Residential Development With Convenient Shopping at Plot B,S.no 393/2B+2A/1,Village-Talegaon Dabhade Maharashtra by M/s Naiknavare Real Estate LLP – Environmental Clearance - [F.No.21-37/2016-IA-III] M/s Naiknavare Real Estate LLP has proposed for Residential Development with Convenient Shopping at Plot B, S. no. 393/2B+2A/1,Village-Talegaon Dabhade, Tal- Maval, District Pune, Maharashtra. Total Plot Area is 11071.35 Sq.mt. Built-up Area is 33,600.19 Sq.mt. Configuration of Building is as given below: Residential :

Parking facility for 247 Four wheelers and 508 two wheelers is proposed to be provided against the requirement of 54 and 508 respectively (according to local norms). During construction phase, total water requirement is expected to be 4KLD which will be met by water from Potable water tankers. During the construction phase, soak pits and septic tanks will be provided for disposal of waste water. During operation phase, total water requirement will be 294 m3/day. Out of which, fresh water requirement from Talegaon Dabhade Nagarparishad will be 190 m3/day and remaining water requirement ( 96m3/day) will be met from recycled/ treated effluent. Excess treated effluent will be discharged into existing sewer line. Sewage (257 m3/day) will be treated in the STP. Treated sewage will be recycled for flushing and horticulture purpose. Solid waste generation will be 973 kg/day. out of which, quantity of biodegradable solid waste is 601 kg/day and non-biodegradable waste is 372 kg/day. biodegradable waste will be treated in mechanized

composting unit. 4 nos of recharge pits of size 2 m x 0.9 m x 2 m(1 m filter media) will be proposed. The total power requirement during construction phase is 25 KVA and will be met from MSEDCL and total power requirement during operation phase is 1200 kW and will be met from MSEDCL. After detailed deliberation, the Committee sought following additional information:

(i) Status of application of the project proposal in SEIAA, Maharashtra. (ii) Copy of application submitted for clearance from NBWL (iii) Present landuse of the proposed project site. (iv) Pl confirm whether site is not located on the wet land. (v) Details of waterbodies located within 10 km distance to be furnished. (vi) Cost of project as well as capital cost and recurring cost per annum for implementing

EMP to be provided. (vii) Commitment that shops and other establishments in residential blocks with have to

conform to residential area norms in terms of noise pollution and vehicular movements and shall not create a nuisance for residents of the Blocks.

(viii) Layout plan indicating road, greenbelt, drainage, sewer line, STP, solid waste handling area, rain water harvesting structure, etc. in different colour to be furnished.

(ix) Layout of parking plan indicating entry and exit points of vehicular movement as well as traffic management plan. Highlight the fire tender pathway.

(x) Details of source of water supply alongwith permission to be submitted. (xi) Excess treated sewage disposal plan/scheme to be submitted. (xii) Assessment of ground level concentration of pollutants due to DG set (1 x 125 KVA). (xiii) Effort shall be made to reduce capacity of DG set and remaining standby power shall

be met from solar energy. (xiv) Treatment scheme for sewage and its recycling mode. (xv) Advantage of proposed sewage treatment plant vis a vis conventional sewage

Point no 1 Status of application of the project proposal in SEIAA, Maharashtra Reply This is a fresh application for Environment Clearance uploaded on MoEF & CC portal. No application was made at SEAC/ SEIAA Maharashtra for this proposed residential project with convenient shopping. Point no 2 Copy of application submitted for clearance from NBWL Reply The project does not fall within 10 km of any sanctuary, National Parks, eco sensitive zone, etc. So clearance from NBWL is not required. Excess treated sewage disposal plan:

Total sewage generated is 257 m3/day which will be treated in the STP of capacity 260 m3.After

treatment water available for reuse is 231 m3/day that will be reused for flushing (96 m3/day)

and gardening (8 m3/day) respectively. Remaining 127 m3/day will be supplied to National

Institute of Post Harvest Technology (NIPHT’s) Horticulture Training Centre.

Point no 12

Assessment of ground level concentration of pollutants due to DG set (1 x 82.5 KVA).

Reply

Generators set emissions were below model acceptable levels. Hence ground level concentrations cannot be generated. In turn the emissions were well within prescribed limits

Point no 13 Effort shall be made to reduce capacity of DG set and remaining standby power shall be met from solar energy. Reply We are reducing capacity of proposed 125 KVA DG set to 82.5 KVA by reducing common load. We are going to install on grid type solar PV (without battery) and not storing the same, hence it is not possible to get standby power from on grid solar PV at evening, night and early morning time. Hence we propose to reduce capacity by reducing some common load only.

