RESOLUTION OF THE BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT
SUPPORTING THE “BREAKING THROUGH LIGHTING THE WAY” PROJECT
WHEREAS, the BREAKING THROUGH Lighting the Way Exhibition will chronicle the lives of 12 African American Long Beach women considered legends who made a positive difference in the history and culture of Long Beach, and
WHEREAS, the list of 12 women includes those whose lives have intersected with the Long Beach Unified School District, providing lasting benefits to our students and schools, and
WHEREAS, the 12 honored women include Carrie Bryant, Dale Clinton, Alta Cooke, Maycie Herrington, Evelyn Knight, Patricia Lofland, Vera Mulkey, Wilma Powell, Autrilla Scott, Bobbie Smith, Doris Topsy-Elvord and Lillie Mae Westley, and
WHEREAS, THE BREAKING THROUGH Lighting the Way exhibition is a collection of portraits, historic photographic restorations, ancestral document reproductions and other images and artifacts assembled by Sunny Nash and Carolyn Smith Watts, and
WHEREAS, the exhibition will open Tuesday, September 29, 2015 at 3 p.m. in the Main Library in Downtown Long Beach.
NOW, THEREFORE BE IT RESOLVED, that the Board of Education of the Long Beach Unified School District hereby proclaims Tuesday, September 29 as Breaking Through Lighting the Way Day and encourages all Long Beach residents to view the exhibit and learn more about these 12 historical figures.

Consideration: Action/Information Date: September 15, 2015 1. APPROVE PARTICIPATION IN THE LONG BEACH ADULT EDUCATION
CONSORTIUM: AB86 GOVERNING BOARD Authorize the district’s representation on the Long Beach Adult Education Consortium Governing Board, identifying Carol Ortega and Felicia Anderson as members, in collaboration with Long Beach City College. The intent of the Governing Board is to collaboratively implement a plan for expanding and improving adult education services by creating linkages between the two educational systems through a regional consortium. This regional collaboration provides capacity for the school district and the community college. The adult services address the following priorities established in AB 86: (1) Elementary and secondary basic skills, including classes required for a high school diploma or high school equivalency certificate; (2) Classes and courses for immigrants eligible for educational services in citizenship and English as a second language, and workforce preparation classes in basic skills; (3) Education programs for adults with disabilities; (4) Short-term career technical education programs with high employment potential; and (5) Program apprentices. After spending over ten months engaging the community on how best to support students, the Long Beach Unified School District approved the 2015-18 LCAP on June 18, 2015. Since then, based on feedback from the Los Angeles County Office of Education, the District made the following amendments to the Plan:
• Itemized Base Grant budgeted expenditures; • Described the pupils who will be served by District actions and services; and • Provided additional details on the types of actions and services that the
District will use to accomplish LCAP goals. These amendments do not alter any of the goals, programs, or budgeted expenditures that the Board approved on June 18, 2015. Date: September 15, 2015 RECOMMENDATION:
Upon evaluation of actual enrollment patterns and proximity of middle school sites, the following changes are being recommended. Approve the boundary adjustment detailed below and shown on Exhibit A. The area would be removed from the Rogers Middle School attendance boundary and added to the Stanford Middle School attendance boundary. There are currently 92 middle school students living in this area, of which 30 currently attend Stanford.
• The proposed area is Northeast of Pacific Coast Highway, South of Atherton Street, and West of Bellflower Boulevard.
Approve the boundary adjustment detailed below and shown on Exhibit B. The area would be removed from the Jefferson Middle School attendance boundary and added to the Rogers Middle School attendance boundary. There are currently 182 middle school students living in this area, of which 119 currently attend Rogers.
• The proposed area starts at Ximeno Avenue and 7th Street, West on 7th to Loma Avenue, south on Loma to 2nd Street, east on 2nd to Mira Mar Avenue, south on Mira Mar to Livingston Avenue, east on Livingston to Ximeno Avenue, north on Ximeno to 10th Street.
The boundary changes, if approved, would be effective at the start of the 2016-17 school year. This change would only be applicable to new students and transfers, and no current students would need to change schools.

Date: September 15, 2015 ____________________________________________________________________________ RECOMMENDATION: Upon evaluation of actual enrollment patterns, the following changes are being recommended for Lincoln Elementary School: Three areas would be removed from the Lincoln ES attendance boundary and added to the attendance boundaries for Burbank, Roosevelt, and Whittier elementary schools, as shown in Exhibit C.
• Proposed area 1 would attend Whittier Elementary and is East of Martin L. King Jr. Avenue, South of New York Street, West of Orange Avenue, and North of Anaheim Road.
• Proposed area 2 would attend Roosevelt Elementary and is East of Atlantic Avenue,
South of New York Street, West of Martin L. King Jr. Avenue, and North of 11th Street.
• Proposed area 3 would attend Burbank Elementary and is East of Walnut

