Course Objective

The OJA Oleoresin Capsicum Spray Utilization Program is designed to prepare institutional security staff for OC Spray deployment situations.

Course Length and Frequency

Recommendations are; Length – 3-4 hours Frequency – conducted at least annually with

security staff members. Training on signs and symptoms of adverse

reactions of OC spray for non-security staff will be included in the Care & Custody Management Curriculum, which is conducted annually.

Training for Medical Staff

Medical staff will receive training on contamination caused by the use of OC Spray, including side effects.

Instructor TrainingInstructor candidates will be selected to attend an outside instructor training course to be determined at a later date.

Curriculum Design

1. Policy and Procedure.

2. Precursors to deployment.

3. Deployment and retention tactics.

4. Decontamination and reporting.

The curriculum will be broken down into four components:

1. 57 slide PowerPoint Presentation.

2. Actual and staged videos depicting situations that may or may not warrant the use of OC Spray.

3. Hands-on practice with inert spray canisters to reinforce tactics on canister use and retention.

Learning tools to be utilized are;

Policy and Procedure

Rule: 377:10-1-4.1 and the proposed OJA policy regarding OC Spray will be reviewed using the following learning tools;

1. Classroom discussion

2. Video scenarios

3. Hands-on practice scenarios

agents may be usedProvides staff with the guidelines on the

Precursors to DeploymentKey points regarding the non-physical de-

escalation techniques included in basic OJA behavior management courses will be reviewed. In addition, the following will be included;

1. Effects of OC Spray.2. What justifies the use of OC Spray?3. Giving a verbal warning before deployment.4. Clearing physically involved staff before

deployment.

Deployment and Retention Tactics

Security staff will be trained in the basics of OC Spray deployment and device retention. This will be achieved through video review and hands-on practice with inert OC spray canisters.

Decontamination and Reporting

Responsibilities and equipment to be utilized following deployment will be reviewed.

All documents to be completed following deployment will also be introduced.