Treatment efficiencies for the removal of fecal coliforms, BOD, COD, nutrients are up to 80%, which is greater than the traditional chemical methods.

Needs online chemical dosing for removal of fecal coliforms, BOD & COD.

Since it utilizes natural vegetation and rhizosphere microorganisms, it is ecofriendly method of treating sewage

Sludge digesion has to be made in standard environment. To maintain the environment artificial aeration is required.

Mostly it is located under ground as well as remote location where movement is less.

Reply The storm water collected from the site shall be recharged through 04 Nos. of recharge pits with size 2 m x 0.9 m x 2 m (1 m filter media). Overflow of the same shall be connected to the network of internal storm water drainage pipe and chambers. We have not proposed storage of the rain water. Point No 17

Calculation on sizing of solar water heating systems to be furnished

Reply

It is proposed to provide solar water heating system for catering needs of hot water of the occupants. For E.C. the hot water requirement has been worked out on the basis of 70 lit. /day / Flat for the hot water available @ 60 deg C. The capacities required for each building would be as follows:

These systems will have to be installed on terrace, in shadow free space, facing south. The supply for cold water will be taken from the proposed over head tank. The systems would be either thermosyphon type or Forced Circulation as per location of panels. The Solar tanks will be installed on Terrace area of building considering equal load distribution on R.C.C slab. For thermosyphon system maintenance cost is negligible. Only cleaning and dusting of panels is required.

But the success of providing solar water heating system will depend upon the shadowless area i.e. made available at Terrace Level per building.

Reply We have calculated total shadow free space available on terrace after locating solar water heating system, It is possible to install 10 KW Solar PV on grid system on available space. We are ready to install the same.

Point no 19 A management plan for excavation and dewatering to ensure compliance to the CGWA guidelines and regulation. Reply Management of excavated soil is given in the table below; • Building out to out dimension 42.28 m x 20.35 m, so considering 1.5m extra margin for both

the sides excavated area dimension will be 45.28 m x 23.35 m • For 3 Nos. of bldg. consider excavation depth will be 1.5 m • So net excavation qty. of 3 bldg. :- 3 x (45.28 x 23.35) x 1.5 = 4757 Cum Say 4800 Cum • Consider 20% of top soil from total excavated qty. = 4800 X 20% =960 Cum • Open Space area :- 1108.38 m2 • As per contour layout existing OGL for open space area is 93.5 • As per Master layout finish level of open space area is 96.00, so there will be 2.5 m filling • We will be use excavated qty. of soil i.e. 960 Cum for landscaping work. • All remaining qty of excavated material i.e. (4800-960) =3840 Cum will be use for plinth

refilling and road formation work. No basement is proposed for the project. As per the hydrogeology report water table at the project site is 15 to 30 m BGL so, there is no ingress of water anticipated during foundation of building. Hence permission of CGWA is not required. Point no 20 Solid waste management plan along with area earmarked for solid waste management scheme. Reply We have enclosed solid waste management plan as enclosure-12 Area allocated for waste management facility on site is 69 m2 Layout indicating the area earmarked for solid waste management scheme is given herewith.

Pollution control measures to be taken to control fugitive emission during construction phase are listed as follows; • Site barricades will be provided along with the tree planting at the site boundary; • Excavation and transport will be done during off peak hours along with material loading from

site minimize to about 15-20mins; • During windy conditions, dust suppression measures will be adopted (dampening with water,

tire washing facility at the entrance of the project site, etc.; • The vehicles hired for transportation of material and labor shall have PUC certificate in order to

reduce air emissions; • Dust covers will be provided on trucks used for transportation of materials prone to fugitive

dust emissions; • If small volumes of concrete are to be mixed (manually), mixing is to be undertaken on a hard

surface covered in plastic sheeting so that concrete waste and runoff can be contained; • Traffic Management - vehicular movement to be regulated with proper parking facility and

internal road system; • The generators used on the site for energy backup will be CPCB norms complied for air

emissions. There will be no marble/stone-cutting on site. If required, pre-cut materials will be purchased from vendors.

1.0 INTRODUCTION Sewage is being carried out from drainage systems and open channels (nallah) for

past several decades in any urban settlement. These nallahs also serves as

channels for storm water run-off. Most of the nallahs discharge into the rivers. On

one side due to increasing population the discharge into the rivers/lakes is ever

increasing and on the other side a lot of water being thrown as sewage through

nallahs. This water can be seen as untapped resource if a suitable treatment method

is used for cleaning of nallah water to a quality which can be used for non-potable

applications. Ultimately, cleaning of water bodies and availability of water can be

achieved.

In order to make the method feasible selection of technology for sewage treatment

should be on criteria such as plant which works without electricity, require minimum

maintenance and most importantly, the technology should be self-sustainable.

