ROLL OUT OF AAYKAR SEVAKENDRA AT INCOME TAX OFFICE, JAISALMER

TERMS & CONDITIONS

As a part of the Govt Of India's e-governance initiative Aaykar Seva Kendra(ASK) is being set at Income-tax Office, Jaisalmer (Rajasthan). The Ask shall be acomputerized centre where facilities for filing of returns. application and othercerrespondence, through Income Tax Departments software, shall be available toIhe lax payers. The designs of the centre to be established work now, branding,material to be used have been standardized and shall be available along withtender documents.

A Comprehensive document in this regard is available with this office whichcan be inspected during office hours at the above address.

MODE OF SUBMISSION OF TENDER

1.The sealed bids shall be addressed to the Income tax Officer, (0 00), 61-ARlleO Residential Area, Jaisalmer (Raj) .

2.The bidders are required to submit duly filled Technical Bid and financial Bid(Annexure-I & II) in separate envelops, it should be written boldly on the top of theenvelope ( each separate envelope). /3.Technical Bid:

The Technical bid should be as per Annexure-I and should be supported by thedocuments indicated in the said Annexure.

4.Financial Bid:-

i..The tender document. marked as Annexure-II, itself is a 'financial bid'.

iLThe financial bid shall be given separately for civil work, interior and electricalwork, furniture fixture and decorative items.

iii.The Financial bid shall be evaluated on the basis of cumulative total of all threequotes and the lowest bid shall be eligible for allotment of work.

S.lnitially only the technical bid will be opened. The Financial bid will be opened.only if, the applicant is selected on the basis of technical bid.

G.Rates quoted shall be all inclusive and no separate claims will be entertainedtowards delivery charge, taxes , etc.

7.The financial bid of only those bidders who are short listed on the basis oftechnical bid will be opened and the bid with lowest quotation amongst the openbids will normally be approved.

8.The last date of receipt of sealed tender is 07.11 .2016 till 4.00 PM. The sealedtenders should be submitted to the Income Tax Officer (000), 61-A RIICOResidential Area. Jaisalmer on any of the Working days, after paying Rs. 1000/­lowards Tender Fee.

9.The tender will be opened by lhe Purchase Committee of Joint Commissioner ofIncome tax, Sarmer Range, Barmer.

10.Tenders submitted late shall notbe considered.

12.This office reserves the right to postpone/and! or extend the receipt, opening of

bids or the withdrawl cancel the same without assigning any reason thereof.

/between the words and figures , the rates indicated in figures shall prevail. Alloverwriting/cutting . insertions shall be authenticated and attested .

14.Rates/Quotations should be submitted and signed by the firm/agency with itscurrent business address.

l5.The bidder shall sign and stamp each page of the bid document and all otherenclosures appended to it as a token of having read and understood the terms andconditions, contained herein and submit the same.

16.The bidder must comply with the rates/quotations ,specification and all terms andconditions of contract. No deviation in the terms and conditions of the contract shallbe entertained unless specifically mentioned by the bidder in the rate/ quotation andaccepted by the Department.

17.An Earnest Money Deposit (EMD) ( returnable if the bid is not successful) of Rs.25,000/- ( Rupees Twenty Five Thousand Only) through demand draft favoring ZAOCBDT, Jodhpur should be enclosed with the Technical bid. No Interest Will bepayable on the EMD. The EMD of the successful bidder will be retained till thecompletion of the contract. In case the successful bidder fails to sign the contract ordoes not start the assigned work in stipulated time, the EMD will be forfeited .

la.The successful bidder will have to furnish 10% of the total value of the contractas performance security in ZAO, CBDT, Jodhpur in the form of account payeeDemand Draft or a Bank Guarantee from a commercial bank before issuing of workorder. Performance security should remain valid for a period of sixty days from thedate of the ASK begins to funct ion. The performance security will be returnedsubsequently.

19.The Successful bidder shall undertake to service and maintain the entire ASKincluding all the equipments, fixtures etc, for 2 years. An open bank guarantee of5% of the total value of contract amount has to be submitted by the successfulbidder. This will be enchashed in the case the contractor fails to maintain and I orrepair defects when called upon to do so within the specific period.

20.The scope of Work

(i). the recipient of contract is required to set up the Ask centre (approx 240sq .Ft.area) as per specifications in the documents available with the IncomeTax officer(000), Jaisalmer (Rajasthan). The floor plan will be provided along with bid

documents. However the exact use of space for creation of ASK can only be~ ascertained by site visit.