Consideration: Action Fiscal Services Date: September 15, 2015 BACKGROUND: Proposition 4 of 1979, also known as the Gann Limit, established a constitutional limit on the allowable growth in state and local government spending. The District is required to establish a revised Gann limit for the 2014-2015 fiscal year and a projected Gann Limit for the 2015-2016 fiscal year in accordance with the provisions of Article XIII-B and applicable statutory law. A RESOLUTION OF THE GOVERNING BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT ESTABLISHING APPROPRIATIONS LIMITS FOR 2014-2015 and 2015-2016
WHEREAS, in November of 1979, the California electorate did adopt Proposition 4, commonly called the Gann Amendment, which added Article XIII-B to the California Constitution; and, WHEREAS, the provisions of that Article establish maximum appropriation limitations, commonly called “Gann Limits,” for public agencies, including school districts; and, WHEREAS, the District must establish a revised Gann limit for the 2014-2015 fiscal year and a projected Gann Limit for the 2015-2016 fiscal year in accordance with the provisions of Article XIII-B and applicable statutory law; NOW, THEREFORE, BE IT RESOLVED, that this Board does provide public notice that the calculations and documentation of the Gann limits for the 2014-2015 and 2015-2016 fiscal years are made in accordance with applicable constitutional and statutory law; AND BE IT FURTHER RESOLVED, that this Board does hereby declare that the appropriations in the Budget for the 2014-2015 and 2015-2016 fiscal years do not exceed the limitations imposed by Proposition 4. AND BE IT FURTHER RESOLVED, that the Superintendent provided copies of this resolution along with the appropriate attachments to interested citizens of this District. Consideration: Action Business Services Date: September 15, 2015 BACKGROUND: As a result of installation of fire sprinklers related to the auditorium modernization project, the Polytechnic High School site requires a new water line check valve to which the City of Long Beach will need access for maintenance and repairs. This resolution is the notice of intention to grant such easement to the City of Long Beach. Another resolution, which will be brought for consideration on October 5, 2015, will be for the granting of the easement, at which time a public hearing on the matter will also be conducted. RESOLUTION NO. 091515-B
A RESOLUTION OF THE GOVERNING BOARD OF EDUCATION OF THE LONG BEACH UNIFIED SCHOOL DISTRICT GIVING NOTICE OF INTENTION TO GRANT AN EASEMENT
TO THE CITY OF LONG BEACH (Water Line Check Valve)
WHEREAS, in order to allow for operation, maintenance and repair of and access to the
water line check valve, the City of Long Beach (“City”) has requested that the Long Beach Unified School District (“School District”) dedicate one (1) easement to the City upon portions of the School District’s Polytechnic High School (“Easement”). Legal description and map depicting the location of the Easement is attached hereto as Exhibit “A” and incorporated herein;
WHEREAS, pursuant to Education Code section 17556, the governing board of a school district may convey to any public corporation, or private corporation engaged in the public utility business any real property belonging to such school district upon such terms and conditions as the parties thereto may agree;
WHEREAS, the School District desires to provide an Easement to the City for the operation, maintenance and repair of and access to the water line check valve;
WHEREAS, pursuant to Education Code section 17557, the School District’s governing board must, prior to dedicating the Easement, adopt a resolution declaring its intention to dedicate such Easement in a regular open meeting by two-thirds (2/3) vote of all of its members;
WHEREAS, pursuant to Education Code section 17557, the School District’s governing board must fix a time at its regular place of meeting for a public hearing upon the question making the dedication of the Easement; and
WHEREAS, pursuant to Education Code section 17558, the School District is required to post copies of this Resolution, signed by the board, in three (3) public places within the School District’s boundaries not less than ten (10) days before the public hearing, and publish notice once, not fewer than five (5) days before the public hearing in a newspaper of general circulation published in the School District.
NOW, THEREFORE, THE BOARD DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitals are all true and correct.
Section 2. That the School District’s governing board (“Board”) declares its intent to dedicate the Easement to the City upon the terms and conditions set forth in the recitals.
Section 3. That the Board establishes October 5, 2015 for a public hearing on the question of the School District’s intent to dedicate the Easement to the City.

Section 4. The School District staff shall post this resolution in three (3) public places within the School District’s boundaries and publish notice of the adoption of this resolution in compliance with Education Code section 17558.

SUBJECT: 2014-2015 Unaudited Actual Financial Reports Enclosures: (SACS Report Series) CATEGORY: New Business Reason for Board Consideration: Action Financial Services Date: September 15, 2015
BACKGROUND: At the end of each fiscal year, the District closes its books, reviewing its actual revenues and expenditures, and calculating ending balances. This work results in the Unaudited Actuals Report, which the Board of Education is required to approve by September 15, as per Education Code Section 42100. The results from the Unaudited Actuals report will subsequently be reviewed by the District's external auditors, as per Education Code Section 41020. The Unaudited Actuals report is the final financial status report for the now-ended fiscal year and follows two interim financial reports and the adoption of the 2015-16 Final Budget which incorporated estimated ending balances from 2014-15.
RECOMMENDATION:
Approve and authorize the filing of the 2014-2015 Unaudited Actual Financial Reports (SACS Report Series) with the Los Angeles County Superintendent of Schools, in accordance with Education Code Section 42100.
