(2) Project Overview
The Philadelphia City Controller’s Office is seeking proposals of the following services under a
Miscellaneous Purchase Order (MPO) issued by the Office of the City Controller for an
independent review of the City of Philadelphia’s operational and resource deployment and tactics
during the civil unrest following the murder of George Floyd. The City Controller’s Office is
tasked with ensuring taxpayer money is used in the most efficient and effective way to serve and
protect all of Philadelphia. Over the last few weeks, questions have been raised about the city’s
preparation for and response to the protests, and unrest that followed. In this time when City
resources are stretched thin, we must ensure dollars are being used in the best interest of the
taxpayer, every day and especially in crisis situations. To this end, the Controller’s Office has
opened an independent review of the city’s response to analyze what went right and what went
wrong around tactics and operational deployment of city resources. Feedback from community
leaders and activists as well as city and state officials will be incorporated into the investigation.
This review will be made public and will serve to guide city actions going forward.
As the independent financial watchdog for the City of Philadelphia, it is the mission of the City
Controller to promote the effective and efficient operation of Philadelphia government by
identifying cost savings, recommending best practices and modernizations, and exposing fraud
and mismanagement. The City Controller’s Office is an independent, elected office. Under City
Controller Rebecca Rhynhart, the office is committed to transparency, accountability and good
government.
The term of the MPO is expected to commence on or about Monday July 6, 2020 and, unless
sooner terminated by the City pursuant to its terms, shall expire on June 30 following the
commencement date. The compensation provided in the MPO will be as stated below or as
agreed by the Department and the successful Applicant but shall not exceed a total of Seventy-
Five Thousand dollars ($75,000). The MPO will incorporate and be governed by the
Miscellaneous Purchase Order Terms and Conditions as attached.

office may enter into an MPO with one or more Applicants. The MPO will

(3) Project Requirements
SCOPE OF SERVICES:
• Applicant will use his or her investigative experience to analyze and investigate resources
including strategy, tactics and other operational decisions, specifically in the following
areas:
o Policies and procedures for protest/civil unrest/large event situations;
o Examination of administrative and operating resources;
o Organizational preparedness, strategies, assessment and decision making; and
o Execution and overall staffing deployment, including but not limited to decisions
regarding police staffing levels and deployment.
• Conduct interviews and review materials from this time period
• Research, analyze and compare best practices to other cities and determine overall
operations effectiveness and efficiency.
• Other services as needed related to these services.
Qualifications and Abilities:
• Applicant should have strong investigation skills with a comprehensive fact-finding
process.
• Applicant should have a strong understanding of Emergency Management Operations,
including but not limited to mitigation, preparedness, response and recovery related to
civil unrest situations in large size cities, protest/large events, etc.
• Applicant should have knowledge of operational and resource deployment utilized during
major crisis situations.
• Applicant should have knowledge of financial resources/costs for response to civil unrest
situations.
Our office anticipates that this investigation should take 3-6 months from time of MPO
conformance which will be on or around July 6, 2020.
Our office expects a final report that will be made public with findings from the
investigations as well as possible recommendations moving forward.
(4) Submission Requirements
Proposal Content
• Company/organization information and profile (including name, and contact information)
• Background/qualifications of all professional staff members who will be assigned to the
project
o Indicate who will be the primary contact for the Controller’s Office

• Relevant investigatory experience
• Briefly describe how applicant will meet project requirement as described in Section 2
• Provide names and contact information of three references for which the consultant has
provided comparable services
• Provide an estimate of the professional fees to be charged, including the hourly billing
rate by type of employee (if applicable), a blended billable hourly rate, and an all-
inclusive maximum fee. TOTAL AMOUNT: Not to exceed $75,000
Proposal Format
• Your response is to be submitted in an attachment contained in your response email, in
either Microsoft Word or PDF format (preferred). Your response should be made on 8.5”
x 11” paper and limited to no more than 10 single-spaced pages in length.

(5) Questions Relating to the RFP
• Any questions about the RFP must be submitted via email only to
[email protected] and [email protected]. by 10:00 AM (EST) on
Friday, June 19, 2020. We will make every effort to respond to relevant questions in a
timely manner up to 5:00 PM (EST) Monday, June 22, 2020 when the question period
will be closed. We cannot guarantee an answer to every question that is submitted.
No oral response to any Applicant question by any City employee or agent shall be binding on
the City or in any way considered to be a commitment by the City.