(ii) besides civil work, furnishing, finishing work the [detail of work to be executed isavailable in the office and may be inspected during office hours) following items arealso to be included in the contract.

(a).One Computer systems with all hardware ( including UPS), Printer ( One TVSbar code printer & one laser printer), required software (with antivirus) for one nodeASK centre. Sofa 3+2, Centre table-1 , Corner Table-1 , table for Xerox Machine,Table for staff-2, chair for staff & visitors-4, Reception counter "May I help Desk"(Half round), Drawer unit -2, Storage Unit-1 , Vertical window blind/strips forwindows.

(b).lnverter with complete five hours back up facility.

(c)Air Conditioners 1.5 tons with 5 star energy rating-2 Nos (Volts, BlueStar,Carrier) with extra coupling, cabling, drain pipe and voltage stabilizers.

(d)Water dispenser ( Blue Star, Voltas) and internal wiring socket, plugs for A.C,Tube light, Fan, Computer, Xerox machine, water cooler-1, Fan-3 etc.

(e)Photocopier.-1 No. and Fire Fighting extinguisher-02 Nos and their completeinstallation.

(iii) the recipient of the contract will also be required to do other works arising out ofshifting of office equipmenV furniture in space allocated to the ASK. The work shallspecified during physical inspection by the recipient.

(iv) the recipient shall carry out the work SUbject to approval by the PurchaseCommittee of Joint Commissioner of Income tax, Sarmer Range, Barmer.

(v) The material to be used shall be as per the specification/brand/make as perStandard Branch layout and specification booklet for "Sevottam Centres" and"Standard material specification" issued by the DIT (O&MS). Delhi, which beavailable with the office of the Income Tax Officer (0 0 0), 61-A RIICORESIDENTAL AREA, JAISALMER and may be inspected during the office hours.

(vi) The recipient shall design the ASK with respect to the space available, Subjectto the specification mentioned in the document and get the design approval from thePurchase Committee of the Joint Commissioner of Income tax I Sarmer Range.Barmer.

(vii) The recipient shall complete the work of ASK within One Month of receipt ofJ> Work order.

Elig ibility Criteria:-

(i) The applicant with more than 3 years of experience in design ofcommercial! office space ( Preferably in setting up of ASK Centre) andsupervision of the work as per design will be preferred.

(ii) Firm with turnover of more than Rupees One Crore and experience insimilar line of Contractsl jobs of setting up of Aayakar Seva Kendra Willbe preferred .

(iii) The applicant should be regularly assessed to Income Tax and also haveregistration under service tax.

(iv) The applicant should be able to give names of at least three clients ofrepute for jUdging the quality of work, if so required.

(v) The applicant should not have blacklisted or debarred from participatingin the tenders at any point of time by any of the Central of StateGovernment. Semi Government or local body or any other agencies atany point of time.

A Self certificate to this effect (on all the above points) should accompany thetechnical bid.

INSTRUCTION TO THE BIDDERS :

1.The tender forms comprising of Eligibility and qualification criteria and financialbid, duly filed and complete in all respects, shall be submitted in single sealed coverto the Income Tax officer (000) 61-A RIICO Residential Area, Jaisalmer(Raj.).

2.The Following information should be clearly indicated on the envelope.a. Closing Date of Tender.b. "Tender for Aaykar Seva Kendra Income Tax Office Jaisalmer.c. Name and address, contact number of the Firm.

3.Each page of the Tender document should be signed by the bidder with seal ofthe Agency IFirm as a token of having read and understood the terms andconditions therein and to be submitted along with the bid form.

4.The prices and rates are to be written in both figuresand words.

5.The rates should be inclusive of all taxes

6.The bid may be rejected if is not complete in any respect.'T \

7.Furnishing of false, misleading, inaccurate information or particulars in the biddocument or in any other manner shall lead to the disqualification of the bid andbidder at any stage or time, it shall also lead to termination of the contract, ifawarded.

B.The render to whom the work is awarded would furnish name. address andcontact number of a person with whom the Department. Controlling officer will keepcontact, with regard to services being provided by such applicant on day to daybasis.

9.During the period of the execution of work, change in rates will not be entertainedunder any circumstances.

10.The Purchase committee of the m Joint Commissioner of Income tax, BarmerRange, Banner will have the final right to elect the suitable bidder most suited andresponsive to its requirement.

Terms of PaymentNo advance shall be paid on allotment of work. Payment for ASK shall be

made only after satisfactory completion of at least the civil work involved. Further,payment shall be made on completion of work of electrical & interior work. Finalpayment shall be made on satisfactory completion of the entire work.