National Environmental Engineering Research Institute (NEERI), Nagpur have

developed a novel technology based on natural method of treatment of sewage using

constructed wetlands. The technology is named as PHYTORID and is well patented

nationally and internationally.

Use of plant species along with their root system along with the natural attenuation

processes can be combined together to get the Phytorid Technology. It is one such

technological solution, which can be easily implemented in cities as well as in rural

areas for treatment of wastewater. The system is based on use of specific plants

normally found in natural reed with filtration and treatment capability. This system can

be utilized for a wide variety of applications. It can be used for secondary and tertiary

treatment of municipal wastewater, sludge management, treatment of industrial or

agricultural effluent as well as for the treatment of landfill leachates.

PHYTORID technology is developed by NEERI for sewage treatment. NEERI is a

government research institute under Council of Scientific and Industrial Research.

This is one of the most reputed laboratories for environmental research and

consultancy. This technology has world patent to its credit. The national

environmental policy recommends use of constructed wetland systems for efficient

sewage treatment.

2.0 SIMPLE SOLUTION FOR SEWAGE TREATMENT The main objective of the proposed project is to provide a simple, feasible, practically

sound, eco-friendly, maintenance free and cost-effective technology, which can

handle the sewage waste water treatment leading to reuse of treated water for

purposes like gardening.

3.0 TYPICAL DESIGN FEATURES

The general concept design for the Phytorid system is presented in Figure 1.

However, the design may be further modified as per specifications and land

availability. The schematic also depicts modular concept of combining beds into

series or parallel configurations, particularly for higher capacity treatment plants.

The sub-surface flow type, Phytorid system is proposed for the treatment of sewage

or domestic wastewater which will consists of a basin or a channel with a barrier to

prevent seepage, but the systems/ cells/ beds contain a suitable depth of porous

media. A primary treatment facility would also be constructed along with basic for

effective removal of solids and thus reduces the marginal BOD.

The porous media also supports the root structure of emergent vegetation. The

design of the Phytorid system assumes that the water level in the cells will remain

below the top of the filter media.

The vegetation to be utilized for the said Phytorid system is very important. Various

species of aquatic plants have been utilized to attain maximum efficiency in the

treatment of domestic wastes. These include species like Phramites australis,

Phalaris arundinacea, Glyceria maxima, Typha spp., Scirpus spp., other common

grasses etc.

In a plant for treatment of nallah water it is proposed to lift the sewage to Phytorid

system using a pump and then treated water is either used for gardening or can be

discharge into nallah at the downstream. However in case of the actual plant the

flows to and from Phytorid will be managed by gravity.

4.0 ADVANTAGES OF PHYTORID TECHNOLOGY � Treatment efficiencies for the removal of faecal coliforms, BOD, COD, nutrients

are up to 80%, which is greater than the traditional chemical methods.

� It is a very cost effective technology when compared with the traditional

wastewater treatment methods.

� Since it utilizes natural vegetation and rhizosphere microorganisms, it is eco-

friendly method of treating sewage.

� An important factor to be considered is the aesthetic improvement that is

provided by this methodology.

� No mosquitoes and odour nuisance

� The treated water can be used for enhancement of environmental architecture

such as roadside fountains.

� The quality of treated water is comparable to irrigation standards

5.0 METHODOLOGY The treatment process consists of primary treatment plant followed by Phytorid

treatment system. The hydraulic loading shall be started with 40% capacity in the

beginning till the time of acclimatization of the plants to the hydraulic load and shall

be later increased to 100%. The further loading and efficiency shall be monitored to

establish how much more of either hydraulic or BOD load can be effectively used.

This would entirely depend upon the variation in the sewage characteristics used for

treatment.

6.0 LAND AREA REQUIREMENTS The total area required for sewage treatment plant for a capacity of 100 m3/day is

approximately 180 m2. The area includes area requirements for phytorid bed. The

phytorid bed on nallah will be constructed at the space available and avoiding flood

levels during mansoon period.

7.0 TREATMENT EFFICIENCIES Phytorid system being natural method, the final efficiencies as indicated in Table 1,

will be achieved after the system is stabilized which may require a period of 6 months

after commissioning.

8.0 OPERATION AND MAINTENANCE This technology is natural system; as a result operation is mostly passive and

requires little operator intervention. Requirement for area can change on various

factors such as load (kg BOD/day), ambient temperature, topography of the region,

flow characteristics, etc. Maintaining uniform flow across the Phytorid system through

inlet and outlet adjustment is extremely important to achieve the expected treatment

performance. Sampling of inlet and outlet will be carried out for a period of 3 months

every fortnight after stabilization of the treatment systems for first one year.
