brief visit fromBar Harbor Me where he is spendingthe summer with his family Mr Gloverlooks well and when he came upon thefloor of the Stock Exchange made hispresence felt in his peculiarly genial wayby witty remarks to the members uponthe transactions of the day

Opinions on tIne New York MarketE W Crews of Henry Clews CoTile underlying conditions must under

go a decided improvement before therecan be any permanent advance in thstock market The exorbitant rates fortime loans T and 8 per cent being askedfor January maturity show clearly whatcan be expected in the callmoney marketlater in fact the period is close athand when the usual heavy demand forcurrency from the West for cropmovingpurposes springs up At Chicago exchange on New York is already selling ata dlscount The universal demand formoney in all parts of the world pre-cludes any idea of outside help Not-withstanding the heavy shipments of goldabroad sterling exchange is still hovering around the export point Saturdaysfavorable bank statement brought to commispfon houses some buying orders antiLondon also bought This imparted abetter tone to the opening which inturn has caused some short covering thereport being freely circulated that Sec-retary Taffs speech to be delivered

night will be rather encouraging from amarket standpoint Advantage of ralliesshould be taken to sell

G Bowie Chlpnvin of E R ChapmanCo With smaller transactions to

days market as far as final results woreconcerned tailed of any particular de-

velopments The finnlB HS compared withSaturdays find the general list slightlyimproved with here and there exceptionsnotably distillers which after its firstpoint break recovered only part of itOne half million gold engaged for exportit being stated that this was in tim natuVoof a special transaction Things aro inrather a waiting mood anti although to-

morrow may bring developments basedon the speech tonight of Secretary Taftand that of President Roosevelt tomorrow at tho same time I think it bestto sell stocks on sufficient rallies butdecidedly not on weakness for the shortinterest is largo and a covering move-ment would not bo impossible

Benjamin Woodruff of Post FlaggThe market today was uninteresting

At the close prices sure not far from Sat-urdays closing Gold exports at the pres-ent time with money unobtainableare unfavorable incidents but I am toldthat if they occur at all it will only be Insmall volume The market would rallyshould we get anything favorable as alarge short interest exists but I look fornothing more than rallies on the shortsfor the time being as everything isagainst any bull movement On tho otherhand securities are so low it Is hard tosee where there is room for any greatshrinkage from the prevent level Stillthe bear party te strong and fromtime to time make demonstrationsagainst the market

G L Edmunds o A O Brown CoThe outside interest at present is not

heavy and the more important interestsappear to be disposed to do little morethan extend sufficient support to avoiddemoralization On this account pro-fessional element ta disposed to sell onrattles and recently the policy has beento attack some Individual stocks Dis-tillers was the particular target todayon rumors of an adverse character butthose to be wholly without foun-dation The market tomorrow is likelyto be influenced by the speech of Saeretary Taft tonight and by forecasts ofthe Presidents speech to be deliveredduring the day
